Her Excellency the Minister of State for International Co-operation Dr Maryam bint Ali bin Nasser al-Misnad participated in a ministerial panel discussion on accelerating the safe return, rehabilitation, and reintegration of Ukrainian children. The session was held on the sidelines of the Second International Conference on Returning Ukrainian Children, Detained Civilians, and Prisoners of War, taking place in Toronto, Canada. The ministerial panel focused on identifying practical international measures to support the safe return, rehabilitation, and reintegration of Ukrainian children.

The State of Qatar participated today in the Second International Conference on Returning Ukrainian Children, Detained Civilians, and Prisoners of War, held in Toronto, Canada, from September 28-29.The State of Qatar was represented at the conference by HE Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad.In the State of Qatar’s statement at the conference, Her Excellency reiterated the country’s support for all international efforts to find a peaceful solution to the Russia-Ukraine crisis through dialogue and diplomatic means. She emphasized Qatar’s continued conviction that the current crisis can only be resolved through dialogue and mediation.Her Excellency noted that the protection of civilians, particularly children, is a collective responsibility that falls on the entire international community. The safety, dignity, and future of children must remain at the heart of all relevant international efforts and initiatives, she added.HE Minister of State for International Cooperation noted that, since 2023, the State of Qatar has undertaken humanitarian efforts aimed at facilitating the return of children separated from their families due to the conflict, through communication and coordination with both the Ukrainian and Russian sides. Her Excellency noted that these efforts encompassed more than 14 humanitarian operations carried out in coordination with the International Committee of the Red Cross, contributing to the reunification of 87 Ukrainian children with their families. In addition, Doha hosted a number of these families following successful reunification efforts, and the State of Qatar provided specialized recovery and rehabilitation programs aimed at supporting their physical and psychological well-being and helping them overcome the effects of the conflict. Her Excellency pointed out that in 2023, the State of Qatar allocated $100 million to support humanitarian response efforts in Ukraine, covering sectors such as health, education, and basic services, and contributed $20 million to support the Ukrainian grain export initiative. The State of Qatar also supported a number of child protection and education projects, including a $3.5 million initiative to establish and equip safe shelters, schools, and kindergartens.Her Excellency said that Qatari support also included the provision of 50 university scholarships for Ukrainian students to study in Qatar, as well as contributions toward the rehabilitation and construction of vital health facilities in Ukraine, including childcare facilities, in cooperation with the Olena Zelenska Foundation, alongside Qatar’s allocation of $5 million to support Ukrainian refugees and displaced persons.HE Minister of State for International Cooperation emphasized that humanitarian and development aid constitutes a cornerstone of the State of Qatar’s foreign policy, complementing its diplomatic efforts aimed at resolving conflicts peacefully, fostering dialogue, and alleviating human suffering, and noted that Qatar shares these noble values and principles with Canada. Her Excellency also commended Canada’s stance in support of peace and child protection, affirming the collective goal of achieving a peaceful, just, and lasting solution for the good of all humanity. 

Ukraine and Russia each freed 200 prisoners of war Thursday, the first part of an exchange that will see them swap 500 people each in total, officials said.The two sides agreed to the exchange during talks in Geneva last month, both sides said. Prisoner swaps are one of the few areas of co-operation between the warring countries."Today, 200 Ukrainian families received the most-awaited message – their loved ones are coming home," Ukrainian President Volodymyr Zelensky said on social media.Video shared by Ukrainian Human Rights Commissioner Dmytro Lubinets showed servicemen leaving buses, wrapped in Ukrainian flags and shouting "Glory to Ukraine!", as well as embracing those who came to welcome them.Among those freed were Ukrainian soldiers captured in 2022, including some who fought in the three-month-long Russian siege of the Azovstal steel plant in Mariupol, said Lubinets.At the site of the exchange in the northern Chernigiv region, Kateryna Movchan, 29, waited for news of her uncle, Valentyn, who went missing on the front in 2024."We're hoping that maybe someone will recognise him and there will be at least some kind of feedback," Movchan, from the northwestern Rivne region, told AFP."We have absolutely no information at all: how he is, where he is," she added.The Russian defence ministry published footage showing its soldiers boarding a bus and cheering while draped in Russian flags.The United Arab Emirates and the United States helped mediate Thursday's exchange, Russia said.More prisoners will be released today, with the two sides set to exchange 500 each in total, Russian negotiator Vladimir Medinsky said on Telegram.There have been several prisoner exchanges during the war. The swaps are among the few tangible results of talks between the two sides, mediated by Washington as it seeks to broker a deal to end the war.Negotiations appear to have stalled, with the United States now focusing its attention on the Middle East.Kyiv had said there was a tentative plan to hold talks in Abu Dhabi this week – one of the places being hit by Iranian missiles and drones.Zelensky on Monday suggested holding the next meeting in Switzerland or Turkiye, which both have hosted previous talks, instead. 

The number of martyrs among prisoners and detainees who were identified rose to 80 since the beginning of the war in the Gaza Strip. There were at least 47 martyrs from Gaza among them. According to the Palestinian News Agency (WAFA), citing the Palestinian Prisoners' Club, the total number of martyrs among prisoners and detainees whose identities are known since 1967 has risen to 317. This figure reflects what institutions have been able to document over decades. However, in light of the ongoing war, there is information about dozens of detainees who were executed in the field after being arrested, particularly from Gaza. The Prisoners' Club also noted that the Israeli occupation continues to withhold the bodies of 88 martyrs from the prisoners' movement, including 77 since the beginning of the war, while dozens of martyrs from among Gaza detainees remain forcibly disappeared.
