The Cabinet Wednesday strongly condemned Iranian attacks on Qatari, Saudi, Bahraini and Kuwaiti interests, and warned that it reserves its full rights under international law to protect its assets, as it approved a sweeping package of legislative, judicial, educational and diplomatic measures at its weekly meeting Wednesday.  The meeting was chaired by His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani. In a statement after the meeting, His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi said the Cabinet renewed Qatar's condemnation of the targeting of the Qatari tanker Al Rekayyat as it transited near the Strait of Hormuz.  The government rejected the attack outright, calling it a serious violation of international maritime safety, a threat to global energy security and regional stability, and a breach of international law.  It demanded that Iran immediately halt these dangerous practices and affirmed that Qatar reserves its full rights to take any measures it deems appropriate to protect its interests and national assets.  The Cabinet also reiterated its condemnation of the targeting of a Saudi oil tanker in the Strait of Hormuz, describing the incidents as dangerous escalations, and denounced repeated Iranian attacks against Bahrain and Kuwait as flagrant violations of both countries' sovereignty.  Turning to legislation, the Cabinet took note of the Shura Council's approval of a new Traffic bill, part of the Ministry of Interior's strategy to improve traffic movement and road safety in light of infrastructure growth, changing road usage and advances in vehicle technology.  Ministers also noted parliamentary approval of a new state property law, prepared by the Ministry of Municipality, which replaces Law No. 10 of 1987. The legislation establishes a unified framework governing public and private state property, aimed at improving the management of government-owned assets, safeguarding public funds, preventing encroachments and linking property administration with Qatar's modern land registration system.  The Cabinet further noted approval of a draft law regulating oversight of fuel stations, prepared by QatarEnergy, which strengthens supervision of stations and defines the obligations of owners and operators on health and safety standards.  Ministers also noted amendments to the Civil and Commercial Procedures Law of 1990, prepared by the Supreme Judiciary Council, which strengthen electronic litigation, standardise judicial notifications, appeals and fees, and establish case management offices within each court to balance faster procedures with due process.  Among its own decisions, the Cabinet approved amendments to the committee combating human trafficking to achieve more balanced representation among government bodies, and updated the training regulations of the Legal and Judicial Studies Center.  It also approved a proposal to provide educational vouchers for Qatari citizens with disabilities enrolled in nurseries and specialised centres, aimed at expanding access to services, promoting inclusion and easing financial burdens on families.  On the diplomatic front, the Cabinet approved a draft memorandum of understanding on diplomatic training between Qatar's Diplomatic Institute and the Diplomatic Academy of Mauritania, and a draft letter of intent with Uruguay on co-operation in mediation.  The Cabinet praised the constructive co-operation between the executive and legislative branches as the Shura Council concluded its first ordinary session of the second legislative term, and reviewed several reports before taking the appropriate decisions, including the annual report of the National Human Rights Committee.

His Excellency the Secretary-General of the Shura Council Nayef bin Mohammed al-Mahmoud said that the General Secretariat will continue to strengthen its support for the Council by providing technical, administrative, and organisational services that enable members to carry out their legislative and oversight responsibilities efficiently. Speaking at the close of the first regular session of the second legislative term, corresponding to the Council’s 54th annual session, HE al-Mahmoud pointed out that the achievements of the session reflected the commitment of Council members, under the leadership of His Excellency the Shura Council Speaker Hassan bin Abdullah al-Ghanim, to reviewing legislation, discussing national priorities, and advancing the Council’s legislative and oversight agenda. He noted that the session included 37 regular sittings, during which the Council completed the review of 23 draft laws, alongside general debate and hearing sessions. The Council’s standing committees also played a central role in examining matters referred to them. HE al-Mahmoud stated that the General Secretariat worked throughout the session to provide an effective institutional framework by co-ordinating meetings and sessions, managing administrative and technical requirements, and supporting the Council’s standing committees. These efforts helped ensure the smooth conduct of the Council’s work. He added that the Secretariat’s role extends beyond administrative functions to strengthening parliamentary support through the development of work processes, improved institutional co-ordination, enhanced operational readiness, and modernised systems capable of meeting the Council’s evolving legislative and oversight responsibilities. HE al-Mahmoud highlighted the launch of the Shura Council General Secretariat Strategy 2025-30 at the beginning of the session, describing it as a major step toward modernising institutional performance. The strategy, he said, focuses on strengthening legislative and oversight support, improving administrative and operational efficiency, and advancing digital transformation and institutional innovation. HE al-Mahmoud pointed out that the strategy provides a practical roadmap for transforming the General Secretariat into a more integrated support institution based on strategic planning, governance, performance measurement, and digital transformation, while enhancing the quality of services provided to Council members and committees. The Secretary-General commended the staff of the General Secretariat for their professionalism and dedication throughout the session, attributing the smooth conduct of the Council’s work to the co-ordinated efforts of its administrative and technical teams. HE al-Mahmoud reaffirmed the Secretariat’s commitment to further developing its capabilities and supporting the Shura Council’s future legislative and oversight role in of the nation under the leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani. 

Ethiopian Prime Minister Abiy Ahmed's Prosperity Party (PP) won a landslide victory in legislative polls held June 1, the election commission said Sunday, giving it almost 90 % of the seats.Abiy has led Ethiopia since 2018, and is increasingly criticised for growing authoritarianism, in contrast to his early years when he won the Nobel Peace Prize for mending relations with neighbouring Eritrea.The PP was considered the overwhelming favourite in the country of 130 mn, facing a divided opposition that did not field candidates in many constituencies.The ruling Prosperity Party secured 438 of the 486 seats in the House of Peoples' Representatives, according to an AFP tally after results were announced by the chairperson of the National Elections Board (NEBE), Melatwork Hailu. The results account for roughly 90 % of the contested seats.Elections were held in 501 of the 547 constituencies in the country, with roughly 40 mn people voting, NEBE said. A total of 54 mn voters were registered.The commission said that 143 polling stations did not open on election day due to security concerns, adding voting was interrupted in several locations in Amhara and Oromia, without providing further details.While more than 40 parties ran against the PP, most lacked financial backing and the PP was unopposed in 64 constituencies.The best-represented party, Ezema, fielded only 293 candidates compared to the PP's 461.Voters elect members of the House of Peoples' Representatives, who then choose the PM from among their members. That vote is expected sometime between end of September and October.Northern Tigray, still recovering from a devastating 2020-22 conflict that claimed 600,000 lives, did not vote. Growing tensions between local and federal authorities have raised fears of a renewed conflict.Both sides have deployed forces to the region's border, and accuse the other of planning a new offensive.Polls were also not open in eight constituencies in Amhara, the second most populous region, where Fano nationalist militias — clashing with federal forces for over three years — had threatened to disrupt the electoral process.ACLED, a conflict monitoring NGO, said that on polling day the Fano had "at least 90 clashes with security forces across the region".In Oromia, the most populous region, another rebel group — the Oromo Liberation Army (OLA) — also disrupted polls, attacking Orthodox Christians in the Arsi district.At least 11 civilians — and possibly many more, according to witnesses who spoke with AFP — were killed in assaults over several days.ACLED reported eight armed clashes between the OLA and federal forces.The African Union said previously that the polls took place in a challenging security environment, particularly in parts of Oromia, Amhara and Tigray.Critics say Ethiopia has never held truly free and fair elections, with those in power during elections always winning by a wide margin.Since coming to power, Abiy has overseen fast growth thanks largely to a state-led construction boom and surging exports such as coffee.However, the World Bank says Ethiopia remains dependent on international aid, and that 43 % of the population lives in poverty. 

The Gulf Cooperation Council (GCC), launched Sunday, at the headquarters of the General Secretariat, the "Gulf Legislation Platform".The platform is one of the initiatives designed to elevate legislative integration among the GCC states by enabling the review of unified Gulf legislation issued within the framework of joint Gulf action, and providing a unified electronic reference that contributes to supporting legislative and legal work across the Council member states.During the launch, GCC Secretary General, Jasem Mohamed Albudaiwi applauded the efforts of those in charge of this initiative, which came in implementation of the decision of the Standing Committee of Officials of Legislation Departments in the GCC States at its 19th meeting. The committee had approved the General Secretariat's proposal to establish this specialised platform to streamline access to unified Gulf and national legislation.The platform provides advanced search services that enable government and legal entities in the member states, alongside specialists, researchers, and those interested in legislative affairs, to access and review unified Gulf legislation and national legislation with efficiency and ease. This enhances the exchange of legal expertise and supports legislative co-ordination and integration among the Council states. The platform currently includes more than 24,700 legal and legislative documents.  

The Cabinet Wednesday approved a draft law regulating private schools, paving the way for a sweeping modernisation of the legal framework that governs private education across the country.Drawn up by the Ministry of Education and Higher Education, the proposed legislation seeks to tighten governance standards and lift the quality of education at every level, in line with Qatar National Vision 2030 and the national education strategy. The Cabinet decided that the draft will be published on the Civil Service and Government Development Bureau's "Sharek" platform to gather public feedback before being referred for legislative review under the approved procedures.The decision came as His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet's regular meeting at the Amiri Diwan in Doha.Speaking after the session, His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi said the prime minister briefed ministers on a series of meetings and contacts conducted in recent days at the directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani. The discussions, he said, formed part of Qatar's wider efforts to support regional and international initiatives aimed at reducing tensions, reinforcing security and stability, and securing lasting peace in the region.The Cabinet reiterated Doha's support for the mediation efforts led by Pakistan, welcoming what it described as Islamabad's constructive role in bringing parties closer together, and called on the international community to back efforts towards a peaceful resolution of the crisis.Ministers also condemned Sunday's drone strike on a commercial cargo vessel in Qatar's territorial waters, branding it a "flagrant violation" of freedom of navigation and international law. They further rejected any attempt to use the Strait of Hormuz as leverage in regional conflicts or to alter its status as an international waterway.Separately, the Cabinet praised the Ministry of Endowments and Islamic Affairs' 2025-2030 strategy, launched on Tuesday by the prime minister. The strategy aims to consolidate the message of Islam in thought, worship and behaviour, and to help build modern, cohesive and sustainable societies.Ministers also approved a draft memorandum of understanding on legal cooperation between Qatar's Ministry of Justice and the Ministry of Justice of Bosnia and Herzegovina.At the conclusion of the meeting, the Cabinet reviewed the 2025 annual report of the Permanent Committee for Search, Rescue and Humanitarian Aid in the affected areas in sisterly and friendly countries, along with a report on Qatar's participation in the COP30 United Nations climate conference, scheduled to take place in Brazil in November 2025. 

Voting began Thursday in two of India's politically key opposition-held states, with tens of millions casting ballots in West Bengal and the southern Tamil Nadu.Prime Minister Narendra Modi's Bharatiya Janata Party (BJP), the ruling party in the national parliament, is hoping to make inroads in the opposition strongholds.In West Bengal, which has a population of over 100mn, polling opened in the first phase to elect members from 152 constituencies of the 294-seat legislative assembly.The second phase, covering the remaining 142 seats, will be held on April 29."Nearly 36mn people are eligible to vote," said Manoj Agarwal, the state's chief electoral officer, adding that around 8,000 polling stations had been designated "supersensitive".Modi's BJP has waged an aggressive bid to dislodge West Bengal's Chief Minister Mamata Banerjee, the firebrand leader of the All India Trinamool Congress (TMC) which has been in power in the state since 2011.Banerjee's party won 213 of the 294 seats in the previous election held in 2021.Paramilitary forces were deployed, with security heightened along the Bangladesh border.The campaign was marked by protests over the removal of millions of names from voter rolls during a Special Intensive Revision — meant to remove ineligible voters but which critics say is skewed against marginalised and minority communities."We want employment in our state. We want to live with social dignity," first-time voter Pratik Maity told AFP.Women's safety and corruption also featured prominently during the campaign.In Tamil Nadu, which has a population of over 80mn, polling for the 234-member assembly was being conducted Thursday in a single phase, with the ruling Dravida Munnetra Kazhagam (DMK) facing off against its long-time rival, the All India Anna Dravida Munnetra Kazhagam (AIADMK).The BJP, a junior ally of AIADMK in Tamil Nadu, has struggled to make significant electoral gains in the southern state.Results for both elections will be released on May 4.On the same day, results will also be announced for state elections in Assam and Kerala, as well as the smaller coastal territory of Puducherry. 

His Excellency the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa al Hassan al- Mohannadi said Tuesday that Qatar prioritises leveraging digital and cutting-edge technologies in supporting and strengthening legal and legislative government efficiency as part of the nation’s strategic transition towards a knowledge-based economy. Addressing a panel discussion within the third Web Summit Qatar 2026, the minister added that organising this global technological event embodies the national path toward digital transformation, demonstrating Qatar’s standing as a global platform that convenes tech and innovation minds, as well as high-ranking global investors, alongside founders and heads of enterprises specialising in tech fields. He recalled the Smart Legislative Advisor initiative that had been launched by the Council of Ministers Secretariat General as part of a bundle of ambitious initiatives that keep up with Qatar’s digital agenda 2030, including the interactive electronic platform for procedures of preparing government legislation. HE al-Mohannadi clarified that this initiative broadly leverages AI-powered tools in preparing, reviewing, and unpacking legislations, as well as upgrading accuracy and quality levels, in addition to reducing legal review duration up to seven times compared to the previous situation. These initiatives are executed in tandem with the Ministry of Communications and Information Technology (MCIT), the minister outlined. Al-Mohannadi recalled that this programme will trigger a paradigm shift in government legislative work, whose idea evolved from a similar successive experience at the Ministry of Municipality to streamline the procedures of building permits through leveraging artificial intelligence to address the challenges of legislative work in terms of scale, complexity, and time required. The minister highlighted the implementation of the programme in co-operation with Scale AI, spearheaded by MCIT, noting that it contributed to reducing the legislative processing and review time from almost 35 days to nearly five days, while enhancing accuracy, consistency, and the quality of legislative outputs, and maintaining full human oversight and professional legal responsibility. He called on innovators, technologists, and policymakers to engage in responsible dialogue on practical challenges, and to propose ideas that are testable and to develop to serve the legal sector in the country. In response to a question regarding the priority of digital transformation in the Ministry of Justice, al-Mohannadi emphasised Qatar’s belief that technology is the future, as reflected in the Ministry’s Strategic Plan 2025-2030, which is witnessing a comprehensive digital transformation of its projects and services, with nearly 90% of its services having been converted into digital services. He added that digital transformation in the legal sector boosts speed and efficiency, but it also enhances trust, accessibility, and strengthens the rule of law. He noted that technology was an enabling tool to achieve better justice, not a substitute for legal responsibility or adherence to professional standards. Regarding collaboration with partners and innovators, the minister noted that digital transformation of the legal sector represents a strategic national priority, affirming Qatar’s pursuit of building a flexible and transparent legal and judicial ecosystem that meets the needs of citizens and investors. He referred to the issuance of Law No 19 of 2025 amending certain provisions of the Legal Profession Law as a transformational step to enhance the role of the legal profession and support the private sector, alongside efforts to modernise the legislative framework and build partnerships with the private sector, academic, and international institutions. HE al-Mohannadi elucidated that the Doha Legal Forum, whose inaugural edition recently concluded, aligns with this approach, alongside international platforms such as the Web Summit. 

The Legal and Judicial Studies Center at the Ministry of Justice announced the launch of its Specialised Legal Training Plan for 2026, which encompasses the general track for continuous professional development, in addition to specialised legal training programmes tailored to various legal professions across the State.The programme aims to keep legal professionals abreast of legislative, judicial, and jurisprudential developments, while enhancing their skills in legal drafting and writing. This initiative seeks to develop the legal competencies of national cadres, strengthen institutional performance, and improve the quality of government services, in support of building national capacities capable of contributing to the achievement of Qatar National Vision 2030.Some 110 legal professionals are expected to benefit from the 2026 legal qualification programmes, including 94 participants enrolled in the twenty-third Legal Professionals Qualification Programme, and 16 trainees enrolled in the sixteenth Mandatory Training Programme for trainee lawyers.The programme's executive plan includes 118 specialised training courses, distributed across the programme's annual timeline at an average of eight courses per month. Legal trainees have been divided into four training groups, each receiving theoretical and practical instruction designed to equip them with the skills necessary to engage effectively and proactively with societal needs.On this occasion, the Legal and Judicial Studies Center Saturday organized an introductory meeting for all participants in the two training programmes, including legal professionals and trainee lawyers.During the meeting, Director of the Legal and Judicial Studies Center at the Ministry of Justice, Dr Abdullah Hamad al-Khalidi outlined the ministry's vision to prepare and qualify Qatari legal and judicial cadres to the highest standards of competence and professional excellence. He also highlighted the ministry's mission to train legal professionals by developing and updating their scientific and practical skills, and to prepare qualified candidates for appointment to the judiciary, the Public Prosecution, and various legal sectors.Dr al-Khalidi also delivered a comprehensive briefing to trainees on the programme's training tracks and objectives, which aim to equip participants with the scientific and practical expertise required to perform their legal duties with quality and efficiency. This, in turn, contributes to increased productivity and enables institutions to meet their legal needs. The briefing also emphasised the transfer of new knowledge and skills to enhance individual performance within their respective organisations, including the use of emerging technologies supported by artificial intelligence tools in the legal field.Participants further attended a detailed presentation outlining the general obligations to be observed during lectures, requirements for participation in workshops, practical applications, and field visits, as well as compliance and adherence requirements in accordance with the rules.The participants were also briefed on the attendance and leave system throughout the training period, the evaluation mechanism, and the assessment criteria upon which trainees are evaluated in line with approved standards and regulations, in addition to the rewards system granted to top-performing participants upon completion of the programme.Dr al-Khalidi emphasised the importance of the training programme in enhancing training outcomes and elevating the quality of the training curriculum, in a manner that aligns with national development priorities and with the Ministry of Justice's Strategic Plan 2025-2030, which underscores that development is founded on human capital, particularly those working within government institutions.OPT TRIMThe year 2025 witnessed a remarkable leap in legal training across various tracks and legal categories within different government entities. A total of 2,472 legal professionals were trained during the year through a range of programmes and training courses. According to official data published on the Ministry of Justice's website regarding its achievements in the past year, the number of training courses in 2025 increased by 14.6 %, while the number of beneficiaries of specialised and mandatory training programmes rose by approximately 24.78 %. Additionally, 77 legal awareness workshops were organised, marking an increase of 250% compared to the number of workshops conducted in 2024.Furthermore, new and diverse programmes and initiatives were introduced to broaden the segments of society reached by legal awareness efforts. Legal awareness video content achieved unprecedented levels of viewership and engagement, underscoring the importance of the educational and awareness-raising role of the legal programmes and activities implemented by the Legal and Judicial Studies Center at the Ministry of Justice. 

The Shura Council has continued its review of a general debate request examining the importance of parents' role in raising children, as part of ongoing legislative deliberations on social and educational issues.The Social Affairs, Labour and Housing Committee met under the chairmanship of His Excellency the Speaker Hassan bin Abdullah al-Ghanim to assess the topic, which had been formally referred to the committee by the council.As part of the session, the committee hosted Her Excellency Sheikha Dr Hessa bint Hamad bin Khalifa al-Thani — chair and founder of the Center for Wellbeing and an assistant professor in educational sciences at Qatar University — along with several academic experts from the university's College of Arts and Sciences and College of Education. A number of educators, specialists and stakeholders in the field of child development also took part.Participants outlined key scientific and educational dimensions related to parental involvement, discussed current challenges, and presented recommendations on strengthening the family's role in supporting children and fostering their skills and behaviour. The committee resolved to continue its study of the issue at a forthcoming meeting.  

Qatar has participated in the 18th meeting of the ‘Global Forum on Transparency and Exchange of Information for Tax Purposes’ held in New Delhi, gathering representatives from more than 170 countries and international organisations.The General Tax Authority president Khalifa bin Jassim al-Jaham al-Kuwari represented the country during the meeting, where the GTA’s official delegation reaffirmed Qatar's commitment to developing its legislative and regulatory framework to enhance tax compliance.Emphasis was placed particularly in the areas of Exchange of Information on Request (EOIR) and Automatic Exchange of Financial Information (AEOI). This is in addition to advancing the digital transformation of tax systems and developing tools for compliance and oversight.The delegation also participated in several discussion sessions and side events that addressed global progress in combating tax evasion, the role of transparency in improving tax collection efficiency, and increasing domestic revenues. Additionally, the events highlighted countries’ experiences in implementing international standards and developing national capacities.Qatar’s participation in the international event further underscores its active role in global forums on tax governance, its continuous efforts to promote the principles of tax transparency, and its commitment to developing information exchange mechanisms in line with international standards. Furthermore, it reflects Qatar’s ongoing dedication to collaborating with international partners to enhance a fairer and more transparent global tax system. 

The results of Guinea-Bissau's presidential and legislative elections are expected later this week, according to officials in the historically tumultuous west African country, who counted ballots for a second day Monday after deeming the vote "peaceful".Provisional results in the coup-prone nation are expected on Thursday, according to the National Electoral Commission's (CNE) deputy executive secretary Idrica Djalo.The compilation and counting of ballots, which began as soon as polling stations closed Sunday evening, continued on Monday, a CNE communications official told AFP.The Bissau campaign headquarters of the race's two main candidates, incumbent President Umaro Sissoco Embalo and opposition leader Fernando Dias, were quite Monday as the city's residents went about business as usual.On Sunday the CNE announced turnout just above 65%, noting that the figure was likely to rise before the final count. Turnout in the country's 2019 presidential election was 73%.The commission on Sunday also praised the "peaceful" nature of the vote across the country, noting "massive participation" by young people and women."No incidents that could have jeopardised the voting process were observed", Djalo said.Around 860,000 voters were eligible to choose between 12 presidential candidates, with stability a major issue given multiple political crises that have rocked Guinea-Bissau since independence from Portugal in 1974, including four coups, and many more putsch attempts.The elections took place with the main opposition party, the PAIGC, and its candidate, Domingos Simoes Pereira, blocked from running after turning in late applications.Voters additionally cast ballots for parliament's 102 members.Guinea-Bissau is among the world's poorest countries and is also a hub for drug trafficking between Latin America and Europe, a trade facilitated by the country's long history of political instability.

The Shura Council on Tuesday elected His Excellency Hassan bin Abdullah Al Ghanim as Speaker of the Shura Council for the second legislative term by acclamation. The Council also elected His Excellency Dr. Hamda bint Hassan Al Sulaiti as Deputy Speaker of the Shura Council by acclamation. His Highness the Amir Sheikh Tamim bin Hamad Al-Thani on Tuesday morning patronized the opening of the first ordinary session of the second legislative term, corresponding to the 54th annual session of the Shura Council.
