Qatar welcomed the electronic signing by the United States and Iran of the Memorandum of Understanding (MoU) on addressing outstanding issues between them, including the cessation of military operations and ensuring freedom of navigation in the Strait of Hormuz.  Qatar considered this a renewed affirmation of the two sides' commitment to resolving their differences through negotiation and peaceful means as well as to enhancing prospects for sustainable peace and economic growth at both the regional and international levels.  In a statement issued Thursday, the Ministry of Foreign Affairs reiterated Qatar's full appreciation of the partnership and efforts undertaken by Pakistan and all regional and international parties to de-escalate tensions and bridge the gaps in viewpoints, culminating in the signing of this memorandum.  The ministry emphasised that the MoU represents a solid foundation for moving forward with the next phase of talks between the American and Iranian sides, calling upon all parties to maintain a positive spirit, good offices, and joint coordination to ensure comprehensive and sustainable outcomes.  The Ministry affirmed Qatar's continued full support for all good offices and endeavours aimed at enhancing regional security and stability, and reaching sustainable solutions to outstanding issues through dialogue and peaceful means, in accordance with the principles of international law and good neighborliness, and contributing to opening new horizons for cooperation, development and prosperity, and achieving the common interests of the peoples of the region and the world.  Pakistani Prime Minister Shehbaz Sharif Thursday praised Qatar's constructive efforts and participation in facilitating the memorandum of understanding (MoU) between the United States and Iran, which he said would enter into force immediately. Sharif confirmed in a statement that the presidents of the United States and Iran had signed the MoU, which was brokered by Pakistan.  He noted that its implementation would begin with simultaneous steps, including Iran's immediate reopening of the Strait of Hormuz, in exchange for the United States lifting its naval blockade directly. He added that US President Donald Trump had once again contributed to ending a conflict that could have had serious consequences for the region and beyond.  He commended the efforts of the US negotiating team, including Vice President JD Vance, Special Envoy Steve Witkoff, and Jared Kushner. Sharif also praised the roles and contributions of Saudi Arabia, Turkiye, and Egypt in supporting efforts to end the conflict.

The United States and Iran revealed the text of the MoU that was electronically signed between the two sides.The memorandum includes an immediate and permanent ceasefire, a commitment to negotiate a final agreement within 60 days, as well as measures related to sanctions relief, freedom of navigation, and reconstruction. The memorandum, which was published by both sides, declares the immediate and permanent termination of military operations on all fronts, including in Lebanon. Furthermore, the United States of America and the Islamic Republic of Iran undertake from now on not to initiate any war or any military operation against each other and to refrain from the threat or use of force against each other, in addition to respecting each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs. ​The two sides commit to negotiating and achieving the final deal in maximum 60 days extendable with mutual consent. The final agreement is expected to formalize the cessation of war and address outstanding issues between the parties.Immediately upon the signing of this MoU, the United States of America will begin the removal of its naval blockade against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days.Iran also pledges to ensure the safe passage of commercial vessels between the Gulf and the Gulf of Oman for 60 days. In addition, the memorandum includes a plan for the reconstruction and development of the Iranian economy, with implementation mechanisms to be finalized as part of the final agreement.Regarding sanctions, the United States of America undertakes to terminate all types of sanctions against the Islamic Republic of Iran, including the United Nations Security Council resolutions, i.e. International Atomic Energy Agency Board of Governors resolutions, and all unilateral US sanctions, primary and secondary, in an agreed upon schedule as part of the final deal.On the nuclear issue, Iran reaffirms that it shall not procure or develop nuclear weapons. The two sides have agreed to resolve the disposition of stockpile enriched material pursuant to a mechanism that will be mutually agreed upon under the supervision of the IAEA. They also agreed to continue negotiations on uranium enrichment and Iran’s nuclear needs within the framework of the final agreement.The memorandum further states that the status quo will be maintained until a final agreement is reached. This includes no new US sanctions and no deployment of additional forces, while the current status of Iran’s nuclear program will remain unchanged.It also provides for the issuance of waivers allowing the export of Iranian crude oil, petroleum products, and related services, the release of frozen Iranian funds and assets, and the establishment of a joint mechanism to monitor implementation of the memorandum and compliance with the final agreement. According to the text, negotiations on the final agreement will begin after implementation of a number of key provisions related to the cessation of military operations, freedom of navigation, and the easing of economic restrictions. The final agreement is to be adopted through a binding resolution of the United Nations Security Council.

Al Bidda Industries and Services (ABIS) and Siemens in Qatar signed a memorandum of understanding (MoU) on Monday to expand their cooperation into the Syrian market and broaden the scope of their existing partnership to cover additional products within the Siemens portfolio.The agreement was signed by Sheikh Suhaim bin Abdulaziz al-Thani, chairman of Al Bidda Group, and Hakan Ozdemir, CEO of Siemens in Qatar, in the presence of German ambassador Oliver Owcza and Al Bidda Group deputy chairman Abdulla Darwish al-Darwish.Speaking to Gulf Times on the sidelines of the signing ceremony, al-Darwish said the MoU carries two main objectives. The first is to transfer ABIS's experience, alongside Siemens, from its current portfolio to Syria. The second is to extend the cooperation to cover other products within the Siemens portfolio to serve the Syrian market.The MoU covers Siemens’ Smart Infrastructure and Digital Industries portfolios, which al-Darwish said could serve sectors including energy, real estate, industrial, and utilities.In his speech at the ceremony, al-Darwish said the company was established on the vision of His Highness the Amir Sheikh Tamim bin Hamad al-Thani to develop Qatar's industrial sector and build local manufacturing capabilities."Based on this vision, and with the support of KAHRAMAA, we established Al Bidda Industries and Services to localise products that were previously imported and to build a Qatari industrial platform capable of serving both local and regional markets," al-Darwish emphasised.ABIS was set up in 2015 under a Qatar Development Bank (QDB) initiative and has since supplied switchgear to projects, including Qatar Rail, Hamad Medical Corporation, KAHRAMAA, the Private Engineering Office, and the Qatar Naval Base.Al-Darwish said the relationship between ABIS and Siemens has grown over time on the basis of trust and shared goals, crediting the German company's support for enabling ABIS to reach buyers across the Middle East and Asia."Based on the experience we have gained over the years, and with Siemens' support, we aim to establish local manufacturing capabilities and support the deployment of Siemens' advanced technology across various projects," he said.Ozdemir said the signing was an important milestone, describing ABIS as a long-standing partner that has shown competence and resilience over the years."We have decided to sign an MoU just to emphasise our collaboration moving forward into different territories in the regional place and more, as well as our activities in Qatar to be expanded in our other portfolio as well," Ozdemir said.He said what drew Siemens to deepen the partnership was ABIS's understanding of local market needs and its track record on critical infrastructure projects in Qatar."What is important for Siemens is the transfer of know-how and knowledge distribution to our ecosystem, and Al Bidda is a strong player in our ecosystem in Qatar," he said, adding that "We want to exchange our know-how with Al Bidda into different portfolios to create a win-win situation in the markets by utilising their local expertise and competencies."Ozdemir said trust was central to the decision to expand the relationship. "What we look for in a potential partner is trust, which is an essential foundation to forging a solid relationship, as well as the use cases that we are creating jointly," he said, noting that the partnership's proven model in Qatar could be replicated in other markets.The German ambassador described the agreement as a reflection of the Qatari-German partnership, which he said is rooted in long-standing tradition rather than circumstance. "It is also a proof of resilience because these past weeks and months...it's an important investment into the future because you are basically entering the next level," he added.

As part of the working visit of His Highness the Amir Sheikh Tamim bin Hamad al-Thani, Qatar and Greece signed a memorandum of understanding (MoU) on co-operation in agriculture. The MoU between Qatar's Ministry of Municipality and the Greek Ministry of Rural Development and Food was co-signed by His Excellency Minister of State at the Ministry of Foreign Affairs Mohammed bin Abdulaziz bin Saleh al-Khulaifi, and Greek Minister of Rural Development and Food Margaritis Schoinas.

Ooredoo has signed a Memorandum of Understanding (MoU) with the Gulf Organisation for Research & Development (GORD) to collaborate on research and assessments aimed at enhancing Ooredoo’s sustainability performance and identifying actionable opportunities for continuous improvement.The agreement was signed by Dr Yousef al-Horr, founding chairman of GORD, and Mohammed al-Madadi, executive director – Administration at Ooredoo Qatar, in a ceremony held at the Ooredoo Headquarters.GORD, headquartered at the Qatar Science and Technology Park, is recognised as a leading RDI entity within the global sustainability landscape. Its work spans all dimensions of environmental and social sustainability, aligned with the UN Sustainable Development Goals (SDGs) and Qatar National Vision 2030.Through this collaboration, GORD will support Ooredoo by conducting specialised research, assessments, and expert evaluations that will help the organisation progress on its sustainability roadmap.Al-Madadi said, “By leveraging GORD’s expertise in sustainability research and development, we aim to further enhance our environmental performance and support national efforts to build a more sustainable future.”Dr al-Horr said, “Our MoU with Ooredoo represents a strategic alignment with this commitment, bringing together research-led insight, digital innovation, and globally recognised best practices to strengthen how sustainability is integrated across operations and infrastructure.“This collaboration is founded on our shared belief that meaningful progress is achieved when research, innovation, and responsibility converge, delivering impact-driven solutions for generations to come.” 

The State of Qatar and the Sultanate of Oman signed an MoU aimed at strengthening partnership, trade and investment integration and encouraging exports between the two countries, on the sidelines of the 24th session of the Qatari-Omani Joint Committee, held during the period of Dec. 10-11 in Muscat, Sultanate of Oman.Representing the Qatari side, His Excellency Minister of Finance Ali bin Ahmed Al Kuwari signed the MoU, while the Minister of Finance of Oman represented the Omani side by signing.The MoU aims to enhance cooperation between the two sides in the areas of financing and credit facilities through Qatar Development Bank's (QDB) buyer credit program, which supports the implementation of projects included in the Omani Ministry of Finance's budget, and allows the utilization of Qatari capabilities in export and financing, thereby enhancing the competitiveness of Qatari exports and contributing to the diversification of the two countries' economies.HE Minister of Finance also witnessed the signing of another MoU between QDB and the Ministry of Commerce, Industry, and Investment Promotion of the Sultanate of Oman, which aims to trade and facilitate exports between the two countries.During this event, His Excellency emphasized the importance of this agreement and its effective role, noting that the cooperation between the State of Qatar and Oman is based on a share vision to enhance economic integration.The signing of the MoUs represents a new step in the path of bilateral partnership that supports the two countries' efforts towards a more diversified and sustainable economy.The Qatari-Omani Joint Committee held its first meeting in Doha in April 1995, and its meetings have continued since then, alternating between the two countries, in order to strengthen the path of cooperation and joint coordination.

His Excellency Minister of Transport Sheikh Mohammed bin Abdullah bin Mohammed Al-Thani and Deputy Minister of Foreign Affairs of the Republic of Panama Carlos Arturo Hoyos signed a Memorandum of Understanding (MoU) on mutual recognition of seafarer’s certificates between the Government of the State of Qatar and the Government of the Republic of Panama. The MoU comes within the framework of carrying out the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and its amendments, thereby helping advance both countries’ commitment to best international standards in the field.This Memorandum applies to the certificates of seafarers who serve on registered merchant ships of any of the two parties and sail under its flag except for those who serve on the ships mentioned in Article 3 of the STCW Convention, with an affirmation that this MoU does not contradict the local laws of the two countries.Following the signing ceremony, HE Minister of Transport met with Deputy Minister of Foreign Affairs of the Republic of Panama to discuss aspects of bilateral cooperation in transportation industry and advancing them.

Qatar and Tanzania have signed a memorandum of understanding (MoU) on mutual recognition of seafarers' certificates, on the sidelines of the 34th Session of the International Maritime Organisation (IMO) Assembly held in London.The MoU was signed by the Assistant Undersecretary of Maritime Transport Affairs, Eng. Abdulaziz Abdulla al-Sulaiti, and Director General of Tanzania Shipping Agencies Corp (TASAC), Mohamed Salum, in the presence of Qatar's ambassador to the UK, Ireland, and Iceland, and Qatar's Permanent Representative to the IMO, His Excellency Sheikh Abdulla bin Mohammed bin Saud al-Thani.The MoU comes as part of carrying out the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and its amendments, helping advance both countries' commitment to the highest international standards in the field.It applies to the certificates of seafarers who serve on registered merchant ships of either country or sail under its flag, except for the ships mentioned in Article 3 of the STCW Convention, with an affirmation that its provisions do not contradict the local laws of the two countries.In the same context, Ecuador's Ministry of Transport and the Ministry of Infrastructure and Transport signed an MoU on co-operation in the field of ports.The MoU was signed on behalf of the Qatari side by HE Sheikh Abdulla bin Mohammed bin Saud al-Thani and Ecuadorian ambassador to the UK Luis Ignacio Vayas Valdivieso.The memorandum aims to encourage co-operation and the exchange of expertise, ideas, and best practices to enhance productivity between the national port authorities of both sides.This is in addition to bolstering co-operation in advancing information technology in ports, as well as training and developing the national workforce operating in port management and operations between the two countries.The MoU further underscores Qatar's commitment to reinforcing international cooperation in the ports sector and sharing expertise and skills with global partners, contributing to raising the efficiency of port management and operations and developing them in line with the best global standards.Qatar, represented by the Ministry of Transport, held a reception ceremony for the Executive Council of IMO, in the presence of His Excellency the Minister of Transport Sheikh Mohammed bin Abdulla bin Mohammed al-Thani, Secretary-General of IMO Arsenio Antonio Dominguez, alongside ministers from sisterly and friendly countries, ambassadors accredited to the UK, and high-ranking officials, as well as the heads and representatives of the delegations of IMO's member states.Addressing the gathering, HE the Minister of Transport extended Qatar's thanks and gratitude to IMO for its efforts to ensure maritime safety and security and protect the marine environment. He emphasised Qatar's commitment to collaborating with the organisation to achieve its goals and principles.

Qatar Charity (QC) signed a memorandum of understanding (MoU) with Gambia’s Ministry of Gender, Children, and Social Welfare to strengthen co-operation in social protection, economic empowerment, and improving the quality of life for vulnerable groups. **media[382657]** The signing ceremony was attended by Fatou Sanyang Kinteh, Minister of Gender, Children, and Social Welfare of Gambia; His Excellency Abdullah Jassim al-Kuwari, acting Charge d’Affaires at the Embassy of Qatar in Gambia; and Mustafa Essatte, director of QC’s office in Gambia, alongside senior officials and civil society representatives. Over the past three months, QC’s office in Gambia completed 28 solar-powered wells in 28 villages, benefiting about 8,400 people. The office also launched six sheep-farming projects and five poultry projects, distributed 62 sewing machines, set up 26 fruit and vegetable stalls, and provided three motorbikes, supporting 102 low-income families. Social and educational efforts included distributing 90 blood sugar monitors, 11 school bag and uniform provision projects, 15 bicycles for orphans, building a home for a mother of orphaned children, and constructing a mosque covering 80 sqm.
