The Shura Council held its ordinary weekly session on Monday at the Tamim bin Hamad Hall at the Council's headquarters, chaired by HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim.At the outset of the session, the Shura Council welcomed Qatar's hosting of the FIFA Arab Cup Qatar 2025, which kicks off later on Monday, praising the comprehensive organizational and operational preparations that underscore the State's ability to manage major sporting events efficiently and competently.The Council affirmed that, under the wise directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani, this tournament stands as a significant Arab sporting event hosted by Doha. It added that the championship reinforces Arab unity, broadens opportunities for closer ties and the exchange of experiences, and positions sports as a platform for communication and the strengthening of human connections.Afterward, HE Secretary-General of the Shura Council Nayef bin Mohammed Al Mahmoud read out the session's agenda, and the Council approved the minutes of the previous session.During the session, the Council endorsed the State's draft general budget for the fiscal year 2026, along with the draft law approving the budget. Both were referred to the esteemed government after the Council reviewed the report of the Financial and Economic Affairs Committee and discussed its details.The Council also reviewed a draft law amending certain provisions of Decree-Law No. (24) of 2019 on the regulation and management of the strategic stock of food and consumer goods, which had been referred by the esteemed government. The draft law was then forwarded to the Financial and Economic Affairs Committee for study and to submit its report to the Council.Additionally, the Shura Council reviewed the government's statement regarding the Council's proposal titled "The Teacher and His Role in Instilling National Identity Values," and decided to refer the matter to the Education, Culture, Sports, and Media Affairs Committee for further study and to submit its findings to the Council.The Shura Council reviewed the report on the participation of HE Dr. Hamda bint Hassan Al Sulaiti, Deputy Speaker of the Shura Council, in the 15th Summit of Women Speakers of Parliament and the meeting of the Preparatory Committee for the Sixth World Conference of Speakers of Parliaments, both held in Geneva in July. The Council also examined the report on the participation of HE Dr. Sultan bin Hassan Al Dhabit Al Dosari, a member of the Council, in the meeting of the Parliamentary Diplomatic Committee of the Arab Inter-Parliamentary Union, held in July, as well as the report on HE Abdullah bin Nasser bin Turki Al Subaie, a member of the Council, in the seventh meeting of the Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism, which was held virtually last July.

The Shura Council took part in a three-day parliamentary conference held in Kuala Lumpur, Malaysia, under the theme "The Role of Parliaments in Shaping the Future of Responsible Artificial Intelligence." The event was jointly organised by the Malaysian House of Representatives, the Inter-Parliamentary Union, the UN Development Programme, and the Commonwealth Parliamentary Association.Shura Council members His Excellency Abdulla bin Jaber al-Lebdah and His Excellency Mohammed bin Omar al-Mannai represented the council at the conference.Participants discussed a range of issues related to the development of artificial intelligence, including its impact on societies, accompanying economic shifts, and ways to establish effective regulatory and legislative frameworks to ensure its safe and responsible use.Discussions also addressed digital governance, privacy and data protection, and the role of parliaments in oversight, narrowing the digital divide, and strengthening public trust. Participants highlighted the need for international co-operation and unified standards to confront cross-border challenges.In their final statement, participants underscored the need for global AI regulation that ensures responsible and equitable use of the technology, prevents monopolisation, and avoids its misuse in ways that could undermine institutional trust. They also called for accelerated legislation and oversight, harmonising laws with international standards, boosting transparency, governance and data protection, building parliamentary capacities, launching national dialogues and clear ethical frameworks, raising public awareness, establishing specialised regulatory bodies, and sharing expertise through international co-operation. 

Qatar participated Sunday in the preparatory ministerial meeting for the 46th session of the GCC Supreme Council, held in Manama, Bahrain. The Qatari delegation was headed by His Excellency the Minister of State for Foreign Affairs Sultan bin Saad al-Muraikhi. 

The Civil Service and Government Development Bureau (CGB) confirmed that employees are not required to submit any paper certificate to prove marriage in order to receive the annual marriage and marital status incentive. The electronic link with the Supreme Judicial Council is already in place and automatically verifies marriage data, eliminating the need for any paper documents.In a post on its X platform, the Bureau indicated that it continuously utilizes this electronic link to automate processes and streamline procedures for employees. The Bureau noted that entities not using the "Mawared" system can contact the Supreme Judicial Council directly to complete the technical link and verify employee data.It reiterated that employees are not required to submit any paper documents related to marital status and that electronic verification via the approved link on the government data exchange platform is sufficient. If marital status data appears outdated, the employee can be instructed to update it with the Supreme Judicial Council to ensure verification through the electronic link.The new amendments to the Human Resources Law included several benefits that promote work flexibility and support employees' family lives. Among the most prominent is the granting of an annual marriage incentive of 12,000 Qatari Riyals to married Qatari employees, effective January of each year, provided that one year has passed since the date of marriage and both spouses are Qatari citizens. Additionally, both spouses will now receive the social allowance at the "married" rate, whereas previously one spouse received the "married" allowance while the other received the "single" allowance. 

Assistant Undersecretary for Security Affairs at the Ministry of Interior (MoI) Sheikh Nayef bin Faleh bin Saud al-Thani met Monday with Commissioner for European Affairs, Export Control, Security and Defence Industry at the Ministry of Foreign Affairs of Germany, Dr Robert Dieter. During the meeting, the two sides discussed areas of security co-operation between the two friendly countries.They further discussed ways to enhance the exchange of expertise to contribute to developing the security work system and supporting joint efforts.

The UN Security Council on Monday voted to adopt a US-drafted resolution endorsing President Donald Trump's plan to end the war in Gaza and authorising an international stabilisation force for the Palestinian enclave. Israel and the Palestinian resistance group Hamas agreed last month to the first phase of Trump's 20-point plan for Gaza - a ceasefire in their two-year war and a hostage-release deal - but the UN resolution is seen as vital to legitimising a transitional governance body and reassuring countries that are considering sending troops to Gaza.The text of the resolution says member states can take part in the Trump-chaired Board of Peace envisioned as a transitional authority that would oversee reconstruction and economic recovery of Gaza. It also authorises the international stabilization force, which would ensure a process of demilitarising Gaza, including by decommissioning weapons and destroying military infrastructure. Hamas, in a statement, reiterated that it will not disarm and argued that its fight against Israel is legitimate resistance, potentially pitting the group against the international force authorised by the resolution."The resolution imposes an international guardianship mechanism on the Gaza Strip, which our people and their factions reject," Hamas said in its statement, issued after the adoption of the resolution. Mike Waltz, the U.S. ambassador to the UN, said the resolution, which includes Trump's 20-point plan as an annex, "charts a possible pathway for Palestinian self-determination ... where rockets will give way to olive branches and there is a chance to agree on a political horizon." Russia, which holds a veto on the Security Council, earlier signaled potential opposition to the resolution but abstained from the vote, allowing the resolution to pass.The UN ambassadors of Russia and China, which also abstained, complained that the resolution does not give the UN a clear role in the future of Gaza. The Palestinian Authority issued a statement welcoming the resolution, and said it is ready to take part in its implementation.Trump celebrated the vote as "a moment of true Historic proportion" in a social media post. "The members of the Board, and many more exciting announcements, will be made in the coming weeks," Trump wrote. The resolution has proven controversial in Israel because it references a future possibility of statehood for the Palestinians. The resolution's text says that "conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood" once the Palestinian Authority has carried out a reform programme and Gaza's redevelopment has advanced.
