Pakistan budget: The relief is real, revenue plan a wager

Finance Minister Senator Muhammad Aurangzeb's third budget arrives roughly two-thirds of the way through Pakistan's current International Monetary Fund programme, with the rupee holding steady and growth pencilled in at a modest 4% for FY2026-27. On close scrutiny, it is akin to two budgets stacked on top of each other: one hands out visible, politically popular relief to the salaried class, real estate and exporters; the other asks enforcement and base-broadening to do almost all the work of paying for it.On paper, it reflects the arithmetic balances, but in practice, it represents a more ambitious revenue-collection bet that Pakistan has made in years. The relief ledger Salaried individuals get revised slabs, with the threshold for the top 35% rate lifted from Rs4.1m to Rs7mn, and the 9% tax surcharge on income above Rs10mn is proposed to be withdrawn. Super Tax disappears for income below Rs500mn and falls from 10% to 8% above that level, though banks, E&P companies and fertiliser manufacturers remain on the old, higher schedule. Real estate gets the most consequential rework: Sections 236C and 236K both move to flat rates of 2.75% and 1.25%, down from tiered ranges of 4.5%-5.5% and 1.5%-2.5%, indicating a deliberate push to revive a market semi-frozen since the 2022 valuation reforms, and one the government is clearly betting will generate enough additional transaction volume to be close to revenue-neutral. Resident Pakistanis with foreign assets above Rs100mn get a quieter concession: existing 1% Capital Value Tax on such assets is proposed for abolition, removing a levy that raised little revenue while generating considerable friction for overseas asset holders.Exporters do well across the board. The combined withholding and advance tax on export proceeds falls from 2% to 1.25%; the IT and IT-enabled services regime keeps its 0.25% rate for three more years; and the withholding tax on international card payments drops from 5% to 0.5%.One item still in motion: the finance minister has said the prime minister has asked him to examine a full Super Tax exemption for exporters, which is not yet in the Bill as introduced. The telecom sector did not fare as well. Instead, the section 153 special withholding rates on certain services rises from 6% to 7%, the reverse of what operators and licensees had pleaded, an awkward signal for a sector the government otherwise wants to court for its digital-economy ambitions.The maths behind 17.6% The Federal Board of Revenue's FY2026-27 target of Rs15,264bn is framed in the budget speech as 17.6% above FY2025-26, measured not against last year's original budget, but against this year's more candid revised estimate of Rs12,983bn (collections were already roughly Rs684bn short of target through April). If the government's own macro assumptions hold — about 4% real growth and 8.2% inflation — or roughly 12.5% nominal GDP growth against that revised base, the number that falls out is close to Rs14,606bn. That is substantial but still leaves a gap of around Rs650bn before the cost of the relief package is even factored in.The enforcement measures the budget speech actually puts numbers against- roughly Rs61bn from production monitoring in sugar, cement and beverages, plus around Rs34bn from AI-flagged Compliance Risk Management cases: call it Rs 95bn-Rs100bn combined, can close that gap to some extent.The rest has to come from somewhere less precise: the push to add 3.778mn new filers and extend digital invoicing and POS coverage, other revenue measures, a stronger close to FY2025-26 than projected, and an unstated assumption that the relief measures broadly pay for themselves through higher documented activity. Each is defensible on its own; when stacked together, they reflect the same optimism that has produced mid-year shortfalls and supplementary measures in recent years. A two-step net for retail The third strand of the revenue strategy goes after Pakistan's largely undocumented retail sector in two distinct moves rather than one. At the bottom, an expanded section 99B lets shopkeepers with turnover up to Rs200mn opt into a fixed-percentage tax (1%) subject to a minimum cash payment of Rs25,000 at filing, a green QR-coded certificate meant to keep Federal Board of Revenue inspectors out of the shop, and a one-page return.It is a low-friction offer, evidently designed as a goodwill gesture ahead of the budget, and whether it gets anywhere near the worthwhile target, say Rs50bn, depends entirely on how many retailers trust the no-audit promise enough to come forward. At the top end, the Sales Tax Act's Tier-1 retailer threshold now pulls in anyone with turnover above Rs200mn, requiring mandatory POS and FBR invoicing integration. The bottom line This budget does not pretend that Pakistan can tax its way to Rs15.26tn through new levies. Politically and economically, it largely cannot, given where the relief lands. Inflation and real growth carry real weight, but under the government's own 17.6% framing, they leave several hundred billion rupees that explicit enforcement measures alone do not cover.If base-broadening, a better-than-expected close to the current year, and revenue-neutral relief all come through, even partially, the relief holds, and the documentation-led story gains credibility. If they fall short - as enforcement-heavy targets potentially can - expect the shortfall to surface mid-year, through supplementary measures, withholding tax adjustments, or tweaks to the petroleum levy. The relief is real, and the revenue plan is plausible but largely untested at this scale. The author is a tax practitioner and researcher. He can be reached at [email protected]

Pakistan spiral under spin pressure as Sharma leads India to victory in T20 World Cup

Pakistani batters failed to withstand the pressure from Indian spinners as they lost seven wickets within 31 runs to suffer a 64-run loss to their bitter rivals in ‌the Twenty20 World Cup on Sunday.Deepti Sharma, whose five-wicket ​haul helped India to ‌win the 50-over World Cup final last year, took ‌five wickets again ⁠for just ‌10 runs as Pakistan collapsed ‌for 106, far short of the target of 171 in a battle ⁠of nerves in the Group A clash."I varied my pace in every ball," said player-of-the-match Sharma."I always believe... whenever the time will come I'll step up for the team. That's how I play and bowl."India and Pakistan engaged in a military conflict that nearly snowballed into a fully-fledged war last year. There has ​been a long freeze in bilateral cricket between the nuclear-armed neighbours, and they play each other only in neutral venues in multilateral tournaments. NO HANDSHAKE BETWEEN CAPTAINSThere was no ‌handshake between the captains once ⁠again as India's ​Harmanpreet Kaur won the toss and chose to bat ​on Edgbaston's slow wicket, but her decision almost backfired when Shafali Verma and Jemimah Rodrigues fell in the first four overs.But Smriti Mandhana and Kaur, calm under pressure, added 91 runs for the third wicket. Pakistan captain Fatima Sana (2-33) caught Mandhana (68) in the 14th over and got Kaur (36) caught near the boundary soon after, arresting India's momentum.Under pressure again, India had a 21-ball spell when they could not hit a single boundary, before ‌Richa Ghosh (34 off 17 balls) ‌dug them out of that ⁠rut, hitting Tasmia Rubab for three fours and a six to ⁠collect 23 runs from ⁠the 19th over, getting them to 170-6. SHARMA CHANGES THE GAMEPakistan openers Muneeba Ali and Gull Feroza scored 37 off Indian seamers in the first four overs, forcing Kaur to bring on spinner Sharma early. Sharma turned the momentum in India's favour, dismissing Feroza and Ayesha in her ​first two overs.Fellow spinner Shree Charani (3-21) sent back Saira Jabeen early, before opener Muneeba Ali (41) got run out by Sharma's direct throw, leaving Pakistan at 75-4. Sana fell soon after for a duck, kicking off the collapse.Sharma wrapped up the match with three wickets in the 17th over."The batting side was very disappointing. We need to step up as we have a long way to go... we got ‌sloppy," said Sana.India ​will play Netherlands on Wednesday, while Pakistan face South Africa. BRIEF SCORESIndia 170 for 6 (Mandhana 68, Harmanpreet 36, Ghosh 34, Sana 2-33) beat Pakistan 106 (Muneeba 41, Deepti 5-10, Charani 3-21) by 64 runs

Pakistani, Swiss FMs discuss latest US-Iran understandings in phone conversation

Foreign Minister of Pakistan, Muhammad Ishaq Dar and head of the Federal Department of Foreign Affairs (FDFA) of Switzerland, Ignazio Cassis discussed, over the phone on Saturday, the latest developments regarding the understandings reached between the United States and Iran.In a statement, Pakistan's Foreign Ministry said that the Pakistani and Swiss sides welcomed the encouraging progress toward reaching an understanding between Washington and Tehran.Both ministers expressed hope that the ongoing efforts would soon contribute to peace and stability in the region.On Thursday, US President, Donald Trump had announced that US Vice President, JD Vance will attend the signing ceremony of the US-Iran deal, adding that the ceremony is expected to take place in Europe early this week.

US-Iran deal likely expected in next 24 hours

Prime Minister of Pakistan, Muhammad Shehbaz Sharif announced on Saturday that a deal between the United States and Iran is likely to be signed within the next 24 hours.In a post on X, Sharif said, "Pakistan is preparing for the electronic signing of the peace deal immediately after, followed by technical level talks next week."He also thanked both the US and Iran for their ongoing commitment during the negotiations."We are confident that this historic peace deal will form a strong foundation for lasting peace," the Pakistani Premier added.On Thursday, US President, Donald Trump had announced that US Vice President, JD Vance will attend the signing ceremony of the US-Iran deal, adding that the ceremony is expected to take place in Europe early this week.

Pakistan upstage Australia for 2-1 ODI series win

Spearhead Shaheen Shah Afridi and Shadab Khan starred in Pakistan's four-wicket win in their decisive third and final one-day international against Australia in Lahore on Thursday. Shaheen grabbed 3-30 to bundle Australia out for 157 before Shadab added a fighting 29 not out to his two wickets, helping Pakistan to their winning target in 41.5 overs. That gave Pakistan a 2-1 series win - their third successive ODI series victory over Australia - after they won the first match by five wickers in Rawalpindi. Australia won the second by 41 runs, also in Lahore. Left-arm spinner Matthew Kuhnemann's career best 3-38 - including Babar Azam's wicket for 40 - had given the visitors some hope of an unlikely win. At 112-6, Pakistan were in a spot of bother but Shadab found an able partner in Abdul Samad as the duo added a match-winning 49 runs for the unbroken seventh wicket stand. Shadab's second boundary sealed the win, while Samad's 18 not out included one boundary. Shaheen praised a complete team effort. "All bowlers executed plans well to keep Australia down to 157," said Shaheen.  "The conditions were tough for the batters but the players put in a great effort. "I think it was a complete team effort throughout the series." Australian captain Josh Inglis praised his team. "I thought the bowlers and the fielding group made a great effort to put us in a position to potentially win the game, but it wasn't to be in the end," he said. "We have some young and inexperienced guys so it's a great learning experience for them." Earlier, Shaheen was ably supported by Abrar Ahmed (2-19) and Shadab (2-28) as Australia's innings folded in 42 overs after they won the toss and batted. Spinners Abrar and Shadab built on Shaheen's early strikes as Pakistan made a strong comeback after a disappointing loss in the second game. Inglis top-scored with a 71-ball 65 which included eight boundaries and a six, with Marnus Labuschagne and Alex Carey scoring 19 each and Adam Zampa making 10. Shaheen had Matthew Short caught off the second ball of the match before Inglis added 46 for the second wicket with Labuschagne and another 52 for the third with Carey. But Australia lost their last seven wickets for a meagre 38 runs with two run outs also hurting their innings.

Ellis's best helps Australia shock Pakistan to level ODI series

Fast bowler Nathan Ellis took a career best four-wicket haul as an understrength Australia shocked Pakistan by 41 runs in the second one-day international in Lahore on Tuesday, levelling the three-match series 1-1.Australia's total of 231-9 in 50 overs had fighting half centuries from Josh Inglis and Cameron Green before Ellis grabbed 4-33 to leave Pakistan 190 all out in 44 overs.Pakistan won the first match by five wickets in Rawalpindi which now sets up a series-deciding match, also in Lahore on Thursday.With a host of top ODI players including skipper Pat Cummins, Mitchell Starc and Josh Hazlewood, Australia's second string staged a remarkable comeback, countering Pakistan's spin and batting with confidence.Allrounder Shadab Khan played a lone hand for the home team with a resolute 104-ball 71 and was the last man out, stumped off a spinner Tanveer Sangha's wide ball for Australian victory.Ghazi Ghori made 37 with five boundaries.Shadab hit three sixes and a boundary and repaired Pakistan's faltering position of 6-78 with a 59-run stand with Arafat Minhas (33) and another 31 with Shaheen Shah Afridi (11).But Ellis -- whose previous best of 2-13 was against India in 2023 -- dismissed Minhas leg-before to give Australia the gateway for victory.Part-time spinner Matthew Short also took a career best 3-36. IDEAL STARTEllis gave Australia an ideal start by dismissing Maaz Sadaqat off the third ball of the innings for nought before getting the prized wicket of Babar Azam for 16.Earlier, Green knocked a polished 92-ball 53 while Inglis scored a 74-ball 51 after the visitors were put in to bat by Pakistan.The Green-Inglis duo lifted Australia from 51-3 with a sedate 51-run stand after Pakistan attacked with the spin as early as from the fifth over.But it was pacer Shaheen who bowled opener Alex Carey with the first ball of the match before spinners Abrar Ahmed and Minhas struck once each, removing Short (15) and Marnus Labuschagne for five respectively.Inglis hit five boundaries in his fifth ODI fifty before he was bowled by Minhas in the 27th over.Minhas, who took five wickets on debut in Rawalpindi on Saturday, finished with 2-27.Green added another invaluable 65 runs for the fifth wicket with Matthew Renshaw (43) before Abrar removed Green to push the visitors hard.Green's third ODI half century had a single boundary and two sixes.Oliver Peake ensured Australia post a fighting total with a brisk 32-ball 31 inclusive of two sixes and a boundary.Shaheen was the best home bowler with 3-36.

Minhas' match-winning debut earns praise from Australia's Renshaw

Australian batter Matt Renshaw praised spinner Arafat Minhas after the teenager led Pakistan to a comfortable five-wicket win over ‌Australia on his one-day international debut ​in Rawalpindi on ‌Saturday.The 19-year-old claimed five wickets for 32 ‌runs ⁠before hitting ‌the final delivery for ‌six to claim man-of-the-match honours as Pakistan cruised ⁠to victory in the first of three meetings between the teams."The Pakistan spinners are always quality, not a surprise to see someone come in and do really well," said Renshaw, who top scored for Australia with ​61 runs."They always produce good spinners and good quicks, so not surprising at all."To get five-fer on ‌debut is pretty special. ⁠It was ​challenging when I went out there."Little bit ​different for me as a left hander compared to the right handers. A few balls spun out of the side of the wicket, but I didn't face too much of him today."But obviously he did really well, took the wickets early."Only two Australian batters managed to move beyond the ‌half-century mark on ‌the scoreboard as ⁠the Josh Inglis-captained side reached 200 runs before ⁠being bowled ⁠out with almost six overs remaining.After a slow start, Pakistan took command when Babar Azam and Ghazi Ghori put on 127 for the third wicket while Minhas blasted Marnus Labuschagne over the ​boundary for the winning runs with more than seven overs to spare."When you're four down early it makes it really difficult to try and build a score," said Renshaw."We built a couple of really good partnerships, but unfortunately it wasn't enough today. We did what we could ‌with what ​we had but it wasn't enough."

Pakistan outspins Australia in milestone ODI as Minhas makes history

Pakistan out-spun Australia by five wickets in the first one-day international in Rawalpindi with spinner Arafat Minhas becoming the first home bowler to take five wickets on ODI debut on Saturday.Minhas finished with 5-32 as an under-strength Australia were bowled out for 200 in 44.1 overs before Pakistan chased down the target in 42.3 overs for a memorable win in their 1,000 ODI.Babar Azam notched a 94-ball 69 while Ghazi Ghori hit an impressive 92-ball 65 as Australia's inexperienced spinners failed to match Pakistan slow bowlers on a dry spin-assisting Pindi Stadium pitch.Azam and Ghori added 127 runs for the third wicket after Sahibzada Farhan (28) and Maaz Sadaqat (eight) fell with the score at 49.Azam hit four boundaries and a six while Ghori's knock had eight hits to the rope before both falling to pacer Nathan Ellis, but with just 16 to win that did not hurt Pakistan.Minhas smashed a six to complete the victory.Australia are missing a host of key players including regular skipper Pat Cummins, Mitchell Starc and Josh Hazlewood alongside opener Travis Head.Australia, sent in to bat, saw Matthew Renshaw hitting a career best 63-ball 61 and opener Matthew Short scoring a 76-ball 55 amidst a spin assault with eight wickets going to slow bowlers.It was Abrar (2-44) who broke the opening stand of 34 with the wicket of Alex Carey for 19, before Minhas destroyed the batting with guile and accuracy.Minhas had stand-in skipper Josh Inglis (13) and Marnus Labuschagne (nought) in his fourth over before getting Cameron Green for a third ball duck in his next.At 68-4 Australia were in a spot of bother, but Short and Renshaw fought hard through a fifth wicket stand of 55 before Minhas broke the stand, getting Short stumped.Abrar returned for his second spell to dismiss Renshaw while Arafat completed his five-wicket haul by Nathan Ellis for eight.Short hit six boundaries in his fourth ODI half century while Renshaw's knock had five boundaries and a six.The remaining two matches are in Lahore on Tuesday and Thursday. BRIEF SCORESPakistan 202 for 5 (Babar 69, Ghori 65) beat Australia 200 (Renshaw 61, Short 55, Minhas 5-32) by five wickets

China, Pakistan aim to revamp economic corridor, Gwadar port

China and Pakistan have reached a "new broad consensus" on deepening strategic ties to beef up development ‌of a joint economic corridor and establish the ​port of Gwadar ‌as a regional connectivity hub, the neighbours said ‌yesterday.The ⁠remarks came ‌in a joint statement ‌as Pakistan's Prime Minister Shehbaz Sharif wrapped up a ⁠visit to Beijing at a time when Islamabad is seeking investment while navigating tension with Afghanistan and mediating in the Iran war."Both sides welcomed third parties to participate in the development of the China-Pakistan Economic Corridor under the model agreed," they said in ​the statement, issued after Sharif met Chinese President Xi Jinping and Premier Li Qiang.They agreed to promote "high-quality" development of ‌CPEC, a flagship project of ⁠China's Belt ​and Road initiative, develop Pakistan's port of Gwadar, ​and strengthen road and port links.These plans encompass the Khunjerab Pass and an upgrade of the Karakoram Highway, the main overland link between China and Pakistan.Pakistan also promised targeted steps to boost security and co-operation to ensure the safety of Chinese workers and investments in Pakistan, a key concern for Beijing after repeated militant attacks on its nationals ‌and projects.REGIONAL DIPLOMACYChina said ‌it appreciated Pakistan's ⁠efforts in easing the temporary US-Iran ceasefire and hold ⁠talks in Islamabad. ⁠Both reiterated support for early adoption of a five-point initiative to restore Middle East peace, offering to make positive contributions towards it.Pakistan reaffirmed its commitment to the one-China principle, calling the democratically-governed island of Taiwan, claimed by China, an "inalienable" ​part of China and saying it opposed any form of Taiwan independence.Taiwan rejects China's claims, saying only the island's people can decide its future.Pakistan welcomed China's efforts to boost its dialogue with Afghanistan. Both opposed the use of territory by groups, such as the Tehreek-e-Taliban Pakistan and Eastern Turkistan Islamic Movement, to imperil regional security ‌or launch ​attacks.

China's Xi meets Pakistan PM Sharif as Iran war mediation drags on

China's leader Xi Jinping met with Pakistan's Prime Minister Shehbaz Sharif in Beijing on Monday, state media reported, as diplomatic efforts by several countries to formally end the Iran war drag on.The high-level meeting, reported by state news agency Xinhua, followed Sharif's talks earlier in the day with Premier Li Qiang, China's number two leader. Pakistan has emerged as a central mediator between the United States and Iran, hosting face-to-face talks last month that failed to yield a lasting agreement.Sharif was accompanied on his trip by army chief Asim Munir, Islamabad's key negotiator between the United States and Iran, Pakistan television showed on Monday.Xi praised Pakistan for "taking the initiative to play a mediating role in restoring peace in the Middle East", according to a Chinese readout of the talks between the two leaders. "Both sides should continue to maintain close communication and coordination (and) jointly oppose unilateralism and Cold War mentality," Xi said.China has played a quieter mediation role, shepherding phone calls and meetings with officials of affected Gulf countries. Sharif, speaking to Chinese leaders alongside Munir, said "the world is passing through a critical moment", Pakistan's state-run PTV channel showed."Pakistan has played a sincere role to mediate between US and Iran. Field marshal (Munir) was in Tehran and did not want to miss this great visit," Sharif said. "Things are moving in the right direction. I would like to thank China's support to promote peace," he said.Sharif kicked off his four-day official visit in Hangzhou in eastern Zhejiang province on Saturday. It follows a visit by Munir to Tehran on Friday and Saturday alongside Pakistan's Interior Minister Mohsin Naqvi as part of mediation efforts to end the war. China has said it would work with Pakistan to "make positive contributions to the early restoration of peace and stability in the Middle East".In April, Pakistan hosted the only direct negotiations between US and Iranian officials to take place since the war began.Munir was at the centre of the action during that round of talks, greeting both delegations on their arrival and displaying bonhomie with US Vice President JD Vance.But the talks ultimately failed, with Iran accusing the United States of making "excessive demands"

A blast targeting a train carrying military personnel killed at least 24 people on Sunday in Pakistan's turbulent southwestern province of Balochistan, a senior official said.Army servicemen were among the victims of the attack in the provincial capital Quetta, which wounded more than 50 people, the official told AFP.Images showed a mangled train carriage on its side as people clambered over the wreckage to find survivors.People could be seen carrying blood-soaked victims on stretchers away from a derailed car, while armed security forces stood guard. The official told AFP that the train carrying army personnel and their family members was going from Quetta to Peshawar in Pakistan's northwest.The train was passing a signal at Chaman Pattak in Quetta "when an explosive-laden car hit one of the carriages that resulted in a big blast", the official said. Windows were blown out and nearby vehicles were destroyed in the explosion. Another official told AFP that the army personnel were travelling to celebrate the Eid holiday, which is due to start on Tuesday.- 'Running for shelter' -Balochistan is Pakistan's poorest province and largest by landmass. It lags behind the rest of the country in almost every index, including education, employment and economic development.Baloch separatists accuse Pakistan's government of exploiting the province's natural gas and abundant mineral resources without benefiting the local population.Mohammad Rahim, who was near the site of the attack, told AFP he was sleeping when the explosion ripped through the area."My family and I jumped out of our beds when we heard a loud bang," he said. "I heard screaming and the crying of women and children in the building, including my family."Another witness, Abdul Basit, told AFP he was standing in a queue to buy breakfast when he heard the blast. "People started running for shelter," he said.Mujib Ahmad said that his car was damaged in the explosion. "When I heard the blast, I thought that it must be an attack," he said."I came out of the building and saw the devastation and my car was completely damaged."A police official told AFP the weight of the improvised explosive device used in the attack was around 35 kilograms (77 pounds).They said that police and security agencies were investigating the attack.
