The outpouring of grief at the passing of HH the late Father Amir Sheikh Hamad bin Khalifa al-Thani on July 12 at home was palpable. But it was equally evident elsewhere, too, in how world leaders made a beeline to offer condolences in Doha personally.As well as sharing grief, it was also recognition for the transformative leader that was the Father Amir. HH Sheikh Hamad spent eighteen years converting a thinly populated peninsula into a state that the rest of the world had to take account of. It merits mention even if in passing.The gas was the engine. Under his rule, Qatar effectively willed a global market for liquefied natural gas into being and then dominated it, becoming the largest exporter on the planet and supplying dozens of economies with a cleaner fuel than the oil they had been burning.The scale of what that unlocked is hard to overstate: value added in the hydrocarbon sector climbed from about QR11bn to some QR403bn over the course of his reign, national output multiplied more than twenty-fold, and income per head rose roughly six times.What distinguished HH Sheikh Hamad was where the money went. Rather than let the windfall sit, he ploughed it back — into further liquefaction capacity, into an economy less hostage to a single commodity, and into the physical and social architecture of a modern country. And so, hospitals and a health service were built to international standard. Education City, which brought branch campuses of leading foreign universities onto Qatari soil and made Doha a place students arrived at rather than departed from. Roads, ports, an airport and, later, a metro.Sport was pursued with the same deliberateness, through the Aspire academy, the 2006 Asian Games and, in December 2010, the successful bid that made Qatar the first Arab and Muslim nation awarded the FIFA World Cup.He built institutions alongside the concrete. Al Jazeera, launched in 1996, upended Arabic-language broadcasting and gave the region a newsroom that was not answerable to any of its ministries of information. Municipal elections followed in 1999, with Qatari women both voting and standing. A permanent constitution was put to referendum and promulgated in 2004. Qatar National Vision 2030 set the long horizon: a knowledge economy, not a rentier one.Last week that record was reflected in the most public manner available to any state — by who came.His Highness the Amir Sheikh Tamim bin Hamad al-Thani received an unbroken procession of heads of state, crown princes and senior dignitaries at Lusail Palace, with delegations landing from the Gulf, the wider Arab world, Africa, South Asia, the South Caucasus and Europe. President Recep Tayyip Erdogan came for Turkiye. Saudi Arabia sent one of the largest delegations of the week, led by Prince Mansour bin Miteb bin Abdulaziz al-Saud and including Foreign Minister Prince Faisal bin Farhan bin Abdullah al-Saud. President Abdel Fattah el-Sisi came for Egypt, Prime Minister Georgia Meloni for Italy, Crown Prince al-Hussein bin Abdullah II for Jordan, President Hassan Sheikh Mohamud for Somalia, President Shavkat Mirziyoyev for Uzbekistan, Vice-President Sheikh Mansour bin Zayed al-Nahyan for the UAE, General Abdel Fattah al-Burhan for Sudan and President Vahagn Khachaturyan for Armenia.Prime Minister Shehbaz Sharif was among the first to reach Doha, and the speed of his arrival was itself a statement. Over the past several months Qatar and Pakistan have worked in tandem, and frequently through the night, to hold open a channel between Washington and Tehran when almost nothing recommended the attempt — through the closure of the Strait of Hormuz, through strikes on Gulf energy infrastructure, through every reason to conclude the effort was futile. That the two capitals carried it as far as the Islamabad Accord and a ceasefire framework in Switzerland is the clearest recent illustration of what Sheikh Hamad's Qatar was constructed to do: convert wealth and neutrality into leverage nobody else could exercise.The telephone traffic said the same thing. US President Donald Trump called HH the Amir, and Vice-President JD Vance followed a day later. UN Secretary-General Antonio Guterres signed the condolence book at Qatar's mission in New York, describing a leader who had redirected his country's course.The geography of the mourners is the argument. Somalia, Sudan, Lebanon and Palestine are not incidental callers; they are files on Doha's desk. States send their principals, not their envoys, to capitals they expect to need again. The queue at Lusail said it all.
