NPC takes part in OPSWF CEO Summit

The National Planning Council (NPC) participated in the 9th annual One Planet Sovereign Wealth Funds (OPSWF) CEO Summit, hosted by the Qatar Investment Authority (QIA) in Doha on Oct 20 and 21 under the theme "Capital Across Generations" bringing together 51 members managing assets worth more than USD48tn.In his remarks, His Excellency the President of the Civil Service and Government Development Bureau and Secretary-General of NPC Dr Abdulaziz bin Nasser bin Mubarak al-Khalifa underscored that Qatar National Vision 2030, the National Development Strategies, and the country's investment approach embody a single promise delivered through multiple pathways, reflecting a firm conviction in sustaining progress across generations.Dr al-Khalifa added that the Third National Development Strategy (NDS3) 2024-2030 represents the final stage of the strategies designed to realise the national vision. He noted that the strategy was developed with the decades beyond 2030 in mind, highlighting two key targets: achieving annual productivity growth of 2% and securing cumulative net foreign investment worth USD100bn.The strategy also builds on Qatar's standing as a leading global energy supplier and one of the world's foremost producers of liquefied natural gas (LNG), while developing new sectors to drive growth and substantially advance economic diversification, he highlighted.Addressing the crisis facing the region, Dr al-Khalifa said national institutions, social cohesion, and trusted partnerships had enabled Qatar to absorb the shock and mitigate its effects. Essential services continued uninterrupted, the non-hydrocarbon economy sustained its growth, the country maintained its high sovereign credit ratings, and its stock of foreign direct investment continued to grow.The crisis didn't create these strengths; it revealed them, he added, underscoring that Qatar's response represents not a departure from the national plan, but an acceleration of it.Dr al-Khalifa outlined the NPC's role in supporting and monitoring the implementation of NDS3, providing reliable and internationally comparable data through the National Statistics Center, and applying strategic foresight to test today's decisions against a range of possible future scenarios.Concluding his remarks, Dr al-Khalifa stressed that the responsibility extends beyond managing what is owned today; it also encompasses ensuring that future generations inherit broader opportunities, greater resilience, and a stronger foundation on which to build their future.

Qatar unveils 5-year pipeline of $60bn projects, opportunities

Qatar has launched a new platform, "Doha Investment," to manage and grow the Qatar Investment Authority's domestic portfolio, as the prime minister unveiled a five-year pipeline of projects and investment opportunities worth more than $60bn.His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani made the announcement in his opening remarks at the Qatar Economic Forum – Powered by Bloomberg, held on the sidelines of the UN General Assembly.The prime minister said the platform builds on three decades of work to construct world-class infrastructure, institutions and companies, and marks Qatar's push to widen private sector participation as a driver of growth. It will back leading companies, help startups scale, deepen capital markets and draw in international capital and expertise, he said, adding that its success would be judged by how far it helps build a more competitive, resilient and diversified economy with a bigger role for the private sector.Over the next five years, Qatar is set to launch new infrastructure projects worth around $38.5bn, including public-private partnerships, with initial tendering to begin immediately, the prime minister said. Alongside these, real estate and hospitality projects are expected to draw private investment of $22.5bn, among them the Simaisma Beach project, projected to attract about $5.8bn, with more announcements to follow. Combined, he said, the projects and opportunities represent a value exceeding $60bn over five years.The prime minister said the aim is to pair public infrastructure with private capital and international expertise, with Qatar seeking partners bringing technological innovation, market access and a commitment to long-term partnership.**media[494053]**He added that Qatar does not underestimate the current climate of uncertainty but will not let short-term disruption dictate its long-term direction, and that it works to bolster regional stability through diplomacy while pursuing reform, resilience and growth through investment.Diplomacy and economic stability go hand in hand, he said, since diplomacy safeguards the conditions that let people trade, invest and plan ahead — and lasting security cannot rest on cycles of escalation and retaliation, or on arrangements that leave any state permanently exposed.On the current regional crisis, the prime minister said talks would need to begin with security and de-escalation before moving to energy supplies, shipping routes and the fate of investment plans. The region needs a framework built on respect for sovereignty, in which no state threatens another, he said, adding that Qatar would remain a committed mediator, a reliable energy supplier and a long-term investment partner.He described recent regional events as an "earthquake" whose aftershocks have reached far beyond the region's borders, upending long-held assumptions about security and stability. Doha, he said, has worked with regional and international partners to keep communication channels open, ease tensions and support diplomatic understandings — recognising that economic resilience depends on institutions, infrastructure and partnerships built before crises hit.The crisis tested these foundations as activity was disrupted and costs rose, he said, yet Qatar's financial system kept running and companies carried on operating — resilience he attributed to years of preparation under the leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani.The prime minister affirmed that Qatar's economic fundamentals remain solid, and said the expansion of the North Field would reinforce the country's standing as a reliable energy supplier and support its diversification drive — energy, he said, is Qatar's source of strength, diversification its secret to resilience, and technology its future.

QCB governor reiterates Qatar’s commitment to long-term economic expansion

Qatar remains committed to advancing its long-term economic expansion plans, including a new energy project that will double liquefied natural gas production capacity to 145mn tonnes per year by 2030 despite the damage sustained by facilities.The commitment was highlighted Sunday during an interview featuring Qatar Central Bank Governor His Excellency Sheikh Bandar bin Mohammed bin Saoud al-Thani with Bloomberg TV on the sidelines of the Special Edition of the Qatar Economic Forum 2026, Powered by Bloomberg, convened in New York alongside the UN General Assembly.“The non-hydrocarbon sector grew by 3.5% despite regional challenges, while the State of Qatar successfully reduced its debt-to-GDP ratio from 60% to 40%, while maintaining a sovereign credit rating of AA,” noted Sheikh Bandar, who is also chairman of the Qatar Investment Authority (QIA).He said the contribution of the non-hydrocarbon sector to GDP increased from 40% in 2011 to approximately 70% in recent years, supported by the accumulation of fiscal surpluses over the past years, as well as the establishment of reserves and funds that provide the economy with greater resilience in addressing the challenges.According to Sheikh Bandar, Qatar enjoys a strong external financial position and substantial reserves held by the central bank, alongside operating one of the largest sovereign wealth funds globally.These financial strengths enhance the country's ability to navigate challenges and capitalise on growth opportunities as regional conditions improve, he pointed out.“The Qatar Investment Authority is pursuing a long-term investment strategy aimed at creating sustainable value for future generations, with an increasing focus on technology, artificial intelligence, and innovation, particularly in the US, while continuing to invest across a range of sectors in support of its broader diversification strategy,” he said.Meanwhile, the QCB is implementing 18 artificial intelligence projects, four of which have been completed, Sheikh Bandar noted.“These projects have contributed to reducing costs and accelerating workflows, while the QCB remains committed to continued investment in this technology and to leveraging its potential to further develop and enhance its operations,” he said.Sheikh Bandar added that the central bank remains committed to continued investment in technology to enhance its overall operations.

The UN Trade and Development (UNCTAD) will hold its ninth World Investment Forum (WIF) in Doha on October 25-27, aimed at facilitating dialogue and fostering partnerships among governments, investors, and businesses on investment and development. Held in partnership with the State of Qatar, the forum, to be held at the Sheraton Grand Doha Resort & Convention Hotel, will focus on how investment can support sustainable development and build resilience at a time of heightened uncertainty and shape the future of development. The WIF is the UN’s flagship event for the global investment community. Under the theme ‘Investing in the Future’, WIF 2026 will bring together those who shape investment policy with those who allocate capital, with discussions spanning AI, critical minerals, energy, infrastructure, sustainable finance, tourism and culture, and emerging investment opportunities, including in the space economy. The forum will feature ‘Global Leaders Plenaries’, ‘Ministerial Roundtables’ on investment and entrepreneurship, the ‘Sustainable Stock Exchanges Dialogue’, a high-level session on investment in the Gulf region, and a global investment promotion conference, showcasing investment opportunities from around the world. The forum is expected to attract senior government officials, heads of international organisations, investment authorities, multinational corporations, investors, entrepreneurs and financial institutions. Day one will prioritise supply chain security, economic recovery, and regional integration, featuring a session organised alongside the Gulf Cooperation Council (GCC) Secretariat, stated Nan Li Collins, chair, UN Sustainable Stock Exchange Division director at the UNCTAD Division on Investment and Enterprise, during a media briefing held in Doha recently. She said day two will examine technology, capital, and societal progress, including an AI transition track co-chaired by the International Telecommunication Union (ITU). Collins also stated that the organisation actively engaged key Qatari stakeholders over recent days, including the Qatar Investment Authority (QIA), Qatar Development Bank (QDB), the Qatar Stock Exchange (QSE), Qatar Foundation, and Qatar Museums.  “Invest Qatar will play an important role in positioning Doha and Qatar as an investment destination and its role in the region globally. QIA, one of the leading sovereign wealth funds, will also be a partner for the forum, because they are making a very important strategic investment globally,” Collins noted. According to Collins, the 2026 agenda introduces dedicated discussions covering investments in the space economy and culture. Highlighting the cultural track, Collins pointed to Qatar’s established footprint in the field. “Investing culture is also new this year. So this is exactly where Qatar is playing a leading role globally. So we are featuring this important, unique agenda where Qatar is taking leadership globally also in this forum,” she said. UNCTAD expects delegation arrivals from over 100 countries, Collins noted, adding that more than 20 ministers and heads of international agencies have confirmed attendance, including UN Tourism leadership co-chairing the tourism investment track. The media briefing also included updates on the UNCTAD’s World Investment Report 2026, which shows that global foreign direct investment (FDI) recovered in 2025, but that the recovery remains uneven. Global FDI rose 6% to $1.6tn in 2025, ending two years of decline. Investment in developed economies increased by 11%, while flows to developing economies rose by 2%, according to the report.More than 80% of global FDI went to the 20 largest host economies. At the same time, a small number of strategic sectors accounted for 44% of the value of global greenfield investment projects in 2025, up from 16% in 2020, the report noted. The figures underscore a central challenge for policymakers: while investment is recovering, it is increasingly concentrated in particular economies and sectors, the report pointed out.Registration to attend the World Investment Forum 2026 is open. Information and the full programme are available here: https://worldinvestmentforum.unctad.org/
