The volume of real estate trading in sales contracts at the Department of Real Estate Registration at the Ministry of Justice during the period from June 21 to June 25 reached QR317,885,006.Meanwhile, the total sales contracts for residential units in the Real Estate Bulletin for the same period reached QR65,143,503.The weekly bulletin issued by the Department shows that the list of real estate properties traded for sale included vacant land, residences, a commercial administrative building, residential buildings, commercial shops, and residential units.Sales were concentrated in the municipalities of Al Rayyan, Doha, Umm Salal, Al Daayen, Al Wakrah, Al Shamal, Al Khor, Al Thakhira, and areas of Lusail 69, The Pearl, Al Kharaej, Ghar Thuaib, Al Gharrafa and Al Wukair.The volume of real estate transactions in sales contracts registered with the Real Estate Registration Department between June 14 and June 18 reached QR545,320,609. 

A new batch of experts took the legal oath Monday at the Ministry of Justice to be registered in the ministry’s roster of experts accredited before the judicial authorities in the country, in accordance with the regulations stipulated in Law No 16 of 2017 regulating expert work. The new batch comprised 15 experts from national cadres, with specialisations including accounting, real estate, electrical engineering, architecture, survey engineering, banking, industry management, industrial engineering, engineering project management, and social experience (disability and autism category). The director of the ministry’s Experts Department, Abdullah Abu Shahab al-Marri, congratulated the new experts on their taking of the legal oath. He emphasised the importance of their role as assistants to judges and one of the pillars of achieving effective justice, based on their legal responsibility to show evidence and proof related to the technical aspects of various cases, and the role expert reports play in expediting the issuance of judgments and the adjudication of cases.

The volume of real estate trading in sale contracts registered with the Real Estate Registration Department at the Ministry of Justice in April 2026 amounted to QR2.062bn.Data from the real estate analytical bulletin issued by the Ministry of Justice revealed that 516 real estate transactions were recorded during the month, with the traded area index rising by 185%.The municipalities of Doha, Al Rayyan, and Al Dhaayen topped the list for the most active transactions in terms of financial value, according to the real estate market index, followed by Umm Salal, Al Wakrah, Al Khor and Al Dhakira, Al Shamal, and Al Sheehaniya.The real estate market index for April 2026 showed that the financial value of transactions in Doha municipality amounted to QR735,181,113.In Al Rayyan, the financial values of transactions was QR512,832,178, while in Al Dhaayen it was QR498,240,645.Transactions in Umm Salal amounted to QR137,169,190, Al Wakrah recorded QR129,913,748, Al Khor and Al Dhakira recorded QR37,103,106, Al Shamal recorded QR8,560,383, while Al Sheehaniya recorded QR3,250,000.In terms of the traded space index, indicators revealed that Al Rayyan, Doha, and Al Dhaayen municipalities were the most active in terms of traded real estate spaces during April 2026: Al Rayyan 41%, followed by Doha 22%, and Al Dhaayen 18%.Al Wakrah recorded 12%, Umm Salal recorded 10%, Al Khor and Al Dhakira recorded 4% and Al Shamal 1%, of the total traded spaces.Concerning the index of the number of real estate transactions (sold properties), trading indices revealed that the most active municipalities during April were Doha with 28%, followed by Al Rayyan with 27%, and Al Dhaayen with%.Al Wakrah recorded traded transactions of 12%, Umm Salal with 10%, while Al Khor and Al Dhakira recorded 4% and Al Shamal 1 percent of the total real estate transactions.An average per square foot prices for April ranged between (516-790) in Doha, (236-495) in Al Wakrah, (371-429) in Al Rayyan, (293-503) in Umm Salal, (406-807) in Al Dhaayen, (293 -367) in Al Khor and Al Dhakira, (148-229) in Al Shamal and 211 in Al Sheehaniya.The trading volume revealed the highest value of 10 properties sold in April were in Al Dhaayen (five) properties, Doha (four) properties and Al Rayyan (one) property.As for the volume of mortgage transactions in April, the number of transactions amounted to 312, with a total value of QR7,624,101,538.Doha recorded the highest number of mortgage transactions with 179 transactions, equivalent to 57.4% of the total number of mortgaged properties, followed by Al Rayyan with 69 transactions, equivalent to 22.1% of the total number of mortgaged properties, and Al Dhaayen with 31 transactions equivalent to 9.9% of the total number of mortgaged properties, then Umm Salal with 14 transactions, equivalent to 4.5%, followed by Al Wakrah with 13 transactions, equivalent to 4.2%, Al Shamal with 3 transactions equivalent to 1%, Al Khor and Al Dhakira with 2 transactions equivalent 0.6% and Al Sheehaniya with one transaction equivalent to 2.3%.As to the value of mortgages, the municipality of Doha came in the lead with a value of QR7,262,926,802, with Al Sheehaniya recording the lowest value of QR1,200,000.As for residential units, their trading movement during April recorded 154 deals with a total value of QR283,858,876.This data confirms the continued strong growth of the Qatari real estate sector in various investment and commercial fields, thanks to the new decisions related to real estate brokerage, real estate registration and documentation, ownership and usufruct, in addition to the laws that attract local and foreign capital, which enhances its position as one of the most important components of the national economy. 

The Ministry of Justice has unveiled a new electronic system to manage its internal audit operations, marking Global Internal Audit Awareness Month with a launch event held in collaboration with the State Audit Bureau.The event was held under the patronage of His Excellency the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi, and attended by His Excellency the Undersecretary of the Ministry of Justice Saeed bin Abdullah al-Suwaidi.According to the ministry, the platform is intended to bolster governance, sharpen internal oversight and feed into its broader digital transformation push by streamlining how audit observations are recorded and followed up.Director of the Internal Audit Department Najla Fahed Dalwan said the system had been developed in response to rising governance demands and the need to shift from manual workflows to a single digital framework that improves efficiency, accuracy and risk management. She also underlined the importance of Internal Audit Awareness Month as a vehicle for promoting transparency, integrity and sound governance within public institutions.Aisha Khalid al-Darwish, acting director of internal audit and risk oversight at the State Audit Bureau, delivered a lecture on how internal audit contributes to institutional performance and strengthens governance and risk management systems.The ministry rounded off the programme with an interactive workshop examining the role of internal audit departments in government entities and the mechanisms for co-operation between them.

The Ministry of Justice (MoJ), represented by its Arbitration Affairs Department, participated in the regional judicial dialogue sessions for judges from Arab countries on the New York Convention on the Recognition and Enforcement of Foreign Arbitral Awards (the New York Convention), as part of Riyadh International Dispute Resolution Week.The regional judicial dialogue was organised in partnership between the League of Arab States, represented by the Arab Center for Legal and Judicial Research (the scientific arm of the Council of Arab Ministers of Justice), and the International Council of Commercial Arbitration (ICCA), and was hosted by the Saudi Center for Commercial Arbitration (SCCA).The programme aimed to enrich the discussion and exchange experiences among leading international experts and arbitration judges from all member states of the League of Arab States, with the goal of addressing the challenges related to the enforcement of foreign arbitral awards and developing appropriate solutions.The discussion sessions covered key themes encompassing various aspects of the New York Convention, including an overview of its objectives and interpretation mechanisms, a detailed review of its scope of application and enforcement procedures, the conditions required for the enforcement of foreign awards, and an in-depth analysis of the grounds for non-enforcement.The sessions also addressed issues of arbitrability and public policy, and explored the complementary relationship between the New York Convention and relevant regional agreements such as the Riyadh Convention.The sessions concluded with a review of the latest judicial developments in the enforcement of arbitration awards in Arab countries, highlighting relevant Saudi judicial precedents.During the dialogue, Director of the Arbitration Affairs Department at the Ministry of Justice,Dr Mariam Mohammed al-Kuwari participated in the discussions by presenting a strategic overview of the rapid legislative developments in the field of arbitration in the State of Qatar.Dr al-Kuwari emphasised that arbitration awards issued in the State of Qatar are now considered directly enforceable instruments, based on Article 6, Paragraph 2 of Law No. 4 of 2024 concerning the Judicial Enforcement Law.This legislative update reflects the State's firm commitment to enhancing the effectiveness of dispute resolution mechanisms and providing a modern and conducive legal environment for arbitration.MoJ's active participation underscores its ongoing commitment to keeping abreast of the latest regional and international legal and judicial developments in the field of arbitration. 

The Ministry of Justice and the General Secretariat of the Council of Ministers celebrated the National Sport Day (NSD) by holding joint events on the campus of the University of Doha for Science and Technology (UDST), with broad participation from the staff of the ministry and UDST and their families. The joint event included twelve sports activities, including walking and warm-up exercises, soccer, basketball, volleyball, table tennis, tug of war, foot bowling (kickball), trampolining, and target shooting. The activities also included sports events for children aimed at helping them internalise a culture of sport and interest in physical activity from an early age, and reinforcing awareness of the significance of practising sport as a healthy lifestyle for all age groups, including jump rope, sack races, and face painting. On the margins of the ministry’s events, His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa al-Hassan al-Mohannadi emphasised that this celebration embodies the vision of the judicious leadership of the nation in strengthening the culture of sports and making it part of community life, as it plays a pivotal role in enhancing physical and mental health, as well as building a vibrant society capable of keeping up with the requirements of modern life. The minister pointed out that the aforementioned Amiri Decision underscores the attention the nation gives to humans, as they represent the lynchpin of development, stressing that the adoption of this day reflects Qatar’s commitment to having a sport-supporting environment in place for all age groups, thereby helping improve quality of life and reinforcing social cohesion. Health awareness and educational activities were organised concurrently, including an on-site health fair where health guidance was provided and biometric screenings were offered to participants, aiming to enhance health awareness among staff and their families and guide them toward healthy lifestyles that promote community safety awareness and improve quality of life. The event also showcased friendly contests between participants from the two government institutions, culminating in the distribution of cups and medals to the winners, creating an atmosphere of enthusiasm and elation throughout the celebration. The Ministry of Justice and the General Secretariat of the Council of Ministers underlined the importance of this participation in building a healthy community capable of keeping up with modern lifestyles, epitomising the objectives of Amiri Decision No 80 of 2011, on the adoption of the nation’s National Sport Day, with adherence to the standards and conditions announced by the Sport Day Committee. Overall, the UDST activities were marked by their diversity and engagement of participants across different age groups, with a strong emphasis on encouraging employees to adopt physical activity as a sustainable healthy lifestyle. The event also featured a friendly walking contest organised by the Public Relations and Communications Department, which awarded prizes to the 25 participants who were among the first to achieve 10,000 steps during the morning of the National Sport Day. 

A delegation from the Ministry of Justice’s Legal and Judicial Studies Centre participated in the joint visits programme for judicial and legal training centres and institutes in the Gulf Co-operation Council (GCC) countries for the years 2025-26.Organised by the GCC General Secretariat, the programme aims to enhance co-operation among member states in the fields of judicial and legal training.The Higher Judicial Institute of the Sultanate of Oman hosted the delegations from the GCC countries for the three-day visit.During the visit, they learned about the Sultanate's experience in judicial and legal training and qualification and explored ways to strengthen the exchange of expertise among GCC member states.The delegations also toured the institute's facilities, including the library, classrooms, and main hall, and received a brief presentation outlining the institute's history, academic programmes, and duration of study.The following day, the delegations held a meeting with Attorney-General Nasr bin Khamis al-Sawa'ee and Oman Supreme Judicial Council Secretary-General Issa bin Hamad al-Azri to learn about the Sultanate's judicial system.The visit included a cultural tour of the Royal Opera House Muscat, during which the delegations were briefed on the cultural and artistic role that the opera house plays and its significance as a landmark reflecting the Sultanate's commitment to fine arts and cultural exchange.The programme concluded with a visit to the Supreme Court, where the delegations met with Supreme Court Chairman Khalifa bin Said al-Busaidi. 

The Attorneys' Admission Committee, chaired by His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi, convened Thursday at its permanent headquarters in the Ministry of Justice.At the outset of the meeting, HE the Minister welcomed the new members of the committee following the issuance of the ministerial decision No. 10 of 2026 to reconstitute it. He stressed the importance of the topics entrusted to the committee within its jurisdiction to develop the legal profession and consider new registration applications submitted, and to expedite their resolution, which reflects the role played by the legal profession in embodying the vision of the wise leadership to consolidate effective justice and advance the Qatari legal system, and the legal effort undertaken by lawyers as assistants to the judiciary.During the meeting, the committee reviewed the topics on its agenda, including the restructuring of its subcommittees, witnessed eight new lawyers taking the legal oath, and considered applications from several business owners to register as practicing lawyers.The committee also considered the requests of a number of new lawyers whose training period had ended, and approved the minutes of previous subcommittees, reviewing requests to transfer the registration of lawyers to the register of lawyers practicing before the Court of Cassation, and approving requests of lawyers under training, in addition to a number of organizational topics and controls for the work of the legal profession, including discussing a proposal to develop tests for lawyers applying for registration and practicing the profession, and appropriate decisions were made regarding them.The committee emphasized the need for the participants of the 16th mandatory program for lawyers in training to adhere to the approved program within the specialized legal training plan for 2026, and to commit to discipline in attending lectures according to the dates announced in the lecture schedule as stipulated in the training regulations of the Center for Legal and Judicial Studies.

In a sweeping move aimed at easing access to legal and real estate services while reinforcing Qatar’s investment climate, the Ministry of Justice has announced major reductions to service fees and widened fee exemptions across a range of transactions for the first time.The measures, introduced under Ministerial Decision No. (5) of 2026 and issued by His Excellency Ibrahim bin Ali al-Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, mark one of the ministry’s broadest reviews of fees in recent years. The changes lower costs for citizens and investors alike, while simplifying procedures and encouraging compliance.Under the updated provisions, notarisation transactions in favour of ministries, public authorities, and government institutions are now fully exempt from fees. The same applies to donations and wills for charitable purposes, and to incorporation documents for new companies and private institutions.Several key reductions have been made to individual fees. The cost of notarising a special power of attorney related to real estate has been cut from QR300 to QR100, while transfer fees for farms and marine lands — including assignments — have dropped from 1% of market value to 0.25% of assessed value.The decision further exempts real estate registration transactions involving government entities, charitable endowments, and properties allotted by the state to citizens under existing laws. Inheritance-related documents —such as estate distributions, waivers, and settlements processed by the Family Court — are also covered by exemptions, together with court rulings that annul, rescind, or invalidate earlier registrations.Reflecting legislative updates, the ministry confirmed that the new rules align with the Real Estate Development Law No. (6) of 2014, ensuring the same standards apply to both preliminary and final real estate registers.Among newly standardised charges, registration fees for off-plan units have been fixed at QR100 per unit, and the cost of issuing replacement title deeds has dropped from QR500 to QR100. The fee for a title deed and registration map has likewise been reduced from QR300 to QR100.Mortgage and lien registration now carry a rate of 0.025% of the secured debt value, while property transfers linked to company mergers, divisions, or dissolutions attract a flat charge of QR500. The same rate applies to transfers between individuals and companies they own, in full or in part.For inheritance-related property transfers, fees have been capped at QR500 per property, while issuing ownership statements and certificates now costs QR50 — half the previous fee.The ministry also announced a sharp reduction in charges for mobile services requiring staff visits to applicants’ premises. The fee has fallen from QR1,000 to QR200 for people aged 60 and above, while persons with disabilities and social security beneficiaries are fully exempt.The ministry said the new measures underscore its ongoing commitment to modernising judicial services, simplifying processes, and enhancing digital accessibility. The changes form part of broader national efforts to support economic growth and build investor confidence through transparent, efficient governance.
