His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the weekly Cabinet meeting on Wednesday at the Amiri Diwan. Following the meeting, HE Minister of Justice and Minister of State for Cabinet Affairs, Ibrahim bin Ali Al Mohannadi, stated that at the outset of the meeting, the Cabinet renewed the State of Qatar's condemnation in the strongest terms of the renewed attacks launched by the Islamic Republic of Iran against the Hashemite Kingdom of Jordan, the United Arab Emirates, the Kingdom of Bahrain and the State of Kuwait, which constitute a flagrant violation of the sovereignty and territorial integrity of these sisterly countries and a blatant breach of international law, the Charter of the United Nations and the principles of good neighbourliness. The Cabinet affirmed the State of Qatar's full solidarity with these countries and its support for all measures they take to safeguard their sovereignty and security. It stressed the need for the immediate and complete cessation of all military actions and attacks that threaten the security and stability of the region, and for refraining from any actions that could widen the scope of escalation. The Cabinet also called for a serious return to dialogue and negotiations and adherence to the understandings reached through diplomatic efforts.The Cabinet then reviewed the topics on its agenda and approved a draft law on cloud computing and its referral to the Shura Council.The draft law, prepared by the Ministry of Communications and Information Technology in coordination with the Communications Regulatory Authority and the competent entities, aims to establish a comprehensive legislative framework governing the storage and disclosure of digital data, enhancing its protection and security, and setting controls for lawful access to such data in a manner that strikes a balance between law enforcement requirements and safeguarding individuals' privacy. It also seeks to strengthen frameworks for international cooperation in this field, support digital transformation, strengthen the State's position as an attractive destination for investment in the data centre and cloud services sector, and establish it as a trusted regional destination for data hosting.In particular, the draft law includes provisions governing the obligations of data service providers and telecommunications service providers, ensuring open and neutral access, fair pricing, non-discrimination, interoperability, and customers' freedom to choose their service providers, in addition to rules on transparency and mutual legal assistance.The Cabinet also approved a draft law on the regulation of competition and its referral to the Shura Council.The draft law, prepared by the Ministry of Commerce and Industry, comes as part of efforts to modernise the regulatory framework for economic activity in the State. It is intended to replace Law No. 19 of 2006 Concerning Protection of Competition and Prevention of Monopolistic Practices and to keep pace with comparative best practices in this field.The draft law aims to protect and promote free and fair competition, combat monopolistic practices, and curb practices that may harm, restrict or undermine competition. It also regulates mechanisms for overseeing economic concentration, thereby contributing to greater market efficiency and enhancing the business and investment environment in the State, in line with international standards and the objectives of the Third National Development Strategy (2024-2030).The draft law includes provisions on the establishment of the Competition Regulation Committee and the determination of its competencies; prohibited agreements, acts and practices; abuse of dominance; exemption applications and decisions thereon; notification and review of economic concentration transactions and decisions thereon within specified timeframes; the submission of complaints and investigation procedures; measures and financial penalties; appeals against the Committee's decisions before the Investment and Trade Court; settlement; and exemption from penalties.The Cabinet reviewed the findings of a study of the proposal submitted by the Shura Council titled "Enhancing Parental Care and Supporting Family Cohesion," and took the appropriate decision thereon. The relevant entities indicated their intention to take practical steps to develop and implement a comprehensive package of family-related programmes, policies and initiatives. These include enhancing parenting support services, introducing benefits and measures to support work-life balance, improving nursery and kindergarten services, strengthening partnerships between families and educational institutions, and intensifying awareness and media efforts to reinforce sound upbringing, family values and national identity. The measures also include strengthening coordination and institutional integration and building on existing initiatives, thereby contributing to improving quality of life and strengthening family stability and cohesion, while reflecting positive engagement with the Shura Council's proposal and constructive cooperation between the two authorities to achieve the desired social and development objectives. The Cabinet decided to approve a draft Letter of Intent on cooperation between the Ministry of Interior of the State of Qatar and the Ministry of Interior of the Kingdom of Spain regarding security arrangements for the FIFA World Cup 2030; a draft Letter of Intent on security cooperation in the field of training and exchange of expertise between the Ministry of Interior of the State of Qatar and the Federal Ministry of the Interior of Germany; a draft Memorandum of Understanding on cooperation in the field of labour between the Ministry of Labour of the State of Qatar and the Ministry of Economy and Labour of the Republic of North Macedonia; a draft MoU on cooperation in the field of tourism between the State of Qatar and the Republic of Serbia; a draft executive programme for cooperation in the field of sports between the Government of the State of Qatar and the Office of the Cabinet of Ministers of the Kyrgyz Republic for 2026-2027; and a draft extension of the Memoranda of Understanding between the Organisation for Economic Co-operation and Development (OECD) and the Governments of Australia, Belgium, Canada, Denmark, Finland, France, Germany, Ireland, Italy, Japan, Korea, Luxembourg, the Netherlands, Norway, Qatar, Spain, Sweden, Switzerland, the United Kingdom and the United States of America concerning the OECD's hosting of the Secretariat of the Multilateral Organisation Performance Assessment Network (MOPAN).  Concluding its meeting, the Cabinet reviewed the 63rd report on the outcomes of the work of the National Committee for the Prohibition of Weapons from January 1 to April 30, 2026; the 2025 annual report on the achievements and work programmes of the General Tax Authority; a report on the outcomes of the participation of HE the Minister of Finance in the Annual Meetings of the Islamic Development Bank Group (Republic of Azerbaijan, June 2026); a report on the outcomes of the visit of HE the Minister of Municipality to the Kingdom of the Netherlands and participation in GreenTech 2026 (June 2026); and a report on the outcomes of the participation of HE the Minister of Municipality in the 39th Session of the General Assembly of the Arab Organization for Agricultural Development (AOAD) (Kuwait, June 2026), and took the appropriate decisions thereon. QNA 1140 GMT 2026/09/02

His Excellency Deputy Prime Minister and Minister of State for Defense Affairs Sheikh Saoud bin Abdulrahman bin Hassan Al-Thani chaired the Cabinet's regular meeting on Wednesday morning at the Amiri Diwan.Following the meeting, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi stated the following:At the outset of the meeting, the Cabinet extended its warmest congratulations and best wishes to His Highness the Amir Sheikh Tamim bin Hamad Al-Thani on the occasion of National Day. The Cabinet also extended its congratulations to the generous Qatari people and to the residents of Qatar.On this glorious occasion, the Cabinet recalled with appreciation and gratitude the historic role of the founder, Sheikh Jassim bin Mohammed bin Thani, in laying the foundations of the modern State of Qatar, and expressed its pride in the comprehensive developmental renaissance and prestigious position the country has achieved under its wise leadership, both regionally and internationally.The Cabinet praised HH the Amir for honoring the winners of the ninth edition of the Sheikh Tamim bin Hamad Al-Thani International Anti-Corruption Excellence (ACE) Award, which took place at a ceremony held in Doha on Dec. 14, amidst great international interest, due to the importance and distinction the award has gained, and the significant impact it has had in supporting the values ​​of integrity and transparency, promoting global efforts to combat corruption, and its success in highlighting its seriousness and the need to confront it.The Cabinet noted the convening of the 11th session of the Conference of the States Parties to the United Nations Convention against Corruption (COSP11), which was opened by HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani and held in Doha from Dec. 15-19 within the framework of the State of Qatar's partnership with the UN to promote integrity and transparency at the global level and to support international efforts to combat corruption.The Cabinet praised the success of the FIFA Arab Cup Qatar 2025, which concludes tomorrow, Thursday, amid an atmosphere filled with feelings of brotherhood, solidarity, authentic Arab values ​​and noble sportsmanship.The Cabinet expressed its thanks and appreciation to all state agencies that contributed to organizing and securing the tournament and provided it with the means for success.The Cabinet then considered the topics on its agenda and was informed of the Shura Council's approval of a draft law amending some provisions of Law No. 3 of 2016 regarding the regulation of birth and death registration.The Cabinet approved the draft Cabinet Resolution to issue the executive regulations for Law No. 6 of 2025 regulating health research, the draft Cabinet Resolution on the National Research Ethical Committee, and the draft Cabinet Resolution on the Committee for Monitoring Health Research.The Cabinet approved a draft memorandum of understanding on technical cooperation in the field of tax administration between the General Tax Authority of the State of Qatar and the Federal Tax Service of the Russian Federation, in addition to a draft memorandum of understanding for cooperation in the health field between the governments of the State of Qatar and the Republic of Portugal.The Cabinet concluded its meeting by reviewing three reports and making the appropriate decisions regarding them. These included a report on the results of participation in the 29th meeting of the Ministerial Committee for Post and Telecommunications in the Gulf Cooperation Council (GCC), the 9th meeting of the GCC Ministerial Committee for e-Government, the joint meeting with the Digital Cooperation Organization in Kuwait in October, and a report on the results of participation in the 88th meeting of the Gulf Health Council of the Gulf Cooperation Council (GCC) and the 11th meeting of the GCC Health Ministers Committee in Kuwait in October, and a report on the results of participation in the 5th session of the Qatar-Tajikistan Joint Committee on Economic, Commercial, and Technical Cooperation in Dushanbe.

His Excellency the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet's weekly meeting Wednesday at the Amiri Diwan.Following the meeting, His Excellency the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi stated the following:At the outset of the meeting, the Cabinet welcomed the results of the 8th meeting of the Qatari-Saudi Co-ordination Council, held on Monday in Riyadh, co-chaired by His Highness the Amir Sheikh Tamim bin Hamad al-Thani and Saudi Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz al-Saud.The Cabinet affirmed that the deep-rooted historical relations between Qatar and Saudi Arabia have moved to a new stage in light of what was included in the joint statement issued at the conclusion of the Coordination Council meeting, and its emphasis on the importance of continuing to support and develop joint co-ordination in priority areas, including political, security, military, energy, industry, economy, investment, trade, technology, infrastructure, culture, tourism and education, in a way that meets the aspirations of the two fraternal peoples and supports security, peace and prosperity in the region.The Cabinet praised the agreements and memorandums of understanding signed that would open new horizons for the strategic partnership between the two countries, particularly the agreement to link the two countries by high-speed electric train, which connects the cities of Doha and Riyadh, as it is a major strategic initiative that is consistent with the objectives of Qatar National Vision 2030 and Saudi Arabia Vision 2030, and that contributes to facilitating the movement of tourists and trade and enhancing communication between the two fraternal peoples.The Cabinet praised the success of the 23rd Doha Forum 2025, which was inaugurated by His Highness the Amir. The two-day forum was held under the theme "justice in Action: Beyond Promises to Progress." This edition was distinguished by holding high-level dialogue sessions, in which an elite group of decision-makers, thought leaders, opinion leaders, and experts participated. The sessions were characterised by depth and objectivity, and addressed the key regional and international issues and how to address current challenges, which confirmed the role of the forum and the strength of its influence, and embodied the approach of Qatar's diplomacy that calls for dialogue and supports peaceful solutions, achieving justice, human dignity, and respect for the rights of peoples.The Cabinet welcomed the signing of the historic peace and economic agreement between the Democratic Republic of Congo and Rwanda in Washington, which complements previous agreements that Qatar and the US helped to facilitate and strengthen, and represents an important step toward ending the conflict in eastern Democratic Republic of Congo, consolidating regional stability, and enhancing co-operation in East and Central Africa.The Cabinet also welcomed the signing by the Government of Colombia and the self-declared EGC of the "Doha Agreement to reinforce the commitment to peace" following two rounds of mediation in Doha, which was reached through the efforts of Qatar and its partners, and included a commitment to alleviate the suffering of the civilian population, end the armed conflict, and open a path for both parties toward building a sustainable peace.The Cabinet then considered the topics on its agenda. The Cabinet approved the draft decision to specify the items that government agencies are obligated to provide from national products. The draft decision, prepared by the Ministry of Finance, aims to ensure that national products are given priority, and to promote the growth and competitiveness of local industry, which supports maintaining appropriate prices for those products.The Cabinet also approved the draft Cabinet decision to establish and form a committee to manage the work of the International Telecommunication Union Plenipotentiary Conference 2026. The preparation of the draft decision comes within the framework of the Communications Regulatory Authority's preparations to host that conference, which is scheduled to be held in Doha in November 2026.The Cabinet decided to approve a draft memorandum of understanding (MoU) for co-operation in the field of technical and vocational education and training between the Ministry of Education and Higher Education of Qatar and the Ministry of Culture and Innovation of Hungary, and a draft MoU in the field of academic co-operation between University of Doha for Science and Technology (UDST) in Qatar and the Ministry of Education, Culture and Higher Education of Somalia. The Cabinet concluded its meeting by discussing three reports and making the appropriate decisions regarding them. These included a report on the results of the visit of His Excellency the Minister of Endowments and Islamic Affairs to Lebanon in October 2025, a report on the results of participation in the second session of the Qatari-Portuguese Joint Committee for Economic, Commercial, and Technical Co-operation (Lisbon — October 2025), and a report on the results of participation in Expo 2025 Osaka, Japan.
