The Ministry of Education and Higher Education (MoEHE) has launched the first edition of its School Fees Policy for private schools and kindergartens for 2026, which will be implemented starting from the 2027-2028 academic year. The policy aims to regulate the mechanism for approving tuition fees, operating fees, service fees, and optional fees, and to promote fairness and transparency in calculating increases, linking them to the financial, academic, and operational performance of schools.Omar Abdulaziz al-Naama, assistant undersecretary for private education affairs, affirmed that the policy represents an unprecedented regulatory step in the private education sector. For the first time, it provides a clear and transparent framework governing fee approvals and requests for fee adjustments, achieving a balance between the sustainability of private schools and protecting the interests of parents, while enhancing the quality of educational services.Dr Rania Mohammed, Director of the Private Schools and Kindergartens Department and Acting Director of the Private Licensing Department, explained that the policy was based on best practices and legislation governing private education. It included significant updates such as reorganising the deadlines for submitting fee increase requests, establishing a clear ceiling for increases, and linking the percentage increase to academic performance and the quality of education.She added that the policy grants parents a grace period of up to 18 months before any approved increase is implemented. It also includes new regulations for submitting fee increase requests, pathways for schools to recover financially and academically, and procedures to ensure transparency and fairness in reviewing applications.The ministry revealed that the results of the policy's pilot phase showed that 99 schools and kindergartens submitted requests to increase tuition, operating, or service fees, while it approved increases for 54 schools and kindergartens that met the established conditions and standards.
