Modi faces challenge from activists over surveillance at India youth protest

Indian activists are challenging Prime Minister Narendra Modi’s government over the use of AI-powered surveillance at the largest youth protest in decades, with one court case set to become a test of federal powers even after agitation ended. The surveillance controversy erupted during last week’s student protests over exam paper leaks, when demonstrators posted pictures on social media of a mobile police surveillance van equipped with cameras on a telescopic mast providing a 360-degree view of the gathering. One protester, student activist Aishe Ghosh, has asked the Delhi High Court to declare mass surveillance of protesters unconstitutional and direct the destruction of all personal data collected during the protest, as well as order the framing of guidelines on how surveillance technology can be used. Ghosh is pressing on with the case even though the protest ended after Education Minister Dharmendra Pradhan resigned in a rare setback for Modi, who has since announced a panel to overhaul the cheating-prone exam system. India has no law governing the use of facial recognition technology by police and surveillance at the main protest site in New Delhi was a breach of the law, activists say. The government says such checks were legal and in the public interest to ensure law and order. During a hearing on Friday, Solicitor General Tushar Mehta defended the Indian police conduct, saying privacy claims at a public gathering were “ironical” and the checks were “absolutely necessary” and “in legitimate state interest.” In a brief hearing Monday, judges heard arguments from Ghosh that intrusive mass surveillance of protesters was disproportionate, as she sought broader disclosures on the state’s surveillance policies during protests. The court will hear the matter Tuesday. Internet Freedom Foundation, a New Delhi-based digital advocacy group, wrote to Delhi’s police commissioner on July 24 demanding the deletion of biometric data collected at the protest site. Delhi police did not respond to a Reuters request for comment. In a post on social media platform X on Sunday, the force said it had not “restricted anyone’s freedom through the use of facial recognition technology”. “We need proportionality even if we are to claim national security risks. Accountability must flow both ways,” said Akash Karmakar, a technology law partner at Indian law firm Panag & Babu. He said if India used facial recognition to track protesters, it must also be used to identify police officers who allegedly acted without name badges during the crackdown. The surveillance van parked at the site was emblazoned with the Delhi Police crest and the branding “Ikshana”, Hindi for “vision”. There is little detail online about Ikshana, barring one post from its development partner, Indian CCTV company CP Plus, which said they were equipped with “Advanced AI-powered” cameras, mobile cameras and “Varifocal Bullet Cameras” with adjustable lenses. The 2023 post on CP Plus’ website was removed over the weekend and was no longer accessible. CP Plus did not respond to a request for comment.

Nato plans to replace AWACS with Saab GlobalEye jets, sources say

Nato plans to replace its ageing fleet of US-built AWACS surveillance ​aircraft with a Swedish alternative, four ‌sources told Reuters, in a move that could jar with President Donald ‌Trump, who has ⁠urged allies to buy ‌more US defence equipment.Trump has repeatedly criticised ‌European allies for relying on the US for their security, while pressing them to boost defence ⁠spending and buy more US equipment. He has also threatened at times to pull Washington out of Nato.The sources said the purchase of Saab's GlobalEye surveillance aircraft would be announced at a Nato summit in Ankara on July 7-8.A spokesperson for the alliance confirmed that a decision on the AWACS replacement would be announced at the summit but declined to provide details. Saab declined to comment.With their distinctive nine-metre-wide radar ​domes, Nato's 14 Airborne Warning and Control System aircraft have served as the alliance's eyes in the sky since 1982.Based at Geilenkirchen air base in Germany, the fleet has played a key role in ‌surveillance missions along Nato's eastern flank ⁠since Russia launched its ​war in Ukraine.Under the replacement plan, Geilenkirchen could eventually become home to ​the world's largest fleet of GlobalEye aircraft, the sources familiar with the situation said.The system, which entered service in 2018, is designed to detect and track threats across air, land and sea. It is based on the Global 6500 business jet built by Canada's BombardierGlobalEye competes with Boeing's E-7 Wedgetail, an early warning and command-and-control aircraft based on the 737 jetliner and designed to oversee and direct battle.Nato dropped plans in 2025 to buy six Boeing E-7 Wedgetail aircraft after the Pentagon, its largest prospective customer, scrapped plans to acquire 26 of the jets and instead put ‌greater emphasis on satellite-based capabilities.Under pressure from ‌US lawmakers, however, Defense Secretary Pete Hegseth ⁠told a Congressional panel in May that the Pentagon was seeking to restore funding for ⁠the programme.The planned Nato announcement ⁠comes weeks after Canada, which has said it wants to reduce its dependence on US defence suppliers, announced plans to buy six GlobalEye aircraft, the largest order for the jet so far.Nato's purchase is expected to be larger, although it was not immediately clear how many jets it would involve. One source said the final number could depend on whether the alliance opts for a ​more expensive version capable of mid-air refuelling.The current AWACS fleet can be refuelled in flight, a capability that has proved valuable for missions near Ukraine by extending time on station.The aircraft, among the few military assets owned directly by Nato, are operated by crews from 21 of the alliance's 32 member states.In a conflict, they can provide a common radar picture for allied fighters, ships and control centres, while directing Nato combat jets to their targets.The fleet has supported missions in the Balkans, Afghanistan and Iraq, as well as security operations ‌during the 2006 World Cup ​in Germany and major international summits.

New research vessel to spur marine monitoring

The Ministry of Environment and Climate Change (MECC) has commissioned a new vessel dedicated to marine monitoring and scientific research, in a move aimed at strengthening Qatar's environmental surveillance, broadening field operations, and advancing marine protection and research programmes.  In a statement Saturday, the ministry said the launch forms part of wider efforts to improve environmental data quality and inform decision-making in line with Qatar National Vision 2030.  Director of the Marine Protection Department Mohammed al-Khanji said the vessel is fitted with advanced technical capabilities that allow it to carry out monitoring and research missions efficiently, reach remote and shallow waters, and respond swiftly to environmental emergencies at sea.  He said it will support a range of operations, including marine sample collection, preliminary analysis, and the tracking of environmental phenomena such as red tides and fish die-offs. The vessel will also bolster marine environment assessment programmes run by the Marine Protection Department in co-ordination with the Environmental Monitoring and Inspection Department and other units, including Wildlife Development, Nature Reserves, and Environmental Monitoring.  Director of the Environmental Monitoring and Inspection Department Hassan al-Qasimi said the vessel pairs operational efficiency with lower running costs than larger boats. The 45-foot craft, which can carry up to 12 people, is powered by four engines that enable it to cover long distances at speed, improving marine coverage during both routine and emergency missions.  He added that the vessel is equipped with advanced navigation and communication systems, including GPS, radar, and the Starlink satellite network, ensuring continuous contact with field teams in remote waters and supporting more efficient monitoring and research work.  The vessel also houses an onboard environmental laboratory for preliminary analyses and field sample processing, along with a crane for handling research equipment. It is fitted with water-quality monitoring systems, marine sediment sampling tools, plankton nets, and dedicated storage for diving cylinders, supporting scientific and field missions with high standards of safety and efficiency.
