The Ministry of Labour today launched the first phase of the 'Moawen' Platform for Domestic Worker Recruitment, a major digital initiative aimed at bringing greater transparency, efficiency and oversight to the domestic worker recruitment sector. By harnessing advanced digital solutions, the platform is designed to streamline recruitment procedures, safeguard the rights and obligations of all parties, combat fraud and raise service standards, while supporting Qatar's wider drive to accelerate digital government transformation in line with the objectives of Qatar National Vision 2030.At the heart of the initiative is a single, integrated digital platform developed by the Ministry of Labour in collaboration with Google. Moawen brings together employers, Recruitment Agencies and domestic workers, managing the recruitment and employment process from the initial application through to the worker taking up employment. By bringing these stages together within one trusted digital environment, the platform provides a clearer, more efficient and secure experience for everyone involved.Speaking at the launch, Hamad Faraj Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at the Ministry of Labour, described the first phase of Moawen as a significant advancement in the regulation of domestic worker recruitment. He said the platform reflects the Ministry's commitment to developing smart digital infrastructure that keeps pace with the priorities of the Third National Development Strategy and the National Workforce Development Strategy 2024-2030, supporting the development of a more efficient, fair and transparent labour market.Dalmouk also highlighted the wider role the platform is expected to play in strengthening the recruitment system. He said Moawen has been designed to promote a fair balance between rights and obligations, while providing a seamless and secure service experience that strengthens competitiveness, governance and data-driven decision-making. He stressed that empowering individuals through advanced digital solutions is fundamental to building a sustainable working environment that safeguards workers' dignity and strengthens public confidence in the recruitment system, while reinforcing Qatar's position as a leading country in human resources management and the protection of workers' rights, in accordance with national and international best practices and standards.For employers, this enhanced digital experience begins once the necessary approvals have been obtained from the Ministry of Interior. Moawen offers a range of recruitment options tailored to different needs: employers can recruit a worker they already know, request offers from selected Recruitment Agencies or browse all available offers from approved Recruitment Agencies. By combining greater choice with access to reliable information, the platform helps employers make informed decisions with greater confidence.The platform's emphasis on informed choice is further supported by its smart rating system. Based on the actual experiences of employers, the system provides transparent performance indicators that help users assess Recruitment Agencies and identify the offer that best meets their needs. At the same time, it creates an incentive for agencies to continually improve the quality of their services. For the Ministry, this provides greater visibility over agency performance and compliance with regulations, helping to drive higher service standards across the sector.This focus on transparency and oversight extends across the recruitment process itself. Moawen covers the full journey, from the signing of the contract between the employer and the Recruitment Agency through to the worker's arrival and the signing of the official employment contract. Real-time access to relevant data and procedures enables the Ministry to monitor the process more effectively and make decisions based on accurate, up-to-date information, strengthening governance across the recruitment sector.Alongside greater oversight, the platform is designed to support a more balanced contractual relationship between all parties. It establishes clear and transparent requirements relating to contracts and obligations and provides effective channels for enquiries and complaints. Looking ahead, future phases will expand access to domestic workers, enabling them to log in and view their contract details and terms of employment. A comprehensive knowledge base, including frequently asked questions, will also be made available, alongside an AI-powered chatbot designed to help workers better understand their rights and obligations. The platform's capabilities extend beyond the core recruitment process. Moawen integrates with government systems to verify information and accelerate processing, provides real-time notifications on application updates, and offers detailed performance indicators for Recruitment Agencies. It also supports streamlined electronic salary transfers, helping to improve transparency and speed of processing.As part of its commitment to ensuring a safe and trusted digital recruitment environment, the Ministry stressed that Moawen is its official and only approved digital platform for providing domestic worker recruitment services electronically. All services and procedures relating to domestic worker recruitment are carried out exclusively through the platform.
