The State of Qatar affirmed that safeguarding human dignity constitutes a fundamental principle of its health policies, based on its firm belief that the enjoyment of the highest attainable standard of physical and mental health is a right guaranteed to everyone without discrimination. This came in the statement of the State of Qatar delivered Wednesday by Second Secretary at the Permanent Mission of the State of Qatar to the UN Office in Geneva, Hamad Mohammed al-Suwaidi, during the interactive dialogue with the Special Rapporteur on the right to health, as part of the 62nd session of the Human Rights Council being held in Geneva. In its statement, the State of Qatar stressed its continued efforts to develop a comprehensive, people-centred healthcare system that ensures access to high-quality health services while respecting privacy, autonomy, informed consent, and equality in access to healthcare. Al-Suwaidi noted that the State of Qatar attaches special importance to the underlying determinants of health, including social, economic, and environmental factors, and works to strengthen social protection and improve quality of life in a manner that positively reflects on the health of all members of society. He explained that the Patients’ Rights and Responsibilities Charter, adopted by Qatar’s Ministry of Public Health, sets out a comprehensive framework for healthcare that guarantees patients access to safe, high-quality care without discrimination, while preserving their dignity and privacy. He also noted that the charter obliges patients to co-operate with medical staff and respect the regulations of healthcare facilities. He reaffirmed the State of Qatar’s commitment to co-operating with the international community to promote the right to health and safeguard human dignity, ensuring that no one is left behind. 

Qatar took part in the 35th meeting of Their Excellencies GCC Ministers of Justice, held Thursday in Kuwait, reaffirming its commitment to strengthening legal and judicial cooperation among member states. His Excellency Minister of Justice and Minister of State for Cabinet Affairs, Ibrahim bin Ali Al Mohannadi, led the Qatari delegation. The ministers discussed key topics aimed at enhancing joint legal frameworks across the region. These included a draft unified policy to bolster collaboration among justice ministries, proposed unified regulations to combat discrimination, hate speech, and religious intolerance, as well as a unified framework for tackling cybercrimes in the GCC. The meeting also reviewed reports and outcomes from preparatory meetings, including the gathering of directors of legal and judicial training centers, and the committee of international cooperation officials in GCC justice ministries.

The State of Qatar affirmed that, through its various sectoral policies and strategies, it has worked to empower women and provide them with full opportunities in all fields through an integrated approach that works to eliminate all forms of discrimination against women and girls, with an equal focus on social and economic aspects. This came in the statement of the State of Qatar, delivered by First Secretary at the Office of the Minister of State at the Ministry of Foreign Affairs Khalid Saeed Al Muqbil, during his participation in the interactive dialogue with the Special Rapporteur on the right to development, item 3, within the framework of the 60th session of the Human Rights Council in Geneva. He considered that the full and effective participation of women in all aspects of life, on an equal footing, is a fundamental and effective element for achieving development, and explained that while the United Nations Declaration on the Right to Development prohibits discrimination on the basis of gender, Sustainable Development Goal 5 specifically emphasizes gender equality and the empowerment of women as a fundamental global goal for achieving sustainable development. He pointed out that Qatari women, at the national level, play a pivotal role in comprehensive development, and enjoy government support that focuses on empowering them in various economic, social, and political sectors, within the framework of Qatar National Vision 2030, which aims to build a sustainable society capable of achieving economic growth and social well-being. He highlighted the State of Qatar's hosting of the Second World Summit for Social Development in Doha in November 2025, expressing hope that this important global event will constitute an opportunity to enhance the full and equal participation of women in efforts to achieve and sustain development. The First Secretary at the Office of the Minister of State thanked the UN Special Rapporteur on the right to development, Surya Deva, for his valuable efforts in carrying out his mandate.
