Qatar and Russia have signed a memorandum of understanding to set up and operate a direct communication channel for immediate notification during crises.The agreement aims to enable rapid communication and co-ordination between the two sides in emergencies or crisis situations.The MoU was signed for Qatar's Ministry of Defence by the Acting Commander of the Doha Joint Rescue Co-ordination Centre, Brigadier General (Air) Rashid Sultan al-Hitmi, and for the Russian side by the Deputy Chief of the National Defence Management Centre, Vice-Admiral Viktor Andreevich Kalganov.
