Italy took the unprecedented step of putting all its major cities on the top level of health alert due to high temperatures Thursday, while Hungary turned off the lights at some of its best-known buildings to save energy as a heatwave maintained its grip on large parts of Europe. Europe, the world’s fastest-warming continent, has been ravaged by record-breaking heat and destructive wildfires this summer, with France and Spain particularly hard hit in recent weeks. The European Union will push its member countries to spend more on measures to reduce wildfire risk, its environment commissioner told Reuters, as experts said the economic cost of this summer’s blazes had already exceeded €15bn ($17.3bn). Bulgaria in southeast Europe was the latest EU country to be hit by wildfire. The main Trakia highway was closed in both directions Thursday after the wind carried the flames of a huge fire across it around 70km (45 miles) southeast of the capital Sofia, NOVA news portal reported. Italy is accustomed to hot summers, but the red alert issued by the Health Ministry stretched from Palermo on the southern island of Sicily to Bolzano in the mountainous north. The warning indicated a potential health emergency with prolonged high temperatures posing a serious health risk to the entire population. Pilgrims gathered under a blazing summer sun in the hilltop town of Assisi were sprayed with water to cool them off as Pope Leo paid a visit to mark the 800th anniversary of the death of St. Francis. “I think that when you really care about something, when you truly believe in it, even if it’s hot, you make the effort,” said Miriam Mariotti, a volunteer at the event.Tourists in Rome used umbrellas to keep the sun off and dipped their hands in the city’s fountains. “We try to avoid going out during the hottest part of the day and instead go out in the evening or early in the morning,” said Gianni Arlotta, visiting from the northern Italian city of Trieste. Temperatures topped 40 degrees Celsius (104 degrees Fahrenheit) in several areas of the northern region of Emilia-Romagna Thursday, one of the hottest areas in Italy, reaching 42.8C (109F) in Bagnacavallo, near Ravenna. Hungary has switched off decorative and non-essential lighting at all state institutions — including its parliament, most of the Buda Castle and Chain Bridge — at night to save energy. Record-low water levels on the Danube have forced the country to largely shut down its sole nuclear plant, which uses the river for cooling, stretching power supply capacity to its limits. Romania was preparing to sink four rock-filled barges into the Danube to divert water to its only working reactor and buy a few more days of operation. The authorities in the capital Bucharest have dimmed the intensity of street lights by a third and switched off lighting at night at landmark buildings and museums to save power. Low water levels are causing problems for shipping on the Rhine in Germany, where many vessels can sail only part-loaded, raising freight costs. The river is an important shipping route for commodities such as grains, minerals, coal and oil products. In Bosnia, tourists have taken shelter in the constantly cool temperatures of the Unesco-listed Vjetrenica cave to escape outside temperatures of 40C. Vjetrenica, which means wind cave, is located in the south of Bosnia and Herzegovina, about 25km north of the Adriatic town of Dubrovnik, where cruise liners arrive daily with thousands of visitors. Numbers allowed to visit the cave are limited because of the sensitivity of the environment. Its constant 11C (51.8F) temperature year-round has made it a refuge for biodiversity as well as for humans. 

Italian authorities have declared the highest-level red alert in 14 cities as a heatwave continues to sweep across large parts of Europe.  The Italian Ministry of Health warned, in a statement, of the adverse effects of extreme temperatures, particularly on the elderly and children.  On Sunday, red alerts were issued in 16 provincial capitals as the prolonged heatwave continued to affect the country.  Italy's Ministry of Health operates a three-tier heat alert system. The first level (yellow) indicates pre-alert conditions, the second level (orange) warns of potential health risks from high temperatures, particularly for vulnerable groups, while the third level (red) signifies that temperatures pose a health risk to the entire population.

China's national weather observatory on Saturday issued a red alert for rainstorms, the highest level in its four-tier warning system, as Typhoon Bavi is expected to make landfall along the country's eastern coast early Sunday.The National Meteorological Center (NMC) warned that heavy to extremely heavy rainfall could affect several regions, forecasting cumulative precipitation of 250 to 500 millimeters in parts of eastern and southern Zhejiang Province and northern Fujian Province.It added that central and northern parts of Taiwan could receive 250 to 800 millimeters of rainfall as the storm moves across the region.Chinese authorities have stepped up emergency preparedness measures ahead of the typhoon, including large-scale evacuations, transport disruptions and the deployment of emergency response teams across the eastern coastal provinces.Earlier, the China Climate Center forecast above-average tropical cyclone activity in July, with several storms expected to make landfall or affect China's coastal regions during the month.

The Ministry of Interior has warned against playing or circulating audio or video clips that mimic the National Emergency Alert System, including using such tones as mobile ringtones in public or private settings, citing risks of causing panic and disturbing public order.In a statement posted on its official account on X, the ministry stressed the importance of public responsibility and adherence to regulations, noting that misuse of emergency alert tones constitutes a legal offense subject to accountability. Authorities also urged the public to report violations by calling 999.  

The Ministry of Endowments and Islamic Affairs has issued a statement outlining a combination of guidelines for worshippers during Eid Al-Fitr to ensure their safety and good organisation.The statement indicated that the authoritative agencies urge worshippers to adhere to the guidelines, in terms of never panicking upon hearing any national alert during the prayer and remaining inside the mosque.In case worshippers are outside the mosque when an alert is issued, they should either go inside the mosque or remain in vehicles as per the recommended posture from the authoritative agencies until the threat is eliminated, the statement read, adding that upon finishing the prayer sermon they should exit immediately in calm and tranquility.The ministry called for people heading toward mosques to engage in Takbeer during Eid to avoid crowding and help ensure smooth entry and exit from the mosque, adding that should the mosque become overcrowded, it is essential to move to the nearest alternative mosque.It stressed the criticality of never praying outdoors and remaining inside the mosque only, noting that it is essential for worshippers to reduce being flanked by children and minimise women's presence as much as possible, since Eid prayer is a communal obligation, "Fard Kifayah"

As the geopolitical tensions continue to affect Qatar, the Government Communication Office (GCO) has issued a set of guidelines to handle the Early Warning System Alert issued by the competent authorities without panicking.The guidelines explain how the public should deal if an alert is received on various situations and at different places. The situations include while people are indoors or outdoors, while driving or while at their workplace.The GCO has been continuously updating the public on the ongoing scenario and providing useful tips to face the current situation and recently they have started a WhatsApp channel which is open for everyone in the country.The GCO has highlighted that the alerts are given to ensure the safety of the people and there is no room for panicking as the defence mechanism is taking care of the safety of the public very efficiently and with utmost care.Officials have called on the public to remain calm when they get an alert and make sure to ensure personal safety as the priority. As for the general instructions, GCO has stated that people should strictly follow the instructions issued by the official departments and should not leave their residences unless it is absolutely necessary. They must keep themselves on alert and look for information from official sources.If anyone receives an alert while driving, people should keep driving calmly and reach the destination or a safe place at the earliest. They must adhere to the speed limits and keep a safe distance from other vehicles. They must not be distracted by filming or stopping the vehicle unnecessarily and should not use the mobile phone while driving. When they reach the destination, or a safe place, take shelter in a secure area and wait for the notification that the threat has been eliminated.The GCO has highlighted that being inside a building provides greater safety and while inside the building, people must stay away from windows and exposed areas. While inside the building, they should also keep away from glass covered areas and take shelter in a safe place inside until the threat has been eliminated or the situation has become normal.If an alert is received while outdoors, people must remain calm and look for a safe, covered and enclosed location that offers protection. They must ensure that everyone around are also guided to the safe place and they must stay together in one location and avoid unnecessary movement.While people are at the workplace, they must ensure to follow the building safety and security team’s instructions and stay inside and avoid unnecessary movements. While inside a workplace, it is important to keep away from the windows, exposed areas, glass, power sources and flammable materials.It is important to move to a safe, enclosed and covered area inside the office until the safety notification is issued. In case of exiting the workplace is absolutely necessary, use the stairs instead of the elevators. It is also important to be familiar with the emergency exits and the assembly points at the workplace.GCO has once again reminded everyone to always follow official notifications, not to leave the residence unless absolutely necessary and to stay alert to ensure personal safety and the safety of others.
