Regulatory push boosts homegrown fintech startups in Qatar

Regulatory frameworks introduced by the Qatar Central Bank (QCB) are driving structural shifts in the country’s financial technology ecosystem, paving the way for stronger collaboration between traditional financial institutions and homegrown fintech ventures. Mohamed al-Delaimi, managing partner of SkipCash, told Gulf Times that the central bank’s active policy push has broadened the scope for domestic digital financial services. “From a regulatory perspective, we see that the central bank is pushing several frameworks to enable specific fintech activities to operate in Qatar,” al-Delaimi pointed out.He lauded the QCB for establishing dedicated regulatory structures covering payment infrastructure, wealth management platforms, crowdfunding initiatives, real estate tokenisation, artificial intelligence (AI) applications, and digital banking services. These legislative moves have encouraged more founders to launch ventures in the local market, he emphasised. “The difference that we are seeing right now is the reaction that’s happening from the startup ecosystem,” said al-Delaimi, adding that “we believe more founders and more entrepreneurs are entering this field.” He explained that the sector’s evolution in Qatar has allowed pioneer firms to support emerging players entering the market. Based on its experience navigating compliance and payment integration, SkipCash has assisted peer ventures in securing operational approvals. “We took the opportunity to develop technologies related to payment solutions. And because of these developments and experience that we gained, we were also able to assist other partners like PayLater, which is offering Buy Now, Pay Later solutions in the local market, to develop and get their compliance and licensing to operate in the market,” al-Delaimi pointed out.The alignment between state regulators and local tech companies has picked up speed over the past three years, he said, further explaining that this ongoing cooperation is building trust across the wider banking industry, leading to increased institutional backing for domestic startups. “This is where we see harmony between the regulator and Qatar entrepreneurial ecosystem, working closely together to bring new technologies into the market,” al-Delaimi stressed.

Ukraine eyes Qatar agri investment

A Ukrainian agriculture firm sees opportunities for Qatar to participate not only in commodity supply but also in food processing, logistics infrastructure, and joint ventures.“We also view Qatar as a potential strategic investment partner for the development of international agricultural commodity trading,” Yevhen Fedoranchuk, director of Prime Agriculture Trading, told Gulf Times.Fedoranchuk said Ukraine remains “one of the world’s most important agricultural producers,” offering attractive opportunities for Qatari investors seeking stable, long-term exposure to the sector.“Through partnerships, trade finance, and joint ventures, Qatari institutions could participate in the purchase and sale of agricultural commodities in international markets, leveraging Ukraine’s expertise in the production and export of grains and oilseeds,” he explained in an exclusive interview.According to Fedoranchuk, the “greatest opportunities” will come from combining Qatar’s investment capacity with Ukraine’s agricultural production and export expertise. He noted that such cooperation would strengthen global food supply chains while creating mutually beneficial opportunities in international commodity trading.“Beyond agricultural commodity trading and trade finance, some of the most attractive opportunities for Qatari investors lie in direct investments in agricultural assets and infrastructure,” he explained.Ukraine’s fertile land and role as “a leading supplier of grains and oilseeds” make it a compelling destination, he noted. “At the same time, the years of war and economic instability have created a unique investment environment in which high-quality assets can be acquired or financed at valuations significantly below their long-term intrinsic value,” he pointed out.Fedoranchuk described this as a rare opportunity for strategic investors to participate in the development of “one of the world’s most important agricultural regions.”“Investments in grain elevators, storage facilities, logistics terminals, port infrastructure, processing plants, and agricultural trading platforms offer significant return potential as Ukraine continues its recovery and further integration into the global economy,” he emphasised.According to Fedoranchuk, the most effective model is a long-term partnership that combines Qatar’s investment capabilities with Ukraine’s expertise in production, storage, logistics, and export operations.“Such cooperation can not only generate attractive investment returns but also strengthen food security through direct access to supply chains at the country of origin,” he stressed.Emphasising the importance of careful planning and innovative thinking to navigate the evolving market landscape and capitalise on emerging trends and shifts, Fedoranchuk expressed confidence regarding the future, highlighting that the next few years are likely to present extraordinary opportunities for investors who are willing to adopt a strategic mindset.“I am convinced that the coming years will create exceptional opportunities for investors who are prepared to think strategically and become part of the next stage of development of Ukraine’s agricultural sector,” he added.

Qatar institutions back global clean-building push in one of Mena’s largest deep-tech deals

A coalition of Qatari private and public sector investors, led by Rasmal Ventures and including Qatar Development Bank (QDB), has closed “one of the largest transactions of its kind in the Mena region,” anchoring a South Korean building energy company's global headquarters and acquisition strategy in Doha.EnergyX, a South Korea-founded building energy technology company, secured the backing from Rasmal Ventures and QDB, among other Qatari institutions, to support its global acquisition strategy and deep-technology expansion.The deal reflects sustained investor confidence in Qatar and the broader Gulf region as a long-term hub for technology development, industrial capability, and sustainability-driven growth, even as geopolitical tensions persist across parts of the Middle East.The backing amount was not disclosed. Rasmal Ventures, the lead investor, described the transaction as one of the largest of its kind in the Mena (Middle East and North Africa) region and a major milestone for the company’s next phase of growth.The deal coincides with a strategic partnership between Invest Qatar and EnergyX to establish the company’s global command centre and international headquarters in Qatar, a move expected to create more than 100 high-skilled jobs across research and development (R&D), engineering, and business functions. Qatar is set to serve as the hub for EnergyX's deep-technology roadmap, encompassing AI-powered energy intelligence and smart manufacturing.Proceeds will fund a growth-by-acquisition strategy spanning the GCC and Europe, accelerate project deployments, and expand EnergyX's engineering and manufacturing capacity. The company will also use the funds to scale its computational intelligence and geospatial AI platform, which models, optimises, and validates building energy performance from the design stage through long-term operations.“We were deeply impressed by the quality of EnergyX’s management team, their engineering depth, and their ability to scale their offering. This is exactly the globally ambitious company we look to back — one addressing an inherently massive market with a differentiated, defensible technology platform,” said Alexander Wiedmer, director and partner at Rasmal Ventures.Wiedmer added: “We are delighted to support EnergyX’s international growth strategy and believe Qatar provides an exceptional platform from which the company can scale regionally and globally. This milestone also underscores the vital role of Invest Qatar and QDB, whose commitment to enabling the local venture capital ecosystem has been instrumental in supporting such transformative deals.”EnergyX operates the industry’s first integrated platform for building energy outcomes, unifying proprietary technologies across intelligence, AI, materials, building envelopes, fabrication, and lifecycle control into an integrated execution system. The result is lower operating energy use and greater on-site power generation without compromising architectural design or building performance.“This backing allows us to advance an acquisition-led growth strategy where energy outcomes are modeled, physically realized, and sustained at industrial grade,” said Sean Park, founder and CEO of EnergyX.
