The State of Qatar participated in the Fourth High-Level Meeting of the United Nations General Assembly on the Prevention and Control of Non-Communicable Diseases (NCDs) and the Promotion of Mental Health and Well-being, held in New York under the theme: "Equity and Integration: Transforming Lives and Livelihoods through Leadership and Action on Non-Communicable Diseases and the Promotion of Mental Health and Well-being."The delegation of the State of Qatar was headed by HE the Minister of Public Health Mansoor bin Ebrahim Al Mahmoud.In his address, HE Al Mahmoud emphasised the importance of joint international efforts to confront the growing challenges of NCDs, strengthen mental health, and advance progress towards the Sustainable Development Goals, particularly the target of reducing premature deaths from NCDs by one third.He noted that Qatar's National Health Strategy 2024-2030 prioritises the reduction of NCDs and the promotion of mental health and well-being, with a clear target of reducing NCD-related mortality by 36%.Drawing on the findings of the 2023 National STEPS Survey, HE Al Mahmoud highlighted the launch of nationwide campaigns on diabetes, obesity, and heart health, alongside innovative initiatives such as awareness programs linking oral health to the prevention of chronic diseases. He also underlined Qatar's continued investment in training healthcare professionals in collaboration with leading universities and institutions and the introduction of new care models, including AI-based applications and integrated treatments for mental health."Innovation lies at the heart of our vision," he said. "We employ AI-driven analytics to monitor diseases and advance precision medicine, through projects in personalised healthcare carried out in partnership between the Ministry of Public Health, the Qatar Precision Health Institute, and Sidra Medicine."He further stressed Qatar's collaboration with international partners, including the World Health Organisation, the Gulf Cooperation Council Health Council, and the Gulf Centre for Disease Prevention and Control.Qatar, HE Al Mahmoud added, has also expanded mental health services and rehabilitation centres, and looks forward to hosting the Sixth Global Ministerial Summit on Mental Health.He affirmed: "The progress achieved by the State of Qatar reflects its firm conviction that health is a fundamental pillar of human and social development. We reaffirm our commitment to continue these efforts and to work hand in hand with our international partners for a healthier, fairer, and more prosperous future for all."The meeting reaffirmed the importance of strengthening global and national commitments to address the challenges of NCDs and mental health through enhanced cross-sectoral cooperation, health system transformation, sustainable financing, tackling social, economic, commercial, and environmental determinants of risk and inequality, and accelerating a comprehensive, equitable, and high-quality response worldwide.

Her Excellency Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad met with the Secretary of State for International Development of Canada Randeep Sarai on the sidelines of the 80th session of the United Nations General Assembly in New York. Following the meeting, HE the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi stated the following:At the outset of the meeting, the Cabinet commended the speech of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani at the opening session of the United Nations General Assembly's 80th session, which was held on Tuesday, at the UN's headquarters in New York. His Highness the Amir began by placing the international community before its legal and moral responsibilities, through his call to adhere to the rules and principles upon which the United Nations was founded, and the need to work to restore the strength of the collective security system, in accordance with the United Nations Charter, and the return of the effectiveness of international legitimacy.The Cabinet emphasized that the facts and realities presented by His Highness the Amir in his speech regarding the treacherous Israeli aggression against Qatar, the state terrorism practiced by Israel, and the war of extermination it is waging against the Palestinian people and insisting on continuing, clearly demonstrated the true objectives of the policies and practices of its Prime Minister.The Cabinet expressed its pride in the affirmation contained in His Highness the Amir's speech of the State of Qatar's principles and its commitment to its approach of standing with the values and principles upon which the international community is supposed to be based, and contributing to resolving crises.His Highness the Amir also indicated that Qatar is firmly convinced that peace cannot be achieved in our region without resolving the Palestinian issue. It also emphasized that the State of Qatar remains faithful to its commitment to championing truth, building bridges of peace, and promoting justice in international relations.The Cabinet also hailed His Highness the Amir's participation in the conference on the peaceful settlement of the Palestinian issue and the implementation of the two-state solution, which was held on Monday, in New York, as well as His Highness the Amir's participation in the multilateral meeting held by the United States of America in New York on the sidelines of the 80th session of the United Nations General Assembly, in the presence of a number of heads of state and governments, and delegations of countries. On the other hand, the Cabinet welcomed the results of the official visit of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani to the Hashemite Kingdom of Jordan, on Sep. 17.The Cabinet affirmed that His Highness the Amir Sheikh Tamim bin Hamad Al-Thani's fruitful discussions with King Abdullah II Ibn Al Hussein, have opened new horizons for enhancing the solid fraternal relations between the two countries and developing bilateral cooperation in various fields, for the benefit of their two fraternal peoples.The Cabinet considered the topics on its agenda, where it approved a draft law amending some provisions of Decree Law No. 24 of 2019 regulating and managing the strategic stock of food and consumer goods. This draft law was prepared with the aim of achieving the necessary speed to provide strategic goods in the country, raising the efficiency of stock management, and enhancing food security.The Cabinet approved a draft Cabinet decision amending the organization of some of the administrative units comprising the Ministry of Finance. The draft resolution includes the addition of two administrative units to the administrative units comprising the Ministry: the information security and data governance department and the fourth industrial revolution center.The Cabinet decided to approve accession to the United Nations Convention against Cybercrime, the Ministry of Labour's proposal to join the Global Coalition for Social Justice, the Qatar Central Bank's proposal to join the Basel Consultative Group (BCG), the draft contribution agreement between the Qatar Fund for Development (QFFD) in the State of Qatar and the United Nations, represented by the Development Coordination Office (DCO), for 2025-2026, the draft contribution agreement between the QFFD in the State of Qatar and the UNICEF to support the Generation Unlimited initiative for 2025-2026, the draft flexible voluntary contribution agreement between the QFFD in the State of Qatar and the Food and Agriculture Organization of the United Nations (FAO) for 2025-2026, the draft air services agreement between the government of the State of Qatar and the government of the Republic of Uganda, and the draft memorandum of cooperation in the field of international humanitarian law between the National Committee for International Humanitarian Law at the Ministry of Justice in the State of Qatar and the International Institute of Humanitarian Law in Sanremo, Italy.The Cabinet took note of the audited separate and consolidated financial statements of the Qatar Financial Centre Regulatory Authority (QFCRA) for the fiscal year ending Dec. 31, 2024, the annual report on the authority's activities for the period from April 1, 2024, to March 31, 2025, the audited financial statements of the Civil and Commercial Court (Qatar International Court) and the Regulatory Tribunal of the Qatar Financial Centre for the fiscal year ending Dec. 31, 2024, and the annual activity reports for each of the two courts for the period from April 1, 2024, to March 31, 2025.The Cabinet concluded its meeting by reviewing two reports and taking appropriate decisions regarding them. These included: a report on the results of participation in the SelectUSA Investment Summit (Washington - May 2025), and a report on the results of participation in the first session of the Qatar-Greece Joint Commission for Economic and Technical Cooperation (Doha - June 2025).

The State of Qatar participated in the meeting of heads of state and government on the day after in Gaza and efforts to achieve stability, held on the sidelines of the 80th session of the United Nations General Assembly in New York.The State of Qatar was represented by His Excellency Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi.In his address to the meeting, His Excellency Dr. Al Khulaifi stressed that the issue of the day after must go beyond mere reconstruction and serve as a genuine starting point for a just, comprehensive, and lasting settlement of the Palestinian question, noting that only then could stability take root in Gaza, the West Bank, and the entire region.He explained that Qatar has long been at the forefront of partners supporting the Palestinian people by providing humanitarian and development assistance, out of a belief in the need to revive hope among Gaza's population and create the conditions for stability. Drawing on this experience, he said that reconstruction and stabilization cannot be achieved through isolated efforts but require a collective responsibility from the international community.His Excellency Dr. Al Khulaifi pointed out that the people of Gaza have endured unbearable conditions for many years, and that the current conflict has brought destruction of buildings and infrastructure, reaching the very foundations of life itself, health, education, governance, and the rule of law.His Excellency noted that the current Israeli government has openly declared its intention to prolong the war and even carried out an attack on Qatar while it was hosting peace negotiations. He said this assault was not only a violation of sovereignty but also a direct attack on the very principle of mediation, warning that such actions threaten not only Gaza but also the broader principle of peaceful conflict resolution.His Excellency the Minister emphasized that planning for Gaza's future cannot be delayed. He said that the day after must be led by Palestinians under the auspices of the Palestinian Authority and in accordance with United Nations principles, and that international partners in Europe and the Arab world must be ready to support this process without imposing it or exercising guardianship over it. His Excellency affirmed that Palestinians must shape their own future, that their right to their land is non-negotiable, and that any plans for forced displacement, reoccupation, or settlement expansion must be rejected.He added that Gaza's future cannot be separated from that of the West Bank and the other occupied Palestinian territories, where the Palestinian people face daily repression, and therefore any sustainable plan must encompass all the occupied Palestinian lands.

Turkish President Recep Tayyip Erdogan praised Qatari-US efforts to bring peace to several African countries, expressing Turkiye's concern over the ongoing conflict in Sudan and stressing that peace efforts there fall on the international community.In his speech before the 80th session of the United Nations General Assembly, Erdogan addressed the Palestinian issue, stressing that the ongoing genocide in Gaza requires immediate action from the international community.He emphasized the need for a ceasefire and holding perpetrators of crimes accountable under international law. He said that anyone who remains silent about what is happening in Gaza is complicit in genocide.He added that the Israeli entity deliberately killed journalists and closed the crossings, and that children were being killed and forced to starve. He said that Gaza had become an uninhabitable place, and that its destruction was justified solely by the Hamas movement.He questioned why Israel was targeting the West Bank despite the absence of Hamas there, and described Israeli Prime Minister Benjamin Netanyahu as indifferent to peace and securing the release of hostages.The Turkish president noted his country's continued support for a unified, secure, and stable Syria, working to bring peace between Azerbaijan and Armenia, resolving the dispute between Somalia and Ethiopia, and hosting negotiations between Ukraine and Russia to stop the war, which has no winner.He emphasized that the stability and security of Iraq are of paramount importance to ensuring the well-being of the region, and called for addressing the Iranian nuclear issue through diplomacy to avoid new crises.He emphasized that the world is larger than just five countries, calling for reforming the Security Council system to make it more just and promoting a culture of coexistence in the face of racism and Islamophobia.The Turkish President emphasized the importance of harnessing artificial intelligence to assist countries, not to oppress them, and working to reduce polluting emissions to zero in line with the global trend.
