Kagame welcomes Amir in Kigali

Joint statement on the fourth meeting of the joint oversight committee of the peace agreement between the democratic Republic of the Congo and the Republic of Rwanda and the signing of the regional economic integration framework

The Governments of the State of Qatar, the United States of America, the Democratic Republic of the Congo, the Republic of Rwanda, the Republic of Togo (as the African Union mediator), and the African Union Commission issued the following statement on the occasion of the fourth meeting of the Joint Oversight Committee, held this week in Washington, D.C.On November 7, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda, along with the State of Qatar, the United States, the Republic of Togo (as the African Union mediator), and the African Union Commission convened to assess implementation of the Peace Agreement, signed on June 27, 2025, in Washington, D.C..In a significant step forward, representatives from the DRC and Rwanda initialed the full text of the Regional Economic Integration Framework (REIF) today, overseen by HE Under Secretary of State for Political Affairs of the United States, Allison Hooker, and HE Presidential Envoy and Senior Advisor for Africa at the US Department of State, Massad Boulos.The REIF outlines key areas for fostering economic cooperation and development between the two nations, demonstrating the tangible benefits of peace and creating opportunities for investment and growth that directly benefit people in the region. Its implementation remains contingent upon the satisfactory execution of the Concept of Operations (CONOPS) and Operational Order (OPORD) under the Peace Agreement, underscoring the critical link between peace, stability, and economic progress.The Committee recognized lagging progress and committed to redouble efforts to implement the Washington Peace Agreement. The Parties agreed on specific near-term actions in line with their respective obligations for neutralizing the FDLR armed group and its associated groups and advancing disengagement of forces/lifting of defensive measures by Rwanda, reviewed preparations for military operations in a named area of interest, adopted an implementing agreement, and acknowledged the efforts of both of the Parties to translate their obligations into tangible actions on the ground. The Parties reaffirmed their commitment to refrain from hostile actions or rhetoric, particularly political attacks or language that would undermine or complicate the full implementation of the Peace Agreement, including in international fora.The State of Qatar provided an update on the ongoing negotiations in Doha between the DRC and AFC/M23, highlighting progress on key issues, including prisoner exchanges.The Committee welcomed the first convening of the Doha ceasefire monitoring mechanism on November 5. The Committee expressed strong support for these efforts and emphasized the critical role of the Doha process in advancing the broader implementation of the Peace Agreement.The Parties expressed a shared commitment to maintaining momentum in the peace process and continuing to build on the progress achieved.The Governments of the DRC and Rwanda expressed their gratitude to the State of Qatar, the United States, the African Union, and Togo for their steadfast support in advancing peace and stability in eastern DRC and the broader Great Lakes region.

South Africa beat Rwanda to qualify for 2026 World Cup

South Africa defeated Rwanda 3-0 in Mbombela Tuesday to win Group C and qualify for the 2026 World Cup.Thalente Mbatha and Oswin Appollis scored in the first half with Evidence Makgopa sealing victory with a goal midway through the second period.South Africa topped the table with 18 points, one more than Nigeria, who hammered third-placed Benin 4-0 in Uyo with Victor Osimhen claiming a hat-trick.However, Nigeria could still make it to the World Cup as they will be among the four best-ranked African runners-up who compete in a mini-tournament in Morocco during November.The winners of the play-offs, which involve single-match semi-finals and a final, advance to an inter-continental tournament in March with two World Cup places up for grabs.It will be the fourth appearance by South Africa at the global showpiece. They qualified for the 1998 and 2002 tournaments and were automatic participants in 2010 as the host nation.Belgium-born coach Hugo Broos was thrilled as he represented his country as a player at the 1986 World Cup in Mexico and wanted to coach a team at the tournament before retiring."We all knew that we could do it, we believed in ourselves. We are going to the World Cup and it is fantastic," said the 73-year-old."In the last three years we changed players and every time it was the right choice. An added-time goal from Frank Onyeka completed the rout.South Africa become the seventh African country to qualify for the expanded 48-team World Cup next year in the United States, Canada and Mexico.They join Algeria, Cape Verde, Egypt, Ghana, Morocco and Tunisia, and the final two automatic qualifiers will be decided later Tuesday.Group leaders Ivory Coast and Senegal need victories at home to Kenya and Mauritania respectively to qualify.

President Paul Kagame of the Republic of Rwanda left Doha today, after a working visit to the country.President Paul Kagame and the accompanying delegation were seen off at Doha International Airport by His Excellency Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi and Ambassador of the Republic of Rwanda to the State Igor Marara Kayinamura.

Amir, Rwandan president discuss ties, regional developments

His Highness the Amir Sheikh Tamim bin Hamad Al-Thani held a meeting at his office in Lusail Palace on Friday with the President of the Republic of Rwanda Paul Kagame, during which they discussed bilateral relations between the two countries and means to strengthen them in various fields. The meeting also discussed the latest regional developments and efforts to achieve peace and stability for the benefit of the peoples of the region.At the outset of the meeting, His Highness the Amir welcomed the Rwandan President and his accompanying delegation, expressing his pleasure with the visit, which reflects the friendly relations and cooperation between the two countries.For his part, President Kagame expressed his condemnation of the treacherous Israeli attack and affirmed his country's full solidarity with the State of Qatar and its people as well as its support for all measures taken by Qatar to preserve its sovereignty and territorial integrity.He stressed that this attack constitutes a violation of Qatar's sovereignty, violates international laws and norms, and undermines the security, stability, and prospects for peace in the region.President Kagame hailed the efforts of His Highness the Amir and the State of Qatar, and their endeavors to achieve peace and stability in the region and the world.In this regard, His Highness the Amir expressed his deep appreciation to the Rwandan President for his solidarity and sincere feelings, and his country's supportive stance toward the State of Qatar and its people.The meeting was attended by HE Chief of the Amiri Diwan Abdullah bin Mohammed Al Khulaifi, HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz Al Khulaifi, and a number of Their Excellencies senior officials. A delegation from the State of Qatar, led by the Qatar Leadership Centre, visited key Rwandan institutions this week as part of a study tour aimed at deepening bilateral ties and exchanging knowledge.The delegation was received by the officials of the Rwanda Cooperation, Office of the Ombudsman, Rwanda Governance Board and National Bank of Rwanda during the visits to the offices.The Rwanda Governance Board (RGB) hosted the group, with Deputy CEO Dr Félicien Usengumukiza highlighting how good governance has played a central role in Rwanda’s social and economic transformation. RGB shared insights into its mandate and the country’s policy-driven development model.At the National Bank of Rwanda (NBR), Governor Soraya Hakuziyaremye welcomed the delegation and emphasized the importance of evidence-based monetary policy. The NBR team showcased its decision-making process, which includes economic projections, public engagement, and policy debate.The delegation has explored Rwanda’s progress in governance, economic sectors, human capital, aviation & national identity, Rwanda Cooperation said.Both institutions described the visit as a reflection of the growing partnership between Rwanda and Qatar, rooted in mutual respect and a shared commitment to progress.
