QCB and Euroclear to enhance global investors' access to Qatar's Government debt market

Qatar Central Bank (QCB) and Euroclear on Monday announced their collaboration to establish a new international settlement link, making Qatari government bonds and sukuk Euroclearable, opening the domestic debt market to a broader global investor base. International investors will now benefit from secure, streamlined access to the domestic market through Euroclear's trusted infrastructure, while issuers gain access to a broader and more diversified pool of capital.The initiative is expected to enhance liquidity, improve market efficiency and deepen international capital flows into Qatar.This strategic initiative is in line with Qatar's Third Financial Sector Strategy and the Third National Development Strategy 2024-2030, which seek to create a more innovative, efficient and globally connected capital market underpinned by modern market infrastructure and strong investor protection. The initiative also forms part of Qatar's broader efforts to enhance the competitiveness of its financial markets, develop its market infrastructure, and further integrate its financial markets into the global financial system.The link will enable investors worldwide to access and settle eligible Qatari riyal-denominated conventional government bonds and sukuk through Euroclear's International Central Securities Depository - Euroclear Bank, significantly enhancing access to Qatar's domestic capital market.Euroclear Bank will act as issuer CSD, Edaa, the Qatar Central Securities Depository, will serve as investor CSD for local investors, and Qatar Central Bank will act as issuer and paying agent.Commenting on the announcement, HE Deputy Governor of the Qatar Central Bank Sheikh Ahmed bin Khalid bin Ahmed Al-Thani stated: "Qatar's continued development of the government securities market reflects our commitment to fostering a deeper, more efficient and resilient capital market. By enhancing the infrastructure and mechanisms that support the issuance and trading of government bonds and sukuk, we are creating greater opportunities for investors, encouraging broader participation, and strengthening the foundations for sustainable growth in the financial market. These efforts will further reinforce Qatar's position as an attractive and internationally connected investment destination, as our collaboration with Euroclear is a practical step towards expanding international access to Qatari government debt instruments and strengthening the presence and visibility of the Qatari market among global investors."Valerie Urbain, Chief Executive Officer of Euroclear, said: "By making eligible Qatari government bonds and sukuk Euroclearable, we are helping to simplify market access, enhance liquidity and strengthen Qatar's appeal to global investors. Euroclear has a long-standing commitment to advancing market development through trusted financial infrastructure. We are delighted to work alongside our partners in Qatar to deliver stronger global market access and support the country’s long-term capital market ambitions."

AlRayan Bank announces new Group CEO

AlRayan Bank has announced the appointment of Usman Ahmed as its new Group Chief Executive Officer, as approved by the Qatar Central Bank.The bank also announced that Fahad al-Khalifa concluded his tenure as Group CEO Wednesday and transitioned to Advisor to the Chairman.Ahmed is an internationally accomplished banking executive with more than 30 years of experience across the Middle East, Asia, and Europe. His extensive experience spans corporate and investment banking, capital markets, commercial and consumer banking, Islamic finance, and strategic transformation.Before joining AlRayan Bank, he held several senior leadership positions, including GCEO of National Bank of Bahrain and Citigroup. He was the CEO of Citi Malaysia and CEO of Citi Bahrain, Kuwait, and Qatar, and served as Global head of Citi Islamic Banking.Ahmed is expected to assume his duties after completing the necessary joining formalities.Omar al-Emadi, will serve as Acting Group CEO from October 1, in addition to his existing role as Group Chief Operations and Administration officer, until Ahmed formally assumes office.AlRayan Bank chairman Sheikh Mohamed bin Hamad bin Qassim al-Thani said, “The board believes that Mr Usman Ahmed’s extensive banking experience, leadership capabilities, and track record position him well to lead the bank through its next phase of development and the continued execution of its strategic priorities.”He added: “The board expresses its sincere appreciation to Mr al-Khalifa for his leadership, commitment, and valuable contribution to the bank during his tenure as Group CEO, and we look forward to continuing to benefit from his experience and strategic insight in his new advisory role.”

The State of Qatar participated on Tuesday in the 50th ordinary session of the Council of Arab Central Banks and Monetary Authorities' Governors, and the subsequent high-level workshop titled "Macroeconomic Resilience amid Geopolitical Disruptions," in Abu Dhabi, the United Arab Emirates.His Excellency the Deputy Governor of the Qatar Central Bank Sheikh Ahmed bin Khalid bin Ahmed bin Sultan al-Thani represented the State of Qatar.The meeting addressed several topics and appropriate decisions were taken accordingly.

Governor of QCB meets Algerian Minister of Finance

His Excellency Governor of Qatar Central Bank (QCB) Sheikh Bandar bin Mohammed bin Saoud Al-Thani met on Sunday with Minister of Finance of the People's Democratic Republic of Algeria, Mohamed Lamine Lebbou.During the meeting, the two sides discussed bilateral cooperation relations and ways to enhance them in financial and banking sectors.

QCB governor reiterates Qatar’s commitment to long-term economic expansion

Qatar remains committed to advancing its long-term economic expansion plans, including a new energy project that will double liquefied natural gas production capacity to 145mn tonnes per year by 2030 despite the damage sustained by facilities.The commitment was highlighted Sunday during an interview featuring Qatar Central Bank Governor His Excellency Sheikh Bandar bin Mohammed bin Saoud al-Thani with Bloomberg TV on the sidelines of the Special Edition of the Qatar Economic Forum 2026, Powered by Bloomberg, convened in New York alongside the UN General Assembly.“The non-hydrocarbon sector grew by 3.5% despite regional challenges, while the State of Qatar successfully reduced its debt-to-GDP ratio from 60% to 40%, while maintaining a sovereign credit rating of AA,” noted Sheikh Bandar, who is also chairman of the Qatar Investment Authority (QIA).He said the contribution of the non-hydrocarbon sector to GDP increased from 40% in 2011 to approximately 70% in recent years, supported by the accumulation of fiscal surpluses over the past years, as well as the establishment of reserves and funds that provide the economy with greater resilience in addressing the challenges.According to Sheikh Bandar, Qatar enjoys a strong external financial position and substantial reserves held by the central bank, alongside operating one of the largest sovereign wealth funds globally.These financial strengths enhance the country's ability to navigate challenges and capitalise on growth opportunities as regional conditions improve, he pointed out.“The Qatar Investment Authority is pursuing a long-term investment strategy aimed at creating sustainable value for future generations, with an increasing focus on technology, artificial intelligence, and innovation, particularly in the US, while continuing to invest across a range of sectors in support of its broader diversification strategy,” he said.Meanwhile, the QCB is implementing 18 artificial intelligence projects, four of which have been completed, Sheikh Bandar noted.“These projects have contributed to reducing costs and accelerating workflows, while the QCB remains committed to continued investment in this technology and to leveraging its potential to further develop and enhance its operations,” he said.Sheikh Bandar added that the central bank remains committed to continued investment in technology to enhance its overall operations.

QCB hikes rates by 25 bps

The Qatar Central Bank, pursuant to an assessment of the current monetary policy of the country, has increased the current interest rates for the QCB deposit, QCB lending and QCB repo rates, according to a QCB statement.The deposit rate was increased by 25 basis points (bps) to 4.10%; lending rate by 25 bps to 4.60% and the repo rate by 25 bps to 4.35%.The US Federal Reserve on Wednesday raised interest rates in the world's largest economy by 25 bps to tackle stubbornly high inflation.

The announcement was made at a ceremony held to mark the occasion in the presence of QCB Governor His Excellency Sheikh Bandar bin Mohammed bin Saoud al-Thani and SAMA Governor Ayman bin Mohammed bin Saud al-Sayari as part of the Money20/20 Middle East 2026 conference in Riyadh.

QCB, SAMA announce acceptance of ‘Himyan’ and ‘mada’ cards in Qatar, Saudi Arabia

The Qatar Central Bank, in cooperation with the Saudi Central Bank (SAMA), has announced the commencement of acceptance of the national payment card ‘Himyan’ in Saudi Arabia and the Saudi national payment network ‘mada’ card in Qatar, marking a new milestone in advancing cooperation and integration between the national payment systems of the two countries.The announcement was made at a ceremony held to mark the occasion in the presence of QCB Governor His Excellency Sheikh Bandar bin Mohammed bin Saoud al-Thani and SAMA Governor Ayman bin Mohammed bin Saud al-Sayari as part of the Money20/20 Middle East 2026 conference in Riyadh.The gradual commencement of acceptance follows the completion of the technical and operational integration and connectivity arrangements, paving the way for card usage and access to payment services upon completion of the approved integration phases.The initiative represents another milestone in strengthening connectivity between the payment ecosystems of Qatar and Saudi Arabia. It will contribute to more efficient and seamless cross-border payments while expanding access to national payment solutions.The cooperation reflects the commitment of both sides to further develop payment infrastructure and enhance integration between their national systems, supporting the digital transformation of the financial sector and improving the efficiency, convenience, and accessibility of payment services.

Qatar Central Bank enables direct QA-RTGS access for payment service providers

Qatar Central Bank (QCB) has enabled payment service providers to open accounts with the central bank and gain direct access to the Real-Time Gross Settlement System (QA-RTGS), allowing them to conduct settlement operations directly without intermediaries.The move is in line with the Third Financial Sector Strategy and forms part of QCB's ongoing efforts to develop the country's payment ecosystem and enhance the efficiency of its financial infrastructure.In a post on X, QCB said SADAD Payment Solutions and Dibsy are the first two payment service providers to join QA-RTGS, marking the initial implementation of direct access for payment service providers.QCB said the move will help reduce operational costs for payment service providers and merchants by allowing settlement operations to be conducted directly. It will also simplify the payment cycle by reducing the number of parties involved, supporting faster and more efficient financial transactions.In addition, the initiative will strengthen QCB's direct oversight and monitoring of settlement operations, the central bank said.QCB said the initiative forms part of its ongoing efforts to develop the payment ecosystem, with additional payment service providers able to join the Real-Time Gross Settlement System (QA-RTGS) in accordance with the applicable requirements and procedures.
