Cabinet lauds Amir's Shura Council speech

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet's regular meeting, held on Wednesday morning at the Amiri Diwan.Following the meeting, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi stated the following:At the outset of the meeting, the Cabinet lauded the speech delivered by His Highness the Amir Sheikh Tamim bin Hamad Al-Thani at the opening of the first regular session of the second legislative term, corresponding to the Shura Council's 54th annual session convened on Tuesday.In this regard, the Cabinet affirmed that the sublime speech, along with the included critical contents both on the domestic and global stages, as well as the clarified facts and positions, including sound visions and directives, had determined the features of the upcoming period and their priorities, in pursuit of achieving the Third National Development Strategy goals and the objectives of Qatar National Vision 2030.The Cabinet touted the economic achievements in His Highness's inaugural address, along with the remarkable breakthroughs achieved across multiple sectors, particularly in energy, infrastructure, education, healthcare, and social welfare, which have literally bolstered the nation's standing as an attractive destination for investment in competitive industries such as technology and tourism.Accordingly, the Cabinet noted that the content of the sublime speech, in terms of the requirements of the upcoming period, foremost of which is paying attention to education as the foundation in which the nation's renaissance is grounded, prioritising the family's role in upbringing, and promoting the citizens' role and overture to novel ideas while keeping up with the scientific, technological, and cultural advancements.The requirements, the Cabinet said, also include rehabilitation of the national workforce for the future, promoting humans and their values and civilisational identity, prioritizing justice systems advancement, bolstering, backing, and empowering the private sector's competitiveness, in addition to creating further opportunities for partnership between the public and private sectors.The Cabinet commended the achievements attained in the nation's foreign policy, as underscored by His Highness's speech, which have contributed to shoring up Qatar's standing globally, assisting in conflict resolution, and preventing bloodshed for the benefit of humanity at large.The Cabinet affirmed that, in addressing the Palestinian issue, His Highness expressed the sentiments of the peoples of the Arab and Islamic nations and of peoples worldwide in calling out the mass atrocities incurred by the inhabitants of the Gaza Strip, as well as all Israeli violations and practices in Palestine, and calling upon the international community to ensure protection for the Palestinian people, demonstrate solidarity with their pursuit of legitimate rights, and guarantee that the perpetrators of mass atrocities do not escape accountability.HE the Prime Minister enjoined Their Excellencies the ministers to make His Highness the Amir's speech, along with the directives put out in that address, a quintessential operational framework for ministries and public institutions throughout the coming period, in addition to developing plans and programmes for their implementation so as to achieve the national aspirations.The Cabinet then approved, in principle, the draft legislation on the issuance of the Environmental Protection and Sustainability Law.This draft, prepared by the Ministry of Environment and Climate Change, aligns with the Third National Development Strategy and the ministry's strategy.It aims to update legislation to keep pace with developments in environmental fields. The legislation intends to boost the effectiveness of environmental protection measures, preserve biodiversity and natural habitats, promote environmental sustainability, and address emerging climate change issues.In addition, the Cabinet approved its draft decision amending certain provisions of Resolution No 28 of 2020 concerning the areas in which non-Qataris are permitted to own real estate.This decision is part of the national efforts aimed at enhancing mechanisms to attract foreign investments, diversifying economic activities, and leveraging balanced urban development across various regions, thereby reinforcing the nation's outstanding position as a leading investment and tourism destination at both regional and global levels.The Cabinet decided to approve a draft memorandum of understanding between the Regulatory Authority for Charitable Activities (RACA) in Qatar and Saudi Arabia's National Centre for Non-Profit Sector (NCNP) to collaborate in the area of the non-profit sector.The Cabinet likewise approved a draft memorandum of understanding in the field of diplomatic training between the Diplomatic Institute of the Ministry of Foreign Affairs of Qatar and the Devawongse Varopakarn Institute of Foreign Affairs (DVIFA) of the Ministry of Foreign Affairs of Thailand, alongside a draft twinning agreement between Doha Municipality in Qatar and Nicosia Municipality in Cyprus.Finally, the Cabinet wrapped up its meeting by reviewing two reports and took the appropriate decisions accordingly.They included the Annual Report No 12 of the National Committee for International Humanitarian Law (IHL), and a report on the outcomes of participation in the Launch of the Global Autism Advocacy Coalition held on the margins of the 4th High-Level Meeting of the UN General Assembly on the Prevention and Control of Non-Communicable Diseases and the Promotion of Mental Health and Well-Being (New York, September 2025).

Cabinet lauds Amir's contributions to peace

HE the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet's regular meeting, held on Wednesday morning at the Amiri Diwan.Following the meeting, HE the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi stated the following:At the outset of the meeting, the Cabinet commended the participation of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani in the Sharm El Sheikh Summit for Peace, which was held on Monday in Sharm El Sheikh, Egypt. During the summit, His Highness participated in the signing ceremony of the agreement to end the war in Gaza, along with the President of the Arab Republic of Egypt, the President of the Republic of Turkiye, and the President of the United States of America.The Cabinet emphasized that His Highness's participation in the summit was the culmination of the State of Qatar's efforts, along with its partners, to end the war in the Gaza Strip and the suffering of its residents, and in adherence to its firm stance in support of the rights of the fraternal Palestinian people.The Cabinet voiced hope that the outcomes of the Sharm El Sheikh Summit for Peace would contribute to accelerating practical steps toward implementing the two-state solution and establishing an independent Palestinian state on the June 4, 1967, borders, with East Jerusalem as its capital.The Cabinet extended its congratulations to His Highness the Amir Sheikh Tamim bin Hamad Al-Thani on Qatar's qualification for the 2026 World Cup finals.The Cabinet also congratulated the Qatari people, the national team, and its technical and administrative staff on this historic sporting achievement, which is proudly added to the country's list of achievements in various fields. It wished the team success in the upcoming stages of the tournament.On the other hand, the Cabinet voiced its sincere condolences to the families of the deceased Amiri Diwan employees who passed away while on duty in Sharm El Sheikh, praying for mercy for them, to inspire their families and loved ones with patience and solace, and a speedy recovery for the injured.The Cabinet then considered the topics on its agenda, where it decided to approve a draft law on international treaties and agreements, and refer it to the Shura Council. The draft law, which was prepared by the Ministry of Justice in light of Article 68 of the Constitution, aims to establish the general framework for regulating the procedures for concluding and joining international agreements and treaties, activating the roles of the competent authorities and clarifying the competencies, enhancing transparency and legal oversight, harmonizing national legislation with international obligations, and strengthening the state's position in its international relations.The Cabinet also approved a draft Amiri Decision on procedures for concluding international treaties and agreements and cooperation agreements in administrative and technical fields. The draft decision, prepared by the Ministry of Justice in coordination with the Council of Ministers Secretariat General, aims to establish executive procedures for the draft law on international treaties and agreements, define procedures for signing and joining, assign roles and responsibilities, strengthen mechanisms for monitoring the implementation of concluded agreements, and achieve maximum benefit from them in accordance with the purposes for which they were concluded.The Cabinet decided to join the agreement concluded under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond the limits of national jurisdiction, a draft memorandum of understanding (MoU) for cooperation in the field of diplomatic training between the Ministry of Foreign Affairs (Diplomatic Institute) and the Ministry of Europe and Foreign Affairs of the Republic of Albania (Diplomatic Academy), a draft MoU for cooperation in the health field between the government of the State of Qatar and the government of the Islamic Republic of Mauritania, a draft agreement between the State of Qatar and the Republic of Kazakhstan on the transfer of convicts, and a draft MoU in the field of academic cooperation between the University of Doha for Science and Technology in the State of Qatar and Ankara University in the Republic of Turkiye.The Cabinet concluded its meeting by reviewing four reports and taking appropriate decisions regarding them. These include: the two annual reports for the years (2023, 2024) of the Permanent Committee for Industrial Area Affairs, the first semi-annual report for 2025 of the Permanent Water Resources Committee (PWRC), the national periodic report of the Ministry of Culture on the Convention on the Protection and Promotion of the Diversity of Cultural Expressions for the period (2020-2024), and a report on the results of the 11th meeting of the Gulf Cooperation Council (GCC) Ministers of Labour Committee (Kuwait - September 2025).

Qatar to set up National AI Centre

The Cabinet on Wednesday approved a series of legislative and administrative measures, including the creation of a National Centre for Artificial Intelligence, new regulations for district cooling systems, and agreements with Switzerland and Macau, while also reviewing progress on national values and education initiatives.HE Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saoud bin Abdulrahman bin Hassan bin Ali al-Thani chaired the meeting held at the Amiri Diwan.Following the meeting, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi stated the following:The Cabinet considered the topics on its agenda and reviewed a draft law amending some provisions of Law No. 8 of 2012 regarding the Qatar Financial Markets Authority, and decided to refer it for legislative review. The draft aims to enhance the efficiency of institutional work in the Authority and strengthen its powers with regard to its supervisory role in regulating financial markets and protecting investor rights in accordance with the latest international standards that encourage investment.The Cabinet approved a draft Cabinet resolution amending the organisation of some administrative units comprising the Ministry of Communications and Information Technology and defining their competencies. This amendment aims to establish and organise the National Centre for Artificial Intelligence within the Ministry.The Cabinet also approved a draft resolution by the Chairman of the Qatar General Electricity and Water Corporation to organise a registry for registering licences for establishing or operating a district cooling system or providing district cooling services, and to specify its data.The Cabinet further decided to approve a draft letter of intent on co-operation in the field of humanitarian aid and development efforts between the Ministries of Foreign Affairs of Qatar and the Swiss Confederation, and a draft air services agreement between the governments of Qatar and the Macau Special Administrative Region of the People's Republic of China.The Cabinet discussed the report submitted by the Ministry of Education and Higher Education on the follow-up of what was accomplished during the first half of 2025 to implement the objectives of the National Framework for Promoting Values and Morals in Qatari Society. It reviewed the results achieved in relation to methods of protection, education, prevention, empowerment and other methods aimed at preserving the values of Qatari society, which various entities are working on according to their respective specialisations.The Cabinet decided that the Ministry of Education and Higher Education would undertake the follow-up of the implementation of the objectives of this framework in coordination with the relevant authorities.Finally, the Cabinet concluded its meeting by examining three reports and taking the appropriate decisions accordingly. These included a report of the working group concerned with evaluating the geographic information system in Qatar, a report of the working group concerned with examining the results of evaluating the experience of reducing working hours for female employees who are mothers during the mid-year leave of the academic year 2023-2024, and a report on the results of the participation of HE Minister of Commerce and Industry in the Third Vision Golfe Forum to strengthen economic and trade partnerships between France and the GCC (Paris-June 2025).
