The Ministry of Commerce and Industry (MoCI) held a two-day workshop on 'Combating Harmful Practices in International Trade and Protecting Gulf Industries'.The workshop was organised in co-operation with the Office of the Technical Secretariat for Combating Harmful Practices in International Trade at the GCC (Gulf Co-operation Council) General Secretariat.The workshop brought together employees from the General Authority of Customs responsible for applying duties related to combating harmful practices in international trade, in addition to staff from the ministry working in this field.It also aimed at enhancing awareness of the GCC Common Law of Anti-Dumping, Countervailing Measures and Safeguard, and to underline the role of customs authorities in enforcing measures adopted by ministerial committees.Sessions covered types of harmful trade practices, including dumping, subsidies, and surges in imports, alongside relevant national and regional legislation. It also introduced the GCC Common Law, the associated WTO (World Trade Organisation) agreements, and the Office of the Technical Secretariat at the GCC General Secretariat. It also discussed the economic impacts of such practices and the results achieved under the relevant law.The workshop further outlined procedures for filing complaints, conducting investigations, and applying corrective measures, while highlighting the role of customs administrations across GCC member states in addressing such practices.The workshop concluded with an open discussion, during which customs officials exchanged views and proposed solutions to strengthen duties against harmful trade practices. 

The Ministry of Commerce and Industry (MoCI), in co-operation with Microsoft, launched the unified platform, which aims to unify and develop the ministry’s services, enhance operational excellence, empower the private sector, and provide more advanced digital services to consumers and investors.A statement by the MoCI on Tuesday emphasised that the launch of this platform comes within the framework of its efforts to accelerate the transition towards an integrated digital government, benefiting from Microsoft’s global expertise in the fields of cloud computing, artificial intelligence and digital transformation.The statement indicated that the platform was built using Microsoft Azure and Microsoft Dynamics 365 technologies, so that in its first phase, it integrates more than 140 electronic services within a unified digital environment, including licensing, permits and registration services, in preparation for adopting an integrated framework for interactive artificial intelligence that serves the economy and business sector in the country.The unified platform focuses on improving the efficiency of government performance and simplifying procedures, through automating daily operations and updating existing systems, which contributes to raising operational efficiency, reducing maintenance costs and enhancing institutional flexibility.The platform also provides advanced digital tools for ministry employees that support data-driven decision-making, along with continuous 24/7 support via virtual assistants, and customised services that meet the needs of businesses, while adhering to the highest standards of security and privacy.Director of the Information Technology Department at the MoCI Ahmed Ali al-Kuwari said that the launch of the unified platform in co-operation with Microsoft is a pivotal step in the ministry’s journey toward a more advanced and efficient digital government. Through this initiative, MoCI is working to improve the quality of services provided to the consumer and accelerate the pace of innovation, thereby consolidating Qatar’s position as a centre for digital innovation in the region, in line with Qatar National Vision 2030 and the National Development Strategy.For his part, General Manager of Microsoft Qatar Ahmed El Dandachi said that Microsoft is committed to the highest standards of privacy and security in supporting the digital transformation journey of the MoCI. The unified platform not only protects confidential data, but also provides a reliable digital environment that fosters business growth. By enhancing trust in digital services, this initiative contributes to opening new horizons for growth and innovation, which supports the Qatari economy and the business environment in general.The unified platform is a key pillar within the digital government strategy to achieve Qatar National Vision 2030, as it provides an integrated digital experience that focuses on the user, and supports efforts to diversify the national economy and promote innovation, thus consolidating the State of Qatar’s regional position in the field of government digital transformation.

The Ministry of Commerce and Industry (MOCI) has launched 20 new electronic services on its official website as part of the 2024–30 digital transformation strategy. The initiative aims to achieve excellence in governmental service provision and enhance user experience through full digital transformation in line with National Vision 2030. Affirming that the launch of these e-Services marks a significant step towards comprehensive digital transformation, MOCI said this development contributes to faster transactions, streamlined procedures, and enhanced service quality, ultimately strengthening Qatar’s business environment and competitiveness regionally and internationally. The ministry said users can access the new e-Services via its website through the e-Services section, using the National Authentication System (NAS) to ensure data security and confidentiality. The initiative seeks to simplify procedures, accelerate transaction processing, and improve efficiency, thereby enhancing services for consumers and investors and strengthening institutional excellence in government service provision. The newly launched services cover a wide range of MOCI's activities, including specialised licensing, market monitoring for goods and services, and price assessment for commercial establishments. They also include services related to competition and consumer protection, and combating commercial fraud, such as product recalls, handling and tracking complaints, and enabling users to submit complaints electronically and monitor inspection activities. Additionally, the new services integrate directly with the General Authority of Customs to facilitate product registration after customs clearance. Users can also view company information, track applications, and monitor their status through this service. These e-Services serve all user categories interacting with the ministry, including companies with recalled products, citizens and residents reporting consumer law violations, and business owners registering goods and services.

The Ministry of Commerce and Industry (MoCI), in collaboration with the World Intellectual Property Organisation (WIPO), has organised a two-day training workshop for members of the National Network of Technology and Innovation Support Centres (TISC) at the ministry’s headquarters in Lusail City.The workshop aimed to strengthen participants’ skills in patent research and to stress the importance of intellectual property intelligence in supporting innovation and development. It comprised specialised training sessions that were delivered by experts from the WIPO, covering topics including research strategy, access to international databases, among other areas of speciality.The workshop is part of the ministry’s efforts to reinforce the national innovation ecosystem and to build the capacity of national professionals in the fields of intellectual property.

The Ministry of Commerce and Industry (MOCI) has issued Circular No. (3) of 2025, requiring all car dealerships to refrain from exporting new vehicles that have been registered for less than one year.The circular exempts authorised car agents and vehicles intended for personal use by individuals.The measure is designed to protect consumers, while maintaining the availability of new vehicles in the local market.It seeks to preserve a fair balance between supply and demand, prevent unjustified price increases, and avoid practices that may mislead consumers.The circular also shields commercial establishments from penalties under the Consumer Protection Law for practices such as withholding goods or removing them from local market through export.The Law No. (8) of 2008 on Consumer Protection and its executive regulations, issued under Ministerial Decision No. (68) of 2012, define suppliers’ obligations and enforcement mechanisms.Article 10 prohibits suppliers from withholding goods, refusing to sell them to manipulate market prices, imposing purchase conditions, or charging more than the publicly announced price.Article 14 forbids creating false or misleading impressions for consumers, including providing inaccurate information about product details (the country of origin).The circular takes effect from the date of issuance, and the ministry urges all car dealerships to comply with the circular to avoid violations and legal action.The MOCI will take strict action against any negligence or failure to comply with Law No. (8) of 2008 and its executive regulations, and will intensify inspection campaigns to ensure full adherence.

The Gulf Organisation for Industrial Consulting (Goic), in co-operation with the Ministry of Commerce and Industry (MoCI), is currently implementing a project that aims to develop a mechanism to connect factories with research and development centres and universities in Qatar.In this regard, the Qatar Chamber’s (QC) industry committee recently held a meeting with Goic and reviewed the progress of the system, which could go a long way in enhancing the competitiveness and productivity of Qatar’s manufacturing sector.Describing the project as one of the key initiatives of the National Strategy for Manufacturing Industries 2023–30; Abdul Kareem al-Rashid, Strategic Planning Advisor at Goic, said the linkage targets six priority industrial sectors in Qatar: plastics, petrochemicals, pharmaceuticals, food, basic metal, and building materials. "The mechanism will be piloted in one of the factories operating within these sectors, in collaboration with a research centre, to jointly address a specific challenge," he said, adding one of the most significant expected outcomes of the project is the establishment of a practical and proven mechanism for sustainable co-operation between industry and research centres in Qatar.He also said the project seeks to raise awareness among factories about the importance of collaborating with research and development centres, while strengthening the overall innovation ecosystem that supports industrial development in the country.Abdulrahman bin Abdullah al-Ansari, QC board member, who chaired the meeting, stressed the importance of the project for Qatari factories operating in several vital sectors. Despite Qatar’s remarkable progress in scientific research, development, and innovation, he said "there is still no clear mechanism to connect factories with research and development centres or universities." He affirmed the QC's preparedness to cooperate with Goic and all relevant entities in matters related to coordinating with Qatari factories, whether through direct communication with them or by identifying the obstacles they encounter.He further emphasised the chamber’s commitment to supporting Goic during the pilot testing phase of the proposed mechanism.
