Qatar weekly real estate trading tops QR371mn

The volume of real estate trading in sales contracts at the Department of Real Estate Registration at the Ministry of Justice during the period from January 4-8, 2026 reached QR314,535,182.Meanwhile, the total sales contracts for residential units in the Real Estate Bulletin for the same period is QR56,817,055, bringing the total trading value for the week to QR371.352mn.The weekly bulletin issued by the Department shows that the list of real estate properties traded for sale has included vacant land, residences, commercial shops, a hotel, and residential units.Sales were concentrated in the municipalities of Al Rayyan, Doha, Al Daayen, Umm Salal, Al Wakra, Al Khor, Al Thakhira, Al Shamal, the areas of Lusail 69, Al Wukair, The Pearl, Legtaifiya, Ghar Thuailib, Al Khuraij, and Al Mashaf.Additionally, the volume of real estate trading in sales contracts at the Department of Real Estate Registration has exceeded QR395mn during the period from December 28, 2025-January 1, 2026.

Justice Ministry cuts fees, expands exemptions

In a sweeping move aimed at easing access to legal and real estate services while reinforcing Qatar’s investment climate, the Ministry of Justice has announced major reductions to service fees and widened fee exemptions across a range of transactions for the first time.The measures, introduced under Ministerial Decision No. (5) of 2026 and issued by His Excellency Ibrahim bin Ali al-Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, mark one of the ministry’s broadest reviews of fees in recent years. The changes lower costs for citizens and investors alike, while simplifying procedures and encouraging compliance.Under the updated provisions, notarisation transactions in favour of ministries, public authorities, and government institutions are now fully exempt from fees. The same applies to donations and wills for charitable purposes, and to incorporation documents for new companies and private institutions.Several key reductions have been made to individual fees. The cost of notarising a special power of attorney related to real estate has been cut from QR300 to QR100, while transfer fees for farms and marine lands — including assignments — have dropped from 1% of market value to 0.25% of assessed value.The decision further exempts real estate registration transactions involving government entities, charitable endowments, and properties allotted by the state to citizens under existing laws. Inheritance-related documents —such as estate distributions, waivers, and settlements processed by the Family Court — are also covered by exemptions, together with court rulings that annul, rescind, or invalidate earlier registrations.Reflecting legislative updates, the ministry confirmed that the new rules align with the Real Estate Development Law No. (6) of 2014, ensuring the same standards apply to both preliminary and final real estate registers.Among newly standardised charges, registration fees for off-plan units have been fixed at QR100 per unit, and the cost of issuing replacement title deeds has dropped from QR500 to QR100. The fee for a title deed and registration map has likewise been reduced from QR300 to QR100.Mortgage and lien registration now carry a rate of 0.025% of the secured debt value, while property transfers linked to company mergers, divisions, or dissolutions attract a flat charge of QR500. The same rate applies to transfers between individuals and companies they own, in full or in part.For inheritance-related property transfers, fees have been capped at QR500 per property, while issuing ownership statements and certificates now costs QR50 — half the previous fee.The ministry also announced a sharp reduction in charges for mobile services requiring staff visits to applicants’ premises. The fee has fallen from QR1,000 to QR200 for people aged 60 and above, while persons with disabilities and social security beneficiaries are fully exempt.The ministry said the new measures underscore its ongoing commitment to modernising judicial services, simplifying processes, and enhancing digital accessibility. The changes form part of broader national efforts to support economic growth and build investor confidence through transparent, efficient governance.

Ministry of Justice launches legal trainer preparation program

As part of the implementation of the Ministry of Justice's 2025-2030 strategic plan, which included initiatives and projects specializing in training, qualification, and development of legal and practical skills for various legal categories in the country, the ministry will launch a legal trainer preparation program for the first time starting from in November 2026, in a qualitative step aimed at enhancing the quality of legal training and improving the efficiency of trainers.The Center for Legal and Judicial Studies, the main center for legal training in the country, organized the Training of Trainers (TOT) program with the aim of preparing a qualified legal training cadre capable of carrying out training tasks in accordance with the best and latest global practices, and using modern and approved training methods and means.Director of the Center for Legal and Judicial Studies Dr. Abdulla Al Khaldi confirmed that the launch of the program comes in response to the growing need for professional legal trainers. He pointed out that the legal trainer preparation program represents a strategic step to enhance the legal training system in the country and to build training capacities capable of transferring legal knowledge in modern and applied ways, which contributes to raising the efficiency of lawyers and improving the quality of institutional performance in the justice sector.Dr. Al Khaldi explained that the program aims to provide participants with the knowledge and skills necessary to design and implement distinguished legal training courses with a focus on the practical and professional aspects required by the legal profession. This contributes to preparing professional legal trainers, developing skills in preparing and delivering legal courses, preparing training packages, presentation slides and various training tools, in addition to enhancing self-confidence and communication skills with trainees, establishing the foundations of legal training, and identifying the most prominent challenges facing trainers and ways to deal with them.The program is implemented over two weeks, with 40 training hours, and targets legal professionals with scientific experience who wish to obtain a legal trainer certificate accredited by the Center for Legal and Judicial Studies at the Ministry of Justice.The program's modules were designed according to the best modern training practices, and include six modules that combine theoretical and practical aspects. The first model deals with the basics of training, while the second focuses on preparing training content, the third deals with the skills of a successful trainer, the fourth deals with the challenges facing the trainer, the fifth reviews training evaluation and follow-up, and the sixth concludes with comprehensive applied training presentations aimed at consolidating knowledge and enhancing the practical aspect for the participants.

Real estate trading exceeds QAR 767 million last week

The volume of real estate trading in sales contracts at the Department of Real Estate Registration at the Ministry of Justice during the period from Nov. 16-20, 2025 reached QAR 714,376,122.Meanwhile the total sales contracts for residential units in the Real Estate Bulletin for the same period is QAR 52,770,085, bringing the total trading value for the week to approximately QAR 767.146 million.The weekly bulletin issued by the Department shows that the list of real estate properties traded for sale has included vacant land plots, houses, residential buildings, residential complexes, an office building, residential buildings, a mixed-use commercial-residential building, a commercial building (market), administrative buildings, an apartment-hotel building, and residential units.Sales were concentrated in the municipalities of Al Rayyan, Doha, Al Wakrah, Umm Salal, Al Daayen, Al Shamal, and Al Khor and Al Dakhira, as well as in the areas of Al Wukair, The Pearl, Lusail 69, Al Khuraij, Dafna 60, Al Sakhama, and Al Mashaf.The volume of real estate transactions in sales contracts registered with the Real Estate Registration Department at the Ministry of Justice reached more than QAR 506 million during the period from Nov. 09 to Nov. 13.

The volume of real estate trading in sales contracts at the Department of Real Estate Registration at the Ministry of Justice during the period from Sep. 14 to 18, 2025 reached QR, 369,302,924. Total sales contracts for residential units in the Real Estate Bulletin for the same period is QR, 24,648,963. The weekly bulletin issued by the Department shows that the list of real estate properties traded for sale included empty land, houses, residential buildings, and residential units. Sales were concentrated in Doha, Al Rayyan, Al Wakra, Al Daayen, Al Shamal, Umm Slal, Al Khor and Al Thakhira municipalities, and in Lusail 69, Al Kharayej and Ghar Thuaileb zones.

Ministry of Justice Implements Capacity Building Program in Digital Transformation

Represented by the Information Systems Department in cooperation with the Planning, Quality and Innovation Department, the Ministry of Justice implemented a capacity-building and digital culture program in the field of digital transformation.The program targeted three administrative levels within the ministry.The two-day program, held under the patronage and attendance of HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi, and senior ministry officials, included a series of training workshops that presented detailed presentations on the stages of digital transformation, with a focus on mechanisms for adhering to the requirements and standards of digital transformation and data at the local and international levels.The program also highlighted ways to enhance digital culture within institutions, reviewed modern methodologies for digital transformation accelerators, and discussed ways to effectively employ emerging technologies in the government work environment, based on global best practices.The workshops extensively addressed the importance of cybersecurity in supporting digital transformation processes, presenting local and international case studies and discussing practical examples of the challenges and opportunities associated with digital transformation projects.The program embodies the Ministry of Justice's commitment to raising awareness and knowledge in the areas of digital transformation and data management, and enhancing participants' readiness to meet the requirements of the next digital era.
