Qatar mediation secures release of 15 in DR Congo

Fifteen detainees held by the Democratic Republic of the Congo have been released and handed over to the Congo River Alliance/March 23 Movement (AFC/M23) under a mechanism signed in Doha last September, in a fresh return on Qatar's mediation in central Africa.  The detainees left the government-held city of Beni by convoy on Thursday evening and travelled through Uganda before the International Committee of the Red Cross (ICRC) delivered them to the alliance in Rutshuru territory in the country's east. Stephanie Eller, head of ICRC operations in Kinshasa, said she hoped the operation would bring relief to families separated from their relatives for a long time.  Qatar welcomed the release, describing it as an important step towards building confidence between the parties and creating conditions for further progress towards peaceful and sustainable solutions in eastern DR Congo.  Doha praised the ICRC's role in operating the mechanism and ensuring the detainees were moved and handed over safely in line with humanitarian principles, and commended the partners supporting the peace process.  Qatar renewed its commitment to facilitating dialogue between the parties, in keeping with a longstanding approach of backing peaceful settlements and regional stability.  It expressed hope the move would prompt further confidence-building measures and help meet Congolese aspirations for peace, development and prosperity. The mediation is an extension of Qatar's role, under the guidance of its leadership, as a trusted peacemaker regionally and globally — a role translated into landmark initiatives and agreements in several parts of the world.  Qatar took part on July 26 in a co-ordination and planning meeting of the High-Level Facilitators and the Independent Joint Secretariat in Gaborone, Botswana, convened to draw up an implementation action plan for the eastern DR Congo peace process.  Qatar was represented by His Excellency Director of African Affairs at the Ministry of Foreign Affairs Ali bin Ghanem al-Hajri, accompanied by His Excellency Qatar's Ambassador to Ethiopia and Permanent Representative to the African Union Saad bin Mubarak al-Nuaimi, and Adviser at the Office of the Minister of State Abdullah bin Hamad al-Nuaimi.  Al-Hajri reaffirmed Qatar's commitment to supporting peace in eastern DR Congo, saying it continues to work with the parties in close co-ordination with the United States and with Togo, in its capacity as African Union mediator, to reinforce the African-led process. He set out the main strands under the Doha track: completing the steps needed to make the ceasefire monitoring and verification mechanism operational, continuing co-operation with the ICRC on detainee exchanges, and finishing negotiations on the remaining protocols under the Doha framework.  Dialogue, he said, remains the only means of resolving conflicts and securing lasting stability, and Qatar would work with regional and international partners with patience and responsibility.  Qatari mediation has defused crises across several continents, securing ceasefires, restoring diplomatic relations, facilitating hostage releases and prisoner exchanges, supporting national dialogues, resolving border disputes and underpinning humanitarian work.

UNSC welcomes Qatar's mediation efforts between DRC Government and Congo River Alliance

The UN Security Council welcomed the efforts of the State of Qatar in mediating between the Government of the Democratic Republic of the Congo and the Congo River Alliance (M23 Movement), which led to the signing of the Doha Framework for Peace on Nov. 15, 2025, in Doha.This came in the context of Security Council Resolution No. 2808 (2025), which was adopted and under which the mandate of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) was renewed for one year, until Dec. 20, 2026.

DR Congo, M23 ink roadmap to peace in Doha

In a significant step forward for the peace process, the Doha Framework Agreement for Peace between the Government of the Democratic Republic of the Congo (DRC) and the Congo River Alliance (AFC/M23) was signed Saturday during a special ceremony at the Sheraton Doha.The signing took place in the presence of His Excellency Dr Mohammed bin Abdulaziz bin Saleh al-Khulaifi, Minister of State at the Ministry of Foreign Affairs. His Excellency Dr al-Khulaifi affirmed that the framework agreement represents an important milestone in efforts to consolidate peace and stability in eastern DRC.**media[381877]**He reiterated Qatar’s commitment to supporting the peace process until a comprehensive and lasting settlement is achieved for the Congolese people. His Excellency Dr al-Khulaifi recalled that Qatar’s mediation efforts began when His Highness the Amir Sheikh Tamim bin Hamad al-Thani hosted President Félix Tshisekedi of the DRC and President Paul Kagame of Rwanda in Doha, and when President Tshisekedi subsequently opened the door for dialogue with the AFC/M23 movement.This latest agreement marks a new and important milestone in the ongoing peace process led by Qatar, building on the progress made with the Doha Declaration of Principles signed on 19 July. The Government of the Democratic Republic of the Congo and the Congo River Alliance (M23 Movement) signed in Doha Tuesday an agreement to establish a ceasefire monitoring and verification mechanism, facilitated by Qatar, in line with the Doha Declaration of Principles signed on July 19, 2025.The mechanism will oversee the implementation of the permanent ceasefire, investigate and verify reported violations, and communicate with relevant parties to prevent a resumption of hostilities.Qatar, the US, and the African Union will participate in this mechanism as observers, enhancing transparency and supporting regional and international efforts aimed at ensuring the success of the peace process in the Great Lakes region.The establishment of the mechanism represents a pivotal step toward enhancing confidence-building and moving forward toward a comprehensive peace agreement between the two parties to the conflict.The Ministry of Foreign Affairs voiced Qatar's gratitude and appreciation to the African Union, the US of America, and the Togolese Republic for their constructive contributions to supporting this process.Qatar has been hosting direct peace talks between Congo and the M23 movement.
