On June 23, 2026, the Ministry of Education and Higher Education in Qatar, in cooperation with the Ministry of Communications and Information Technology and the Civil Service and Government Development Bureau, announced the launch of a Digital Transformation Program under the government scholarship plan for the 2026/2027 academic year. The ministry said at a press conference that the program aims to establish a national pool of digital talent capable of leading the state's digital transformation projects. Elite university students get 20,000 riyals a monthDr. Hareb Mohammed Al-Jabri, Assistant Undersecretary for Higher Education Affairs, said, "The program represents a qualitative shift in the government scholarship system as it gives the student a clear and integrated path that begins in secondary school, passes through university study and professional training, and reaches employment and continuous career development." (translated from Arabic). Al-Jabri said students sent abroad to approved elite universities receive monthly allowances up to 20,000 Qatari riyals, two annual business class tickets and up to about 40,000 riyals for travel preparations, with their study duration counting toward years of service. Students in the engineering, science and technology track get monthly allowances up to 14,000 riyals, one annual ticket, preparation allowances up to 25,000 riyals and a job guarantee after graduation. For the scientific and technological streams, the ministry has established a minimum secondary school score of 80 percent. Students from arts and humanities pathways can enroll after passing an academic bridging program. The first registration window, which runs from July 1 to August 15, is for overseas scholarships, Education City universities and local private universities. The second window, for internal scholarships, runs from November 15 to December 30 on the government scholarship platform. Ministry sets an 80% secondary school floorAbdullah Al Khalifa, Director of Human Resources at the Ministry of Communications and Information Technology, said the program is targeting priority digital areas including artificial intelligence, cybersecurity, digital analytics and cloud computing. He said the list of specializations is updated periodically in coordination with the relevant government bodies. Al-Anoud Al-Naimi, Director of Government Sector Workforce Planning at the Civil Service and Government Development Bureau, said amendments to the human resources law raised the nature-of-work allowance for engineering specializations, particularly computer engineering, from 35 percent to 75 percent, and provided additional job benefits for cybersecurity. Al-Jabri noted that the number of local academic programs in the digital transformation field has exceeded 40. Scale AI explores a regional hub inside Qatar FoundationOn February 3, 2026, Qatar Foundation signed a memorandum of understanding with Scale AI during Web Summit Qatar 2026 in Doha. Under the memorandum, the company provides training and capacity-building programs for the foundation's staff, students and researchers, and the two sides explore establishing a regional hub for AI development within the foundation's ecosystem, as well as internships and mentorship for students and alumni. Scale AI is a strategic partner of the Ministry of Communications and Information Technology on AI projects. Trevor Thompson, the company's global managing director, said the memorandum reflects the momentum Qatar has achieved in its digital transformation. Both programs are tied to the Third National Development Strategy and Qatar National Vision 2030.
