HE the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet’s regular meeting yesterday at the Amiri Diwan. Following the session, HE the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi said the Cabinet opened its proceedings by commending the participation of His Highness the Amir Sheikh Tamim bin Hamad al-Thani in the GCC Consultative Summit, which was convened on Tuesday in Jeddah, Saudi Arabia. The Cabinet further praised the outcome of talks held between the Amir and Syrian President Ahmed al-Sharaa during the latter’s recent working visit to Doha. The two leaders reviewed avenues for advancing bilateral ties, alongside pressing regional and international issues. The Cabinet underlined that the discussions had reinforced relations between the two brotherly countries and would help carry co-operation to wider horizons across multiple sectors, in service of the shared interests of their peoples. Turning to its agenda, the Cabinet was briefed on the Shura Council’s endorsement of a draft law amending several provisions of Law No 4 of 2008 on real estate leases. Drawn up by the Ministry of Municipality, the draft seeks to bolster the campaign against illegal subdivisions of property units, mitigate the consequences of unregistered tenancy contracts, lower the fees levied on registering such contracts, and expedite the settlement of rental disputes.  The Cabinet also gave its approval to a draft law exempting spare parts for civil aircraft used within airport premises from customs duties. Prepared by the Ministry of Finance in coordination with the General Authority of Customs, the measure is designed to fulfil relevant international and regional commitments and to support the civil aviation sector, in keeping with the Authority’s wider strategy to modernise the customs framework and streamline procedures. In addition, the Cabinet sanctioned a draft co-operation programme between the Ministry of Justice of Qatar and the Ministry of Justice of the Kingdom of Morocco covering the period 2026-2027, a draft master agreement between the Ministry of Communications and Information Technology and the Qatar Research, Development, and Innovation Council, and a draft Memorandum of Understanding on judicial assistance for victims of human trafficking between the National Committee to Combat Human Trafficking and the Qatar Lawyers Association. The session closed with a review of the two annual reports submitted by the Standing Population Committee, on which the Cabinet took the appropriate decision. Qatar Media Corporation (QMC) has announced the launch of a new economic television channel called QBC, the first of its kind in Qatar. The channel will broadcast in 4K and will be supported by accompanying digital platforms, providing in-depth economic coverage, connecting Qatar to global markets and audiences. HE Sheikh Khalid bin Abdulaziz al-Thani, chief executive officer of Qatar Media Corporation, said the launch responds to the nation’s ambition to support the national economy and highlight its growing achievements across key sectors. He noted that the channel will reflect developments across the Qatari, Gulf, and global economies, stressing that investment in media is a cornerstone of sustainable development for future generations. He added that the launch marks a strategic milestone in the QMC’s media plan to expand its portfolio of specialised channels. Issa Abdullah al-Hetmi, acting director of QBC, said the channel’s test transmission will start on May 5 at 9am. He added that QBC will feature a wide range of economic programmes and specialised news bulletins, with real-time reports and in-depth analysis spanning key sectors including energy, finance, technology, stock markets, and real estate. This will enhance its credibility among investors, decision-makers, and the wider public.Al-Hetmi said the channel marks a major milestone in strengthening business and economic journalism.  He noted that QBC has brought in a hand-picked team of specialists, built a network of correspondents across leading global financial centres, and deployed the latest broadcast technologies to deliver accurate, exclusive content. He added that the channel has secured strategic partnerships with leading global economic agencies to provide direct market updates, further strengthening its standing as a pioneering platform that empowers audiences and opens up new horizons for future economic opportunities.Qatar Media Corporation said it remains committed to growing its portfolio of specialised media platforms to reflect national priorities and strengthen its professional presence across the media landscape, guided by a vision that responds to today’s needs while anticipating future opportunities. 

Nepal's home minister stepped down Wednesday over growing criticism of his finances, the second member of the cabinet to leave the new government just weeks after it was formed.Sudan Gurung, a key figure in the Gen-Z protests in September that toppled Nepal's previous government, said he was leaving his post ensure a "fair investigation"."For me, morality is greater than a position and there is no greater power than public trust... Public life should be clean, leadership should be accountable," said 38-year-old Gurung, who took office on March 27.Gurung is the second minister to leave the new government after the labour minister Deepak Kumar Sah was dismissed over allegations of committing misconduct by getting his wife appointed to a health insurance board.Dipa Dahal, press adviser to Prime Minister Balendra Shah, confirmed Gurung's resignation had been received.Gurung participated in the deadly protests that began as a demonstration against a brief social media ban, but were fed by wider grievances over corruption and a poor economy.At least 76 people were killed and more than 2,500 wounded during the two days of violence in September.In January, Gurung joined the Rastriya Swatantra Party (RSP) and won a seat in parliament after the party swept to a landslide victory in the March elections.Gurung made headlines a day after taking his oath of office for arresting former prime minister KP Sharma Oli and ex-home minister Ramesh Lekhak for their alleged involvement in the deadly crackdown on protesters in September.'Impartial' probe But soon he himself was beset by allegations over his financial investments and assets, as well as links with a businessman being investigated for money laundering.Last week, Shah and his cabinet disclosed their assets to the public, in line with local laws requiring lawmakers to declare their financial status.Soon after the disclosure, local media reported that Gurung had not revealed some of his financial investments.At least two Nepali websites published a government-stamped document that listed Gurung as an investor in a company that he did not specifically name in his disclosures.Gurung claimed that he had lumped his investments together in the disclosure documents.Public pressure had since been mounting on the government to investigate Gurung.The opposition Nepali Congress said it would not be possible to carry out an impartial probe if Gurung remained in his position."It is natural that there will be doubt over direct or indirect influence over the investigation process," it said in a statement on Monday, calling for an "independent and impartial" probe.On Monday, Gurung dismissed the allegations as "rumours" and denied withholding information regarding his investments."I would just like to say that accusations and truth are not the same thing. Decisions should be based on evidence, not emotion," he said on social media.Earlier this month, the government formed a five-member commission led by a former Supreme Court judge to investigate the assets of politicians and officials.The commission was a part of the government's 100-point reform agenda issued after Shah took office to tackle corruption in the Himalayan nation.Nepal currently ranks 109th out of 180 countries on Transparency International's Corruption Perceptions Index. 

The Irish government was Sunday due to hold an emergency cabinet meeting to sign off on measures aimed at ending fuel cost protests that have endangered the functioning of the country's emergency services.Hauliers and agricultural contractors began a series of protests on Tuesday over spiralling petrol and diesel prices amid the Middle East war.Since then the protests have grown from slow-moving convoys on motorways and restricted access to Dublin's busiest streets, to a part blockade of Ireland's only oil refinery and restricted access to at least two other fuel depots.Finance Minister Simon Harris said later on Saturday ministers had held meetings with transport and agriculture sector representatives ahead of Sunday's meeting.The government was in the process of "finalising a significant support package to address the ongoing crisis", a government statement added.Some protests rolled into a sixth day Sunday.The government has urged the public not to panic buy as pumps at many fuel stations have run dry.Police on Saturday with the support of the armed forces deployed public order units to clear the blockade at Whitegate Refinery in southern Ireland.Irish police chief Justin Kelly said the action was taken as a last resort.The blockading of "critical national infrastructure" had "resulted in fuel shortages that are directly impacting on emergency services such as hospitals, the ambulance service, and the fire service", he said.Elsewhere, police dismantled a makeshift barrier erected by protesters blockading western Galway docks.A late-night operation also targeted the blockade of the capital Dublin's main thoroughfare O'Connell Street after multiple vehicles including tractors and lorries were removed.Justice Minister Jim O'Callaghan said earlier the continuation of the protests despite the increasingly difficult situation had been "unacceptable"."While we all acknowledge the impact of higher fuel prices, and seek to minimise that impact, no groups are entitled in our republic to hold our people to ransom in such a manner," he said.In March, Dublin announced a 250 million-euro package to reduce fuel costs, notably including a diesel rebate for road haulier.There were now the "bones of an agreement" with the government, the president Ger Hyland of the Irish Road Haulage Association said on Saturday."It is a substantial package and we hope to have this over the line either late tonight or tomorrow," he added. 

His Excellency Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saoud bin Abdulrahman bin Hassan al-Thani chaired the Cabinet's regular meeting held Wednesday morning at the Amiri Diwan.  Following the meeting, His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi stated the following:  At the outset of the meeting, the Cabinet extended its highest greetings to His Highness the Amir Sheikh Tamim bin Hamad al-Thani on the advent of the blessed month of Ramadan, praying to Almighty Allah to return this occasion to His Highness with good health and happiness, to the beloved country of Qatar and its people and residents with prosperity and growth under His Highness the Amir's wise leadership, and to the Arab and Islamic nations with security, peace and stability.  On the other hand, the Cabinet commended His Highness the Amir Sheikh Tamim bin Hamad al-Thani's honouring of the winners of the Education Excellence Award in its 19th edition, as well as His Highness' patronage of the award's ceremony. This engagement is in continuation of His Highness' approach to celebrating science and scientists, and considering investment in education and scientific research, in addition to focusing on human beings, as a national and strategic choice for the country, and a fundamental pillar in Qatar National Vision 2030 (QNV 2030) and the Third National Development Strategy 2024-2030.  The Cabinet also extended congratulations to the ministries and government agencies that won the Government Excellence Award in its second edition, hailing their outstanding performance that qualified them to win this prestigious award, which has contributed since its inception to developing the level of institutional performance and the quality of government services.  Afterwards, the Cabinet reviewed the topics on its agenda, as it approved the draft Cabinet decision to amend the organisation of some of the administrative units that make up the Ministry of Finance and to assign their responsibilities. The draft decision aims to strengthen the institutional and organisational framework for managing government assets, by assigning the responsibilities of preparing policies, governance frameworks, and related operational models and following up on their implementation to the Public Projects Management Department at the Ministry of Finance, in implementation of the ministry's strategy aimed at enhancing the efficiency of financial sustainability in line with the Third National Development Strategy.  The Cabinet approved the draft Cabinet decision amending some provisions of Decision No 36 of 2014 establishing the National Committee for the Customs Clearance System and trade facilitation across borders (single window). Prepared by the Ministry of Finance in co-ordination with the General Authority of Customs, the draft decision aims to strengthen the role of the committee and to enable it to carry out its tasks in accordance with the highest performance standards.  The Cabinet also decided to approve a draft agreement between the government of Qatar and the UN regarding the arrangement for the World Investment Forum 2026 in Doha, a draft agreement between the government of Qatar and the government of Tanzania regarding the elimination of double taxation with respect to taxes on income and the prevention of tax avoidance and evasion, and a draft agreement between the government of Qatar and the government of Namibia regarding the elimination of double taxation with respect to taxes on income and the prevention of tax avoidance and evasion.  The Cabinet concluded its meeting by reviewing four reports and taking the appropriate measures in their regard. The documents included the annual report on the work of the state affairs sector for 2025, the annual report on the activities of Qatar Development Bank for 2025, a report and protocol on the outcomes of hosting the meetings of the third session of the Qatari-Turkmen Joint Commission for Economic and Trade Co-operation (Doha — November 2025), and a report and protocol on the outcomes of hosting the meetings of the fourth session of the Joint Economic and Trade Committee between the government of Qatar and the government of Azerbaijan (Doha—November 2025). 

His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet's regular meeting at the Amiri Diwan Wednesday.Following the meeting, His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi stated the following:At the outset of the meeting, the Cabinet praised the results of the talks between His Highness the Amir Sheikh Tamim bin Hamad al-Thani and Chancellor of Germany Friedrich Merz during his official visit to Qatar on Feb 5.The Cabinet affirmed that the strategic relations between the two countries, and their evolving investment partnership, have entered a new and promising phase serving the interests of the people, and in a way that contributes to consolidating security, peace and stability in the region and the world. This is in light of the extensive and fruitful discussions that took place, which included strengthening bilateral co-operation in various fields, and the most prominent regional, international issues and developments, in addition to the results of the Qatari-German Business Roundtable meeting, which was held within the framework of the German Chancellor's visit.The Cabinet welcomed the results of the seventh session of the Joint Higher Committee for Co-operation between Qatar and Kuwait, which was held in Kuwait. The Qatari side was headed by HE Prime Minister and Minister of Foreign Affairs, while the Kuwaiti side was headed by Foreign Minister Sheikh Jarrah Jaber al-Ahmad al-Sabah. The session constituted a further step towards strengthening co-operation and integration between the two brotherly countries.The Cabinet praised the launch of Cabinet’s General Secretariat 2026-2030 Strategy on Sunday, and aims to translate national priorities into effective institutional practices. This includes enhancing the efficiency of government decision-making, improving the regulatory environment, strengthening capacity to respond to future challenges, establishing the principles of justice and transparency, and integrating sustainability considerations into policies and decisions to achieving sustainable development and the goals of the National Development Strategy.The Cabinet then considered the items on its agenda, approving draft legislative instruments related to the proposal to transfer the Real Estate Brokerage Department from the Ministry of Justice to the Public Authority for Regulating Real Estate. The proposal aims to unify and regulate the supervision of real estate brokerage activities within a specialised regulatory body in line with the Authority’s objectives and competencies, and to enhance the governance of the real estate sector, raise the efficiency of regulating and developing related activities, achieve institutional integration in the practice of relevant competencies, and contribute to supporting, sustaining and growing the real estate market, in line with Qatar National Vision 2030, and in support of the objectives of the Third National Development Strategy.The Cabinet decided to approve the draft memorandum of understanding on conducting political consultations on issues of common interest between the Ministry of Foreign Affairs of Qatar and the Department of Foreign Affairs and Trade of Ireland, and the draft air services agreement between the governments of Qatar and the United Kingdom of Great Britain and Northern Ireland.The Cabinet concluded its meeting by reviewing four reports and making the appropriate decisions regarding them. The first report was the results of the work of the Permanent Committee for Monitoring Fuel Filling and Storage Stations, the second was the annual report on the achievements and work programmes of the Qatar General Organisation for Standards and Metrology for 2025, the third on the results of the participation of Qatar delegation headed by HE Minister of Labour in the Web Summit and its accompanying meetings (Lisbon, Nov 2025), and lastly, a report on the results of the participation of Qatar delegation headed by HE Minister of Communications and Information Technology in the annual meeting of the World Economic Forum 2026 (Davos — Jan. 2026). 

The Attorneys' Admission Committee, chaired by His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi, convened Thursday at its permanent headquarters in the Ministry of Justice.At the outset of the meeting, HE the Minister welcomed the new members of the committee following the issuance of the ministerial decision No. 10 of 2026 to reconstitute it. He stressed the importance of the topics entrusted to the committee within its jurisdiction to develop the legal profession and consider new registration applications submitted, and to expedite their resolution, which reflects the role played by the legal profession in embodying the vision of the wise leadership to consolidate effective justice and advance the Qatari legal system, and the legal effort undertaken by lawyers as assistants to the judiciary.During the meeting, the committee reviewed the topics on its agenda, including the restructuring of its subcommittees, witnessed eight new lawyers taking the legal oath, and considered applications from several business owners to register as practicing lawyers.The committee also considered the requests of a number of new lawyers whose training period had ended, and approved the minutes of previous subcommittees, reviewing requests to transfer the registration of lawyers to the register of lawyers practicing before the Court of Cassation, and approving requests of lawyers under training, in addition to a number of organizational topics and controls for the work of the legal profession, including discussing a proposal to develop tests for lawyers applying for registration and practicing the profession, and appropriate decisions were made regarding them.The committee emphasized the need for the participants of the 16th mandatory program for lawyers in training to adhere to the approved program within the specialized legal training plan for 2026, and to commit to discipline in attending lectures according to the dates announced in the lecture schedule as stipulated in the training regulations of the Center for Legal and Judicial Studies. 

His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet's regular meeting Wednesday morning at the Amiri Diwan. Following the meeting, His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi announced the Cabinet's decisions.  The Cabinet welcomed the outcomes of the third Qatari-Japanese Strategic Dialogue held in Doha on Tuesday, co-chaired by HE the Prime Minister and Minister of Foreign Affairs and Japanese Foreign Minister Toshimitsu Motegi. On education, the Cabinet approved adoption of the updated National Qualifications Framework (NQF), aligning it with Qatar National Vision 2030, the Third National Development Strategy, and requirements of contemporary educational and technological development in line with latest standards.  On legislative matters, the Cabinet was briefed on the Shura Council's approval of a draft law amending provisions of Decree Law No. 24 of 2019 on regulation and management of the strategic stockpile of food and consumer goods. The draft law aims to ensure timely availability of strategic commodities and enhance stockpile management efficiency.  The Cabinet approved a draft decision by the Minister of State for Energy Affairs regulating district cooling service fees and licensing. The draft completes the regulatory framework of Law No. 19 of 2024 on district cooling services regulation.  The Cabinet decided the draft be posted on the Civil Service and Government Development Bureau's "Sharek" platform for seven days to solicit public feedback before legislative review.  On international agreements, the Cabinet decided to take necessary measures to ratify a memorandum of understanding for co-operation in radio and television broadcasting between Qatar Media Corporation and the Saudi Broadcasting Authority, as well as an agreement between Qatar and the International Bank for Reconstruction and Development (IBRD), International Development Association (IDA), International Finance Corporation (IFC), Multilateral Investment Guarantee Agency (MIGA), and International Centre for Settlement of Investment Disputes (ICSID) regarding establishing and operating offices in Qatar.  The Cabinet approved the draft executive programme for 2026-2027 within the framework of the memorandum of understanding for youth cooperation between Qatar and Turkmenistan, signed March 20, 2023. 

KEY HIGHLIGHTS Cabinet amends 2019 law to attract more foreign capital and boost private sector GDPNew technical regulations approved for trade standards across key sectorsNational Sports Policy approved in line with QNV 2030 The Cabinet approved amendments to the country's foreign investment law Wednesday, targeting enhanced attraction of non-Qatari capital and expanded private sector contribution to GDP under the Third National Development Strategy 2024-2030. His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the regular Cabinet meeting at the Amiri Diwan. His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi announced the decisions following the session. The draft law, prepared by the Ministry of Commerce and Industry, amends provisions of Law No. (1) of 2019 regulating the investment of non-Qatari capital in economic activity. It aims to strengthen factors attracting foreign investment across various targeted fields and activities while increasing private sector GDP contribution, aligned with the Third National Development Strategy 2024-2030. The Cabinet also approved draft ministerial decisions adopting regional technical regulations and international standard specifications as Qatari standards. These measures keep pace with recent developments in standards and metrology, promote exports, ensure import quality, facilitate trade, and raise product quality — particularly in food and agriculture, medical equipment, construction materials, and consumer goods. Additionally, the Cabinet greenlit the Qatar National Sports Policy, developed by the Ministry of Sports and Youth with the National Planning Council. The policy aims to develop the sports sector, support athletic excellence and sustainability, and establish sports' role in promoting healthy lifestyles and community building, while supporting Qatar National Vision 2030 and the Third National Development Strategy. The Cabinet approved a draft tax agreement with Iraq on avoiding double taxation and preventing tax evasion regarding income and capital taxes, plus a draft letter of intent with Belgium on cooperation in mediation and facilitation. The meeting concluded with reviews of participation reports from the 41st Arab Ministers of Justice Council session in Cairo (November 2025) and the 69th Committee for Trade Cooperation, 55th Committee for Industrial Cooperation, and 10th Ministerial Committee for Standardisation Affairs with GCC consultative meetings in Kuwait (October 2025).

His Excellency the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet's weekly meeting Wednesday at the Amiri Diwan.Following the meeting, His Excellency the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi stated the following:At the outset of the meeting, the Cabinet welcomed the results of the 8th meeting of the Qatari-Saudi Co-ordination Council, held on Monday in Riyadh, co-chaired by His Highness the Amir Sheikh Tamim bin Hamad al-Thani and Saudi Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz al-Saud.The Cabinet affirmed that the deep-rooted historical relations between Qatar and Saudi Arabia have moved to a new stage in light of what was included in the joint statement issued at the conclusion of the Coordination Council meeting, and its emphasis on the importance of continuing to support and develop joint co-ordination in priority areas, including political, security, military, energy, industry, economy, investment, trade, technology, infrastructure, culture, tourism and education, in a way that meets the aspirations of the two fraternal peoples and supports security, peace and prosperity in the region.The Cabinet praised the agreements and memorandums of understanding signed that would open new horizons for the strategic partnership between the two countries, particularly the agreement to link the two countries by high-speed electric train, which connects the cities of Doha and Riyadh, as it is a major strategic initiative that is consistent with the objectives of Qatar National Vision 2030 and Saudi Arabia Vision 2030, and that contributes to facilitating the movement of tourists and trade and enhancing communication between the two fraternal peoples.The Cabinet praised the success of the 23rd Doha Forum 2025, which was inaugurated by His Highness the Amir. The two-day forum was held under the theme "justice in Action: Beyond Promises to Progress." This edition was distinguished by holding high-level dialogue sessions, in which an elite group of decision-makers, thought leaders, opinion leaders, and experts participated. The sessions were characterised by depth and objectivity, and addressed the key regional and international issues and how to address current challenges, which confirmed the role of the forum and the strength of its influence, and embodied the approach of Qatar's diplomacy that calls for dialogue and supports peaceful solutions, achieving justice, human dignity, and respect for the rights of peoples.The Cabinet welcomed the signing of the historic peace and economic agreement between the Democratic Republic of Congo and Rwanda in Washington, which complements previous agreements that Qatar and the US helped to facilitate and strengthen, and represents an important step toward ending the conflict in eastern Democratic Republic of Congo, consolidating regional stability, and enhancing co-operation in East and Central Africa.The Cabinet also welcomed the signing by the Government of Colombia and the self-declared EGC of the "Doha Agreement to reinforce the commitment to peace" following two rounds of mediation in Doha, which was reached through the efforts of Qatar and its partners, and included a commitment to alleviate the suffering of the civilian population, end the armed conflict, and open a path for both parties toward building a sustainable peace.The Cabinet then considered the topics on its agenda. The Cabinet approved the draft decision to specify the items that government agencies are obligated to provide from national products. The draft decision, prepared by the Ministry of Finance, aims to ensure that national products are given priority, and to promote the growth and competitiveness of local industry, which supports maintaining appropriate prices for those products.The Cabinet also approved the draft Cabinet decision to establish and form a committee to manage the work of the International Telecommunication Union Plenipotentiary Conference 2026. The preparation of the draft decision comes within the framework of the Communications Regulatory Authority's preparations to host that conference, which is scheduled to be held in Doha in November 2026.The Cabinet decided to approve a draft memorandum of understanding (MoU) for co-operation in the field of technical and vocational education and training between the Ministry of Education and Higher Education of Qatar and the Ministry of Culture and Innovation of Hungary, and a draft MoU in the field of academic co-operation between University of Doha for Science and Technology (UDST) in Qatar and the Ministry of Education, Culture and Higher Education of Somalia. The Cabinet concluded its meeting by discussing three reports and making the appropriate decisions regarding them. These included a report on the results of the visit of His Excellency the Minister of Endowments and Islamic Affairs to Lebanon in October 2025, a report on the results of participation in the second session of the Qatari-Portuguese Joint Committee for Economic, Commercial, and Technical Co-operation (Lisbon — October 2025), and a report on the results of participation in Expo 2025 Osaka, Japan.

Qatar participated in the 41st session of the Arab Ministers of Justice Council, held Wednesday at the headquarters of the Arab League in Cairo. The Qatari delegation was led by His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa al-Hassan al-Mohannadi. In his speech, he reaffirmed Qatar's commitment to strengthening Arab legal and judicial co-operation. The meeting also reviewed draft Arab model laws, including legislation on hate speech, protection and assistance for displaced persons, refugee status in Arab states, and the protection of children from recruitment in armed conflicts. Ministers additionally discussed measures to enhance Arab co-operation, including co-ordination between the Arab Ministries of Justice and Interior, the creation of an Arab excellence award in applied legal sciences, and the review of recommendations from the 74th meeting of the Arab Ministers of Justice Executive Office.

HE the Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saoud bin Abdulrahman bin Hassan al-Thani chaired the Cabinet's weekly meeting Wednesday at the Amiri Diwan.Following the meeting, HE the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi stated the following: At the outset of the meeting, the Cabinet welcomed the outcome of the 11th meeting of the Qatari-Turkish Supreme Strategic Committee, which was held on Oct 22, under the chairmanship of His Highness the Amir Sheikh Tamim bin Hamad al-Thani and President of Turkiye Recep Tayyip Erdogan.The Cabinet affirmed that the outcome of the session, as reflected in the joint statement issued and the MoUs signed, has elevated the distinguished historic relations between the two countries to a new stage of constructive co-operation in various fields, establishing a fruitful strategic partnership with mutual understanding on various regional and international issues.The Cabinet then considered the topics on its agenda. It approved a draft Cabinet decision to amend the organisation of certain administrative units within ministries, other government bodies, and public authorities and institutions. The draft decision, prepared by the Civil Services and Government Development Bureau in co-ordination with the relevant authorities, aims to establish an administrative unit related to information security and data governance in all government entities.This step is intended to strengthen the digital protection system, ensure the optimal use of government information and data security, and support digital transformation in accordance with the Third National Development Strategy 2024-2030, on secure and sustainable foundations.The Cabinet also decided to approve a draft agreement between the governments of Qatar and Burundi on the avoidance of double taxation with respect to taxes on income and the prevention of tax evasion and avoidance, as well as a draft letter of intent between Qatar's Public Works Authority and the Development Bureau of the Government of the Hong Kong Special Administrative Region of the People’s Republic of China regarding co-operation in the fields of infrastructure development and investment.The Cabinet concluded its meeting by reviewing two reports and taking the appropriate decisions thereon. The first report was submitted by the task force on the implementation of recommendations related to individuals with autism spectrum disorder. The second was a report on the results of the participation in the 21st meeting of the Ministers and Heads of Civil Service Authorities in the Gulf Co-operation Council (GCC) countries (Kuwait — September 2025).
