The Ministry of Culture is participating in the sixth edition of the Iraq International Book Fair, which is being held from Dec. 3 to Dec. 13.The participation comes as part of the Ministry of Culture's commitment to enhancing the State of Qatar's presence in international cultural forums, reflecting the stature of Qatari culture, its openness to the Arab and global cultural scene, and supporting the country's efforts to build bridges of cultural communication among peoples.The Qatari pavilion features a collection of recent literary and intellectual publications issued by the Ministry of Culture and several Qatari publishing houses, highlighting the diversity of national cultural production and the richness of Qatar's creative movement.Jassim Ahmed Al Buainain, Director of the Libraries Department at the Ministry of Culture and Director of the Doha International Book Fair, said in a statement that the ministry's participation in the Iraq International Book Fair is a continuation of its presence at major Arab and international cultural exhibitions. He said that the Qatari participation aims to showcase Qatar's cultural landscape and exchange expertise with international cultural institutions.He added that Qatar's presence in such events reflects the ministry's vision to support the book and publishing industry, as well as to encourage Qatari writers and creatives to reach a wider audience in the Arab world and internationally.He noted that through its international participation, the Ministry of Culture is keen to strengthen cultural relations with brotherly and friendly countries, and to introduce Qatari cultural production as part of Qatar's civilizational and human presence on the global stage.This edition of the exhibition features a wide range of local, Arab, and international publishing houses, with the attendance of hundreds of publishers and cultural institutions, reinforcing the fair's position as a prominent platform for new publications and a venue that brings together authors, creators, and those interested in publishing and reading under specialized programs.The exhibition program includes a variety of cultural activities such as book signing sessions, literary evenings, intellectual seminars, and workshops focused on the publishing industry, in addition to events aimed at youth and students, and programs designed to support reading and develop cultural skills among the public.

The Ministry of Commerce and Industry (MoCI) held a two-day workshop on 'Combating Harmful Practices in International Trade and Protecting Gulf Industries'.The workshop was organised in co-operation with the Office of the Technical Secretariat for Combating Harmful Practices in International Trade at the GCC (Gulf Co-operation Council) General Secretariat.The workshop brought together employees from the General Authority of Customs responsible for applying duties related to combating harmful practices in international trade, in addition to staff from the ministry working in this field.It also aimed at enhancing awareness of the GCC Common Law of Anti-Dumping, Countervailing Measures and Safeguard, and to underline the role of customs authorities in enforcing measures adopted by ministerial committees.Sessions covered types of harmful trade practices, including dumping, subsidies, and surges in imports, alongside relevant national and regional legislation. It also introduced the GCC Common Law, the associated WTO (World Trade Organisation) agreements, and the Office of the Technical Secretariat at the GCC General Secretariat. It also discussed the economic impacts of such practices and the results achieved under the relevant law.The workshop further outlined procedures for filing complaints, conducting investigations, and applying corrective measures, while highlighting the role of customs administrations across GCC member states in addressing such practices.The workshop concluded with an open discussion, during which customs officials exchanged views and proposed solutions to strengthen duties against harmful trade practices. 

The Ministry of Commerce and Industry has held an introductory workshop on mechanisms to combat harmful practices in international trade and their role in safeguarding Gulf industries.The two-day event was organised in co-operation with the GCC General Secretariat's technical bureau for anti-dumping duties.The workshop brought together specialists from the General Authority of Customs responsible for implementing anti-dumping, countervailing and safeguard duties, along with ministry officials working in related fields.The programme aimed to raise awareness of the Common GCC Law on Anti-Dumping, Countervailing and Safeguard Measures, and to highlight the role of customs authorities in enforcing measures issued by the relevant ministerial committees, thereby helping protect regional industries from unfair trade practices.Participants were introduced to the types of harmful practices in international trade such as dumping, subsidies and surges in imports — and were briefed on the related local and regional legislations, including the Common GCC Law and relevant World Trade Organisation agreements. The workshop also outlined the role of the GCC's technical secretariat burrea in combating harmful practices and supporting Gulf industries.Discussions covered the economic impact of harmful trade practices, key outcomes achieved through the implementation of the anti-dumping law, and detailed procedures for filing complaints, conducting investigations and applying measures. The strategic role of customs authorities across GCC states in addressing such practices was also emphasised.The workshop concluded with a discussion session during which customs officials raised questions about the challenges related to implementing anti-dumping duties, while organisers presented proposed solutions and recommendations. 

Her Excellency Minister of State for International Co-operation Dr Maryam bint Ali bin Nasser al-Misnad met Monday with the visiting Minister for Foreign Trade and Development of the Netherlands, Okie De Vries. Discussions during the meeting dealt with co-operation between the countries and ways to support and strengthen them, particularly in the areas of international development, humanitarian projects, and foreign trade. Both sides affirmed their commitment to continuing co-ordination and expanding areas of partnership in the coming period.

Sri Lanka declared a state of emergency Saturday and appealed for international assistance as the death toll from heavy rains and floods triggered by Cyclone Ditwah rose to 153, with another 191 reported missing. The extreme weather system has destroyed more than 15,000 homes, sending 78,000 people to state-run temporary shelters, the Disaster Management Centre (DMC) said. President Anura Kumara Dissanayake invoked emergency laws, granting him sweeping powers to deal with the devastation after a week of torrential rain across the island. “We have 153 confirmed dead and another 191 missing,” DMC Director-General Sampath Kotuwegoda said, adding that relief efforts had been bolstered with the deployment of the army, navy and air force. The military rescued 69 bus passengers on Saturday, including a German tourist, who were marooned in the Anuradhapura district after a 24-hour operation involving a helicopter and naval boats. One of the passengers, speaking to reporters at a local hospital, said navy sailors had helped them climb onto the roof of a nearby home after using ropes to help them safely wade through flood waters. “We were very lucky... while we were on the roof, a part of it collapsed... three women fell into the water, but they were helped back onto the roof,” Shantha said. A helicopter had to abort an initial rescue attempt as the downdraft from the rotors threatened to blow away the roof they were perched on, he said. They were later rescued by naval boats. Roads in the central district of Badulla remained inaccessible, leaving many villages cut off and relief supplies unable to get through. “We lost two people in our village... others are sheltering at a temple and a house that is still standing,” said Saman Kumara from the village of Maspanna in Badulla, one of the worst-affected districts. “We can’t leave the village and no one can come in because all roads are blocked by earth slips. There is no food and we are short of clean water,” he told media website News Center by telephone. Officials said about a third of the country was without electricity and running water as power lines had collapsed and water purification facilities were inundated. Internet connections were also disrupted in many areas. Cyclone Ditwah moved away from the island Saturday and was heading towards neighbouring India to the north. India’s Chennai Airport has cancelled 54 flights in view of the cyclone’s approach, with the weather department forecasting extremely heavy rainfall and strong winds over the next 48 hours. Fresh landslides hit the central district of Kandy, 115km (71 miles) east of Colombo, with the main access road underwater at several locations. The government has issued an appeal for international help and asked Sri Lankans abroad to make cash donations to support affected communities. Officials said Prime Minister Harini Amarasuriya had met Colombo-based diplomats to update them on the situation and seek assistance from their governments. India was the first to respond, sending two plane loads of relief supplies, while an Indian warship already in Colombo on a previously planned goodwill visit donated its rations to help victims. Indian Prime Minister Narendra Modi expressed his condolences over the loss of lives in Sri Lanka and said New Delhi was ready to send more aid. Flooding in low-lying areas worsened on Saturday, prompting authorities to issue evacuation orders for those living along the banks of the Kelani river, which flows into the Indian Ocean from Colombo. Rain had eased in most parts of the country, including the capital, but the island’s north was still experiencing showers due to the residual effects of Cyclone Ditwah. The cyclone is Sri Lanka’s deadliest natural disaster since 2017, when flooding and landslides killed more than 200 people and displaced hundreds of thousands of others. The worst flooding Sri Lanka has experienced since the turn of the century occurred in June 2003, when 254 people were killed.

Lusail International Circuit has often suited McLaren, but Max Verstappen has been untouchable in Qatar, claiming pole position and victory at the last two Grands Prix. This weekend, the Red Bull driver will be chasing a hat-trick of wins as the Formula One world championship reaches boiling point with just two races remaining. Yet four-time consecutive world champion Verstappen knows better than most that, even with a slice of luck, overcoming the 24-point deficit to McLaren’s Lando Norris is unlikely. Despite being disqualified alongside McLaren team-mate and title rival Oscar Piastri after finishing second at last Sunday’s Las Vegas Grand Prix, Norris arrives in Qatar as favourite to lift his first championship and secure McLaren’s first team-and-driver double since Mika Hakkinen’s triumph in 1998. The 26-year-old Briton needs only to outscore his rivals by two points to leave Qatar as champion on Sunday night. “Ready! See what happens. It is the same, I feel the same as last week,” said Verstappen yesterday, when asked about his chances. “Yes, it is closer. Ideally I would have loved to have had it even more closely, of course we'll try our best. All in, and hopefully we can make it exciting to the end.” The Dutchman enters the penultimate round just 24 points behind Norris, thanks to his Las Vegas victory and the subsequent disqualification of both McLaren drivers. Since a disappointing ninth-place finish at the Hungarian Grand Prix in August, Verstappen has claimed four wins from eight races, reached the podium in the others, and slashed a 104-point deficit to previous championship leader Piastri, with the pair now level on 366 points. With two Grands Prix and a Sprint remaining, there are a total of 58 points on offer with Verstappen having been the form driver in the latter stages of the season. “Something that I definitely wouldn't have expected but here we are,” Verstappen reflected. “I think we have had a very strong end to the season, much happier with that and I guess also we've been helped a little bit with certain things. Results, crashes, disqualifications. We should not forget that I guess but I'm happy. Naturally I would have liked a bit of a better first half but that's something that you can't change. We'll just try to focus on the last two races and try to do the best we can.” Verstappen also welcomed McLaren’s decision not to implement team orders in support of Norris, ahead of the three-way fight for the drivers’ title. “You can't do a better job than allowing them to race, because why would you suddenly now say that Oscar wouldn't be allowed to race him (Norris) anymore,” Verstappen said. “If you're a real winner and a racer, as a driver, then you go for it, even if you are behind. I mean, otherwise, what is the point in turning up? Otherwise, you can just easily label yourself as a number two driver, which I think he (Piastri) doesn't want to be. For me, I know that I am equal on points with Oscar and a lot still needs to go right, but I think it should be like that -- that they are free to race and hopefully, we can make it a great battle until the end,” he added. McLaren team boss Andrea Stella has insisted both drivers will be supported equally until one is mathematically out of contention. Yesterday, Piastri confirmed McLaren had discussed team orders briefly, in favour of Norris, and decided against them. “I'm still equal on points with Max and I've got a decent shot of still winning it, if things go my way. So, yeah, that's how we play it,” the Australian said. Returning to circuits and conditions that suit him, Piastri can still produce a performance to lift himself back into serious contention on a fast and flowing track where Pirelli has mandated two pit-stops due to heavy tyre wear. Each set of tyres will be limited to 25 laps, a scenario likely to produce unexpected tactics Such variables could allow Mercedes or Ferrari to upset predictions and leave the three title contenders heading to next weekend’s season finale in Abu Dhabi for a showdown where the winner takes all.
