Her Excellency Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad met today with Dr. Rola Abdullah Hussein Dashti, Executive Secretary of the United Nations Economic and Social Commission for Western Asia (ESCWA), on the sidelines of the 80th session of the United Nations General Assembly in New York.The meeting dealt with areas of cooperation between the State of Qatar and ESCWA in sustainable development, empowering the most vulnerable groups, and supporting humanitarian efforts in the region.During the meeting, Dr. Al Misnad reaffirmed the State of Qatar's interest in strengthening partnerships with regional and international organizations to achieve common goals in development and economic prosperity.For her part, Dr. Dashti praised Qatar's active role in supporting development and humanitarian work and emphasized ESCWA's commitment to expanding avenues of cooperation with Qatar.Both sides agreed to continue coordination and consultations on future programs and initiatives that serve economic and social development in the region.

The Spokesperson for the UN Secretary-General Stephane Dujarric affirmed that the State of Qatar is a very important component of international cooperation for the United Nations, both in terms of diplomacy in its mediation efforts and in terms of humanitarian work. In an exclusive interview with Qatar News Agency (QNA), Dujarric stated that Qatar is one of the largest supporters of the UN agencies working in the humanitarian and relief field, stressing that "Qatar should be an example to other member states at a time when humanitarian donations have gone down. He noted that Qatar's signing of a multi-year funding mechanism with the United Nations is much appreciated, given the growing global humanitarian needs. He added that Qatar has played an extremely important role in facilitating the delivery of humanitarian aid, not only through funding but also by ensuring that assistance reaches those in need. "In that sense, Qatar has been very useful," he said. In this context, the UN spokesperson also said that they look forward to the State of Qatar hosting the World Summit for Social Development later in November, adding that the UN Secretary-General António Guterres will participate in the summit. Regarding the recent Israeli attack targeting the State of Qatar, Stephane Dujarric said, "it is obvious to all the esteem in which Qatar's role as a mediator is held because there was uniformity in condemnation, uniformity in expressing solidarity with Qatar," recalling that the UN Secretary-General was quick to condemn this violation of Qatar's territorial integrity and national sovereignty, and that the Security Council also held a meeting and unanimously approved a press statement condemning the attack and expressing solidarity with Qatar, noting that this a rare occurrence in this era. On the main issues to be discussed at the 80th session of the United Nations General Assembly, the spokesperson explained that this year is particularly significant as it coincides with the 80th anniversary of the organization's establishment following World War II. He pointed out that the Secretary-General has put forward a reform agenda aimed at making the UN more effective, flexible, and responsive to the needs of peoples. He added that the Secretary-General's speech to the General Assembly will emphasize that this is a time for choice, and that member states must choose diplomacy, human rights, and climate justice, and choose for humanity to control technology rather than technology controlling humanity. He averred that bilateral cultural cooperation is embodied in outstanding initiatives under the superintendence of the Ministry of Culture and Qatar Museums, alongside US institutions, particularly Virginia Commonwealth University (VCU), noting the annual technical exhibition VCU organizes to showcase the artworks of artists and students from VCU's branch campus in Doha for a broader US audience, which literally positions itself as a cultural bridge between the two communities. Al Nuaimi delved into the foremost educational projects currently ongoing, noting the existing cooperation between Qatar University (QU) and several US universities to implement joint student projects. He emphasized that Qatari and US students are working together on research and academic tasks, which are assessed as part of their educational curricula. The Ministry of Education and Higher Education regularly participates in prestigious academic conferences such as the NAFSA Annual Conference and Expo and the Washington Higher Education Council, which promote Qatar's presence in the academic and global arenas, he highlighted. The Qatari educational missions in the US would project an honored image of the Qatari and Islamic identity if this identity were correctly and systematically pitched, he underlined.Al Nuaimi further outlined that the Attache performs a significant role and operates to provide all kinds of support for scholarship students, in terms of the academic, social, or psychological levels, by helping them focus on their studies and accomplish the excellence that projects an honored image of their homeland.The Attache annually convenes students to regularly check on their situation, either via relaying monthly messages or by reaching out to them and the academic supervisors in US universities directly, to ensure that a supportive and integrated educational environment is in place, assured Al Nuaimi.Al Nuaimi averred that there are steadfast endeavors to enhance academic cooperation between Qatari universities and US ones as part of future plans, through creating practical training opportunities for students while they are on campus, in addition to connecting US universities with Qatari institutions that teach the Arabic language, namely QU and Qatar Foundation.These endeavors, he said, would contribute to broadening the apertures of cultural and academic cooperation, noting the preparation to host an international conference for higher education in Doha in collaboration with key US universities, something that would ultimately open new prospects for academic and research exchange.Finally, Al Nuaimi stressed that the State of Qatar considers investment in education and culture as investment in human capital, laying the groundwork for the national development path. His Excellency President of the 66th Session of the United Nations General Assembly (UNGA) and former High Representative for the United Nations Alliance of Civilizations, Nasser bin Abdulaziz Al-Nasr, affirmed that the State of Qatar plays an active role and has become a key player in peace and development within the United Nations system.His Excellency noted that the speeches of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani before the General Assembly were comprehensive and expressed clear positions that reflect Qatar's commitment to peace and the strengthening of international cooperation, underscoring its active presence in various global issues.In remarks to Qatar News Agency (QNA), HE Al Nasr explained that His Highness the Amir's speeches focused on three main messages in light of current international challenges, particularly the escalation of conflicts, the worsening impacts of climate change, and ongoing food and health security crises.The first message, he said, was a call for calm, preventive diplomacy, and the rejection of the logic of force in resolving disputes -- especially in volatile regions and countries experiencing wars and conflicts.HE Al Nasr added that His Highness the Amir consistently reiterates Qatar's firm position on the need to halt ongoing violations against the Palestinian people, support their just rights and aspirations, and reject all forms of occupation, particularly in the Gaza Strip. He stressed the importance of returning to the 1967 United Nations resolutions, including the establishment of an independent Palestinian state with East Jerusalem as its capital.In this regard, His Excellency emphasized that the continued occupation and bloodshed require urgent international action, pointing out that His Highness the Amir's speeches consistently call for halting Israeli violations, rejecting attempts to impose a fait accompli, ending the siege, stopping aggressive operations, and halting settlement expansion.HE Al Nasr said that the second message centered on the importance of multilateral action and strengthening the role of the United Nations as a unifying platform for achieving peace and sustainable development, at a time of mounting challenges and an urgent need to activate the role of the international organization.The third message, he noted, highlighted Qatar's commitment to the issues of the developing world, particularly in supporting development efforts, education, and youth empowerment. These priorities, he said, are areas where Qatar has demonstrated active engagement through pioneering national initiatives and institutions.The UNGA 66 President commended Qatar's distinguished position within the UN system, noting that its presidency of the 76th Session and assumption of numerous responsibilities as a permanent member of the organization reflect the country's remarkable development in recent years and its emergence as a key player in peace, security, and sustainable development.He further pointed out that Qatar's hosting of major international conferences and its humanitarian and diplomatic initiatives have strengthened its image as an influential and responsible state, regionally and globally, and contributed effectively to advancing the purposes of the UN Charter.On UN reform, His Excellency Al Nasr stressed that it has become an urgent necessity, particularly with regard to the Security Council and other responsibilities of the international organization. He considered Qatar well-placed to contribute to this process by supporting negotiating tracks for reform to make the Council more representative and just, while encouraging greater participation of developing countries in UN decision-making. He also highlighted Qatar's support for innovative partnerships between the UN, the private sector, and think tanks, within the framework of initiatives spearheaded by institutions such as Silatech, Education Above All, and Qatar Foundation for Education, Science and Community Development.Concluding his remarks to QNA, HE Nasser bin Abdulaziz Al Nasr expressed pride in Qatar's growing role in the international system, voicing hope that its participation in the upcoming session of the UN General Assembly would continue the path of excellence and leadership it has pursued at both regional and international levels.

Eng. Mohammed bin Abdulaziz Al-Meer, President of the Public Works Authority, received a delegation from the Saudi Exports Development Authority of the Kingdom of Saudi Arabia, headed by Eng. Saud Al Qablan, Vice President of Export Services. Bilateral relations between the State of Qatar and the Hashemite Kingdom of Jordan are deep-rooted across all levels, including the cultural field, which represents a model of cooperation between the two countries, given their strong historical ties. Cultural cooperation is reinforced by the alignment of political visions between the two countries, offering an exceptional model of bilateral relations, particularly in the cultural sphere, placing the two countries at the forefront of influence both regionally and internationally. Relations between the State of Qatar and the Hashemite Kingdom of Jordan are based on integration and mutual respect, thanks to the wisdom of the two leaderships and their shared visions, which contribute to enriching the cultural landscape and strengthening the Arab cultural identity. Cooperation between the two countries has been strengthened by the recent signing of a number of agreements and partnerships, which have contributed to advancing bilateral cultural relations to broader horizons. During this year, the State of Qatar and Jordan signed a cultural cooperation agreement that includes coordination and joint exchange in all cultural and artistic affairs between the two countries. The agreement was signed on the Qatari side by HE Ambassador of the State of Qatar to the HashemiteKingdom of Jordan Sheikh Saud bin Nasser bin Jassim Al-Thani, while it was signed on the Jordanian side by HE Minister of Culture Ali Al Ayed. The agreement aims to deepen fraternal relations and cooperation to serve the interests of the two brotherly countries, enhancing their bonds in joint Arab action. Historically, the first cultural cooperation agreement between the two brotherly countries was established in 1972, followed by an executive program for cultural cooperation for the years 1995-1997, signed in 1994, and in June 2021, a new cultural cooperation agreement was signed to deepen the bonds of cultural and artistic cooperation. Cooperation between the national libraries of the two countries is no less important than other cultural tributaries. The most prominent forms of this cooperation include the exchange of manuscripts, publications, and scientific information, the restoration of manuscripts, joint library training, the participation of Jordanian publishing houses in the Doha International Book Fair (DIBF), and Qatari participation in the Amman International Book Fair, where the State of Qatar was the guest of honor at the 22nd edition of the Amman International Book Fair. The State of Qatar showcased its distinguished presence at the exhibition through a rich and diverse cultural program that reflects the excellence of the Qatari cultural scene, offering the exhibition's audience an opportunity to explore its most prominent features, as it represents a new chapter in the cultural relations between the two brotherly countries, particularly the ties that connect Jordanian publishers with Qatari cultural institutions concerned with publishing and distribution. It also highlights their joint work through the International Publishers Association (IPA) and the Arab Publishers Association (APA), in which Jordan holds important positions. The Ministry of Culture also participated in the 37th edition of Jordan's Jerash Festival of Culture and Arts, where its pavilion attracted a large turnout from the Jordanian public and festival visitors of various nationalities who came to learn about the various aspects of authentic Qatari culture and heritage, as part of the Ministry's commitment to introducing the world to Qatar's rich heritage through participation in international events and festivals. Jordanian intellectuals and writers have received the lion's share of Qatari literary awards, including the Katara Prize for Arabic Novel and the State Prize for Children's Literature, over multiple editions. Furthermore, over the years, the two sides have exchanged artistic performances, including theater and musical concerts, during major events such as the selection of Doha as the Arab Capital of Culture in 2010, Doha as the Capital of Culture in the Islamic World 2021, and Irbid as the Arab capital of culture for 2022. In addition, a number of popular bands have been hosted to perform at the Souq Waif Spring Festival.

The Supreme Council of the Gulf Cooperation Council (GCC) held an extraordinary session Monday in Doha, chaired by His Highness the Amir Sheikh Tamim bin Hamad al-Thani.The session was attended by Vice President of the United Arab Emirates (UAE), Sheikh Mansour bin Zayed Al Nahyan; Sheikh Abdullah bin Hamad Al Khalifa, the Personal Representative of King of the Kingdom of Bahrain; Crown Prince and Prime Minister of the Kingdom of Saudi Arabia Prince Mohammed bin Salman bin Abdulaziz Al-Saud; Deputy Prime Minister for Defense Affairs of the Sultanate of Oman Shihab bin Tarik bin Taimur Al Said; Crown Prince of the State of Kuwait Sheikh Sabah Khaled Al-Hamad Al-Sabah, and GCC Secretary-General Jasem Mohamed Albudaiwi.The GCC Supreme Council discussed the repercussions of the Israeli aggression against the sisterly State of Qatar and the blatant violation of its sovereignty by Israeli occupation forces, which targeted residential facilities housing members of the negotiating delegation from the political bureau of Hamas. This occurred during the current round of negotiations and the mediation undertaken by Qatar to reach an agreement regarding Gaza. The attack resulted in the martyrdom of Badr Saad Mohammed Al Humaidi Al Dosari, a member of the security services, and caused civilian casualties.he attack also endangered the lives of civilians in a residential area crowded with schools, diplomatic missions, and kindergartens. This constitutes a flagrant assault on the efforts of the international community and its organisations aimed at achieving a ceasefire in the Gaza Strip and the release of hostages and detainees, and is a blatant violation of international law.Here is what they agreed upon: 1. The Supreme Council condemned in the strongest terms the Israeli aggression and the flagrant violation of the sovereignty of Qatar, affirming that this act of aggression represents a dangerous and unacceptable escalation, and a grave breach of the principles of international law and the Charter of the UN.2. The Supreme Council affirmed the complete solidarity of the GCC states with Qatar in all measures it takes to confront this aggression. It stressed that the security of the GCC states is indivisible, and that any attack on one of them is an attack on all, in accordance with the Basic Statute of the GCC and the Joint Defense Agreement, and the readiness of the member states to harness all capabilities to support the sisterly State of Qatar and protect its security, stability, and sovereignty against any threats.3. Proceeding from the principle emphasised by the Basic Statute of the GCC that the security of the Cooperation Council is indivisible, the leaders have directed the GCC Joint Defense Council to hold an urgent meeting in Doha, to be preceded by a meeting of the Higher Military Committee. The purpose is to assess the defense posture of the member states and the sources of threat in light of the Israeli aggression against the sisterly State of Qatar, and to direct the Unified Military Command to take the necessary executive measures to activate joint defense mechanisms and Gulf deterrence capabilities.4. The Supreme Council affirmed that the brutal Israeli aggression against the sisterly State of Qatar constitutes a direct threat to joint Gulf security and to regional peace and stability. The council believes that the continuation of these aggressive policies undermines efforts to achieve peace and the future of existing understandings and agreements with Israel, due to the serious repercussions this carries for the stability of the entire region.5. The Supreme Council warned that Israel's persistence in its criminal practices and its flagrant disregard for all international norms, laws, and the Charter of the UN, will lead to serious repercussions that threaten regional and international peace and security. The Supreme Council called on the Security Council, the international community, and influential nations to assume their full responsibilities and take firm and deterrent measures to stop these violations, which have undermined the prestige of international law and the authority of its institutions. The Supreme Council underscored that these actions represent a dangerous precedent that should not be overlooked or allowed to pass without the imposition of deterrent international sanctions.6. The Supreme Council stressed the necessity for the international community to fulfill its moral and legal responsibilities and to act urgently to deter Israel and put an end to its repeated violations of international law and international humanitarian law, which constitute a direct threat to the security of the region and to international peace and stability. It called on all countries and international organisations to condemn this sinful aggression and to take deterrent measures that ensure respect for the sovereignty of Qatar and the protection of civilians, both citizens and residents.7. The Supreme Council commended the efforts made by the security authorities, the Civil Defense, and the competent agencies in Qatar for their immediate handling of the incident, containing its repercussions, and safeguarding the safety of citizens and residents.8. The Supreme Council affirmed that this attack obstructs the tireless efforts undertaken by Qatar and its role in mediating a ceasefire in the Gaza Strip, the release of hostages and detainees, and the alleviation of the suffering of the brotherly Palestinian people. It underlined that the repeated Israeli aggressions against several countries in the region constitute a serious obstacle to international and regional efforts aimed at establishing security, peace, and stability.9. The Supreme Council stressed the necessity of adhering to the foundations and principles stipulated in the Charter of the UN, international treaties and agreements, the principles of good neighbourliness, respect for the sovereignty of states, non-interference in their internal affairs, resolving disputes by peaceful means, and refraining from the use or threat of force.10. The leaders expressed their thanks and appreciation to the brotherly Arab and Islamic nations, and to friendly countries in the international community, which were quick to condemn the brutal Israeli aggression and declare their solidarity with Qatar. They affirmed that these positions reflect a collective commitment to rejecting the violation of states' sovereignty and to supporting efforts aimed at protecting regional and international security and stability.11. The Supreme Council called upon the peace-loving nations of the world to condemn the brutal Israeli aggression against Qatar and its attempts to obstruct international efforts and diplomatic solutions aimed at stopping Israeli attacks and the crimes of genocide it practices in the Gaza Strip. These crimes, the Supreme Council underscored, include systematic policies of displacing and starving the population, disrupting the work of international relief and humanitarian organisations operating in the Gaza Strip, and killing journalists, medical and ambulance crews, rescue teams, and humanitarian workers. The Supreme Council stated that this requires the consolidation of all international efforts to deter these criminal acts.

HE Prime Minister and Minister of Foreign Affairs affirmed during the meeting that the State of Qatar will take all necessary measures to protect its security and preserve its sovereignty in the face of the blatant Israeli attack. For his part, the Lebanese Minister of Foreign Affairs reiterated his country's solidarity with the State of Qatar, describing the Israeli attack as a violation of Qatar's sovereignty and international law.
