Doha Bank, KKR announce MoU to explore strategic partnership in Qatar

Doha Bank and global investment firm KKR has announced a memorandum of understanding (MoU) to explore a strategic partnership that includes potential opportunities to expand access to KKR’s private markets strategies for eligible Qatari investors, as well as opportunities for broader institutional collaboration.The MoU establishes a framework for Doha Bank and KKR to explore collaboration across KKR’s private equity, infrastructure, credit and real estate capabilities, including potential opportunities for Doha Bank to make KKR investment strategies available to eligible clients.In addition, Doha Bank and KKR intend to explore a deeper institutional partnership, with shared ambition to build a comprehensive, long-term relationship that cements the close ties between the two institutions.The MoU was signed by Doha Bank Group CEO Sheikh Abdulrahman bin Fahad bin Faisal al-Thani and KKR Middle East partner and chairman David Petraeus at the Qatar Economic Forum UNGA Special Edition in New York, ahead of the United Nations General Assembly High-level Week.Sheikh Abdulrahman said, “This memorandum of understanding marks another milestone in Doha Bank’s ongoing commitment to creating exceptional opportunities for our customers through strategic partnerships with leading global investment institutions.“By leveraging KKR’s internationally recognised expertise across private equity, infrastructure, credit, and real estate, we aim to provide our customers with access to world-class investment solutions, insights, and capabilities. This collaboration reflects our commitment to supporting Qatar’s economic development and contributing to the objectives of Qatar National Vision 2030.”Petraeus, who is also chairman of KKR Global Institute, said: “Qatar has built a dynamic and increasingly diversified economy, underpinned by strong fundamentals, a bold strategic vision, and reforms that have delivered remarkable growth in a short period of time.“We have been steadily deepening our presence across the Middle East by building local investing capabilities and long-lasting strategic relationships with key clients and partners. This strategic partnership with Doha Bank will further strengthen our commitment to the region and presence in Qatar.”Mark Danzey, partner, head of KKR’s EMEA Capital Markets team and Global co-head of Debt Capital Markets, said: “Qatar represents a genuinely exciting opportunity for global investors, and this partnership reflects our conviction in both the market and in Doha Bank as an institution. Bringing together KKR's expertise across multiple asset classes and Doha Bank's client reach and financial platform creates a great number of strategic partnership opportunities.”The MoU reinforces Doha Bank’s commitment to providing its customers with access to leading investment opportunities and tailored financial solutions. The partnership aligns with the Bank’s broader vision of delivering customer-centric banking services and innovative wealth management offerings.Notably, KKR has maintained a regional presence since 2009 and has executed a series of transformative investments. In 2025, KKR appointed Petraeus as chairman of KKR Middle East and established a dedicated investment team led by Julian Barratt-Due, managing director and head of Middle East Investing.

QCB governor reiterates Qatar’s commitment to long-term economic expansion

Qatar remains committed to advancing its long-term economic expansion plans, including a new energy project that will double liquefied natural gas production capacity to 145mn tonnes per year by 2030 despite the damage sustained by facilities.The commitment was highlighted Sunday during an interview featuring Qatar Central Bank Governor His Excellency Sheikh Bandar bin Mohammed bin Saoud al-Thani with Bloomberg TV on the sidelines of the Special Edition of the Qatar Economic Forum 2026, Powered by Bloomberg, convened in New York alongside the UN General Assembly.“The non-hydrocarbon sector grew by 3.5% despite regional challenges, while the State of Qatar successfully reduced its debt-to-GDP ratio from 60% to 40%, while maintaining a sovereign credit rating of AA,” noted Sheikh Bandar, who is also chairman of the Qatar Investment Authority (QIA).He said the contribution of the non-hydrocarbon sector to GDP increased from 40% in 2011 to approximately 70% in recent years, supported by the accumulation of fiscal surpluses over the past years, as well as the establishment of reserves and funds that provide the economy with greater resilience in addressing the challenges.According to Sheikh Bandar, Qatar enjoys a strong external financial position and substantial reserves held by the central bank, alongside operating one of the largest sovereign wealth funds globally.These financial strengths enhance the country's ability to navigate challenges and capitalise on growth opportunities as regional conditions improve, he pointed out.“The Qatar Investment Authority is pursuing a long-term investment strategy aimed at creating sustainable value for future generations, with an increasing focus on technology, artificial intelligence, and innovation, particularly in the US, while continuing to invest across a range of sectors in support of its broader diversification strategy,” he said.Meanwhile, the QCB is implementing 18 artificial intelligence projects, four of which have been completed, Sheikh Bandar noted.“These projects have contributed to reducing costs and accelerating workflows, while the QCB remains committed to continued investment in this technology and to leveraging its potential to further develop and enhance its operations,” he said.Sheikh Bandar added that the central bank remains committed to continued investment in technology to enhance its overall operations.

Barclays, UBS back BoE hikes as inflation risks mount

Barclays and UBS Global Research expect the Bank of England to hike interest rates as soon as November, saying rising inflation risks point to a quicker resumption of policy tightening after the central bank kept rates steady.The BoE kept interest rates on hold at 3.75% on Thursday as anticipated, but also predicted that inflation could top 4% early next year. Its meeting minutes also struck a more hawkish tone, signalling the BoE could join its European and US counterparts in raising borrowing costs.The brokerages join peers including JP Morgan in expecting rate hikes in November 2026 and February 2027 following the meeting."We think the BoE will conclude that higher inflation and the potential hit to its credibility would be more costly than tightening now and finding inflation less persistent than expected," UBS economists led by Anna Titareva said in a note.Following the hikes, UBS also sees the central bank starting to cut rates in the fourth quarter of 2027 and proceeding at a quarterly pace, eventually bringing the bank rate back to 3.25% by the third quarter of 2028.The expectations come as the widening conflict in the Middle East has fueled concerns over renewed inflation pressures, leaving central banks worldwide grappling with the risk of persistent price growth.The Bank of Japan also raised rates to a 31-year high on Friday and signalled its readiness to keep pushing up borrowing costs."The energy outlook has changed dramatically in the last few weeks, especially in the medium term," strategists at Barclays said in their note on Thursday.Markets are pricing in a 63% chance of a BoE hike in November, with another increase expected in December, according to LSEG data.However, Goldman Sachs, which also expects a November hike, noted that softer economic data or a decline in energy prices could still keep policymakers on hold.Morgan Stanley expects the BoE to be on a prolonged hold, provided energy prices ease, while BofA Global Research said any additional rate hike would likely serve as a precaution against inflation risks rather than signal a broader tightening cycle.

EU banks must be bigger, have deeper capital market, to compete with US, say top officials

European banks need greater scale and deeper capital markets if they are to compete with US rivals, senior European officials said on Friday, as the European Union looks to strengthen its position in an increasingly competitive global economy.EU finance ministers and central bank governors were meeting in Dublin to discuss a European Commission report that called for less political interference in bank mergers and the removal of barriers to cross-border banking within the bloc."If European banks want to compete directly with large US banks in that area, they need to be able to operate on a much larger scale in a deeper capital market," European Central Bank Vice-President Boris Vujcic told Reuters.Vujcic said EU banks compared well with US peers on liquidity, capitalisation, profitability and efficiency, but lagged in trading and post-trading activities rather than traditional lending and deposit-taking."That is an area where scale really matters," he said.One of the most high-profile cases of political interference in bank mergers in Europe happened in June when Germany rejected an offer from Italy's UniCredit to take over Commerzbank. UniCredit began its pursuit of Commerzbank in September 2024, but it has faced strong opposition — highlighting how hard it is to pull off cross-border banking deals in Europe."Greater integration and further cross-border consolidation would give European banks the scale to invest, innovate and compete," eurozone finance ministers' chair Kyriakos Pierrakakis said. "We need European banking champions capable of competing globally."Pierrakakis said the largest US banks invest more than two-and-a-half times as much in information technology relative to their assets as European lenders, a gap that matters in areas such as artificial intelligence, digital payments and cybersecurity.Vujcic pushed back against calls from some bankers for lower capital requirements, saying this would not necessarily boost lending and could instead fuel share buybacks.Instead, he said the EU should complete its banking union and savings and investments union to create a truly integrated financial market."The European financial market remains highly fragmented in many ways," Vujcic said, citing differing tax regimes, rules and legal systems that raise costs and reduce efficiency.

AlRayan Bank launches execution phase of its G2B digital integration initiative

AlRayan Bank has announced the launch of the execution phase of its Government-to-Bank (G2B) Digital Integration Initiative. The initiative was aimed at developing an advanced model for digital integration with relevant government entities and leveraging trusted data and modern technologies to enhance banking services, improve operational efficiency, strengthen risk management, and support fraud prevention capabilities.  It has now entered the execution phase, with the bank continuing to complete the necessary technical, operational, and governance requirements in coordination with the relevant government and regulatory entities. This milestone supports the development of a more efficient, secure, and scalable banking infrastructure. The initiative aims to establish an advanced digital framework that, in line with approved regulatory requirements and authorised access rights, enhances verification processes, enables the secure utilization of trusted data, simplifies procedures, improves customer experience, and increases operational efficiency.  It also represents a long-term strategic investment in the bank’s digital infrastructure, strengthening its ability to develop future services and leverage data and modern technologies to support innovation and decision-making. The initiative is expected to reduce reliance on paper-based documents and manual processes, accelerate verification and decision-making procedures, and improve service efficiency and long-term productivity.  Fraud risk management is one of the key pillars of the initiative. Secure data integration is expected to enhance verification capabilities, facilitate the early detection of risk indicators, fraud attempts, and identity theft, while supporting the development of more proactive solutions to protect customers and reduce potential losses. The initiative will also strengthen the bank’s ability to utilise trusted data for customer identity verification and the early detection of suspicious activities, enabling faster and more accurate decision-making while enhancing customer confidence in the bank’s digital services.  Fahad bin Abdulla al-Khalifa, Group CEO, said: “As the initiative enters the execution phase, we are laying the foundation for a scalable digital platform that enhances customer experience, improves operational efficiency, and strengthens both risk management and fraud prevention capabilities.”  Houssam Itani, Group Chief Strategy and Technology officer, said: “Secure integration with trusted data sources is a key enabler for delivering faster and more agile digital services, while maximising the value of data in decision-making and enhancing customer experience.”  Abdulla Yousef al-Sherawi, assistant general manager, Fraud Risk Management, said: “This initiative represents an important step towards building more advanced identity verification and fraud prevention capabilities through the effective use of digital integration and trusted data. It will also support the development of more accurate and effective models for risk management and the security of digital services.”  AlRayan Bank continues to implement the initiative in coordination with the relevant government and regulatory authorities, in accordance with approved information security, data protection, privacy, and governance requirements.  The initiative reflects the bank’s commitment to supporting Qatar’s digital transformation journey and contributing to the development of a more connected, efficient, and resilient financial ecosystem, in line with the objectives of Qatar National Vision 2030.

US labour market on solid footing; rising mortgages pressuring housing sector

The number of Americans filing new claims for unemployment benefits unexpectedly fell last week, though the decline was likely exaggerated by the Labor Day holiday, with the underlying trend pointing to continued labour market stability.The labour market has regained its poise after wobbling through much of summer. That gives the Federal Reserve room to focus on fighting inflation stemming from the Middle East conflict. The US central bank on Wednesday raised interest rates for the first time since July 2023 and flagged further increases in borrowing costs in the months ahead."The exceptionally depressed number last week might reflect seasonal adjustment issues related to Labor Day, but the underlying picture remains encouraging," said Samuel Tombs, chief US economist at Pantheon Macroeconomics. "For now, then, the Fed will remain laser-focused on inflation."Initial claims for state unemployment benefits dropped 10,000 to a seasonally adjusted 196,000 for the week ended September 12, the lowest level since mid-July, the Labor Department said on Thursday. Economists polled by Reuters had forecast 208,000 claims for the latest week.The surprise drop likely reflected volatility around last Monday's holiday. Claims are difficult to adjust for seasonal fluctuations around moving public holidays. The four-week moving average of claims, considered a better measure of labour market trends as it irons out week-to-week volatility, fell 2,750 to 203,250 last week.Fed Chairman Kevin Warsh singled out the labour market as "one basic sign of strength," adding that policymakers believed "that the unemployment rate is basically running consistent with full employment." The Fed's overnight benchmark interest rate was hiked by 25 basis points to the 3.75%-4.00% range.The claims data covered the week during which the government surveyed employers for the nonfarm payrolls component of September's employment report. The four-week average of claims was little changed between the August and September survey weeks, suggesting steady labour market conditions.Nonfarm payrolls increased by 162,000 jobs in August after job growth slowed sharply in the prior three months. The claims report showed the number of people receiving unemployment benefits after an initial week of aid, a proxy for hiring, dropped 39,000 to a seasonally adjusted 1.730mn during the week ended September 5, the lowest level since January 2024.Economists said the so-called continuing claims had also been impacted by seasonal adjustment issues."Continuing claims are at similar levels to May 2023, a time when the unemployment rate was only 3.6%," said Abiel Reinhart, an economist at JPMorgan. "The pattern of residual seasonality in continuing claims is different than for initial claims, and continuing claims could edge higher again starting in late September."The unemployment rate was at 4.1% in August. It is being held down by low layoffs and a smaller labour force, amid slow population growth, retirements and a clampdown on immigration. Economists say businesses remain hesitant to boost hiring in the face of headwinds, including the US-Israeli war with Iran, which is driving up oil prices and stoking inflation.Rising inflation is boosting mortgage rates, putting pressure on the housing market.A separate report from the Commerce Department's Census Bureau on Thursday showed permits for the future construction of single-family homes dropped 1.8% in August to a seasonally adjusted annualized rate of 878,000 units. Building permits increased 1.3% on a year-over-year basis.The decline over the month in permits followed on the heels of news on Wednesday of a slump in single-family homebuilder sentiment to a one-year low in September.The National Association of Home Builders blamed the deterioration in morale on rising mortgage rates as well as worsening labour shortages because of an immigration crackdown and higher prices for materials amid import tariffs.The average rate on a 30-year fixed-rate mortgage has jumped nearly 100 basis points since the Middle East war started. It averaged 6.95% in the latest week, the highest level since January 2025, data from mortgage finance firm Freddie Mac showed.The drop in permits overshadowed a 7.6% surge in single-family homebuilding to a rate of 918,000 units. Single-family housing starts increased 5.2% year-over-year in August.Building permits for housing projects with five units or more, a very volatile segment, dropped 3.1% to a rate of 467,000 units last month. Overall building permits fell 2.7% to a rate of 1.394mn units. They increased 3.5% on a year-over-year basis in August.Multi-family homebuilding plunged 22.5% to a rate of 344,000 units in August. Multi-family housing starts decreased 15.5% on a year-over-year basis. Overall housing starts fell 2.6% to a pace of 1.275mn units. They decreased 1.2% on a year-over-year basis in August. Residential investment has contracted in five of the last six quarters.
