Civil Services and Government Development Bureau launches national training and career development plan

The Civil Services and Government Development Bureau, represented by the Institute of Public Administration, has launched the National Training and Career Development Plan for 2026, as part of its ongoing efforts to strengthen the human development system and enhance the efficiency of human capital in the government sector.On this occasion, Director of the Institute of Public Administration Maha Al Marri affirmed that the National Training and Career Development Plan for 2026 embodies a strategic approach to building human capital within the government, in line with the Third National Development Strategy, through an integrated competency-based training system aimed at achieving tangible impact at the level of institutional performance. She added that the Institute of Public Administration is working to create a supportive environment for the effective implementation of the plan, in partnership with government entities, thereby enhancing institutional excellence in the State of Qatar.The new national plan comes in response to a fundamental shift in the state's vision for training and career development. It is based on the recent amendments to certain provisions of the Executive Regulation of Civil Human Resources, and reflects a transition from training linked to job grade to training linked to competencies and their levels. This shift contributes to enhancing the effectiveness of training programs and directly linking them to performance evaluation outcomes and individual development plans.The plan is built on a competency-based professional development methodology, through flexible training programs that include in-person training and asynchronous e-learning. It also allows employees to choose programs aligned with their career paths across three main tracks: leadership, specialized, and technical and clerical roles. These tracks cover behavioral, leadership, and technical competencies across four levels-beginner, intermediate, advanced, and expert-within an integrated career development framework that combines training, performance evaluation, and career planning.

Kahramaa to implement new GCC Regulation for water conservation devices

As part of its ongoing efforts to promote sustainability, Qatar General Electricity and Water Corporation “Kahramaa”, in collaboration with the Qatar General Organization for Standards and Metrology (QGOSM), has announced the implementation of the GCC technical regulation for water conservation devices in Qatar. The corporation confirmed that compliance will be mandatory for all products covered by the regulation starting from February 24, 2026, ensuring alignment with national sustainability goals and enhancing water efficiency in Qatar under the unified GCC framework. The regulation encompasses a wide range of devices and products, including showerheads, shower faucets and mixers, public and private restrooms faucets and mixers, ablution area faucets and mixers, kitchen faucets and mixers, bidet faucets and mixers, flow regulators attached to sanitary fixtures, squat toilet flushing tanks, and single-flush or dual-flush toilets. All these products must meet stringent technical requirements to ensure water efficiency and compliance with GCC standards. The regulation also mandates the placement of the GCC Green Label on every covered product. This label provides essential information such as water consumption rate (in liters per minute or per flush), the GCC conformity mark with a traceability code (GCTS) for electronic verification of product registration data, and a star rating (4 or 5 stars) indicating the level of water efficiency. This system aims to empower consumers to make informed purchasing decisions and select the most efficient products, thereby reducing water wastage and supporting sustainability objectives.Kahramaa urges all suppliers to prepare early and complete conformity procedures in accordance with international standards under Article 20 of the regulation. Manufacturers are required to implement conformity assessment procedures based on ISO/IEC 17067 through an accredited third party chosen by the manufacturer to issue the conformity certificate and green label after reviewing technical documentation and testing representative samples. This process must be repeated every three years. The regulation specifies that the responsibility for conformity lies with the manufacturer, not the importer, while linking importer data at the national level across GCC countries.Through its national program for conservation and energy efficiency “Tarsheed”, Kahramaa continues to conduct awareness campaigns targeting suppliers about technical requirements and necessary documentation, including the use of the green label and GCTS code at points of sale. A comprehensive workshop will be held on December 16, 2025, bringing together suppliers and all relevant stakeholders to explain implementation mechanisms and address technical inquiries. Kahramaa and QGOSM call on all suppliers and stakeholders to ensure early preparation and full compliance with the regulation, verify product readiness and technical files, and complete conformity procedures to obtain the green label before market launch. This initiative is part of “Tarsheed” program launched by Kahramaa in 2012, which has achieved significant milestones in improving electricity and water efficiency and promoting a culture of sustainability. The corporation continues its efforts, in collaboration with regulatory bodies and market partners, to raise awareness on electricity and water conservation, update information on water-related devices, and streamline GCC conformity procedures, ensuring product quality and preserving national resources for future generations.

The partnership is part of QNB's firm commitment to supporting the SMEs sector and economic diversification to achieve sustainable growth in line with Qatar National Vision 2030

The Gulf Studies Centre at College of Arts and Sciences, Qatar University (QU), organised the 10th edition of its annual multidisciplinary conference, bringing together researchers, policymakers, and experts from academic institutions across the Gulf region and beyond.Under the theme ‘Bridging Tradition and Progress’, this year’s conference featured more than 10 speakers from QU and other regional and international universities, including Kuwait University, Abu Dhabi University, Bahrain University, Lebanese University, Colombia University, Oxford University, and the University of Edinburgh, in addition to experts from Unesco.Through seven specialised academic sessions, participants discussed topics related to family, artificial intelligence (AI), cultural diplomacy, law, language, and other issues connected to social transformations in the region. The sessions addressed themes related to national identity amid globalisation, the role of the family in social and economic development, and the relationship between modernisation and cultural continuity. The discussions highlighted the challenges faced by Gulf Co-operation Council (GCC) countries as they work to balance modernisation requirements with the preservation of heritage and social traditions. In her remarks, Dr Fatima Ali al-Kubaisi, Dean of the College of Arts and Sciences at QU, noted that culture, national identity, and the role of the family form essential pillars of national development, making the integration of cultural discourse into development strategies a necessity across the region. She said the college’s commitment to expanding research efforts focused on national identity in the context of rapid global change. She added that the conference deepens understanding of developmental trajectories in Gulf societies and strengthens the exchange of expertise while drawing on international models in identity and cultural studies. This, she said, reinforces QU’s standing as a leading research destination in the region. Dr Maryam al-Kuwari, director of the Gulf Studies Centre at QU, noted that the conference themes address a wide range of issues, including national identity in the context of globalisation, the role of the family in social and economic development, and the relationship between modernisation and cultural continuity.

Qatar Charity delivers food aid to 130,000 IDPs in Gaza

Qatar Charity (QC) has completed a new round of food assistance for internally displaced persons (IDPs) in Gaza, distributing 26,000 food baskets that benefited around 130,000 people. The initiative was funded by generous donors in Qatar through the campaign "Labbeh Gaza: Commitment and Solidarity".QC said the aid aims to ease the severe humanitarian crisis and improve food security for families affected by the blockade and two years of the war.Gaza continues to face acute shortages of essential supplies, with the UN declaring a widespread famine in August, the first ever in the Middle East. According to UN agencies, over 500,000 people are trapped in famine conditions, while 91% of Gaza's population, around 1.95mn people, suffers from extreme food insecurity, according to the Integrated Food Security Phase Classification (IPC).Each basket contains basic food supplies sufficient for a family for about a month.Beneficiaries expressed gratitude, calling the assistance "a timely lifeline" and "a message of solidarity from hearts that never forget." Qatar Charity continues to urge donors to support its ongoing "Labbeh Gaza" campaign.Contributions can be made via the organisation's website and mobile app, through its home collection service, by dialling 44290000, or by visiting its branches and representatives in commercial centers. As part of Qatar's land bridge of humanitarian aid, a recent shipment of relief supplies, including shelter tents and essential items, crossed the Rafah border to help ease the suffering of Gazans, especially with winter approaching and temperatures dropping.
