Qatar pushes for data-driven, impact-focused law-making

The General Secretariat of the Council of Ministers Sunday held its Legal Integration Forum, marking World Law Day and building on the outcomes of the previous edition in expertise-sharing, capacity-building, and strengthening legal work across government entities.The forum examined the role of the Cabinet, ministries, and government entities in drafting, reviewing, and referring bills in accordance with constitutional procedures, alongside implementing legislation and measuring its impact after enactment.It opened with a panel on legislation as a tool for implementing national strategies, featuring His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa al-Hassan al-Mohannadi and His Excellency President of the Civil Service and Government Development Bureau and Secretary-General of the National Planning Council Dr Abdulaziz bin Nasser bin Mubarak al-Khalifa.The panellists discussed aligning government legislative projects with national priorities from the preparation stage, strengthening the link between strategic planning, public policy, and legal frameworks in support of the Third National Development Strategy (NDS3) and Qatar National Vision 2030.They stressed linking projects to measurable outcomes, assessing legislation's impact post-enactment, and improving performance efficiency through integration and governance, alongside developing a flexible legal environment supportive of competitiveness and the business climate.Discussions also covered how high-quality legislative proposals and effective implementation can boost Qatar's standing in international indicators on governance, regulatory policy, and the rule of law, and how data and the National Statistics Centre can better inform policymaking and legislative development.A second panel addressed legal and treaty frameworks and international agreements, with Assistant Secretary-General for Legislative Affairs at the General Secretariat of the Council of Ministers Abdulaziz Mubarak al-Buainain, Assistant Undersecretary for Agreements and International Co-operation at the Ministry of Justice Khalid Mohammed al-Khamis al-Obaidli, and Director of the Shura Council Affairs Department at the General Secretariat of the Council of Ministers Fatma Abdullah al-Buainain.The session reviewed progress in the government's bill-drafting system, from planning and drafting through referral, followed by monitoring implementation and assessing impact, and discussed standardising co-ordination mechanisms among relevant entities on treaties and international agreements, ensuring international obligations remain consistent with national priorities.Two presentations followed. Director of the Legislation Department at the Council of Ministers Secretariat General Majed Hassan al-Ghanem outlined the methodologies and procedures underpinning government legislative proposals and standardising practices across preparation and review stages.Acting Director of the Legislative Research and Follow-up Department at the General Secretariat of the Council of Ministers Dr Maryam Jassim al-Khater addressed post-enactment monitoring, stressing the importance of measuring legislation's impact and assessing whether it achieves its intended objectives.The forum closed with recommendations including strengthening links between legislative planning and national strategies, activating early co-ordination among relevant entities, standardising preparation, review, and referral practices, developing methodologies to assess legislative impact both before referral and after enactment, and leveraging data and technology to improve legislative quality and implementation.The key takeaway was the need for a coordinated approach spanning the full legislative cycle, from planning and drafting to implementation and impact assessment, underpinned by consistent practices and reliable data.The forum reflects the General Secretariat of the Council of Ministers' drive to build an institutional, proactive system for preparing, drafting, and reviewing legislation, and measuring its impact in support of NDS3 and Qatar National Vision 2030.

PHCC launches Patient Safety Campaign 2026

The Primary Health Care Corporation (PHCC) is launching its 2026 Patient Safety Campaign, on September 17-23, as part of Qatar Patient Safety Week and in conjunction with World Patient Safety Day, observed annually on September 17.This year’s observance is held under the theme Safe Care for Noncommunicable Diseases and the global message Safe Care for Life, highlighting the importance of providing safe and continuous care for people living with noncommunicable diseases, including diabetes, hypertension, cardiovascular diseases, cancer, chronic respiratory diseases and other conditions that require long-term follow-up and management.Dr Amal Abdullah al-Ali, the executive director of quality, patient safety and innovation at the PHCC, emphasised that patient safety is a strategic priority for the corporation.She noted that improving the safety of care for people living with noncommunicable diseases requires a genuine partnership between patients and healthcare providers, alongside a sustained commitment to quality- and safety-based practices throughout the patient journey.Nawal Khattabi, the director of risk management, patient safety and patient engagement at the PHCC, said that the campaign aims to raise awareness of the importance of prevention, early detection, regular follow-up and adherence to treatment plans.It also seeks, she said, to empower patients to play an active role as partners in their own healthcare safety, helping reduce risks, improve health outcomes, and enhance quality of life.PHCC health centres are hosting a series of awareness activities and events alongside the campaign, including educational booths for patients and visitors, workshops and training programmes for healthcare professionals, and educational and digital materials shared through PHCC’s social media platforms.These activities aim to promote awareness of patient safety and best practices in chronic disease management.The campaign also features interactive competitions and daily awareness messages targeting different community segments.In addition, PHCC headquarters and several PHCC health centres will be illuminated in orange, the internationally recognised colour of World Patient Safety Day.

6th World Conference on International Arbitration to kick off on November 3

The Qatar International Centre for Conciliation and Arbitration (QICCA) at Qatar Chamber will host the ‘6th World Conference on International Arbitration’ on November 3–4 at the Fairmont Doha Hotel.Under the patronage of the Prime Minister and Minister of Foreign Affairs His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani, the conference will be held under the theme: ‘ADR in a Changing World: From Judicial Oversight to AI’.Sheikh Dr Thani bin Ali al-Thani, vice chairman of QICCA and chairman of the Conference Organising Committee, affirmed that hosting the sixth edition of the conference reflects Qatar’s growing stature as a leading regional and international hub for dispute resolution. He noted that Qatar continues to advance the alternative dispute resolution (ADR) framework in line with global best practices and standards.He explained that the conference is being organised in cooperation with the UN Commission on International Trade Law (UNCITRAL) as a co‑organiser, with the support and active participation of several prominent international and regional institutions, including the World Bank’s International Centre for Settlement of Investment Disputes (ICSID), the Permanent Court of Arbitration (PCA), the Oman Arbitration Centre, and the Cairo Regional Centre for International Commercial Arbitration (CRCICA).He said this broad institutional participation underscores the conference’s importance as a key platform for dialogue and the exchange of expertise in the field of alternative dispute resolution.Sheikh Thani noted that the conference theme reflects the rapid developments taking place in the region in arbitration, conciliation, and mediation. These developments highlight the need for continued international dialogue on the future of ADR and its ability to keep pace with legal and technological transformations.He stated that the conference will bring together leading arbitrators, legal practitioners, academics, and representatives of regional and international dispute resolution institutions to discuss emerging trends and major challenges in international arbitration and ADR.Sheikh Thani emphasised QICCA’s commitment to promoting a culture of arbitration and fostering the exchange of legal and arbitration expertise globally, while contributing to a more efficient and flexible business and investment environment.

Al-Buenain participates in Women in Basketball Forum in Berlin

HE Jassim bin Rashid al-Buenain, Secretary General of the Qatar Olympic Committee and Vice Chairman of the Local Organizing Committee of the FIBA Basketball World Cup Qatar 2027, participated in the Women in Basketball Forum, hosted by FIBA, in the German capital Berlin on Friday, bringing together leading figures, decision-makers and representatives from the sports, media and business sectors. Al-Buenain took part in a panel discussion titled “Beyond the Game: Building a Legacy for the Next Generation,” which explored future opportunities for basketball, ways to expand opportunities for women and girls in sport, and the role Qatar’s hosting of the FIBA Basketball World Cup 2027 can play in supporting the development of the game and creating a sustainable legacy in Qatar and across the region. During the session, al-Buenain stressed that hosting the FIBA Basketball World Cup Qatar 2027 represents an opportunity that goes beyond staging a major global sporting event, contributing to the growth of the game, encouraging future generations to take up basketball and broadening participation in Qatar and across the region. He said: “Qatar 2027 is not about proving that Qatar can host another major sporting event; Qatar has already demonstrated that, repeatedly, over the past two decades. The real opportunity now is to show what happens when world-class infrastructure, experience and innovation come together, and stay together, long enough to become a lasting, mainstream legacy for basketball, for this region, and for the next generation.” He also stressed that the true measure of the tournament’s success goes beyond the event itself to what it leaves behind once the final buzzer sounds. He highlighted the importance of building on Qatar’s world-class infrastructure, experience and capabilities, and leveraging the hosting of the tournament to support the long-term development of basketball, broaden opportunities for participation, and establish a lasting legacy for the game in Qatar, across the region and for future generations. The Women in Basketball Forum explores the opportunities shaping the future of women’s basketball through a series of sessions and discussions addressing key drivers of growth across the sports ecosystem, including investment, leadership, media, fan engagement and commercial innovation, while highlighting the growing role of women’s basketball in shaping the future of sport.

Ingebrigtsen caps comeback with Ultimate Championship 5000m title

Jakob Ingebrigtsen completed a remarkable comeback on Friday, surging to victory in the men's 5,000 metres at the inaugural World Athletics Ultimate Championship just seven months after Achilles surgery had left his campaign in doubt.The Olympic champion pocketed the $150,000 winner's cheque after clocking a season's best 12 minutes 59.24 seconds, producing the trademark late kick that has become his calling card by moving from the back of the field over the closing laps before sweeping past his rivals with 100 metres remaining.A day after writing on Instagram that "a couple of months ago it looked unlikely I'd have a season at all", the Norwegian underlined his return to full fitness with another clinical display."It's very good to be back, I haven't run too many 5000m this year – or too many races in general," Ingebrigtsen said. "Maybe a little bit extra nervous today ... amazing to do sub-13 (minutes)."The 25-year-old crossed the line, casually stopped the time on his watch, and wagged one finger at the crowd in celebration after holding off Olympic 1,500m champion Cole Hocker, who finished second in 13:00.05, while American teammate Parker Wolfe took third in 13:00.13.For much of the race Ingebrigtsen bided his time at the back of the pack, content to let others dictate the pace before methodically working his way forward over the final two laps and unleashing a devastating finishing burst when it mattered most to win by 10 metres.The Ultimate Championship has been introduced to draw new fans, ditching the traditional championship model of three athletes per country in favour of high-stakes fields featuring the world's top-16 runners and top-eight competitors in the throws and jumps.The event's opening night at Gyula Zsivotzky National Athletics Centre wrapped athletics in a glitzy production with bright pink and gold lights, darkened stands and a black infield that made the venue feel more like an enormous stage.There was pounding music and dramatic walkouts – the men's hammer field entered the stadium to "Wrecking Ball" by Miley Cyrus.World Athletics said opening night drew a sold-out crowd of 20,557 fans, with 60% of fans coming from Budapest, while the remaining 40% were international visitors.

Estithmar Holding Q.P.S.C announces Elegancia Arabia Trading secures SAR 829 Million contract for Qiddiya’s Prince Mohammed Bin Salman Stadium, set to host FIFA World Cup 2034

Elegancia Arabia Trading, part of the Contracting and Industries (C&I) operating segment of Estithmar Holding Q.P.S.C., has been awarded the Mechanical Package for the Prince Mohammed Bin Salman Stadium in Qiddiya City, Saudi Arabia, with a contract value of SAR 829 million. The stadium is one of Saudi Arabia’s flagship giga-projects and a designated venue for the FIFA World Cup 2034, reinforcing Elegancia’s growing role in the Kingdom’s infrastructure transformation.Located in Qiddiya City, around 40 minutes from Riyadh, Prince Mohammed Bin Salman Stadium is a futuristic, multi-purpose sports and entertainment venue situated atop the 200-metre-high Tuwaiq cliff. The stadium will feature approximately 47,000 seats for football, with an overall event capacity exceeding 60,900. It is projected to attract 7.6 million visitors annually and host more than 60 football matches each year, alongside major entertainment and cultural events.The climate-controlled venue will be the world’s first fully integrated stadium to combine a retractable roof, pitch and LED wall, enabling year-round operations and adaptation to different event formats. The development will also include more than 50,000 square meters of retail, dining and entertainment space. The venue will integrate advanced energy-efficient systems delivered by Elegancia Electromechanical Services , supporting Saudi Arabia’s commitment to sustainable mega-developments.The Mechanical Package will be executed by Elegancia Electromechanical Services and represents its largest project in Saudi Arabia. The award marks a major milestone in the growth of Elegancia Contracting and Industries in the Kingdom and reinforces its position as a trusted engineering and contracting partner for large-scale and technically complex developments. Elegancia Electromechanical Services will bring its proven expertise in delivering complex mechanical systems for large-scale venues to the execution of the project.Under the contract, Elegancia Electromechanical Services will deliver the heating, ventilation and air conditioning (HVAC), public health, firefighting and Building Management System (BMS) packages. The project is scheduled to run from September 2026 to May 2030 and is expected to involve approximately 3,000 Elegancia employees across different stages of execution.Commenting on the award, Mr. Basel Shaddad, Holding Chief Executive Officer of Estithmar, said:“This award underscores the strength of Elegancia Arabia Trading and Elegancia Electromechanical Services in delivering complex engineering works across the region. The award of the SAR 829 million Mechanical Package to Elegancia Arabia Trading for a FIFA World Cup 2034 venue reflects confidence in our capabilities and our growing role in Saudi Arabia’s Vision 2030 giga-projects.”Mr. Eyad Elkhorebi, Group Chief Executive Officer of Elegancia C&I, said:“Prince Mohammed Bin Salman Stadium is one of the Kingdom’s most advanced venues, and delivering its full Mechanical Package represents a major achievement for Elegancia Electromechanical Services. With approximately 3,000 employees expected to contribute across the project’s different stages, we are committed to executing the HVAC, public health, firefighting and BMS systems to the highest standards of safety, quality and operational excellence.”The award strengthens Estithmar Holding regional platform and reflects the Group’s ability to deploy specialized engineering capabilities across major giga-projects in high-growth markets.

Ultimate Championship as big as Olympics - and more lucrative, says Bolt

Jamaican sprint legend Usain Bolt claimed 19 global titles in a storied career, but he wishes the kind of prize money on offer at the Ultimate Championship from Friday had been available when he was competing. Bolt got rich from appearance fees and endorsements off the track rather than prize money as he claimed treble sprint golds at the 2008, 2012 and 2016 Olympics, also picking up two 4x100m sprint titles.At the world championships, the now 40-year-old won consecutive 100m, 200m and 4X100m relay golds medals from 2009-15, with the exception of 2011 when he false-started. Importantly, the Jamaican, still the world record holder in the 100 and 200m, built up an off-track persona that combined a towering presence alongside his achievements that always ensured he was in high demand.Bolt brought down the curtain on his glittering career at the 2017 world championships in London and the gaping hole he left in track and field has never quite been filled. But he has been brought on board as an ambassador for the inaugural Ultimate Championship in Budapest, a three-day biennial competition launched by World Athletics president Sebastian Coe as a season-ender for a year without a world championships or Olympic Games."I was happy when Seb explained to me that this is what we're doing. It was a no brainer to be a part of it," Bolt said of the Ultimate, with 28 disciplines delivered in a fast-paced, made-for-television format. "I'm sad this is happening now! But I guess that's just one of those things. I'm here to enjoy it and to promote it and just to let the world know that track and field is here to stay."We're going to continue pushing and continue growing the sport itself to bigger and better things. I'm happy to be a part of this and it's going to be great." Incentivising athletesThe Ultimate features an unprecedented $10 million prize money pot, with individual event winners collecting $150,000. Should a sprinter win the 100m, 200m and relay in Budapest, it would make for an impressive payday. "I was having a conversation with Asafa before I came here," Bolt said of former Jamaican teammate Asafa Powell. "We were actually talking about that same thing. I mean, jeez, we missed out on this cash prize!"Bolt added: "I won a few championships and it still does not add up to all the cash. "So, it's big. I think it's good for the sport and it incentivises athletes to come out here and do the best, to show up and to be ready. This is a job for us. This is what we do. So, it's sad I missed out on it but I'm happy for the athletes." Coe's ground-breaking move to award prize money to track and field gold medallists at the 2024 Paris Olympics ruffled some feathers.While the unilateral decision sparked a backlash from within the International Olympic Committee, Bolt argued that it was essential. "We put such big weight on the Olympics," he said. "I fully agree that athletes should be compensated for what they do.It's work. Yes, you're competing for your country, but you're putting your body on the line." Turning to the Ultimate, Bolt said he would have loved to compete. "If you follow my career you know that's what I'm about," he said."For me, I'm about competing against the best. I always show up when it matters. I'm excited because with the Ultimate Championship, you know that the 16 people that show up are the best in the world no matter what event they're doing."I live for this moment, I live for competition, it's something that I always strive for, so definitely it will be something that I look at as big as an Olympics as a world championships, for sure."

'Bragging rights' up for grabs at game-changing Ultimate Championship, says Coe

Global "bragging rights" are up for grabs at the Ultimate Championship in Budapest, World Athletics president Sebastian Coe said on Thursday, hailing the inaugural three-day event as an "incubator for change".The Ultimate will feature 381 athletes from 65 federations competing for unmatched prize money totalling $10mn. Automatic qualifiers for the season-ending Ultimate event include 26 Olympic champions from the 2024 Paris Games, 26 world champions from Tokyo last year and 25 Diamond League winners from the 2026 season, along with the best performers of the year based on the world rankings qualification system.With 2026 having neither a world championships nor an Olympic Games, World Athletics introduced the Ultimate as a way of sealing the season with 28 disciplines delivered in a fast-paced, made-for-television format."We've created a stage that I really genuinely think that our best athletes will respond to," said Coe, a two-time Olympic 1,500m gold medallist for Britain. "There's the bar room, coffee house discussions: who's the best?"Nobody goes into the sport to sort of figure out who's second best. They go in wanting to know who's the best. At the end of these championships, we will have gone a long way to identifying that."There are no few bragging rights involved in this." Extraordinary seasonCoe said the Ultimate was the perfect way to bring an end to what he said had been "an extraordinary season". "I think we will see some compelling competitions, a compelling glimpse into the future and the potential of this sport, which at its best, and we've seen that in the last two weeks, is untouched," he said.The idea behind the Ultimate, he added, was "to spotlight the stars and to create new formats, a reimagined field of play and a reimagined timetable that will eliminate downtime". It was like "a blast furnace, ultimately casting and shaping what our sport can look like going forward and we want to take some of those innovations into the world championships, into the Olympic Games"."We want this to be really the start of an innovative journey through every aspect of our sport." Coe drew criticism by unilaterally introducing prize money for winners of athletics events at the 2024 Paris Olympics. But he insisted Thursday that financial incentives were crucial. "I am unapologetic and we are unwavering in athletics about our support for the athletes and their financial welfare," he said. "It is the third critical pillar that has to sit alongside our mental and physical approach."Jamaican sprint legend Usain Bolt, in his role as an ambassador for the Ultimate nine years after retiring from the track, said it was "great to see track and field going in a different direction"."It's going to be great to see the best of the best," said the eight-time Olympic gold medallist. "This was one of my greatest things. I've always lived to compete against the best and I would strive in this moment."

Ferran Torres, whose goal against Argentina won the World Cup for Spain in July, leads a 30-man list for the men's Ballon d'Or revealed. The 26-year-old who has since joined Paris Saint-Germain is one of six Spanish World Cup winners on the list, alongside 2024 laureate Rodri and last year's runner-up Lamine Yamal.In the women's section, three-time winner Aitana Bonmati did not make the shortlist after breaking her leg midway through the season, but her former Barcelona team-mate Alexia Putellas, the winner in 2021 and 2022 and now a London City Lionesses player, is there.Torres also won La Liga with Barcelona in May but is now teaming up with last year's Ballon d'Or winner Ousmane Dembele at PSG. France international Dembele is one of nine PSG team-mates on the list to have won the Champions League in each of the last two years.With Torres having joined the club, that makes it 10 current PSG players in total on the list. Among them, Fabian Ruiz is the only player to have won the Champions League and World Cup in 2026.Flying Georgian winger Khvicha Kvaratskhelia was one of the stars of PSG's successful Champions League defence, alongside Portuguese midfield pair Vitinha and Joao Neves, and all three are nominated.Eight-time Ballon d'Or winner Lionel Messi received his 17th nomination, but his eternal rival Cristiano Ronaldo did not make the cut this time. Messi helped inspire an ill-disciplined Argentina to the World Cup final, where they took almost 120 minutes to muster their first shot against Spain in a one-sided final.England captain Harry Kane, who won the Bundesliga with Bayern Munich, is included as is his French team-mate and wing wizard Michael Olise. Real Madrid's Jude Bellingham earned his nomination with an impressive World Cup for England, scoring seven goals – matching Erling Haaland's tally and beaten only by Messi (eight) and Kylian Mbappe, on 10.Mbappe is there, after becoming the first player to win the World Cup golden boot a second time, while also scorching to the top of the tournament's all-time record scorer list. Yamal is also nominated in for the Young Talent award, which he has won the last two years. Vozinha, the 40-year-old who was one of the heroes of Cape Verde's fairytale World Cup run, has made the goalkeeper list.Barcelona will also have a handful of contenders for the women's award. Putellas is one of seven players who won the women's Champions League with the club in May to be on the list, including Poland's Ewa Pajor, who scored a brace in the 4-0 final victory over Lyon. Three of the men's nominees play outside Europe. Messi is a MLS franchise Inter Miami and Sadio Mane and Julian Quinones play in Saudi Arabia.The women's award spreads its net a little wider. Zambian Barbra Banda, who plays for Orlando Pride in South Africa, Mexican Scarlett Camberos who plays in her native country and Malawian Temwa Chawinga amd American Rose Lavelle, who play in the NWSL, on the list.The winners will be announced in a ceremony at the London Palladium Theatre on October 26.

China's teenage 223cm basketball player 'just a little girl'

Chinese teenage basketball player Zhang Ziyu stands 223cm (7ft 4in) and towers over opponents at the Women's World Cup -- but off the court she's "just a little girl".That was the assessment of the giant 19-year-old by team-mate Han Xu after China's 74-70 overtime win over the Czech Republic on Sunday in Germany.The teenage centre scored three points in just over 10 minutes on court against a physical Czech side, having been more of a threat against reigning champions the United States in a 94-61 loss to start the tournament.After that defeat, USA superstar Caitlin Clark had warm words for Zhang, saying: "I've never played against a woman of that size and she obviously presented some challenges for us."I think she's a wonderful player and you see how young she is."You can tell she's still growing and learning how to play and how to leverage her advantage, which is her size."There's not much you can do to stop her when she gets it really close to the basket."Zhang's height is listed at 223cm on the website of world governing body FIBA, making her already taller than NBA great Shaquille O'Neal, and even in a sport where height matters, she stands out in women's basketball. ZHANG MIGHT BE DESTINED FOR WNBAZhang might be destined for the WNBA, but Clark and Han warned against placing too many expectations on the teenager."In life she's just a little girl," said Han, who top-scored for China with 22 points against the Czechs."I always want to give her good energy... she can finish to the rim and protect the paint."I think she is a great player and we just keep thinking (about) how to use her better and hope she can be more aggressive."The official website for the Women's Basketball World Cup describes Zhang as "epically tall", noting she first came to international prominence when she was crowned MVP at the U18 Women's Asia Cup two years ago.Footage and images of Zhang looming over her opponents have gone viral online, but Clark said there was more to her than just that."She's still a very young player, but to be this young and to be in a World Cup and to go up against the top players is only going to help her continue to grow," said Clark."So I think if she continues to develop, then there's definitely a place for her."
