Scotland's governing Scottish National Party said Thursday it would introduce a maximum price for "essential" supermarket items such as bread, milk ‌and cheese to help protect voters ​from rising food inflation.The SNP, ‌which runs Scotland's semi-autonomous devolved government, said ‌it would ⁠cap ‌the prices of between ‌20 and 50 products — including eggs, rice and chicken — ⁠if it is re-elected in next month's election.Scotland's leader, John Swinney, said the measures were aimed at easing cost-of-living pressures while also improving public health."People are, quite simply, struggling to afford food," Swinney said at the party’s manifesto launch. "In a rich ​country like Scotland, that is a moral outrage."Companies have warned that higher energy costs linked to the war in ‌Iran are pushing up ⁠prices. Britain's ​food prices are set to rise by almost ​10% this year because of the conflict — about three times faster than previously forecast — the country’s food and drink manufacturers’ lobby said this month.The SNP, which wants independence from the rest of the United Kingdom, is on course to win a majority in next month’s election, according to some polls.The party said in ‌its manifesto that ‌it would "require large supermarkets" to ⁠make one line of listed essential food ⁠items available at the ⁠capped price.The manifesto said it would not require supermarkets "to make every variation of that type of food they stock available at that price".But the Scottish Retail Consortium, which represents supermarkets, called it a "wrongheaded 1970s gimmick", ​a reference to unsuccessful price controls to curb soaring inflation more than half a century ago.In 1972, the then-British prime minister Ted Heath introduced a freeze on wages and prices in a bid to curb inflation. Consumer price inflation peaked in 1975 at 24.5% and it was not until the 1990s that it ‌fell sustainably ​into low single digits.

Vietnam Communist Party boss To Lam was elected president by the National Assembly Tuesday, capping his bid to centralise authority in a nation where senior cadres have traditionally governed collectively.In less than two years as party chief, the 68-year-old has swept aside rivals and transformed the country through an aggressive reform drive — literally redrawing the map as he combined provinces and slashed bureaucracy.Lam has set an ambitious target of 10% annual growth for the Southeast Asian manufacturing hub, and muscled the party behind his vision for development-oriented reform.After securing another term as the party's general secretary in January, Lam has now taken over the number two position in Vietnamese politics — unifying leadership of the party and state as President Xi Jinping did in neighbouring China.The move has "effectively turned him into Vietnam's 'supreme leader'", said Le Hong Hiep, senior fellow at the Vietnam Studies Programme at Singapore's ISEAS — Yusof Ishak Institute.It has "transitioned the country's leadership from a consensus-based collective model to a strongman leadership style", he told AFP.Tran Thanh Man, chairman of the National Assembly, said 100% of deputies who were present approved the resolution electing Lam president for the 2026-2031 term.In a speech after being sworn in, Lam called his new dual role a "huge honour" and a "sacred and noble duty".The parliament, which serves mainly to ratify party decisions, also elected Lam ally Le Minh Hung as prime minister Tuesday.Elevated to party chief after general secretary Nguyen Phu Trong's death in 2024, Lam has shocked the country with the pace of his changes.He has eliminated whole layers of government, abolishing eight ministries or agencies and cutting nearly 150,000 jobs from the state payroll, while pushing massive infrastructure projects.Lam is now promoting a "new growth model" that speeds up decision-making and unleashes the private sector to achieve double-digit annual growth for the next five years."The odds of his reform programme succeeding have increased because he has further scope to push it forward", said former US ambassador to Vietnam Daniel Kritenbrink, reflecting on Lam's "unprecedented power and influence".Vietnam is both a repressive one-party state and a regional economic bright spot, where the Communist Party has sought to deliver rapid growth to bolster its legitimacy.The country of 100mn people proved surprisingly resilient in the face of 20% tariffs imposed by US leader Donald Trump last year, clocking eight % growth in 2025, among the fastest in Asia.But the balancing act between the US — its main export market — and its largest supplier China remains perilous, especially as the Trump administration seeks to prevent what it considers the illegal transshipment of Chinese goods via Vietnam.The conflict in the Middle East has also created headwinds. Fuel prices have surged since the first US and Israeli strikes on Iran in late February, and like many Southeast Asian countries Vietnam faces possible shortages."There's a risk this energy crisis could jeopardise their growth goals," said Kritenbrink, adding he expects disruptions to continue for at least six months to a year even if the fighting stops."As the crisis drags on, the implications become more severe," he said.Lam referenced "numerous challenges" to "world order and international law" in a speech to the National Assembly on Monday."The nation that proactively implements strategic reforms, promptly reforms its institutions, unleashes creativity, mobilises the resources of its entire population, and seizes new opportunities will rise and develop," he said.Vietnam's ruling party tolerates little dissent and regularly jails critics, more than 160 of whom are behind bars, according to Human Rights Watch.But unlike in present-day China or the Kim dynasty's North Korea, political power in Vietnam had not previously been concentrated in one paramount leader.Lam is the first person to secure the top two jobs through the party's normal leadership selection processes, rather than stepping in following the death of an officeholder. 

The Ministry of Interior has warned against playing or circulating audio or video clips that mimic the National Emergency Alert System, including using such tones as mobile ringtones in public or private settings, citing risks of causing panic and disturbing public order.In a statement posted on its official account on X, the ministry stressed the importance of public responsibility and adherence to regulations, noting that misuse of emergency alert tones constitutes a legal offense subject to accountability. Authorities also urged the public to report violations by calling 999.  

Qatar's Industrial Production Index (IPI) rose to 107.4 points in January, up 6.3% month-on-month and 0.7% year-on-year, according to data from the National Planning Council.The index reflects activity across key industrial sectors, including mining and quarrying (82.46%), manufacturing (15.85%), electricity, gas, steam and air conditioning supply (1.16%), and water supply (0.53%).The mining and quarrying sector index increased 7.8% compared to December 2025, driven by a 7.7% rise in crude oil and natural gas output, partially offset by a 6.3% decline in other mining activities.On an annual basis, the sector rose 1.4% compared to January 2025, supported by a 1.3% increase in hydrocarbon production, despite a 3.2% drop in other mining and quarrying activities.In the manufacturing sector, the index edged up 0.3% month-on-month, supported by higher output in chemicals and chemical products (2.3%) and printing and reproduction of recorded media (1.4%).However, several sub-sectors recorded declines, including cement and other non-metallic mineral products (6.3%), rubber and plastics (3.2%), refined petroleum products (1.7%), basic metals (1.3%), food products (0.8%), and beverages (0.6%).On an annual basis, manufacturing output fell 1.7% in January compared to the same month a year earlier, weighed by declines in refined petroleum products (10.5%), cement and other non-metallic mineral products (10.2%), printing and media reproduction (4.8%), and chemicals (0.9%).These declines were partially offset by increases in rubber and plastics (7.1%), basic metals (5.9%), food products (5.2%), and beverages (2.0%).Meanwhile, the electricity, gas, steam and air conditioning supply sector contracted 10.1% month-on-month and fell 17.8% year-on-year.The water supply sector declined 3.4% compared to December 2025 and decreased 2.0% on an annual basis. 

Qatar's men's national team is continuing its preparations for the FIBA 3x3 Asia Cup finals, set to be held in Singapore from April 1 to 5, featuring some of the strongest teams in Asia in both the men's and women's competitions.Led by head coach Marco, the team is undergoing intensive training ahead of its departure to Singapore next Wednesday, aiming to acclimatize early and be fully ready before the official start of the competition.Qatar's squad includes Mohammed Hashem Zidan, Mubarak Jama, Dejan Janjic, and Nedim Muslic. The quartet is aiming to deliver strong performances that reflect the noticeable development of 3x3 basketball in Qatar and to compete for top positions.Qatar will begin its campaign in Group D on April 3, facing one of the teams advancing from the qualifying round in its opening match, before taking on New Zealand later the same day. The top two teams from each group will advance to the quarterfinals. 

Qatar's merchandise trade balance, representing the difference between total exports and imports during February, recorded a surplus of QR13 bn, down by QR4.6bn (26.4%) compared with the same month in 2025, while it increased by QR0.9bn (7.1%) compared with January 2026.Data from the National Planning Council (NPC) revealed that total Qatari exports, including domestically produced goods and re-exports, reached approximately QR24.2bn, down 13.5% compared with February 2025, and down 3.6% compared with January 2026.On the other hand, total merchandise imports during February reached around QR11.2bn, up 8.3% compared with the same month in 2025, and down 13.6% compared with January 2026.Comparing February 2026 with February 2025, exports of oil gases and other gaseous hydrocarbons (including liquefied natural gas, condensates, propane, butane, etc.) totaled approximately QR12.9bn, down 21.8%, while exports of crude petroleum oils and oils obtained from bituminous minerals reached around QR3.5bn, down 23.3%, and exports of non-crude petroleum oils and oils obtained from bituminous minerals totaled roughly QR2.1 bn, down 5.8%.By main export destinations, China led Qatari exports during February 2026 with approximately QR4.5bn (18.6%) of total exports, followed by India with QR3.7bn (15.3%), and the United Arab Emirates with QR2.1bn (8.9%).Regarding imports, comparing February 2026 with the same month in 2025, motor vehicles and other vehicles principally designed for the transport of persons were the top merchandise import, totaling approximately QR1.2bn, up 31.5%, followed by jet engines, gas turbines, and other gas-powered turbines and their parts at approximately QR0.4bn, down 59.5%, then telephone or telegraph line apparatus, including network transmission equipment and parts at around QR0.3bn, up 38.9%.By main countries of origin, China led Qatar's imports in February 2026 with approximately QR2 bn (18%), followed by the US with QR1.3bn (11.4%), and the UAE with QR0.8bn (7.3%). 

A ship carrying more than 700,000 barrels of Russian crude oil has arrived in the Philippines, a source with knowledge of the matter told AFP Thursday, days after the country declared a national energy emergency over the Middle East war.The purchase, unthinkable before long-time treaty ally the US eased sanctions tied to Russia's war in Ukraine, comes as the import-dependent archipelago scrambles to expand its options in a suddenly volatile oil market.The Sierra Leone-flagged Sara Sky and its cargo from Russia's ESPO pipeline arrived Monday, with documents showing the consignee as Petron Corp, operator of the Philippines' sole oil refinery, said the source, who asked to remain anonymous as they were not authorised to speak to the press.The Philippines has seen the price of fuel hit historic highs since the US-Israeli war with Iran forced the partial closure of the Strait of Hormuz, with President Ferdinand Marcos saying the country's dwindling stocks could last about 45 more days.Presidential spokeswoman Claire Castro later confirmed the Russian oil purchase to reporters in a group chat on a messaging app.An AFP journalist Thursday saw the Sara Sky at anchor in Limay port just outside Manila, where the Petron refinery is located. It is believed to be the first shipment of Russian oil to the country in five years.Ramon Ang, CEO of Petron, told AFP last week the company was "in talks" to potentially purchase Russian oil. Ang declined Thursday to confirm the arrival of the shipment.President Marcos said on Wednesday that the Philippines was casting a wide net in its search for fuel."We have not only gone to our... traditional oil suppliers, we have tried to explore other sources that are not affected by the war that is ongoing in the Middle East," he said in a press briefing addressing the state of emergency."Nothing is off the table. We are looking at everything, everything that we can do."Asked about the Russian oil, the Philippines' foreign affairs department told AFP Thursday the country would co-operate with "all possible partners to contribute to regional and global stability, balanced with our duty to protect and secure Philippine national interests".The US this month eased some restrictions on sales of Russian crude, allowing countries to purchase oil that was already at sea until April 11.Ateneo de Manila University economist Ser Pena Reyes said buying the Russian crude — equivalent to about two days of national demand — was a pragmatic move that might help stabilise prices in the short term.Ongoing geopolitical volatility, however, made Moscow less attractive as a long-term partner, he told AFP."Russia can be a useful supplementary supplier... but the Philippines will likely benefit more from a balanced approach, maintaining strong ties with traditional partners while gradually investing in renewable energy and regional energy cooperation," Pena Reyes said.The Department of Energy on Thursday separately announced the arrival of 142,000 barrels of government-procured diesel, part of its target of "up to 2mn barrels of additional supply for the country", it said in a statement.Energy secretary Sharon Garin told AFP the shipment had come from Japan.Earlier in the day, Garin said the department had taken the "proactive step" of activating a 20bn-peso ($332mn) emergency fund aimed at securing fuel supplies. 

The Philippines is working with ‌Washington to secure waivers and exemptions that will allow it to obtain oil ​from US-sanctioned countries and ‌guarantee supplies, its ambassador to the US said. The Philippines, which relies ‌heavily on imported ⁠fuel, declared a state ‌of national energy emergency on Tuesday to ‌deal with the fallout from the Middle East war, including the disruptions to oil procurement."We are ⁠working with the State Department to get waivers or exemptions to purchase oil from US-sanctioned countries," Jose Manuel Romualdez told Reuters in an exchange of phone messages. Asked if imports of oil from Venezuela and Iran were part of the discussions, Romualdez said "all options are being considered."Asked what has been the response from the State Department, the ambassador said: "Work in progress."**media[429073]**As of March 20, the government said the Philippines ​had around 45 days of fuel supply, and is procuring 1mn more barrels of oil to build its buffer stock.Philippine President Ferdinand Marcos Jr said in a televised address Wednesday that ‌the country's fuel supply would ⁠not run dry after ​45 days as his government has been looking for other sources."We are ​exploring other sources not affected by the war," Marcos said. "Things are beginning to open up... we can be confident that after the 45 days we will have a flow of oil."The Philippines imports almost all of its crude from the Middle East, with Saudi Arabia its biggest supplier, making it vulnerable to oil price shocks and supply disruptions. Marcos said the emergency declaration was a "precautionary tool" allowing the government to be ready "for whatever comes next." The declaration, which will be in effect for one year, authorises the government to purchase fuel and petroleum products and pay a portion ‌of the contract amount in ‌advance to ensure timely and sufficient supply, ⁠among other special powers."We should not panic," Marcos said, while assuring the public that ⁠his government is doing everything it ⁠can to alleviate the situation.Transport workers, commuters, and consumer groups are planning a two-day strike from Thursday to protest the increase in fuel prices and what they describe as the Marcos administration's failure to act. Manila has temporarily increased coal-fired generation due to energy supply pressures and allowed the temporary and limited use of cheaper but dirtier Euro II fuel to ensure ​supply.At least two Russian ESPO crude cargoes are heading to the Philippines this month, while a cargo of Abu Dhabi Murban crude is expected to arrive at its Bataan terminal on April 8, Kpler data showed. The shipment would be the country's first imports of Russian crude oil in five years, following a 30-day waiver issued by the US. Washington on Friday also issued a 30-day sanctions waiver for the purchase of Iranian oil already at sea. The waiver applies to oil loaded on any vessel on or before March ‌20 and discharged by April ​19, including tankers under sanctions.
