Emergency Arab Summits since founding of Arab League: Motives for convening and key decisions

The treacherous Israeli attack that targeted a residential compound housing a number of Hamas leaders in Doha constitutes a blatant violation of international law and the United Nations Charter. It also represents a direct threat to regional security and stability by striking a sovereign state that has, for nearly two years, played a pivotal role in internationally supported mediation efforts aimed at ending Israel's ongoing aggression against the Palestinian people in Gaza Strip since October 7, 2023.The targeting of a residential facility housing members and staff of Hamas negotiating delegation marks a grave escalation in Israel's conduct, reflecting a disturbing trend toward expanding the scope of its attacks. It also stands as a flagrant challenge to the will of the international community and a stark breach of the principles that govern relations between states. This attack sparked widespread condemnation, with capitals around the world, along with international organizations, voicing their solidarity with Qatar and reaffirming their unwavering support for its sovereignty and territorial integrity in the face of this aggression. They denounced Israel's violations of international law and its disregard for all diplomatic norms. In this context, His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani affirmed Qatar's full right to take all necessary measures to protect its security and safeguard its sovereignty in response to the recent Israeli aggression.Arab and Islamic support is also evident through the emergency summit to be hosted by Doha on Monday.Convened in light of recent developments in the region, including the treacherous Israeli attack, the summit is set to discuss a draft statement on the Israeli assault, prepared by the preparatory meeting of Arab and Islamic foreign ministers scheduled for Sunday. This step reflects a collective determination to unify positions in the face of this flagrant threat and to coordinate joint efforts to confront Israel's repeated violations. The summit also aims to bolster Doha's ongoing mediation efforts, protect Palestinian people from the brutality of occupation, and deliver a firm message to the international community on the urgent need to confront the uncontrolled aggression of Israel's far-right government, which continues to export its internal crises by expanding its assaults across the region without restraint or accountability.Since the founding of the Arab League in 1945, a total of 50 Arab summits have been held - 34 ordinary and 16 emergency sessions. The Qatari capital, Doha, previously hosted three Arab summits.

Arab leaders denounce Israel’s rogue actions at UN Security Council session

Arab and Islamic states expressed full solidarity with Qatar in the face of the Israeli attack on Doha on Sept 9, which targeted residential compounds housing the Hamas negotiating delegation and resulted in deaths and injuries.During the UN Security Council session to discuss the assault, Egypt’s representative Osama Abdel Khalek praised the State of Qatar’s relentless efforts, coordinated with Egypt and the United States, to secure a ceasefire in Gaza and bring peace and security to both Palestinians and Israelis. He said that Israel’s attack on a fellow Arab state was neither the first of its kind nor likely to be the last since the start of the Gaza crisis, stressing that it took place amid an ongoing act of genocide against the Palestinian people that must not be ignored.Abdel Khalek affirmed that international law and the UN Charter give Qatar and any Arab states subjected to similar Israeli attacks all the legal options needed to respond, and he insisted that the Security Council must not remain a bystander. He added that the strike clearly revealed which party is obstructing a ceasefire agreement in Gaza and is intent on prolonging the war for extremist political and religious goals aimed at displacing the Palestinian people and attempting to eliminate their cause. He called on the Council to immediately adopt a Chapter VII resolution to halt Israel’s aggression in Gaza and to support mediation efforts, concluding by saying that Egypt’s security is inseparable from Qatar’s.Speaking on behalf of the Gulf Co-operation Council (GCC), Kuwaiti ambassador Tareq al-Banai reaffirmed the GCC’s full solidarity with Qatar and its absolute rejection of any violation of Qatar’s sovereignty, security, or stability. He said the GCC holds Israel fully responsible for this shameful act and its consequences, adding that it will not tolerate any threat to the security or stability of Gulf states. He warned of the consequences of continued violations of state sovereignty, stressing that Gulf national security is a red line and that any repetition of such acts would be met with stronger collective positions and firm political and legal measures within the framework of the international system. He added that the attack fits into Israel’s ongoing, systematic policies to destabilise the region and that this aggressive approach would face a united Gulf response with no compromise on sovereignty or security. On behalf of the Organisation of Islamic Co-operation (OIC), Turkish ambassador Ahmet Yildiz strongly condemned the Israeli strike on Qatar, describing it as an act of state terrorism and part of Israel’s systematic efforts to destabilise the region. He affirmed the OIC’s full solidarity with Qatar and its united support for Qatar’s right and duty to respond decisively to any violation or aggression threatening its security or regional stability. He urged the Security Council to act against the unjustified use of military force against Qatar’s sovereignty and to hold Israel accountable for this act of aggression.Iraqi ambassador Lukman Faily said that Israel was once again deliberately trying to drag the region and the world into a dangerous situation through its blatant attack on the Qatari capital, which he described as an act of state terrorism.Speaking on behalf of the Arab Group, he strongly condemned the strike on Doha, stressing that Israel’s repeated assaults amounted to aggression against the entire region and a flagrant threat to international peace and security. He urged the international community to assume its legal and moral responsibilities in response to these attacks.Faily said the current phase required redoubled efforts, placing the protection of civilians and the prevention of a wider war at the top of the agenda. He emphasised that safeguarding regional and international security demanded an immediate end to Israeli attacks, accountability for those threatening stability, and legal and political responsibility for what he called Israel’s reckless and irrational actions, along with all necessary measures to prevent further violations.Jordanian Foreign Minister Ayman Safadi said that the international community must act quickly and effectively to curb the arrogance of the Israeli government and protect the region from the catastrophic consequences of its actions. He described Israel’s leadership as a rogue government stained with the blood of innocents, steeped in extremism and hatred, indifferent to international law and human values, and relying on violence to impose racist ideology and achieve expansionist goals that threaten regional and global peace and security.Safadi said that Israel had launched a cowardly attack on Doha, a blatant betrayal of a country that has been working tirelessly, alongside Egypt and the United States, to secure a lasting ceasefire. He stressed that while Jordan seeks a just peace, there is currently no Israeli partner willing to achieve it.Diplomatic Adviser to the President of the United Arab Emirates Anwar Gargash also condemned what he called Israel’s blatant assault on Qatar. He described it as a serious violation of international law, including the UN Charter, and an irresponsible escalation that threatens regional stability and international peace and security.Gargash warned that the Security Council’s continued failure to act decisively against Israel’s repeated violations of the UN Charter’s core principles would have grave consequences for regional and global peace. He added that this unprecedented attack on Qatar severely undermines prospects for peace and for ending the war in Gaza. He noted that Qatar, along with Egypt and the United States, is playing a leading role in efforts to secure a ceasefire, release hostages and detainees, reunite them with their families, and resume large-scale humanitarian assistance. Gargash stressed that such reckless acts of aggression would not bring Israel or the region closer to the shared goal of peace, prosperity, and security, but would instead fuel further violence, extremism, and chaos at a time when restraint and de-escalation are urgently needed. He warned that ongoing threats of annexation and attacks on neighbouring states were destroying any foundation for lasting peace and endangering the stability of the entire region.

French analysts and experts to QNA: Israeli attack on Qatar violates all international laws

French analysts and experts have affirmed that the Israeli attack targeting residential headquarters of several Hamas leaders in Doha on Tuesday is unjustifiable and contradicts all international conventions, treaties, and diplomatic norms. In exclusive statements to Qatar News Agency (QNA), the analysts stressed that such "aggressive acts" committed by the Israeli occupation at this critical time undermine the peace process and inflame tensions in the Middle East. They pointed out that the State of Qatar is a reliable compass in the geography of diplomacy, based on a culture of respect, cooperation, solidarity, and peace. For this reason, they stated that Qatar deserves the Nobel Peace Prize, not this unjust and treacherous attack. In this context, a strategic political analyst specializing in French and European affairs Yves Sintomer said that condemning this Israeli attack on Doha is the least any rational, peace-loving person can do, adding that what Israel has done is unjustifiable and contradicts all international treaties and diplomatic norms. This unjust attack comes at a critical time and undermines the peace process in the Middle East, especially with the ongoing genocide in Gaza, and considering Qatar's role as a serious and reliable peace mediator in the region, Sintomer said. Sintomer stressed the need for the international community to act to review the mechanisms for upholding international law and preventing violations, especially in light of this attack and the repeated violations committed by Israel in Gaza, Palestine, Lebanon, and other neighboring countries in the Middle East.Strategic expert in international relations and former director of the Africa and Middle East region at the French Development Agency Jean-Bernard Veron condemned the Israeli attack targeting the residential headquarters of several Hamas leaders in Doha, describing it as a new addition to a series of violations committed by Israel in the Middle East, disregarding even the most basic rules of international law.He said that if repeated Israeli violations of international laws continue, then these laws and treaties will lose their meaning and value, and will be repeatedly violated and disrespected by other nations, which will ultimately drag the region in the near future into endless conflicts, violence, and dangerous wars whose consequences and results are unknown. In a related context, Veron emphasized to QNA the significant role that the State of Qatar played and continues to play in mitigating tensions and conflicts in the Middle East, Asia, and even Africa through its effective contributions to the peace process and its promotion of a culture of dialogue and solidarity. For his part, financial and economic analyst and expert at Sorbonne University Dr. Camille Sari said that the Israeli attack on Doha is a rash and reckless reaction. It clearly demonstrates the confusion of Netanyahu and his extremist government, and their attempt to escape through the systematic killing, genocide, and starvation they are practicing in Gaza, he added. They also attempt to drag the region into a wider war and an endless wave of violence, because they know and are well aware that as soon as the war in Gaza ends, they and their extremist government will be tried and held accountable, he pointed out.He explained that the majority of Israeli society opposes Netanyahu's violations of international law, the Israeli army's genocide and starvation in Gaza, and the repeated attacks on Lebanon and other Middle Eastern countries, including the recent treacherous attack on Doha. They also want the war to end.Dr. Sari emphasized that Qatar plays a pivotal role in advancing the peace process not only in the Middle East but also globally, as evidenced by US President Donald Trump himself. He further said that Israel is a criminal and rogue state that has no respect for international law or treaties, and therefore does not hesitate to do anything to demonstrate its strength and arrogance. He pointed out that the most prominent evidence of this is its cold-blooded and deliberate killing of children and journalists, without any fear of accountability.

Canada evaluating ties with Israel after Qatar attack: foreign minister

Canada is evaluating its relationship with Israel after the attack on Hamas leaders in Qatar, foreign minister Anita Anand said on Wednesday, in the latest sign of unhappiness with the Israeli government.Anand reiterated that Canada considered the attack to be unacceptable, especially given Qatari attempts to facilitate peace in the Middle East.Anand made her comments when asked whether Canada might follow the lead of the European Commission, which said it would propose the suspension of trade-related measures in a European Union agreement with Israel."We are evaluating our relationship with Israel," Anand told reporters on the sidelines of a meeting of the ruling Liberal Party in Edmonton.Asked specifically whether Canada was considering any kinds of sanctions against Israel, she replied: "We will continue to evaluate our next steps."Canada has noticeably hardened its line on Israel under Prime Minister Mark Carney, who replaced Justin Trudeau in January. Carney announced in July that Canada would recognise Palestinian statehood, angering Israel.Carney on Tuesday condemned the Israeli airstrike, calling it "an intolerable expansion of violence" that risked escalating conflict throughout the region. He said last month that Israel's plan to take control of Gaza City was "wrong".

EU chief to push for sanctions on Israel ministers, curb trade ties over Gaza

EU chief Ursula von der Leyen said Wednesday she would push to sanction "extremist" Israeli ministers and curb trade ties over Gaza, as she warned famine could not be used as a "weapon of war".Addressing the European Parliament, von der Leyen lamented that divisions among member states were holding back a European response and said the European Commission she leads "will do all that it can on its own"."What is happening in Gaza has shaken the conscience of the world. People killed while begging for food. Mothers holding lifeless babies. These images are simply catastrophic," von der Leyen said."For the sake of the children, for the sake of humanity -- this must stop."The German politician, 66, said the commission would put its bilateral support to Israel on hold, stopping all payments, but without affecting work with civil society groups and Israel's Yad Vashem Holocaust memorial. The measure is to affect future allocations amounting to about six million euros ($7 million) a year and the disbursement of about 14 million euros for ongoing institutional cooperation projects, the commission said. The European Union's executive will propose sanctions on "extremist ministers" -- whose actions and words "incite violence" -- and "violent settlers".And it will push for a partial suspension of an association agreement with Israel on trade-related matters. But such measures will need approval by the bloc's 27 member states, which have been deeply divided on how to respond to Israel's actions in Gaza."I am aware it will be difficult to find majorities," von der Leyen conceded."And I know that any action will be too much for some. Too little for others. But we must all take our own responsibilities".The United Nations declared famine last month in parts of Gaza, warning that 500,000 people face "catastrophic" conditions.

Israel attack on Qatar 'unjustifiable and strongly condemnable'

The recent attack by Israel on the State of Qatar is both unjustifiable and strongly condemnable. Qatar, a peace-loving nation, has consistently demonstrated its commitment to ensuring peaceful coexistence and stability across the world. “The country’s commendable efforts in resolving international disputes have been widely recognised and appreciated by the global community,” noted Dr Amanulla Vadakkangara, prominent Indian expatriate, writer, and CEO of Media Plus. This unfortunate incident occurred while Qatar was actively engaged in negotiations for a ceasefire in Gaza, in line with the recommendation of the President of the United States. At such a critical juncture, the attack underscores a blatant disregard for Qatar’s constructive role in promoting peace. Qatar’s stance against aggression remains exemplary. While affirming its legitimate right to defend itself, Qatar reiterates that it will pursue all available legal and diplomatic measures in response to this attack. This principled approach reflects the true hallmark of a civilized and cultured society, one that believes in resolving international disputes through lawful frameworks and diplomatic engagement rather than violence. “Particularly noteworthy is that Qatar has reaffirmed its unwavering commitment to peace, justice, and the rule of international law,” pointed out Amanulla, who has been a Qatar resident for the last 31 years.
