NPC organizes "National Development Forum: Social Development Pillar" on Sunday

Under the patronage of His Excellency Prime Minister and Minister of Foreign Affairs, the Chairman of the National Planning Council, Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani the "National Development Forum: Social Development Pillar" will be held at the Doha Exhibition and Convention Center on Sunday.Organized by the National Planning Council (NPC) under the theme "Sustaining Prosperity in Qatari Society," the forum is part of a series of National Development Forums organized by the National Planning Council to foster open national dialogue on the priorities of the Third National Development Strategy (2024-2030), contributing to the realization of the aspirations of Qatar National Vision 2030 into tangible national outcomes.The forum will be attended by their excellencies the ministers, senior officials and representatives from the private sector, civil society and local and international organizations operating in the State of Qatar. Shura Council Speaker Underlines Role of Gulf Unity in Preserving Regional Security, Stability

His Excellency Speaker of the Shura Council, Hassan bin Abdullah Al Ghanim affirmed the belief of the State of Qatar under the leadership of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani, that Gulf unity constitutes a fundamental pillar for preserving the region's security and stability and for strengthening cooperation to achieve prosperity for its peoples. Addressing the 19th meeting of the Speakers of the Shura, Representatives, National, and Ummah Councils of the Gulf Cooperation Council (GCC) Countries, held today in the Kingdom of Bahrain, His Excellency emphasized that the deep-rooted fraternal ties uniting the GCC countries transcend geographical boundaries and immediate interests. These ties are rooted in profound historical, cultural, and social relations, making a shared destiny and common interest a reality, not merely a slogan. He stressed that the Gulf legislative councils, through their regular meetings and ongoing coordination, have proven themselves to be a powerful voice for this Gulf unity, in addition to their unwavering support for unified Gulf policies and positions on various regional and international issues. His Excellency noted that the continued convening of GCC meetings reflects a shared understanding of the importance of parliamentary coordination and the necessity of unifying positions on major issues affecting the security and stability of the region and the world. He emphasized that the increasing political, economic, and security challenges make joint parliamentary action a necessity, not an option, and amplify the responsibility to defend the interests of the GCC states and their people, and to solidify the image of unified Gulf cooperation in various international forums. In his address, HE the Speaker of the Shura Council touched on the Doha Declaration issued by the Second World Summit for Social Development, hosted by the State of Qatar in November of this year. He highlighted its international call for achieving more equitable and sustainable development based on eradicating poverty and promoting social justice. He stressed that achieving these goals requires an active role for legislative councils in supporting policies that promote human development and monitoring the implementation of international commitments, thus embodying a genuine partnership between parliaments and governments in serving humanity and enhancing its well-being. On the regional front, His Excellency stressed that Gulf security is indivisible, and that the security of any member state is the security of all. He then addressed the tragic situation in the Gaza Strip, reaffirming the principled and unwavering stance of supporting the steadfastness of the brotherly Palestinian people and condemning the crimes committed by the Israeli occupation against innocent civilians, which constitute a flagrant violation of all humanitarian and international laws and norms. In this context, His Excellency commended the honorable positions of the GCC states in supporting the Palestinian cause and standing with the Palestinian people in Gaza. He expressed his gratitude and appreciation for the fraternal solidarity shown by the GCC member states towards the State of Qatar following the Israeli aggression against its territory, as this solidarity embodies the depth of Gulf unity and the shared position and destiny. HE the Speaker of the Shura Council also emphasized the current need to activate the tools of Gulf parliamentary diplomacy and strengthen dialogue and coordination with Arab and Islamic legislative councils to formulate a unified vision that reflects collective positions and supports the goals of the GCC states in achieving security, stability, and sustainable development. He considered that the strength of the Gulf position in international forums stems from unity and the ability to present a consistent message that reflects the aspirations of the people and defends shared values. His Excellency began his address by expressing his sincere thanks and appreciation to the House of Representatives of the sisterly Kingdom of Bahrain for its generous hospitality and excellent organization, wishing it success in presiding over the current session and in achieving the aspirations of the legislative councils to enhance joint Gulf cooperation. His Excellency Speaker Al Ghanim, extended thanks and appreciation to the sisterly United Arab Amirates, represented by the Federal National Council, for the remarkable efforts it made during its presidency of the previous session, and for the qualitative initiatives it achieved that contributed to strengthening Gulf parliamentary work and unifying positions in regional and international forums. At the same time, he praised the efforts of the General Secretariat of the Cooperation Council for the Arab States of the Gulf for its diligent work in supporting the joint Gulf action and developing mechanisms of cooperation between the Council's institutions.

Qatar attends Arab justice ministers council in Cairo

Qatar participated in the 41st session of the Arab Ministers of Justice Council, held Wednesday at the headquarters of the Arab League in Cairo. The Qatari delegation was led by His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali bin Issa al-Hassan al-Mohannadi. In his speech, he reaffirmed Qatar's commitment to strengthening Arab legal and judicial co-operation. He highlighted Qatar's initiatives aimed at building sustainable justice for future generations, focusing on investment legislation, emerging technologies, governance, and dispute resolution mechanisms. Ministers additionally discussed measures to enhance Arab co-operation, including co-ordination between the Arab Ministries of Justice and Interior, the creation of an Arab excellence award in applied legal sciences, and the review of recommendations from the 74th meeting of the Arab Ministers of Justice Executive Office.

Qatar attends Arab transport ministers’ council session

Qatar Tuesday participated in the 38th Session of the Council of Arab Ministers of Transport, in Cairo.The Qatari delegation was headed by His Excellency the Minister of Transport Sheikh Mohammed bin Abdullah bin Mohammed al-Thani.The meeting discussed several topics on the areas of pan-Arab ground, maritime, air, and multimodal transportation, including regulating the road transportation of passengers and goods between and across Arab countries, creating a comprehensive Arab e-platform for road, rail, maritime and multimodal transportation, and unifying Hazmat transportation protocols.The meeting also discussed a study on approving the components of smart and sustainable transportation as a reference for developing transportation strategies, in addition to developing and sharing information on transportation, warehousing and logistics transportation strategies, promoting the use of clean energy in ground transportation, exchanging lessons learnt and expertise, and assessing the efficiency of goods and passenger transportation across the member states.

HE the Shura Council Speaker is visiting Pakistan at the head of the Council's delegation participating in the World Conference of Speakers of Parliament, which begins today. The meetings focused on strengthening parliamentary co-operation between the Shura Council and the National Assembly and the Senate of Pakistan, with both sides discussing ways to advance shared interests. Topics on the conference agenda were also discussed.The conference centres on the theme of "Peace, Security, and Development," underscoring the role of parliaments in supporting global efforts to build a more stable and just international order. It serves as a platform for aligning perspectives, promoting dialogue and mediation in conflict resolution, and fostering co-operation in water, energy, and food security. Climate change, sustainable development, and interfaith and intercultural harmony are also key areas of focus.

Slovenian president reiterates end to UN Security Council veto power

Slovenian President Dr Nataša Pirc Musar has reiterated her call to abolish the United Nations (UN) Security Council’s absolute veto power, arguing that the privilege 'corrupts absolutely' and has left the UN in a 'big struggle' to uphold its mission of global peace and security.“When you do have something absolute, it is always a problem,” she said. “You know what the saying is?, ‘Power tends to corrupt, and absolute power corrupts absolutely’. It is so true, also in politics,” Pirc Musar said in her lecture, titled “The Realities of Multipolarism vs the Need for Multilateralism”.She was speaking at Hamad Bin Khalifa University’s Minaretein Auditorium Monday, addressing global governance, artificial intelligence, and gender equity. The event forms part of her official visit to Qatar and reflected HBKU’s ongoing efforts to foster international dialogue on diplomacy and leadership.Elected in 2022 as Slovenia’s first woman head of state, Pirc Musar used the platform to make an appeal for UN reform, particularly targeting what she described as the “hybrid war” within the Security Council, where five permanent members – the United States, United Kingdom, France, Russia, and China – hold veto powers.The Slovenian president noted that while France and the United Kingdom have refrained from using the veto since 1986, other permanent members continue to use, and in some cases, abuse the power, stalling collective action in times of global crisis. “For 25 years we have been discussing UN reform. For 25 years we didn’t make any steps,” she added.Pirc Musar outlined three proposals to curb the Security Council’s unchecked authority: Restricting voting rights of countries under discussion in the Council; banning the use of vetoes in cases involving mass atrocities, crimes against humanity, or genocide; and subjecting veto decisions to review by the UN General Assembly, where a two-thirds majority could overrule or confirm them.The Slovenian president cited her September address at the UN General Assembly, where Slovenia urged the body to seek an advisory opinion from the International Court of Justice on the legality and limits of the veto power in cases of humanitarian crises. “Now is the time to discuss this really very important topic,” she said, adding that “we don’t have another 25 years to waste.”Pirc Musar also touched on the interconnectedness of global issues, from wars in Ukraine, Palestine, and Sudan to the ethical implications of artificial intelligence: “Everything is interconnected,” she stressed, adding that knowledge-sharing and cultural dialogue are vital to overcoming political egoism and sustaining multilateral co-operation.“Knowledge is to be shared and not a single country on this planet has all the knowledge it needs,” she said. “If you only stick to your own country and are not willing to share, that is egoistic.”Pirc Musar also tackled the theme of gender equity, linking it to the broader struggle for fairness and inclusion in global governance.Echoing her faith in multilateralism, she described the UN as “the only multilateral body covering the whole planet,” insisting that it “should be the diamond of international politics.”

US to share draft UN resolution on Gaza with most of Security Council

The United States will share a draft resolution on President Donald Trump's peace plan for Gaza with the 10 elected members of the United Nations Security Council, a US official said. Israel and the Palestinian group Hamas agreed a month ago to the first phase of Trump's 20-point plan for Gaza: a ceasefire in their two-year war and hostage-release deal.The United States has drafted a UN Security Council resolution that would approve a two-year mandate for a Gaza transitional governance body and an international stabilization force in the Palestinian enclave, according to the text seen by Reuters.A resolution needs at least nine votes in favour and no vetoes by Russia, China, the US, Britain or France to be adopted.It was not immediately clear if the US has yet shared a copy of the draft resolution with Russia and China. The two-page text seen by Reuters would authorize a Board of Peace transitional governance administration to establish a temporary International Stabilisation Force (ISF) in Gaza that could "use all necessary measures" - code for force - to carry out its mandate.

Shura committee concludes review of state budget draft

The Financial and Economic Affairs Committee of the Shura Council held a meeting Tuesday, chaired by Chairman of the Committee Mohammed bin Yousef al-Mana. During the meeting, the committee hosted Assistant Undersecretary for Public Treasury Affairs Abdulrahman Fouad al-Mudhahka; Assistant Undersecretary for Financial Policies Affairs Dr Abdulrahman Mohammed Jolo; and Director of the General Budget Department at the Ministry of Finance Ahmed Mohammed al-Mohannadi. The committee concluded its discussion of the draft state general budget for the fiscal year 2026 and the draft law approving the state’s general budget. Officials from the Ministry of Finance responded to the inquiries and observations raised by committee members regarding the chapters and sectors of the draft budget. The committee resolved to submit its report on the draft state general budget for the fiscal year 2026 and the draft law approving it to the Council.

Qatar to host Rising Stars Asia Cup

The Qatar Cricket Association (QCA) will be playing hosts to the upcoming Asian Cricket Council (ACC) Rising Stars Asia Cup, earlier the Emerging Teams tournament, to be played in Doha from November 14 to 23 at the West-End International Cricket Stadium.The T20 event will feature eight teams India A, Pakistan A, Afghanistan, Bangladesh, Oman, UAE, Hong Kong, and Sri Lanka. In this new format, full member nations will field their A teams, while associate nations will field their main teams.QCA said the tournament will be open to public with ticketed entry.Meanwhile, Jitesh Sharma has been named captain of the India A squad and Naman Dhir has been appointed his deputy. The selectors have also included 14-year-old IPL sensation Vaibhav Suryavanshi in the squad.Pakistan A and Oman will kick off the tournament, with the showpiece India A vs Pakistan A match slotted for November 16. Qatar supports Arab environmental efforts

Qatar, represented by the Ministry of Environment and Climate Change, participated in the meetings of the 36th session of the Council of Arab Ministers Responsible for Environmental Affairs, hosted by the Mauritanian capital, Nouakchott. The Qatari delegation to the meetings was headed by HE the Minister of Environment and Climate Change, Dr Abdullah bin Abdulaziz bin Turki al-Subaie, who affirmed in his address Qatar’s unwavering commitment to supporting joint Arab environmental efforts and strengthening regional and international co-operation to achieve the sustainable development goals (SDGs) and protect natural resources for the benefit of future generations. On the sidelines of the session, HE the minister held meetings with a number of ministers and heads of participating bodies. He discussed with them aspects of environmental co-operation, co-ordinating Arab positions in international forums, and prospects for partnership in regional and international initiatives aimed at combating desertification and addressing the challenges associated with drought, particularly in developing countries.
