Qatar’s approach to managing diverse populations and promoting resilience in the face of challenges offers important insights for the Eastern Mediterranean region, a top official from a Greece-based foundation and think tank has said.Citing one of the central themes discussed by the Georgios M Mihalos Foundation and the Nisyros Dialogues – Bridging the East Med during the Doha Forum, its founder and president, Panagiotis G Mihalos, emphasised that Qatar’s experience demonstrates that “diversity, when managed strategically, can be a strength rather than a vulnerability.”“Hosting people from dozens of nationalities requires strong governance, adaptability, and continuous reform – qualities Qatar has shown in practice,” Mihalos told *Gulf Times in an exclusive interview.Mihalos explained, “The Doha Forum’s emphasis on delivery – captured clearly in its 2025 theme, ‘Justice in Action: Beyond Promises to Progress’ – helped frame migration not as theory, but as governance in action. This theme could not have been timelier. It captures the global fatigue with declarations that remain unimplemented, and it challenges policymakers to translate values into outcomes.“For us, this theme resonated deeply. Migration, mediation, and regional cooperation all suffer when justice is spoken of abstractly rather than operationalised. Doha provided a space where justice was discussed not as rhetoric, but as policy, responsibility, and measurable progress; a mindset we seek to carry forward within the Nisyros Dialogues.”Mihalos lamented that migration in the Eastern Mediterranean “is often politicised.”He lauded Qatar, noting that the country’s model suggests the importance of structured inclusion, clear legal frameworks, and economic participation. “Migration cannot be addressed solely at borders; it must be managed through labour policy, urban planning, and social integration,” he explained.Asked what lessons from Qatar’s labour and migration policies could be applied to the Eastern Mediterranean context, Mihalos said one key lesson is the willingness to evolve policies through dialogue with international organisations, employers, and civil society.“Qatar has shown that reform is not a sign of weakness, but of confidence. In the Eastern Mediterranean, this approach could help build trust among states and communities, particularly by linking migration to legal employment pathways, skills development, and regional economic needs rather than irregular flows alone,” Mihalos pointed out.According to Mihalos, he believes Qatar can act as a model for economic inclusion and resilience in the face of migration challenges, particularly in demonstrating how migration can support national development while maintaining social stability.“Qatar’s resilience during regional and global crises, including the period of total embargo imposed by its neighbours, showed remarkable strategic maturity.The calm, principled posture Qatar adopted during that period mirrors the values promoted by the Doha Forum: restraint, dialogue, and confidence in diplomacy over escalation.“The decision to take the high road, avoid escalation, and invest in self-reliance and diplomacy is a powerful example and university test case for regions facing complex pressures, including the Eastern Mediterranean,” Mihalos emphasised.Mihalos also said he sees Doha as a catalyst for intercultural dialogue and joint research. He lauded Qatar’s think tank culture, expressing optimism for creating new opportunities for new collaborations in 2026.“Qatar brought depth, seriousness, and openness. The intellectual environment here encourages long-term thinking rather than short-term reactions. What Qatar has achieved is the cultivation of intellectual credibility,” Mihalos stressed.Mihalos praised the Doha Forum, emphasising its central role in “exporting this culture” and “setting a global benchmark for how ideas are debated with rigour, respect, and relevance.”He said, “For us, it reaffirmed that dialogue is most effective when it is rooted in culture, history, and mutual respect, not just policy papers. This environment elevated the Nisyros Dialogues. Being embedded in a forum of such stature sharpened our own approach, encouraging more honesty, more pragmatism, and more ambition in how we frame dialogue between the Eastern Mediterranean, Europe, and the Middle East.”Mihalos emphasised the complementarity between Qatari think tanks and the Mihalos Foundation, both combining global reach with regional sensitivity. He also outlined opportunities for joint projects, including the ‘East Med-Gulf Dialogue Tracks’, youth diplomacy programmes, and mediation simulations.He proposed a series on ‘Dialogue of Civilisations in Practice’, showcasing real case studies of cultural understanding in mediation. He also sees strong potential for co-hosted dialogues on energy security, climate change, water shortage, and migration, among others. 

The Public Cleanliness Department at the Ministry of Municipality organised the first National Forum on Public Cleanliness Thursday, under the slogan ‘Towards a Clean, Smart and Sustainable City’, with broad participation from government agencies, private sector partners, universities, academic institutions, and researchers. The forum aims to highlight the role of innovation, artificial intelligence (AI), and modern technologies in developing the public cleanliness sector and improving the efficiency and quality of services, in line with Qatar National Vision 2030, particularly its environmental and human dimensions. In his opening remarks, Director of the Public Cleanliness Department at the ministry, Muqbil Madhour al-Shammari, emphasised that promoting a culture of public cleanliness and establishing the concepts of sustainability are fundamental pillars for enhancing the quality of life in Qatari cities. He noted that the forum reflects the growing interest in cleanliness and sustainability issues, and that environmental development is one of the essential pillars of comprehensive development. Al-Shammari explained that public cleanliness has become a national value and a shared societal behaviour, in which citizens, residents, and institutions across all sectors participate. He added that the ministry seeks to transform the concept of cleanliness from a service provided to a way of life and a daily culture, thereby enhancing Qatar’s standing in regional and international indicators related to sustainability and quality of life.**media[397593]**He also highlighted the significant expansion of public cleanliness services over the past years, encompassing residential areas, roads, parks, and vital facilities. This expansion has included upgrading the fleet and equipment, improving the efficiency of field teams, and launching awareness campaigns to promote adherence to public cleanliness regulations. He further noted the qualitative leap in adopting smart solutions and digital transformation, including smart containers, source separation programmes, and electronic systems to enhance operational efficiency and service sustainability. Effective partnerships Al-Shammari reiterated the ministry’s commitment to continuing the development of the public cleanliness system through high-quality projects and effective partnerships with various entities. He stressed the importance of leveraging innovation and artificial intelligence to solidify Qatar’s position as a model for a clean, smart, and sustainable city, and to achieve a high quality of life for citizens and residents. For his part, Director of Security and Logistics at Qatari Diar, Engineer Abdullah Ibrahim Fakhroo, stated that public cleaning services are a pivotal element in managing modern cities, given their role in protecting public health and the environment and enhancing quality of life. He added that Qatari Diar, through its Lusail City Operations Management, operates within an integrated operational framework for managing and maintaining public spaces and residential areas, relying on clear performance standards, qualified personnel, and modern operational solutions. He noted that urban expansion and rising public expectations necessitate continuous co-ordination between the Ministry of Municipality, city operators, and service providers. In turn, Adviser for Strategic Projects on Expatriate Labour Affairs at the Ministry of Labour, Hamad bin Abdullah al-Mulla, emphasised that adhering to safe and healthy work environment standards is fundamental to protecting workers’ health and enhancing productivity and stability in the workplace. He explained the importance of coordinating healthy behaviours and implementing sound practices in workplaces, which contributes to reducing occupational risks and creating a healthy and sustainable work environment. He noted that achieving a healthy work environment requires integrated efforts among various entities, including developing systems, improving facilities, and raising awareness among employers and employees. He called for continued co-operation to promote a culture of safe and healthy work environments. For his part, Assistant Director of the International Co-operation Department at the National Human Rights Committee (NHRC), Abdulrahman bin Sultan al-Hashemi, affirmed that the right to a safe, clean, healthy, and sustainable environment is a fundamental human right, and that urban sustainability is a cornerstone for enhancing quality of life and achieving environmental justice. Al-Hashemi pointed out that developing the public cleanliness sector must be based on a human rights approach, aligning national legislation and policies with international obligations, and activating frameworks concerned with protecting workers’ rights. He added that the NHRC will continue working with the Ministry of Municipality and national partners to enhance compliance with international human rights standards and consolidate Qatar’s position in this field. He emphasised that the transition towards clean, smart, and sustainable cities requires stakeholder engagement and integrated efforts. For his part, Head of the Awareness and Education Section at the Public Cleaning Department Hamad Hassan al-Tamimi, unveiled the department’s smart uniform project. This project aims to integrate technology with sustainability to address climate challenges, particularly heat stress, and enhance the safety and efficiency of workers in the sector. Strategic pillars Al-Tamimi explained that the smart uniform project is based on strategic pillars, foremost among them sustainability, by using recyclable materials, increased operational efficiency, and the achievement of medium- and long-term economic returns. It also supports the visual identity of the ministry and the country, aligning with the overall urban landscape. He pointed out that the proposed uniform utilises advanced nano-technology fabrics, characterised by their lightweight nature, antibacterial properties, rapid moisture absorption, and high UV protection. This contributes to lowering body temperature and improving worker comfort while performing their duties in hot weather. He clarified that the project adheres to national occupational safety and health legislation, including ministerial decrees related to heat stress prevention. He noted that the proposed smart solutions, such as integrated ventilation and cooling systems, help mitigate the impact of high temperatures on workers and improve productivity. The Head of the Awareness and Education Section at the Public Cleaning Department affirmed that the project reflects a humanitarian approach that prioritises the safety and dignity of workers, underscoring that developing work tools, including uniforms, is a key element in supporting a healthy work environment and improving the quality of services provided to the public. The organisation of this first National Forum comes within the framework of the Ministry of Municipality’s commitment to unifying national efforts among government agencies, the private sector, and academic institutions, and to establishing a culture of public cleanliness and sustainability. 

The Ministry of Labour (MoL), represented by the Occupational Safety and Health Department, participated Thursday in the Milaha Group's Workplace Wellbeing Forum, held under the theme "Together Towards Balance", with the aim of strengthening workplace culture and placing people's health, resilience, and overall wellbeing at the heart of sustainable business success.The Ministry's participation comes as part of its efforts to ensure a safe and healthy working environment for all workers in the country and to promote employee wellbeing, given its important role in improving productivity, enhancing engagement and talent retention, and supporting long-term organisational performance.The forum underscored that workplace wellbeing is among the key factors influencing institutional success and sustainability, due to its direct link to employees' mental and physical health, quality of performance, and capacity for creativity and innovation. Workplace wellbeing also reflects the level of satisfaction employees experience through a balanced professional and personal life, as well as a motivating work environment grounded in fairness and equal opportunities.During the forum, a number of specialised experts from the Ministry of Labour and Milaha discussed ways to promote wellbeing in the workplace and support mental health and human sustainability, contributing to stronger organisational resilience and future development plans. Speakers highlighted a set of integrated themes that help shape a more balanced and resilient future, emphasising that workplace wellbeing is not merely an option or a luxury, but a strategic investment that boosts productivity, improves work quality, reduces costs, and strengthens a sustainable and successful work environment.The forum also featured technical and practical presentations addressing physical and mental wellbeing, as well as the impact of mental health programmes in workplaces. This event represents a key step towards advancing workplace wellbeing and fostering sustainable work environments, with positive effects on employee performance and the reinforcement of sustainable growth principles across companies and communities alike.

Qatar hosted Sunday the 42nd session of the Council of Arab Ministers of Housing and Construction, chaired by Her Excellency the Minister of Social Development and Family, Buthaina bint Ali al-Jabr al-Nuaimi.In her remarks, HE al-Nuaimi said it was an honour for Qatar to assume the presidency of the council's 42nd session, expressing pride in the confidence placed in the country.She affirmed Qatar's commitment to continuing joint work with fellow Arab states to strengthen co-operation, create a supportive environment for developing housing policies, and improve the quality of life in Arab cities.HE al-Nuaimi explained that Qatar's hosting of the ministerial session and its accompanying technical and dialogue activities comes within the framework of the Sixth Arab Ministerial Forum for Housing and Sustainable Urban Development, which opened Sunday in Doha under the theme, "Urban sustainability... for the future of generations."She extended her thanks and appreciation to Algeria, which chaired the previous session, for the effective steps taken during its tenure to support joint Arab action in the fields of housing and construction. She also commended the General Secretariat of the Arab League for its ongoing co-ordination and follow-up efforts.HE al-Nuaimi noted that Qatar lays emphasis on developing the urban environment and enhancing the quality of life by modernising the housing system, improving the efficiency of basic services, and providing balanced residential communities, in line with Qatar National Vision 2030, which places people at the heart of development.HE al-Nuaimi said holding the session alongside the sixth ministerial forum provides an opportunity to deepen Arab dialogue on the future of housing and urban development, exchange expertise, and review experiences and practices that contribute to strengthening joint Arab action in this vital sector.She expressed hope that the ministers' discussions and meetings would result in practical directions supporting Arab countries' efforts in housing and urban development, while keeping pace with the challenges and changes facing Arab cities.At the outset of her speech, HE al-Nuaimi welcomed the ministers, participating delegations, and organising and technical committees for their dedicated efforts in preparing the session, wishing the meeting success and constructive outcomes that enhance the future of housing and urban development in the Arab world.The session discussed a range of issues related to enhancing co-operation, co-ordination, and dialogue among Arab countries in the housing and construction sector, exchanging expertise, and reviewing scientific and practical Arab experiences, among other topics aimed at advancing joint Arab work in this key field.  

Qatar Chamber board member Mohamed bin Ahmed al-Obaidli has emphasised that business integrity has become a strategic pillar for strengthening trust, enhancing competitiveness, and ensuring the long-term sustainability of the private sector.Speaking at the ‘Private Sector Forum 2025’ held Monday in Doha under the theme ‘Future-Proofing Business Integrity: AI, Innovation and Global Collaboration’, al-Obaidli emphasised that integrity is no longer limited to regulatory compliance, but is a national necessity and a core driver of responsible governance and sustainable economic development.He pointed out that business integrity is built on ethical values, transparency, responsible decision-making, and effective governance frameworks, including adherence to laws and international standards, anti-corruption measures, transparent reporting, and fair dealings with partners and suppliers.Al-Obaidli also highlighted Qatar’s leading role in promoting transparency and combating corruption in line with Qatar National Vision 2030, noting that the country has established a strong legislative and institutional framework following its ratification of the UN Convention against Corruption (UNCAC) in 2007.He also commended the pivotal role of the Administrative Control and Transparency Authority (ACTA) in leading national initiatives that promote ethical conduct and accountability.Al-Obaidli further pointed to the launch of the National Strategy to Promote Integrity, Transparency, and Combat Corruption 2025–2030, which introduced more than 78 national projects implemented in partnership with government entities, the private sector, and civil society organisations.Addressing future challenges, al-Obaidli noted that while artificial intelligence (AI) offers significant opportunities to enhance business performance, compliance, and transparency, it also raises ethical and governance considerations that require clear regulatory frameworks. With proper oversight, AI can serve as an effective tool for risk detection, financial monitoring, and transparency across supply chains, particularly benefiting small and medium-sized enterprises.He also highlighted Qatar’s progress in innovation and AI, positioning the country as a regional hub for emerging technologies through continued investment in research, talent development, and digital infrastructure across sectors such as healthcare, education, transportation, and cybersecurity.Al-Obaidli reaffirmed Qatar Chamber’s commitment to supporting innovation, digital transformation, and the responsible adoption of AI across industries. He noted that Qatar Chamber joined the UN Global Compact in 2020, underscoring its dedication to responsible business practices, sustainability, and anti-corruption principles. 

The Qatari Businessmen Association (QBA) held a meeting with a delegation from Syria as a follow-up to QBA’s meeting with Syrian President Ahmed al-Sharaa, who was in Qatar for the recently concluded Doha Forum 2025.The delegation was headed by Dr Hazem al-Sharaa, vice-president of the Syrian Supreme Council for Economic Development. He was accompanied by Talal al-Hilali, director general of Syria’s Investment Authority, and Safwat Raslan, director general of the Syrian Development Fund.Sunday’s meeting comes as a continuation of QBA’s meeting last week with President al-Sharaa, aimed at discussing potential investment opportunities in Syria, even as a number of QBA members have already launched concrete economic projects there in the fields of energy, electricity, and real estate.The Syrian delegation was received by QBA chairman His Excellency Sheikh Faisal bin Qassim al-Thani, in the presence of board member Sheikh Nawaf bin Nasser al-Thani, and QBA members Sheikh Mansour bin Jassim al-Thani, Khaled al-Mannai, Mohammed Moataz al-Khayyat, Ramez al-Khayyat, Nabil Abu Issa, Faisal al-Mana, Yousuf al-Mahmoud, and Ihsan al-Khaimi, as well as representatives of Abdulrahman Al Mana Companies, Sheikh Mohammed bin Hamad al-Thani, Mekdam Holding Group, and other member companies, in addition to QBA general manager Sarah Abdallah.At the beginning of the meeting, Dr Hazem al-Sharaa stated that Qatar was among the first countries to invest in Syria, following the directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani and the Qatari Government, to place Syria on the international investment map by strengthening international relations and attracting major companies to participate in the reconstruction of Syria.Al-Sharaa noted that the Supreme Council for Economic Development aims to achieve economic stability in the country, revitalise and develop the economy, and establish a comprehensive economic map covering the entire Syrian geography.He said this will be achieved through full supervision of several economic authorities, organisations, and institutions operating within the framework of the state’s economic plan. He also confirmed that Syria will launch a completely new currency in the market at the beginning of the new year, in line with the requirements of the current phase.The council, chaired by the President of the Republic, is responsible for approving general strategies and plans related to investment. Its membership includes the ministers of economy and industry, energy, finance, tourism, communications and information technology, public works and housing, and agriculture, in addition to the head of the General Authority for Land and Sea Ports, among others. Several economic entities are affiliated with the council, most notably the Syrian Investment Authority, the Sovereign Fund, and the Development Fund.During the meeting, al-Sharaa focused on current economic projects in Syria that contribute to reconstruction and the development of infrastructure and vital sectors, with particular emphasis on energy, transport, tourism, real estate, health, education, and key industrial sectors such as pharmaceuticals and construction materials.He also praised the significant investments by Qatari and Saudi companies in the development of power generation stations, as well as the signing of memoranda of understanding to modernise the electricity sector in general. This is in addition to the development of Damascus International Airport and the Damascus Metro project, in cooperation with Qatari and Turkish companies.For his part, al-Hilali spoke about the development of the legislative framework to attract and guarantee direct investments through the adoption of the best international laws, allowing foreign investors to own 100% of their projects.He explained that, in this new phase, the state has adopted measures to fully exempt investors from taxes in the health sector and agricultural projects related to food security, in addition to full tax exemptions for factories that export more than 50% of their production.Meanwhile, Sheikh Faisal stated that Syria represents an investment bank of projects and golden opportunities for investors. He stressed the need to develop joint Qatari–Syrian projects through the establishment of institutions specialised across various sectors, such as industrial, health, tourism, and real estate, among others, given that the state’s objective is to create job opportunities and stimulate economic growth. He emphasised that the private sector in both countries can play a prominent role in this direction.Qatari businessmen affirmed that Syria is currently witnessing a major economic transformation across various sectors, noting that most of them have already begun working on productive projects in Syria. They also announced that a delegation of Qatari businessmen will visit Syria at the invitation of the Supreme Council for Development, following an official invitation from President al-Sharaa to Damascus to explore investment opportunities.

Hamad Bin Khalifa University (HBKU) and the Gates Foundation have committed to a grant agreement unique to the region on the sidelines of Doha Forum 2025.The document was signed by HBKU’s president Dr Ahmad M Hasnah and Joe Cerrell, managing director for the Gates Foundation in the presence of Bill Gates, chair and board member, Gates Foundation.Under the four-year funding agreement, the Gates Foundation will provide $1.8mn to HBKU. The grant will support pioneering research led by HBKU’s Qatar Environment and Energy Research Institute to develop animal feed products from crop residue, improving productivity of small-scale livestock producers.Reflecting the university’s strategic focus on circular agriculture in dry and arid regions, the new solution delivers a scalable process producing feed for less than $100 per ton. Besides supporting affordable, decentralised manufacturing, it also addresses food security constraints, encourages sustainable resource management, and reduces greenhouse gas emissions, while advancing agricultural efficiency.The purpose-driven collaboration brings together two renowned institutions committed to advancing global development and the common good. For HBKU and Qatar Foundation, it supports Qatar’s long-term resilience and societal prosperity, as well as their role as drivers for impact-driven innovation serving local, regional, and global needs. The HBKU patented technology already positions Qatar as a global leader in sustainable feed production.For the Gates Foundation, the agreement reinforces a shared ambition to support solutions that improve lives, particularly in regions facing acute climate and resource pressures.HBKU’s research directly contributes to building circular agriculture systems by reducing waste and maximising the value of existing resources. By integrating scientific research, technological innovation, and collaboration, the outcomes will address national priorities such as the sustainable approach to critical resources and food security systems. Its positive impact will also extend beyond Qatar, however, as lessons and technologies will be adaptable to farming across the Global South. This includes the Middle East and North Africa region, South Asia and sub-Saharan Africa.“Farmers are responsible for feeding communities, but they are working in the toughest conditions imaginable, so this is a vital project to support them in turning residue crops into quality animal feed. We hope that by working with farmers to develop this innovation, we will ensure more food is produced to feed people and in turn help build the resilience of the global food system,” said Cerrell.Dr Hasnah added: “We are pleased to collaborate with the Gates Foundation in advancing innovative solutions that support sustainable food systems and generate meaningful economic impact for Qatar, the wider region, and the Global South. This agreement marks a significant milestone for research led by a Qatari university and underscores Hamad Bin Khalifa University’s commitment to delivering tangible, positive outcomes through world-class research.”By uniting HBKU’s research capabilities with the Gates Foundation’s global development reach, the agreement is a decisive step toward food security and sustainable growth across some of the world’s most vulnerable regions. In the mid- to long-term, the model could positively shape land use, food trade, and public health policy, as well as future-facing investment decisions. 

Qatar Chamber first vice-chairman Mohammed bin Towar al-Kuwari held a meeting Monday with Ville Skinnari, a member of the Finnish Parliament and chairman of the Qatar Finland Friendship Group, who participated in the recently concluded Doha Forum 2025.During the meeting, which was also attended by Commercial Counsellor Kimmo Laaksonen, both sides discussed trade and economic co-operation and reviewed prospects for encouraging mutual investments and the pivotal role of the private sector in boosting trade exchange.Al-Kuwari said Qatar-Finland trade stood at QR354mn last year, emphasising the mutual desire to increase this to higher levels. Highlighting Qatar’s interest in exploring investment opportunities in Finland, al-Kuwari affirmed the chamber’s support in strengthening cooperation ties and readiness to assist Finnish investors seeking to benefit from Qatar’s attractive investment climate, available opportunities, and the numerous incentives offered to investors. 

Syrian President Ahmad al-Sharaa has invited the Qatari Businessmen Association (QBA) to explore investment opportunities across various economic sectors in Damascus.The invitation came after al-Sharaa received a delegation of QBA officials and members in Doha on the sidelines of his participation in the recently concluded Doha Forum 2025.The delegation included QBA chairman His Excellency Sheikh Faisal bin Qassim al-Thani; board members Sheikh Hamad bin Faisal al-Thani and Sheikh Nawaf bin Nasser al-Thani; members Sheikh Mansour bin Jassim al-Thani, Mohammed Moataz al-Khayaat, Hamad bin Mohammed al-Mana, Khaled al-Mannai, Faisal al-Mana, Abdulrahman al-Mana, and Ihsan al-Khiyami, as well as QBA general manager Sarah Abdallah.Also in attendance was Asaad al-Shibani, the Minister of Foreign Affairs and Expatriates of the Syrian Arab Republic.The discussions focused on bilateral co-operation between Syria and Qatar in the commercial and economic fields, and on the role of the private sector in strengthening and expanding ties, especially in light of Syria’s extensive reconstruction phase.Al-Sharaa affirmed Syria's strong ties with Qatar, reflecting the depth of the historical relationship between both countries, “a relationship that can be translated into tangible investment partnerships.”He said Syria is currently reforming its investment laws and providing incentives for foreign investors, noting that the country is now open to major international companies, many of which started investing in energy, gas, and electricity sectors. The president further highlighted that Qatari companies are already active in these fields and also hold investments at Damascus International Airport.Al-Sharaa encouraged Qatari businessmen to invest in Syria and enter into projects and ventures across various economic sectors, calling for the establishment of strategic partnerships between Qatari and Syrian companies.Sheikh Faisal emphasised QBA’s appreciation for the visit and the mutual commitment to strengthening bilateral co-operation, saying the strong historical and social ties between Qatar and Syria provide a solid foundation for expanding economic partnerships.He said Syria is currently undergoing a phase that offers distinctive investment opportunities in several sectors, and expressed QBA’s eagerness to transform these opportunities into practical projects and sustainable partnerships that serve the interests of both countries.Sheikh Hamad said the “positive relations” between Doha and Damascus will encourage Qatari businessmen to invest in Syria, affirming that the current period is highly suitable for investments in industry, infrastructure, and other productive sectors.Sheikh Nawaf noted that QBA will organise a visit to Damascus to review potential investment opportunities and discuss ways to enhance co-operation with relevant authorities and Syrian businessmen. He also highlighted the importance of developing investment laws to further motivate investors to enter the Syrian market. 

Her Excellency the Minister of State for International Co-operation Dr Maryam bint Ali bin Nasser al-Misnad met Saturday with Assistant to the President of Azerbaijan for Foreign Affairs Hikmet Hajiyev, on the sidelines of the Doha Forum 2025. The meeting dealt with bilateral co-operation and the means to enhance it, in addition to several issues of joint interest.  

The Gulf Co-operation Council (GCC) remains "a bright spot in the world economy" in the current challenging global economic scenario, noted Bo Li, deputy managing director, International Monetary Fund, while launching the IMF's 2025 GCC report 'Enhancing Resilience to Global Shocks: Economic Prospects and Policy Challenges for the GCC Countries' at Doha Forum 2025.According to Li, the global economic context remains challenging and despite the challenging external environment, the GCC economies have been resilient and the GCC growth is expected to accelerate from 3.3% in 2025 to 4.4% in 2026.“The world economy is adjusting to a landscape that is being shaped by major structural transformations, ranging from geopolitics and trade relations to new technologies and demographic shifts. In this environment, global growth remains subdued and risks to the outlook are tilted to the downside," said Li.Li noted that the outlook shows some differences across regions. He explained: “While economic growth is set to slow in some parts of the world, the GCC remains a bright spot in the world economy. In an environment characterised by heightened global uncertainty, trade tensions and a decline in oil prices and a conflict in the region, the GCC economies have demonstrated remarkable resilience.”He noted that the resilience results from a combination of favourable external conditions and good policies. “It is fair to say that the resilience of the GCC over the past year has largely been the result of good policies, prudent macroeconomic policies and strong structural reform momentum,” he highlightedThe official said the GCC economic growth will be bolstered by the continued strength of non-hydrocarbon economy amid diversification efforts.“In this uncertain environment, the overarching policy objective is to enhance resilience and accelerate economic diversification irrespective of oil prices,” he continued.Li stated that the continued challenge for fiscal policy is to balance the objectives of intergenerational equity, economic diversification, and counter-cyclical stabilisation.“Amid high global uncertainty, financial sector policies should continue to proactively manage systemic risks. Accelerating and prioritising reforms will support the transition to a new growth model. In this regard, diversification efforts would benefit from the deepening of domestic financial markets and the fostering of new and more diverse international economic relationships,” he stressed.“In this regard, I am very happy to see the theme of this year's Doha Forum, ‘Justice in Action’ which is very appropriate. We look forward to deepening further our excellent partnership on capacity development with the GCC countries,” he added.
