Regional aviation leaders back push for airport capacity, climate action

SJC completes 12,136 transactions through Virtual Employee service

The Supreme Judiciary Council (SJC) has completed 12,136 electronic transactions through its “Virtual Employee” service on WhatsApp since launching the platform, as part of the council’s continued efforts to modernise judicial services, improve procedural efficiency, and facilitate public access to the judicial system. According to figures released by the SJC, the transactions were recorded between July 1, 2025, and August 31 this year. During August 2026 alone, 1,147 transactions were completed through the service, indicating the growing role of digital communication channels in delivering judicial services and simplifying procedures for the targeted beneficiaries. The Virtual Employee service, introduced through the council’s WhatsApp platform, enables users to access selected judicial services electronically. It was launched in July last year through the dedicated WhatsApp number 44597777. It subsequently introduced a second package of Virtual Employee services in September 2025, further expanding the range of services available to users. The SJC has continued to expand the service and introduce additional digital offerings, providing beneficiaries with more convenient ways to interact with the judicial system and reducing the need for physical visits to court facilities. Meanwhile, the SJC has been developing electronic platforms and remote service channels to streamline transactions, enhance accessibility, and support a more user-focused judicial experience. The council’s digital transformation has also extended to electronic court services and remote litigation. During the first quarter of 2026, the courts processed 5,052 cases through remote litigation using video-conferencing technologies, while 777 new cases were registered electronically, stressing the growing integration of digital tools into court operations and the delivery of judicial services. In addition, the courts recorded 109,981 requests through the courts’ electronic portal and application during 2025. The courts also processed 8,596 electronic services during the first quarter (Q1) of 2026, while the Family Documentation Department delivered 65,264 electronic services during 2025. The SJC has placed importance on digital innovation for the improvement of judicial performance. Its modernisation agenda includes expanding electronic litigation services, strengthening digital infrastructure and developing new channels for service delivery. The council has also explored the potential use of artificial intelligence (AI) in judicial applications, including technologies that could support court users and improve the efficiency of administrative and legal procedures. Through its electronic court platforms, website, mobile application, and WhatsApp-based Virtual Employee service, the SJC provides digital channels that help users access judicial information, submit requests, and follow up on transactions without repeated visits to court premises. Lawyers and litigants can benefit from electronic services that support case-related procedures, access to court information and communication with judicial authorities. At the same time, applicants can use online channels to obtain information and access selected judicial and documentation services. Judges and court personnel also benefit from the digital transformation of judicial processes, which supports more efficient case management, electronic document handling and remote litigation. Eventually, the Virtual Employee service on WhatsApp further broadened access to judicial assistance and eased related procedures.

Oracle to spend $700mn more on restructuring costs as it ramps up AI spending

The Ministry of Endowments (Awqaf) and Islamic Affairs has rolled out a substantially upgraded Mushaf Qatar application, recasting the platform as a comprehensive digital companion for engaging with the Holy Qur’an through recitation, memorisation and reflection. The update arrives as part of the ministry’s broader push to modernise its services and accelerate digital transformation in line with its current strategic plan and the ambitions of Qatar National Vision 2030. Central to the new version is an “Intelligent Qur’an Assistant”, a feature designed to make searching and understanding the text more intuitive. Users can look up meanings, ask for explanations of specific verses and receive concise, accessible answers to questions about the Qur’an without leaving the app. By embedding this capability, the ministry aims to lower barriers to study and encourage more frequent, informed interaction with the scripture. For students of hifz, the upgrade introduces a structured memorisation and revision system that tracks progress at the verse level. The app allows users to set personalised revision plans, mark completed sections and view achievement metrics, creating a clear visual record of consistency over time. These functions are intended to help learners maintain momentum, identify gaps in retention and stay motivated through measurable milestones. The refreshed platform also bundles an extensive audio and interpretation library. Listeners can access full recitations by leading reciters from across the Islamic world, alongside a curated selection of Qatari voices, all within a single interface. On the study side, the app hosts a wide range of authoritative commentaries, including the works of Al‑Tabari, Ibn Kathir and Al‑Qurtubi, giving users ready access to classical exegesis to deepen their understanding and contemplation of the text. Beyond core Qur’anic functions, the application includes practical tools for daily religious practice. A digital tasbih counter supports dhikr routines, while a built‑in Qibla finder helps users orient themselves for prayer. The smart interface also displays a live countdown to the next prayer time, integrating worship planning into the everyday use of the app. A new documentation section traces the history and development of Mushaf Qatar from its earliest conceptual stages through writing, proofreading, printing and eventual launch. This archive highlights the scale of scholarly and technical work invested in the project, offering users context on the rigorous processes that underpin the digital text they are engaging with. Assistant Undersecretary for Islamic Affairs and Chairman of the Mushaf Qatar Committee, Khalid Shaheen al-Ghanem, said the launch reflects the ministry’s commitment to expanding and improving digital services related to the Holy Qur’an. He emphasised that the application was designed using the latest technological standards to deliver a more convenient and efficient user experience, describing it as a natural extension of Mushaf Qatar’s longstanding mission to provide reliable, authoritative educational content in service of the scripture. The Mushaf Qatar upgrade sits within a wider wave of digital initiatives from Awqaf, including recent launches such as the Meshka platform for religious services and the Hader app for mosque operations. Together, these projects signal a coordinated effort to digitise access to guidance, streamline administrative processes and enhance the overall quality of religious services available to the public in Qatar.

Euro zone overall business growth held steady in August, PMI shows

Growth in the euro zone's dominant services industry slipped to a two-month low in August though solid and broad-based demand kept overall private sector activity on an even keel, a survey showed on Thursday. The S&P Global Eurozone Services PMI eased slightly to 51.6 in August from 51.7, a tad lower than a preliminary estimate for no change from last month. The composite index, which combines services and manufacturing, remained close to its long-run average of 52.3, coming in at 52.0 and suggesting the bloc's private sector is expanding at a steady, if unspectacular, pace. A reading above 50.0 indicates growth. "August's PMI data puts the euro area on track for a solid quarter of growth in Q3. Momentum in the industrial economy has picked up nicely and the service sector has shaken off the initial weakness seen after energy prices surged at the start of the Middle East war," said Joe Hayes, senior principal economist at S&P Global Market Intelligence. New business in the services industry — a key gauge of demand — rose solidly again in August, though the gain was driven by domestic sales as overseas orders fell. Still, stronger demand for manufactured goods meant overall private sector export orders rose for the first time in four-and-a-half years. Services employment grew at its fastest pace in eight months, extending a positive trend in place since June. Across the private sector as a whole, August marked the first month of net job creation this year. On prices, services sector input costs and output charges both climbed to three-month highs in August. In the composite PMI, input cost inflation edged down fractionally while output price growth was unchanged. Price pressures remain elevated by historical standards and above the levels seen before the outbreak of the US.-Israeli war with Iran. "It's noteworthy that the August data indicated a stalling of the disinflationary trend witnessed since the PMI prices indices peaked in May. Taken alongside the resilience in economic activity as illustrated by the latest figures, the European Central Bank may feel a tightening of policy at next week's meeting is now justified," Hayes added. Inflation in the bloc rose back above 3% last month, official data showed on Tuesday, and ECB policymakers are expected to raise interest rates on September 10. Spain and Italy led growth across the euro zone, while Germany posted its quickest expansion since March. France, however, bucked the regional trend, recording its eighth consecutive month of declining activity.

Metrash eases access for relatives

The Ministry of Interior (MoI) Wednesday highlighted a Metrash service that enables users to authorise their spouses and children to activate the application on their own devices, even if they do not have a mobile number registered in their name.The service removes what had been a common obstacle for dependants seeking access to the application’s digital government services, since Metrash activation traditionally required a mobile number linked to the user’s Qatar ID.The ministry said the authorisation could be completed through a few simple steps.Users should open the application’s main menu, select “Delegation” and then choose “Relative Registration”. They must enter the relative’s Qatar ID number, mobile number and ID expiry date before clicking “Add”.Once the request is confirmed, the relative will be authorised to use the specified mobile number to activate Metrash on their device. The process can be completed digitally without visiting an MoI service centre.The facility is intended particularly for family members whose mobile numbers are registered under their sponsor’s name. It gives them direct access to Metrash services on their own devices without requiring a separate mobile subscription linked to their Qatar ID.Metrash provides citizens and residents access to more than 400 MoI services covering areas including residency, visas, traffic and official documents. The application also offers a digital wallet and is available in Arabic, English, French, Spanish, Hindi and Urdu, according to its official application listing.

Ministry widens access to legal services nationwide

The Ministry of Justice (MoJ) continues to improve access to government services by delivering an expanding range of legal and real estate transactions through a nationwide network of external service centres.  The initiative aims to bring services closer to citizens, residents and businesses, reducing travel time and enhancing the customer experience by integrating government services into commercial and community locations.  The network now comprises 10 external service centres located in shopping malls and government service complexes, allowing visitors to complete a wide range of transactions without visiting the ministry’s headquarters.  To provide greater flexibility, all centres operate during morning hours, with four also offering evening services to better accommodate working professionals and the public.  The ministry has also deployed a mobile service office at Qatar Mall and Katara during evening hours, extending services to high-footfall locations and making them more accessible to clients who are unable to visit government offices during regular working hours.  The external centres primarily handle real estate registration and notarisation services.  Selected centres also process transactions on behalf of other government entities, including services for banks, companies and vehicle-related documentation.  In addition, two dedicated offices specialise in transactions involving non-Qatari ownership and usufruct of real estate, supporting Qatar’s regulated property investment framework.  Recent official data highlights the scale of the legal and real estate ecosystem supported by the ministry.  Qatar currently has 703 registered real estate brokers, 424 registered experts and 306 licenced practising lawyers.  The ministry’s digital transformation complements its physical service network by providing a broad range of online services, including notarisation, property registration, legal information and application tracking.  These digital services reduce the need for in-person visits, while external service centres continue to handle transactions requiring physical verification or document authentication.  The MoJ also publishes open data on completed real estate registration and documentation transactions to enhance transparency and monitor service performance.  The broader government service network continues to record strong demand.  Official figures show that Government Service Centres delivered more than 146,000 services during the third quarter of 2025, with the Ministry of Justice ranking among the busiest entities after completing more than 11,000 transactions in September 2025 alone.  The figures underscore the growing reliance on decentralised service delivery and the effectiveness of integrated government service centres in improving accessibility, convenience and operational efficiency.  By combining strategically located external service centres, extended operating hours, mobile service offices and expanding digital platforms, the ministry continues to make its services more accessible while maintaining efficiency, accuracy and high standards in transaction processing.

Qatar teams join Spain wildfire fight

Qatari rescue crews are on the ground in central Spain, joining Spanish emergency services in the battle against large-scale wildfires. The International Search and Rescue Group of the Internal Security Force (Lekhwiya) has begun field missions in co-ordination with Spain's Ministry of the Interior and local emergency agencies, with operations centred on the municipality of Piedralaves in Ávila province, in Castilla y León. The group has drawn up a strategic deployment plan and moved into the affected areas. Before deploying, the Qatari team met the secretary-general for civil protection and emergencies at the Ministry of the Interior, along with representatives of local authorities, to exchange information on the latest developments and assess conditions on the ground.
