CGB Concludes Artificial Intelligence Forum

The Civil Service and Government Development Bureau (CGB) concluded Thursday the activities of the First Gulf Forum on Artificial Intelligence in Civil Service, discussing innovative solutions otwards sustainable civil service. The forum was organized in collaboration with the Sultanate of Oman as part of the initiatives of the Technical Committee for Civil Service and Human Resources Affairs in the Gulf Cooperation Council (GCC) countries. The forum was attended CGB's Director General Saif bin Ali Al Kaabi, along with representatives from ministries and civil service authorities across the GCC, as well as specialists and employees from human resources and information systems departments. The event focused on showcasing leading Gulf experiences in leveraging artificial intelligence technologies to enhance government work efficiency, strengthen administrative system flexibility, and support smart institutional transformation in the civil service sector. The forum's activities included presentations by various Gulf entities, highlighting practical applications of AI in human resource management and the improvement of government services. A panel discussion was also held to explore the impact of smart solutions on the future of civil service. The forum's recommendations emphasized the importance of enhancing digital integration across the GCC, showcasing successful models and experiences in AI applications to improve government services, and supporting the path toward smart transformation in public administration. Additionally, the recommendations called for the establishment of a Gulf network to exchange expertise and best practices in the field of artificial intelligence, as well as encouraging institutional partnerships across the region to foster digital innovation and support smart transformation systems.

Facing Russia 'threat', France to restore voluntary military service

President Emmanuel Macron is set this week to announce that France is restoring military service on a voluntary basis in the face of the growing threat posed by Russia, just under three decades after conscription was abolished in the country.The head of state is due to lay out the change on a visit to an infantry brigade in southeastern France Thursday, according to multiple sources familiar with the decision who spoke to AFP.The announcement will come more than three-and-a-half years into Russia's full-scale invasion of Ukraine, with Macron and other French officials warning that Moscow risks not stopping at Ukraine's borders.France's top general, armed forces chief of staff Fabien Mandon, sparked uproar at home last week by warning that France must be ready "to lose its children", adding that Russia is "preparing for a confrontation by 2030 with our countries".Macron told the RTL broadcaster he would be announcing a "transformation of national service into a new form" Thursday, but did not provide further details.A source with knowledge of the matter, who asked not to be named, told AFP that the plan is for 2,000 to 3,000 people to be trained up in the first year, aiming to increase those signing up over time to 50,000 per year.Macron warned that France should not show "weakness" in the face of the threat posed by Russia."If we want to protect ourselves, we French — which is my sole concern — we must demonstrate that we are not weak against the power that threatens us the most," he said.The use of military service is uneven across Europe.But France would join European countries like Baltic states Latvia and Lithuania which have brought it back in recent years, while others such as Denmark have toughened its terms.Military service is seen as bolstering armies with recruits, but also providing a large pool of potential reservists who could be called up in the case of a future war.The French armed forces have approximately 200,000 active military personnel and 47,000 reservists, numbers expected to increase to 210,000 and 80,000 respectively by 2030.The mobilisation on a voluntary basis could serve to meet the needs of "acquiring the mass" necessary for the armed forces to survive in the event of conflict, French land army chief of staff General Pierre Schill said earlier this year.There is so far no suggestion that the military service in France would be compulsory, as it was before then president Jacques Chirac abolished conscription in 1997 as part of army reforms.Germany's coalition government this week agreed on a new voluntary military service model, after weeks of wrangling over whether there should be a compulsory element like in Denmark, where both young men and women are called up in a lottery.Accused of war-mongering by the left, General Mandon has expressed no regret over his comments last week, saying the aim was to "alert and prepare" amid a "rapidly deteriorating" context.According to France's National Strategic Review for 2025, a document that is a cornerstone of official policy, France must "prepare for the possibility of a major, high-intensity engagement in Europe's neighbourhood by 2027-2030, coinciding with a massive increase in hybrid attacks on its territory".The reactions to his comments "show that this is something that was perhaps not sufficiently perceived in our population", Mandon said on Saturday.But ahead of Thursday's announcement, Macron and other officials have been at pains to emphasise that the comments by Mandon focused on the sacrifices made by the armed forces and there was no plan to send France's young to the front line."It is absolutely necessary, at least immediately, to dispel any confused idea suggesting that we are going to send our young people to Ukraine," Macron said Tuesday, adding that Mandon's original remarks had been "taken out of context".

Ministry of Municipality marks Customer Service Week 2025

The Ministry of Municipality has marked the Customer Service Week 2025 by showcasing the remarkable progress it has achieved in enhancing customer service and advancing digital transformation throughout the year. Throughout 2025, the Ministry provided around 172 services through its website and an additional 127 services via the “Oun” mobile application.The total number of requests submitted across all channels reached 618,990, including 156,845 through the “Oun” app, 278,821 via the website, and 132,071 through customer service offices.Further, certain services saw 51,266 electronically scheduled requests. The “Oun” app recorded more than 131,000 downloads on Android and iOS platforms, while the ministry’s website attracted over 3.3mn visits during the same period.The ministry’s emphasis on digital efficiency yielded impressive results, with 93% of all transactions completed electronically and 97.7% of customer service requests processed successfully. These figures demonstrate the ministry’s success in establishing a smart service ecosystem characterised by speed, accuracy, and reliability.In terms of beneficiaries, a total of 332,479 individuals received services from the ministry during 2025. The unified call center (184) handled 174,989 incoming calls, achieving an average processing time of just three and a half minutes per transaction in government service centers — a clear indication of operational efficiency and prompt response. Customer satisfaction reached an advanced rate of 84.7% between January and August 2025, underscoring the ministry’s ability to meet and exceed public expectations.The ministry also continued to strengthen its communication channels with the public through social media, reaching a total of more than 533,776 followers across platforms such as X, Instagram, and Facebook. During the same period, the ministry received 9,557 public reports, including 3,353 urgent and 6,204 regular cases, all of which were handled with the highest levels of responsiveness and transparency.

PHCC celebrating customer service week

The Primary Health Care Corporation (PHCC) is celebrating customer service week under the slogan ‘Your Service, Our Responsibility’, until October 9. The initiative focuses on raising staff awareness and enhancing their skills in serving patients by collecting feedback and comments, which serve as motivation for continuous improvement. Hayyak service plays a crucial role within PHCC as it significantly improves the patient experience and satisfaction. It achieves this through in-person visits and engagement with healthcare providers, offering information, answering questions, addressing patient needs, and listening to suggestions to ensure ongoing improvement. In cases of issues or complaints, Hayyak also provides immediate and effective responses to resolve them, reinforcing PHCC’s commitment to continuous improvement and success in delivering essential primary health care. PHCC currently operates 31 health centres across Qatar. In the third quarter (Q3) of 2025, PHCC received a total of 1,261 comments, which were addressed collaboratively by health centres and Hayyak staff. Al Kaaban Health Centre recorded the lowest percentage of complaints among all centres during this quarter.The top three subjects of complaints and comments received during Q3-2025 were: Access, appointment, admission, transfer, and discharge, competence/quality of work, attitude and behaviour.

Polish PM announces downing of drone violating Poland's airspace

Polish Prime Minister Donald Tusk said that a drone that violated his country's airspace was shot down. Poland's State Protection Service neutralized a drone operating over sensitive government sites, Tusk said on X platform.Two people were detained in connection with the incident and police are investigating the circumstances of the incident, Tusk added.NATO Secretary General Mark Rutte recently announced that the alliance would significantly strengthen its defenses on its eastern front, following the Russian drone incursion into Poland's airspace, a member of the alliance.
