The International Energy Agency ‌(IEA) is consulting with governments in Asia and Europe on the ‌release of ⁠more stockpiled oil "if ‌necessary" due to the Iran war, ‌Executive Director Fatih Birol said on Monday."If it is necessary, of course, ⁠we will do it. We look at the conditions, we will analyse, assess the markets and discuss with our member countries," Birol told the National Press Club in Canberra, at the start of a world tour.IEA member nations agreed on March 11 to release a record 400mn barrels of oil from strategic stockpiles to combat the spike in ​global crude prices. The drawdown represented 20% of overall stocks.There would not be a specific crude price level to trigger another release, Birol said."A stock release will help ‌to comfort the markets, ⁠but this is not ​the solution. It will only help to reduce the pain ​in the economy.”The IEA chief began his world tour in Canberra as the Asia Pacific is at the forefront of the oil crisis, he said, given its reliance on oil and other crucial products like fertiliser and helium transiting the Strait of Hormuz.After meeting Australian Prime Minister Anthony Albanese, Birol will travel to Japan later this week before a Group of Seven meeting.He described the crisis in the Middle East as "very severe" and worse than the two oil shocks of the ‌1970s, as well as the impact ‌of the Russia-Ukraine war ⁠on gas, put together.The war on Iran had taken 11mn barrels ⁠of oil per day from ⁠global supply, more than the two prior oil shocks combined."The single most important solution to this problem is opening the Hormuz Strait," he said."The depth of the problem was not well appreciated by the decision makers around the world,” he said of his decision to begin speaking publicly three weeks into ​the war.Stockpile drawdowns are only a portion of what the IEA could do, he said.Measures outlined by the IEA, such as lowering speed limits or implementing work-from-home measures, had reduced energy use when implemented in Europe in 2022, but each nation would need to decide how best to enact fuel savings, Birol said.He said that while Australia’s liquid fuel holdings were lower than IEA regulations, the current government had done much to improve them ‌and that 30 ​days of diesel was a "solid number”.

Gulf airports are reinforcing resilience frameworks under the guidance of Airports Council International (ACI), which is co-ordinating closely with operators to safeguard passenger welfare and operational continuity during the US-Israel-Iran conflict. “ACI Asia-Pacific & Middle East, as a voice of airports, always works very closely with all members, and when disruption reaches this scale, we work very closely with members to extend all possible support. “We consolidate impact assessments so that we can recommend specific, practical measures to governments and industry stakeholders. We reinforce the principle that airports are like any other civilian infrastructure and must be protected under all circumstances,” Stefano Baronci, director general, ACI Asia-Pacific & Middle East, told Gulf Times in an exclusive interview. Baronci explained that in the immediate term, the aviation industry’s priority is the preservation of operational continuity and passenger welfare, with safety as the overriding principle.He emphasised that the sector has developed extensive crisis-management frameworks through decades of experience with geopolitical disruptions and other systemic shocks. “While such events inevitably cause operational disturbances, structured response mechanisms help contain instability, support stranded passengers, and prepare the system for a gradual and orderly return to normal traffic flows once conditions allow,” Baronci pointed out. In this context, Baronci noted that the ACI can play an important role by reinforcing best practices and encouraging Gulf airports to apply established resilience frameworks. This includes strengthening emergency preparedness, ensuring the availability of passenger assistance services during prolonged disruptions, and maintaining clear operational protocols that allow airports to manage irregular operations safely and efficiently, he said. Baronci underscored that continuous communication with passengers and transparent coordination with airlines are also essential components of maintaining confidence during periods of uncertainty. “Equally critical is the close collaboration among all actors in the aviation ecosystem. Effective crisis management depends on coordinated action between airports, airlines, civil aviation authorities, air navigation service providers, and national governments. “By facilitating dialogue and the exchange of operational insights among its members, ACI can help ensure that practical measures adopted across the region remain aligned, enabling airports to respond cohesively to disruptions while safeguarding passenger welfare and operational stability,” he stressed. When airspace closures are beyond their control, Baronci explained that airports must balance operational continuity with passenger safety, especially when disruptions like airspace closures occur beyond their control. “International standards guide this process. The International Civil Aviation Organisation requires airports to maintain an Airport Emergency Plan under ICAO Annex 14, supported by guidance in ICAO Doc 9137 Airport Services Manual Part 8. “When disruptions occur, airports often activate an Emergency Operations Centre where airlines, air navigation service providers, ground handlers, and security authorities coordinate decisions in real time to manage resources, passenger flows, and safety,” Baronci explained. He said operational continuity is further supported by structured business continuity planning. Guidance developed by Airports Council International, including the Airport Business Continuity Management Handbook, encourages airports to maintain clear contingency plans that enable essential functions to continue during major disruptions, he noted. “By integrating emergency planning, stakeholder coordination, and business continuity frameworks, airports are better positioned to protect passengers while gradually restoring operations as conditions allow,” Baronci added.

Qatar’s ambassador to Lebanon Sheikh Saud bin Abdulrahman al-Thani has participated in the launch of an international appeal aimed at mobilising funding to address the country's growing humanitarian needs.The appeal was held at the Grand Serail of Beirut (Government Palace) in the presence of Lebanon’s Prime Minister Dr Nawaf Salam and United Nations Secretary-General Antonio Guterres, alongside ministers, ambassadors of donor countries, and representatives of international organisations and UN agencies.  

Gulf airports are reassessing their commercial strategies as regional airspace restrictions reduce transit traffic, accelerating efforts to diversify non-aeronautical revenues beyond duty-free and retail, according to an official of the Airports Council International (ACI).Stefano Baronci, director general, ACI Asia-Pacific & Middle East, noted that “it is still too early” to quantify the full economic impact of the US-Israel-Iran conflict on the aviation sector.“However, the sudden halt in Gulf transit traffic highlights a vulnerability in airport commercial models that rely heavily on transfer passengers, who typically spend more time and money in duty-free and retail areas,” Baronci told Gulf Times in an exclusive interview.According to Baronci, disruptions such as cancellations or airspace closures can quickly reduce this revenue stream, prompting airports and concessionaires to reassess hub-dependent retail strategies.“In response, airports may introduce more flexible commercial arrangements alongside traditional minimum annual guarantees to better share demand volatility,” Baronci pointed out.He noted that retailers may also adopt leaner inventories, simplified product ranges, and more agile logistics to adjust to fluctuating passenger flows.“More broadly, the disruption could accelerate efforts to diversify non-aeronautical revenues through omnichannel retail, stronger landside offerings, and additional streams, such as premium services, digital advertising, and real estate, ultimately creating a more resilient airport commercial strategy,” he explained.Asked what lessons from past disruptions airports can apply to the current conflict in the Gulf and the wider Middle East, Baronci pointed to the Covid-19 pandemic and periods of regional conflict, saying, “These past disruptions demonstrate that passenger welfare must remain the immediate priority during crises.”Baronci emphasised, “Airports that respond rapidly by providing accommodation, clear communication, rebooking assistance, and co-ordinated support with airlines and authorities tend to preserve long-term reputation and passenger trust. Experience shows that how passengers are treated during disruption often leaves a deeper and more lasting impression than the disruption itself.”A second lesson, according to Baronci, concerns the importance of operational coordination and resilience across the aviation ecosystem. He stressed that airports, airlines, air navigation service providers, regulators, and government authorities must act in close partnership to manage airspace restrictions, passenger flows, and emergency logistics.He added: “Finally, history consistently demonstrates that aviation demand is structurally tied to trade, mobility, and economic integration. Although geopolitical shocks can lead to abrupt short-term contractions in traffic, recovery typically follows once security conditions stabilise.“Airports that maintain operational readiness, protect key capabilities, and sustain stakeholder confidence during the downturn are generally best positioned to capture the rebound in passenger and cargo traffic when normal conditions gradually return.”

Qatar Chamber, in co-operation with the General Authority of Customs (GAC), called on shipping companies operating in the country to register in the International Road Transport (TIR) system to ensure the continuity of commercial operations amid the current circumstances.  In light of the current challenges facing the country and the potential difficulties that the business sector may face in transporting goods, the chamber announced the provision of alternative solutions, along with distinguished customs facilities, for transporting goods and merchandise through the TIR system across the land border with Saudi Arabia utilising the fast track.  This is in addition to the speedy completion of customs procedures and transactions through the Al‑Nadeeb Electronic Customs Clearance System. Qatar Chamber chairman Sheikh Khalifa bin Jassim al-Thani said the chamber has called on shipping and transport companies operating in the country to register in the e-TIR system to ensure the continuity of commercial operations amid the current circumstances in the country and the region.  He noted that the chamber issues TIR carnets, guarantees transport operations under the system, and provides transport operators with access to the e-TIR system in cooperation with the GAC through the Al-Nadeeb system.  TIR is an international customs transit system that allows goods to move from a country of origin to a country of destination in sealed load compartments under customs control throughout the supply chain, using a single international guarantee that eliminates the need for costly guarantees in each country of transit. It is noteworthy that Qatar joined the TIR Agreement in January 2019, with Qatar Chamber appointed as the national guarantor responsible for issuing TIR carnets.  The e-TIR system was implemented through the Al-Nadeeb system in integration with the TIR platform as of May 2025, allowing the required procedures to be completed electronically without the use of paper documents in export, import, and transit operations. The TIR system currently includes 76 countries worldwide and continues to expand as more countries seek to join. Qatar Chamber is the national guarantor responsible for the TIR system and an active member of the International Road Transport Union (IRU).
