Saudi security inseparable from Qatar, region: Cabinet

Qatar's Cabinet has called on government ministries and institutions to use His Highness the Amir Sheikh Tamim bin Hamad al-Thani's address to the Shura Council as a guiding framework for their work in the coming period, as it approved draft legislation on children's rights and digital protection.His Excellency the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani chaired the Cabinet's regular meeting in Doha Wednesday, a day after HH the Amir outlined national priorities at the opening of the Shura Council's new legislative session.Following the meeting, His Excellency the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim al-Mohannadi said the Cabinet praised HH the Amir's address, which reviewed the challenges Qatar had faced in recent months and highlighted the country's resilience, institutional preparedness and priorities for the next phase of national development.The speech emphasised the importance of economic diversification, efficient government institutions and social solidarity, while calling for greater commitment to public service, the protection of public funds and the national interest. Expressing his appreciation for HH the Amir's prudent policies on the regional and global levels, HE the Prime Minister and Minister of Foreign Affairs instructed ministers to develop plans and programs to implement the address's objectives. The Cabinet also reaffirmed Qatar's foreign policy priorities, including co-operation with Gulf states, support for the Palestinian cause, and the pursuit of dialogue and peaceful solutions to regional crises. It praised co-operation between the Shura Council and the executive branch, highlighting the importance of legislation that supports the private sector and strengthens Qatar's investment environment.Moving to the regional developments, the Cabinet strongly condemned repeated Houthi attacks on King Khalid International Airport in Riyadh, describing them as a serious violation of Saudi Arabia's sovereignty and a direct threat to regional security, civilians and civil aviation. It reaffirmed Qatar's full solidarity with Saudi Arabia and its support for measures taken by the kingdom to protect its sovereignty, security and territorial integrity. The Cabinet said Saudi Arabia's security was inseparable from Qatar's security and the collective security of the Gulf Cooperation Council (GCC).On the agenda, the Cabinet approved draft legislation on children's rights and digital protection, alongside measures to strengthen safeguards for children and regulate radiation-related activities. The proposed child rights law, prepared by the Ministry of Social Development and Family as part of its 2025-30 strategy, aims to establish a comprehensive legal framework for children's care and protection, ensuring they grow up in a safe and stable environment. The Cabinet said the draft law would be published for 10 days on Qatar's Al Meezan legal portal and the Sharek platform to gather public feedback before undergoing legislative review.The Cabinet also approved a draft law on the digital protection of children, following a study coordinated by the Cabinet's General Secretariat in consultation with relevant authorities. The Ministry of Social Development and Family was tasked with taking further measures based on a separate study into digital safety among children and young people in Qatar.Also, the Cabinet approved a draft decision by the Minister of Environment and Climate Change to introduce a radiation practice code covering nuclear gauges and well logging.Prepared in cooperation with QatarEnergy, the proposed rules aim to establish safety requirements for the possession, use, transport and storage of radioactive sources, in line with standards issued by the International Atomic Energy Agency.The measures are intended to strengthen oversight and protect workers, the public and the environment from radiation exposure. The draft will be published for seven days of public consultation before legislative review. The meeting concluded with the Cabinet approving draft memorandums of understanding on cooperation between the Qatari and Armenian justice ministries, and on transport and supporting logistics services between Qatar and Bahrain.Other matters reviewed included reports on government service fees, civil aviation security, labor co-operation with the Republic of North Macedonia and agricultural co-operation and food security among GCC states.

Amir’s address a clarion call the world must heed

His Highness the Amir Sheikh Tamim bin Hamad al-Thani has sounded a clarion call that resonates far beyond Qatar.  Opening the Shura Council’s 55th annual session in a year when war reached Qatar itself, he reminded citizens, residents and the wider world that a crisis must be prepared for, faced with candour and carried as a shared responsibility.  Pakistan condemned the attacks on Qatar’s territory from the first day and has watched Doha’s response with admiration. His Highness the Amir set out the doctrine behind it with rare clarity: protect sovereignty, sustain Qatar’s role in global energy security, and keep the doors of diplomacy open.  That meant defending the homeland firmly without being drawn into war, keeping supply chains running and pressing for a ceasefire and a return to talks. It was a masterclass in crisis statecraft. His insistence that dialogue does not mean complacency in defence, and that defending sovereignty does not conflict with preventing a wider war, deserves a hearing in every capital.  He was equally clear-eyed about the cost. The closure of the Strait of Hormuz and damage to energy facilities at Ras Laffan, the hub of Qatar’s gas industry, disrupted exports, and state revenues fell by 42% in the first half of the year.  Yet spending was cut by only 14%, without touching essential services, and the non-hydrocarbon economy, now some 80% of real GDP, kept growing. Few leaders set out such figures so plainly; that candour is itself a mark of confidence. Resilience, His Highness the Amir observed, is not born in the moment of crisis but in the planning that precedes it, as years of military preparation and prudent public finance bear out. Qatar’s recovery will be a springboard, not a return to the past, backed by some QR221bn in projects and investment opportunities over five years.  Pakistan attaches special importance to this address. Qatar has long been our principal supplier of liquefied natural gas, so when His Highness the Amir notes that his country supplies about a fifth of the world’s LNG trade, and that any disruption is felt by consumers everywhere, Pakistani homes and factories need no persuading. Nearly 300,000 Pakistanis live and work in Qatar, and it meant much to them that His Highness the Amir commended residents as well as citizens for their solidarity. Having been privileged to help broker this year’s ceasefire and host talks in Islamabad, Pakistan also knows how much depends on those who keep diplomacy’s doors open.  For the wider world, the address is a timely reminder of shared responsibility. His Highness the Amir’s warning that regional and global security are interconnected, and that instability anywhere cannot be fenced off, was borne out in energy markets worldwide this year.  Securing navigation through Hormuz and shielding energy, water and civilian infrastructure is therefore an international duty, not a burden for the Gulf alone. So is accountability. Pakistan stands with His Highness the Amir in calling what has happened in Gaza a genocide whose perpetrators must not escape justice, and in seeking fair, comprehensive settlements in Sudan, Libya, Yemen and Somalia.  His Highness the Amir’s candid assessment of the regional crisis deserves careful international reflection. His emphasis on the interconnected nature of security, the vulnerability of vital energy infrastructure and the consequences of disruptions to maritime navigation underlines an inescapable reality: instability in the Gulf is never merely a regional concern. The international community must recognise that preventing escalation is a shared strategic responsibility, not simply an obligation resting upon the countries directly affected.  Above all, the speech asks us to appreciate the situation critically rather than comfortably: to strive for the best, prepare for the worst and accept that institutions and citizens alike must take responsibility. That creed, resting on preparedness, a diversified economy, efficient institutions and social solidarity, holds for any nation, Pakistan included.  Both Qatar and Pakistan have worked tirelessly, often through painstaking and discreet diplomatic engagement, to help bridge differences between American and Iranian positions at various stages and through different channels. Their complementary diplomatic efforts, grounded in mutual trust, regional understanding and a shared preference for de-escalation, represent a strategically important convergence on the international stage.  Qatar’s established mediation capabilities and Pakistan’s longstanding relationships with key regional and international stakeholders offer considerable scope for facilitating communication, narrowing differences and preventing dangerous miscalculations. At this critical juncture, this partnership deserves to be strengthened as an instrument of regional stability and constructive diplomacy.  In conclusion, His Highness the Amir said the truest way to honour the late Father Amir, His Highness Sheikh Hamad bin Khalifa al-Thani, whose vision strengthened the institutions that held firm this year, is to safeguard his achievements. Pakistan, which observed a day of national mourning at his passing, stands shoulder to shoulder with Qatar as it does exactly that.

His Highness the Amir Sheikh Tamim bin Hamad al-Thani patronised the inauguration of the second ordinary session of the second legislative term, corresponding to the 55th annual session of the Shura Council, held Tuesday at Tamim bin Hamad Hall at the council's headquarters. The inauguration was attended by His Highness Sheikh Jassim bin Hamad al-Thani, the Personal Representative of HH the Amir; His Highness Sheikh Abdullah bin Khalifa al-Thani; His Highness Sheikh Mohammed bin Khalifa al-Thani; and His Excellency Sheikh Jassim bin Khalifa al-Thani.Also present were His Excellency the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani, along with a number of Their Excellencies the Sheikhs, ministers, heads of diplomatic missions accredited to the State, and dignitaries.HH the Amir delivered a speech on this occasion, the text of which follows: In the Name of Allah, the Most Gracious, the Most MercifulBrothers and Sisters,I am pleased to open the fifty-fifth annual session of your esteemed council, looking forward to the council continuing to carry out its constitutional responsibilities in a spirit of constructive co-operation, and to its deliberations contributing to the development of legislation, in a manner that serves the public interest.**media[503607]**On this occasion, we recall, with hearts filled with faithfulness, the journey of our dear father, His Highness the Father Amir, Sheikh Hamad bin Khalifa al-Thani, may his soul rest in peace, who passed away to the mercy of his Lord this year after a life devoted to serving his country and nation. He led his people through a pivotal period in Qatar’s history, marked by a comprehensive renaissance across various developmental fields, the strengthening of state institutions, the stabilisation of national decision-making, the empowerment of women, and Qatar’s active presence on the global stage.His belief in the Qatari people was the foundation of his vision. He invested in their education and capabilities, and provided them with the means to contribute effectively to the progress and development of their country.The truest way to honour his legacy is to safeguard the achievements he established and the enduring legacy he left deeply rooted in our hearts and in the memory of our nation. May Allah reward him abundantly for all that he did for Qatar, its people, and his nation, and may He grant him a place in the vastness of His eternal Paradise. Brothers and sisters,We meet this year in the wake of extraordinary events that have impacted both our country and the region. These events have once again demonstrated the strength of our state institutions, the cohesion of our society, and our ability to respond to crises efficiently and responsibly.I would like to commend our citizens and residents for the awareness and solidarity they demonstrated during the events that our country experienced in recent months. I would also like to commend our state institutions, our armed forces, and our security agencies, which stood ready -- not merely to absorb the shock, but to confront and manage it with courage and competence.The bond between the Qatari people and this blessed land was not forged by affluence; rather, it was shaped by generations through their struggle against hardship, the harshness of the geography, and the scarcity of resources. It is a bond of loyalty, a testament to their resolve, and a defiance of the impossible -- forged by our early leaders as our people rallied around them.**media[503608]**Our determination to build our homeland and safeguard our people’s achievements is steadfast and unbreakable. In this crisis, Qatar has shouldered three responsibilities simultaneously: protecting its sovereignty, fulfilling its role in energy security and the global economy, and keeping the doors of diplomacy open.Our strategy for shouldering these responsibilities consisted of four key elements: first, defending the homeland firmly without being drawn into war; second, maintaining essential services, supply chains, and economic activity; third, contributing to efforts to secure a ceasefire and reopen waterways; and fourth, urging negotiations and seeking opportunities to return to talks to reach peaceful resolutions to the conflict. Brothers and sisters,Qatar supplies approximately one-fifth of the world’s liquefied natural gas trade, and any disruption affecting it is quickly reflected in markets and consumers everywhere. The closure of the Strait of Hormuz, together with the direct damage inflicted on some energy facilities in Ras Laffan Industrial City, disrupted a significant portion of the country’s exports. However, the impact of these economic developments was primarily concentrated in the energy sector, while we ensured that the non-hydrocarbon sectors continued to grow, with their contribution reaching approximately 80% of real GDP. This reflects the resilience of the national economy and its ability to sustain growth under exceptional and complex circumstances.From the very outset of the crisis, the state placed protecting people, securing their needs, and boosting economic activity at the forefront of its priorities. Its institutions, in co-operation with the private sector, worked to diversify supply routes and secure essential goods and strategic reserves.The national economy confronted this crisis from a position of strength. In 2025, it achieved real growth of 2.9%, while the average annual inflation rate remained at 0.5%, backed by a current account surplus. The State maintained its high sovereign credit ratings, while the stock of foreign direct investment continued to grow.It is only natural that the crisis would have a negative impact on public finances, as the total revenues declined by 42% during the first half of the year, while public expenditure fell by 14%, without compromising essential services or development priorities. This should not be taken for granted and deserves due recognition. The State did not succumb to panic; instead, it continued to look to the future with confidence in the national economy. We decided not to reduce essential services and opted to maintain our developmental priorities, in order to sustain Qatar’s ongoing economic momentum.The policies adopted by the State prior to the crisis -- including strengthening reserves, reducing public debt, budgeting based on conservative oil price assumptions, and developing non-oil revenues-have enabled us to absorb the repercussions of this crisis thus far.However, this strategy requires sustaining fiscal discipline, elevating public spending efficiency, and assessing programs based on their actual impact on society and the economy. Our aim is not to return to the pre-crisis situation, but rather to use the recovery as a springboard to accelerate economic diversification and strengthen national capabilities.We have a portfolio of projects and investment opportunities valued at approximately QR221bn over the next five years. This includes infrastructure projects, such as public-private partnerships, alongside private-sector investments in the real estate and hospitality sectors. This crisis has reaffirmed the soundness of the direction set out in the Third National Development Strategy; the very reforms that enhance economic competitiveness under normal circumstances are the same ones that strengthen its resilience in times of adversity. We look to your esteemed council to support this phase by enacting legislation that strengthens the role of the private sector and enhances the attractiveness of the investment environment.God willing, Qatar will emerge from this crisis more resilient and better equipped to adapt to global changes. Our duty is to always strive for the best, but we must also be prepared for the worst-case scenarios, and everyone -- institutions and citizens alike-must take responsibility.In the energy sector, work on the expansion of the North Field Gas project is progressing according to the set plans, with the aim of increasing the country’s LNG production capacity. The Golden Pass project in the United States has also made significant progress, while QatarEnergy continues to expand its investments and international partnerships, alongside the development of petrochemical industries, solar energy projects, and efforts to strengthen water security.In the field of food security, Qatar ranked first regionally in the 2026 Food System Resilience Index. Support for local agricultural production continues, alongside the development of storage and transport, waste reduction, and adherence to economic efficiency and quality standards. Brothers and sisters,Investing in human capital is the foundation of national progress; it is both the ultimate goal of development and its primary means. Qatari educational institutions have made remarkable progress, including Qatar University, the universities of Education City, and other higher education institutions. We are following the development of the education sector in the country closely and attentively, including both public and private schools, and meeting the necessities of people with special needs.Educational institutions must equip the youth with the skills required by the labour market, as well as the thinking and cultural awareness necessary to face the challenges of our time. Keeping up with modern science and technology must also go hand in hand with strengthening the status of the Arabic language and reinforcing the values of national identity.In the course of digital transformation, more than 360 new digital services have been developed. The central database project has also moved into the practical integration phase, becoming a unified and reliable national source for policy-making and performance measurement. We have directed that inter-agency connectivity be completed, data standards be unified, and privacy be protected.Administrative efficiency cannot be achieved without clear accountability. The implementation of a results-based performance evaluation and output quality system has already started. Administrative leaders must assume responsibility for empowering employees, sharing knowledge, preparing the next generation of leaders, and linking promotion and professional development to achievement, efficiency, and equal opportunities. It is important that these policies not be applied merely as a formality, leaving achievement and efficiency unchanged; what’s required is integrity in the evaluation process. No policies or systems can replace integrity in evaluation and work ethics. Brothers and sisters,Qatar was attacked on its territory by Iran, in a blatant violation of its sovereignty, the provisions of international law, and the principles of good-neighbourly relations. Our armed forces and security agencies fulfilled their duty to defend our homeland.One might take the normal course of daily life for granted, despite the raging war. Yet, it is our duty to remind ourselves and remember that this would not even have been conceivable if it weren’t for Allah and then our armed forces, who worked around the clock to defend our airspace, land, and waters, or without more than a decade of sustained efforts in preparation, readiness, training, and equipping.Resilience isn't born in the moment of crisis; rather, it is the result of the planning that precedes it. By the grace and mercy of God, we have been able to stay strong in the toughest times and emerge from every crisis stronger, more resilient, more determined and more steadfast.We also want to emphasize on this occasion that our commitment to dialogue and peaceful solutions does not mean being complacent about defending our country. Likewise, our right to defend our sovereignty does not conflict with our determination to prevent a wider war. You know, and everyone knows, that Qatar has always preferred to resolve disputes through dialogue, negotiation, and diplomatic means. This has always been our stance, and it remains so.These unfortunate events have once again underscored that the security of the region and the world is interconnected, and that destabilisation anywhere cannot be isolated from the rest of the world. They also highlighted the necessity of continued co-operation and co-ordination among the member states of the Gulf Cooperation Council. The security of the GCC states and the protection of their sovereignty and stability are non-negotiable. This requires us to redouble our efforts to secure navigation in the Gulf and the Strait of Hormuz, and to protect energy and water facilities, as well as civil infrastructure. We will continue working with our brothers and international and regional partners to keep our region stable and safe.The Palestinian cause remains at the top of our priorities, and we affirm that what has happened in the Gaza Strip is undoubtedly a genocide, and those responsible must not escape accountability. We warn of the dangers resulting from Israel's ongoing aggressive practices against the brotherly Palestinian people, most recently the attacks by settlers against Palestinians in the West Bank under army protection, not to mention the repeated raids on the Al-Aqsa Mosque, and countless violations of the provisions of international law, the UN Charter, and international humanitarian law.We reiterate our firm position on finding solutions to the region's crises in Sudan, Libya, Yemen, and Somalia through necessary political agreements that are comprehensive and fair, preserving the unity and integrity of the territories and achieving the peoples' interests in security and stability. In conclusion, experience has demonstrated that the resilience of the state relies on preparedness, a diversified economy, the efficiency of institutions, social solidarity and individual responsibility. The national challenges and shared tasks require everyone to perform their duties well, safeguard public funds, and place duty and the public interest above any other consideration.May God guide us all to what is good for Qatar and its people.May the peace, mercy and blessings of God be upon you.

His Highness the Amir Sheikh Tamim bin Hamad Al-Thani affirmed that the State of Qatar was attacked on its territory by Iran, in a blatant violation of its sovereignty, the provisions of international law, and the principles of good-neighborly relations. In his speech today at the opening of the Shura Council's second ordinary session of the second legislative term, coinciding with the 55th annual session of the Council, His Highness stated that Qatar’s armed forces and security agencies had fulfilled their duty to defend the homeland, paying tribute with reverence to the martyrs who sacrificed their lives in defense of Qatar.His Highness added, "We also want to emphasize on this occasion that our commitment to dialogue and peaceful solutions does not mean being complacent about defending our country. Likewise, our right to defend our sovereignty does not conflict with our determination to prevent a wider war."HH the Amir noted that Qatar has always preferred to resolve disputes through dialogue, negotiation, and diplomatic means. This has always been its stance, and remains so.

His Highness  the Amir Sheikh Tamim bin Hamad Al-Thani said Tuesday that the recent events that have impacted Qatar and the region had demonstrated the strength of state institutions, the cohesion of Qatari society and the country's ability to respond to crises efficiently and responsibly.Addressing the inauguration of the second ordinary session of the second legislative term, corresponding to the 55th annual session of the Shura Council, HH the Amir said: "We meet this year in the wake of extraordinary events that have impacted both our country and the region. These events have once again demonstrated the strength of our state institutions, the cohesion of our society, and our ability to respond to crises efficiently and responsibly."His Highness commended citizens and residents for the awareness and solidarity they had demonstrated during the events Qatar had experienced. He also praised state institutions, the armed forces and security agencies for their readiness and ability to confront and manage the crisis with courage and competence."I would like to commend our citizens and residents for the awareness and solidarity they demonstrated during the events that our country experienced in recent months. I would also like to commend our state institutions, our armed forces, and our security agencies, which stood ready-not merely to absorb the shock, but to confront and manage it with courage and competence," HH the Amir said.

"Our perspective has always been that the way to resolve disputes is through dialogue and negotiations, leading to fair solutions grounded in international law and in respect for the sovereignty of states and the rights of peoples. This remains our position in the aftermath of the wars we have witnessed." "There can be no talk of a just international order so long as Palestine remains a blind spot within it. What has happened in Gaza is genocide in every sense of the word, and a stain of shame on the conscience of humanity as a whole. Future generations will be astonished by the enormous gap between the scale of the catastrophe and the level of the international response to stop it." "Concerning brotherly Syria, we stand with its people during the phase of recovery and reconstruction, and support its state institutions, sovereignty, independence, and national and territorial integrity, in a manner that fulfils the aspirations of the Syrian people for stability, development and dignity, based on equal citizenship.""In brotherly Lebanon, we support its state institutions and its sovereignty over its entire territory, condemn the Israeli attacks on it, and stress the need to uphold the ceasefire and Security Council Resolution 1701." His Highness the Amir Sheikh Tamim bin Hamad al-Thani participated in the opening session of the 81st United Nations General Assembly, held Tuesday in New York. His Highness the Amir delivered a speech during the session. The following is an translation of the address: In the Name of God, the Most Gracious, the Most Merciful Your Excellency the President of the General Assembly, Your Excellency the Secretary-General, Honourable audience,May the peace, mercy and blessings of God be upon you, I extend my congratulations to HE Mr Khalilur Rahman on his assumption of the Presidency of this session, and wish him every success. I also thank HE Ms Annalena Baerbock for her efforts in presiding over the work of the previous session. I would also like to commend the efforts and endeavors of HE Mr António Guterres, the Secretary-General, throughout his term of office, and to express our appreciation to the staff of the United Nations organization for their efforts amid difficult and complex circumstances. I stand before you today at a time when our region is going through one of its most dangerous phases, and you are all aware of the dimensions of the crisis in the Gulf and its repercussions for the entire world. The crisis we are currently facing should come as no surprise to anyone. It is the cumulative result of years of postponement, crisis management through temporary solutions, and unrealistic policies. Our perspective has always been that the way to resolve disputes is through dialogue and negotiations, leading to fair solutions grounded in international law and in respect for the sovereignty of states and the rights of peoples. This remains our position in the aftermath of the wars we have witnessed. The State of Qatar, through its role as a trusted mediator and peace facilitator, has consistently warned that time does not resolve lingering conflicts in the absence of a just settlement; rather, it redoubles their costs.  Honourable audience,At the heart of the dangerous situation we are witnessing lies the absence of a regional system of collective security -- one that respects the sovereignty, security and territorial integrity of states, promotes the peaceful settlement of disputes, and non-interference in the internal affairs of states. We have previously called -- from this very podium -- for the establishment of such a system, and we reiterate that call after recent events have demonstrated the urgent need for it. In its absence, it has become possible for a war to erupt on the basis of considerations unrelated to the interests of the countries of the region; and it has become possible for one party to drag its neighbours into a war that is not theirs, targeting their vital assets and installations despite their strenuous efforts to avert escalation; and for an international waterway -- through which nearly a quarter of the world’s energy trade passes -- to be closed.**media[494839]**It has also become possible for the lifelines of the global economy to be turned into instruments of pressure and bargaining, with people on every continent bearing the cost, despite being far removed from the causes of the conflict. This is a crisis that drives up the prices of food and medicine and affects the livelihoods of peoples who have nothing to do with any of this. Despite all that has happened, and could have been avoided, we remain deeply convinced, based on realistic considerations, that the crisis in the Gulf can be resolved through diplomatic means by reopening the Strait of Hormuz to maritime navigation and returning to negotiations, in order to avert war, paving the way toward a lasting solution that ensures security and stability for the entire region, including Iran, while opening prospects for cooperation across various fields and ensuring non-interference in the internal affairs of states. The opportunity for a peaceful diplomatic solution, which we believe is both possible and realistic, must not be missed. Honourable audience,While we are doing everything within our power to address the situation through diplomatic efforts, we have strengthened our steadfastness in defence of our sovereignty, our territory and our people, and the foundations of our normal way of life. We have devised resilient economic plans and remained committed to our development projects, despite the severe adverse impact of the war and the heavy price it has exacted. At every juncture and in every crisis, we have chosen to combine steadfastness with flexibility, and to place the interests of our nation, its people, and those residing on its soil above all else. Our values are not mere slogans we proclaim, but a reality we live by and an approach we put into practice. At their core is the conviction that the dignity of the nation cannot be compromised, and that wisdom and firmness are two sides of the same coin. This approach was firmly established in our country by the leaders of Qatar, from the Founder, Sheik Jassim bin Mohammed bin Thani, through to His Highness Sheikh Hamad bin Khalifa al-Thani, may Allah have mercy on his soul, our Amir from 1995 to 2013, who passed away this year, mourned with profound affection and gratitude by his people and by all peace-loving forces across our region and around the world. On this occasion, I would like to thank the United Nations General Assembly for convening a special session in honour of his memory and in recognition of his legacy. The experiences and challenges we have confronted have demonstrated that resilience is the outcome of prior planning, preparedness and investment in people and national capabilities. Accordingly, over the years, we have worked to assess risks, secure supply chains, strengthen the capabilities of our national institutions, develop strategic reserves, and forge trusted international partnerships. Recognising the interdependence of peace, security, development, human rights and the rule of law, the State of Qatar maintains its investment in development, education, health, security and economic diversification, in conformity with the Qatar National Vision 2030.**media[494836]**Honourable Audience,There can be no talk of a just international order so long as Palestine remains a blind spot within it. What has happened in Gaza is genocide in every sense of the word, and a stain of shame on the conscience of humanity as a whole. Future generations will be astonished by the enormous gap between the scale of the catastrophe and the level of the international response to stop it. Yet the catastrophe continues, and Israeli leaders have now begun to openly proclaim that the most appropriate solution is to displace the population, which they call "migration". When the extent of global public revulsion at the practices of the Israeli occupation becomes evident, instead of looking in the mirror, they resort to hurling accusations indiscriminately in all directions -- at times invoking accusations of antisemitism, and at others resorting to conspiracy theories and accusing other powers and states of creating their negative image. It's as though there were no means of communication; as though Israeli soldiers had not boasted, through both sound and visuals, of their crimes; and as though images of the crimes against humanity committed in Gaza had not been circulated by an entire generation of young people across the world, east and west. From the very first day, the State of Qatar has spared no effort in its mediation endeavours to stem the bloodshed, alleviate the suffering of civilians, and release the prisoners and detainees until a ceasefire was achieved. Today, we continue our efforts to consolidate it and to move towards lasting peace. And if the Palestinian factions tend to agree to arrangements for the collection of weapons, as stipulated in the agreement, Israel, for its part, must fully honour all its commitments and in their entirety: a definitive cessation of operations, withdrawal from the Strip, lifting of the blockade, and the unconditional delivery of humanitarian assistance. We fear that those who regard displacement as the solution will obstruct anything that could ease the lives of the population, because it strengthens their resilience on their own land. The international community bears a direct responsibility to press for implementation and to ensure that the agreement's implementation does not remain contingent upon the calculations of a party accustomed to reneging on its commitments whenever circumstances allow it to act with impunity on the ground. The continued persecution, apartheid and settler terrorism in the occupied West Bank, the desecration of Islamic and Christian holy sites -- foremost among them the blessed Al-Aqsa Mosque -- and the usurpation of the Palestinian people's rights, foremost among which is their inalienable right to establish their independent state with East Jerusalem as its capital, remain an open wound. Israeli aggression, marked by arrogance and hubris, has expanded to encompass neighbouring countries and the security of the region as a whole. Israel continues its blatant attacks against Syria and is occupying more Syrian territories and adding them to the Golan Heights, which it has occupied since 1967, without even bothering to provide any justification other than its own assessment of the nature of the political system that emerged there after the removal of the previous regime -- as though it owns tutelage over the countries of the region. It publicly declares that it is not bound by its understandings with Lebanon, insists on continuing its occupation of Lebanese territories, and seeks to assume a policing role there. Its destruction of entire villages in southern Lebanon in broad daylight is reminiscent of its history in Palestine. Dealing with Israel, putting an end to its harm, and restraining its unlawful conduct constitute the true test of the international community's seriousness in upholding values and the rule of law. Either the law applies equally to all, or it loses its meaning when it binds the vulnerable but spares the powerful. Honourable Audience,In our Arab region, we reaffirm that comprehensive development and the establishment of state institutions are two fundamental pillars for realizing the aspirations of peoples and achieving security and stability in the region. The vestiges of civil conflicts in some countries and the presence of armed forces operating outside the control of the state must be eliminated. The state's monopoly on legitimate arms is among the most important foundations of the state, and it is what guarantees the ability to legislate and enforce the rule of law. Concerning brotherly Syria, we stand with its people during the phase of recovery and reconstruction, and support its state institutions, sovereignty, independence, and national and territorial integrity, in a manner that fulfils the aspirations of the Syrian people for stability, development and dignity, based on equal citizenship.**media[494837]**In brotherly Sudan, we call for an inclusive dialogue that leads to sustainable peace and maintains its unity and sovereignty. In brotherly Libya, we support the political process, reconciliation efforts, and the unification of State institutions. In brotherly Somalia, we reiterate our firm support for its sovereignty, unity and territorial integrity. In brotherly Lebanon, we support its state institutions and its sovereignty over its entire territory, condemn the Israeli attacks on it, and stress the need to uphold the ceasefire and Security Council Resolution 1701. In brotherly Yemen, we support United Nations efforts aimed at reaching a comprehensive political settlement based on the outcomes of the national dialogue facilitated by the United Nations, in a manner that preserves Yemen's unity and sovereignty and achieves security and stability. Honourable Audience,The State of Qatar does not confine itself to playing a mediating role and facilitating dialogue among conflicting parties in the pursuit of peaceful solutions. We also make efforts to address the humanitarian suffering of people caused by wars and natural disasters, while supporting human development in numerous countries across our region and beyond. This combination of safeguarding our vital interests, pursuing our proven, valued and internationally recognised role in mediation and humanitarian action, and upholding principled positions consistent with international law and international legitimacy constitutes the foundation of our foreign policy, with these four elements as its essential components. Qatar will remain an open realm for dialogue and cultural interaction among peoples, and for the exchange of views and experiences. We continue to contribute to international initiatives that bring peoples together and support development. In this spirit, Doha is preparing to host the Fourth Global Disability Summit in 2028, reaffirming our commitment to empowering persons with disabilities and building inclusive societies. Qatar will also host the 2027 FIBA Basketball World Cup, in recognition of the role of sport in building bridges of communication and bringing peoples closer together.**media[494838]**The expansion of the United Nations House in Doha marks a continuation of our longstanding partnership with the international organization and an enhancement of its capacity to fulfil its mission of serving peace, development and human rights. Peaceful coexistence and dialogue are not merely one option among many; they are the only path that leaves neither a victor nor a vanquished. For this reason, we renew our commitment to the Charter of the United Nations and its purposes, and affirm that the State of Qatar will always strive for peace and facilitate its achievement. Thank you. May the peace, mercy and blessings of God be upon you. The session was attended by His Excellency Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani, and a number of Their Excellencies members of the official delegation accompanying His Highness the Amir.
