UN Secretary General Antonio Guterres Saturday marked in Baghdad the end of the United Nations' political mission in Iraq, which supported the country's transition following the US-led invasion.At Baghdad's request, the United Nations Assistance Mission for Iraq (UNAMI) will shut down its operations after 22 years of assisting the country in its transition following the 2003 invasion and occupation that toppled longtime ruler Saddam Hussein."UNAMI was honoured and humbled to walk side-by-side with the Iraqi people," Guterres said at the mission's closing ceremony.But "while a mission may conclude, the United Nations will always walk alongside the people of Iraq on the path towards peace, sustainable development and human rights," he added.UN agencies and programmes will continue to operate in Iraq.During a press conference earlier with Iraq's Prime Minister Mohammed S al-Sudani, Guterres said "there is one thing the world must understand, Iraq is now a normal country."Relations between the UN and Iraq will become normal relations with the end of UNAMI."Sudani meanwhile said that the end of the UNAMI mandate "marks the beginning of a new chapter of co-operation"."Our relationship with the United Nations through UNAMI was pivotal and effective in meeting Iraq's needs and supporting it until it reached the stage of full self-reliance," he added.UNAMI was established by a UN Security Council resolution at the request of the Iraqi government before being expanded four years later.Shortly after it was formed, a truck bomb struck the UN headquarters in Baghdad on August 19, 2003, killing the UN's first special representative in Iraq, Sergio Vieira de Mello, along with 21 others.UNAMI's tasks included advising the government on political dialogue and reconciliation, as well as helping with elections and security sector reform.But with Iraq regaining a sense of normalcy in recent years, authorities say there are no longer grounds for a UN political mission. 

Central Municipal Council (CMC) chairman Mohammed bin Ali al-Athba has affirmed that Qatar National Day (QND) represents one of the enduring milestones in the history of Qatar, as it embodies the values of loyalty, belonging, and adherence to the principles established by founder Sheikh Jassim bin Mohammed bin Thani, which continues its steady journey under the leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani, His Highness the Deputy Amir Sheikh Abdullah bin Hamad al-Thani, and His Highness the Father Amir Sheikh Hamad bin Khalifa al-Thani.Speaking to the Qatar News Agency (QNA), al-Athba said that the National Day celebration carries profound connotations and renews feelings of pride and honor in the nation and its leadership.He pointed out that the role of society in the development process is not less important than the role of official institutions, highlighting the importance of continuing collective work to achieve Qatar National Vision 2030 and build a strong and sustainable economy and a prosperous society.The CMC chairman added that National Day contributes to consolidating the values of loyalty, belonging, and love of the homeland, embodies the people's support for their wise leadership, and strengthens the spirit of national unity, in line with this year's National Day slogan, “With You It Rises, From You It Awaits”.He cited the CMC's key achievements in several areas this year, including strengthening co-ordination with government agencies to develop infrastructure projects and municipal services, adopting initiatives to improve institutional performance and apply quality and excellence standards, hosting officials of service agencies to discuss municipal and agricultural issues and make appropriate recommendations, and launching programmes that facilitate communication with citizens and receive their feedback.He noted that digitisation and artificial intelligence (AI) technologies have become essential elements in the development of municipal services, with the CMC's efforts including recommendations to develop electronic systems and databases and activate smart systems to improve the quality of services and facilitate citizens' access to them.Regarding future projects, al-Athba said that the CMC is working on expanding digital services and enhancing citizens' access to them, in addition to introducing AI and data analytics technologies to proactively monitor community needs and improve the decision-making process.The CMC, he continued, is also working to support sustainable urban transport plans, develop internal roads and main entrances and exits, enhance communication channels with citizens through modern interactive platforms, implement awareness campaigns to preserve the environment and public facilities, expand environmental initiatives such as the creation of smart gardens and sustainable irrigation systems, and enhance co-operation with the private sector in infrastructure projects and digital services.  

The State of Qatar participated in the 47th meeting of the Supreme Council of Islamic Financial Services Board, which was held in Marrakesh, Morocco, reports QNA. Qatar was represented at the meeting by Deputy Governor of the Qatar Central Bank Sheikh Ahmed bin Khalid bin Ahmed bin Sultan al-Thani. The meeting discussed a number of topics on the agenda and made appropriate decisions regarding them.

The Shura Council held an official round of discussions Tuesday with the Shura Council in Saudi Arabia, which addressed the path of parliamentary relations between the two sides and ways to enhance them, and the development of joint action mechanisms in various regional and global forums.The Qatari side was chaired by His Excellency Speaker of the Shura Council Hassan bin Abdullah al-Ghanim, while the Saudi side was chaired by HE Speaker of the Shura Council Sheikh Dr Abdullah bin Mohammed bin Ibrahim al-Sheikh, who is visiting Doha as part of boosting co-operation between the two councils.At the beginning of the session, HE al-Ghanim welcomed his Saudi counterpart, emphasising that the enduring ties and clear-eyed directives from both leaderships constitute a solid foundation to support the joint parliamentary action.Sheikh Dr Abdullah bin Mohammed bin Ibrahim al-Sheikh expressed his appreciation for the warm welcome, hailing the growing relationship and co-ordination between the Qatar and Saudi Arabia, stemming from the commitment of the leaderships of the two sisterly nations to deepening the collaborative and integrated approach.He stressed that these bonds are rooted in historic ties between the people, founded on shared values, mutual trust, and enduring friendship, emphasising that the relationship is accompanied by a continued commitment to deepen co-operation across a broad spectrum of sectors, reflecting the breadth and depth of the bilateral relationship and paving the way for expanded institutional collaboration, particularly in parliamentary and developmental arenas.Both sides addressed the persistent thriving ties between the nations, especially in light of His Highness the Amir Sheikh Tamim bin Hamad al-Thani's official visit to Riyadh on Monday, and his meeting with Crown Prince and Prime Minister of Saudi Arabia, Prince Mohammed bin Salman bin Abdulaziz al-Saud, which culminated in signing a deal on the high-speed electric rail link, alongside an array of memoranda of understanding in the areas of transportation, investment, food security and media.The two Speakers emphasised that these outcomes manifest the strength of the bilateral relationship and support the pathways towards economic integration, in addition to expediting the commercial traffic and connection between the brotherly peoples.Meanwhile, both sides explored a range of topics pertaining to advancing parliamentary co-operation, stressing the importance of co-ordinating positions in the parliamentary, Gulf, Arab, and international fora, thereby enhancing joint action and contributing to achieving the utmost interests of the GCC states, as well as Arab and Islamic nations.They likewise stressed the importance of broadening the programmes of sharing expertise and stepping up reciprocal visits and events, in support of developing legislative and oversight action, as well as cementing parliamentary collaboration tools between the two sides.Thereafter, the two sides signed a memorandum of understanding (MoU) to beef up institutional co-operation between the two councils and advance paths of parliamentary co-ordination, in addition to sharing expertise and intensifying parliamentary visits.  

The Shura Council has continued its review of a general debate request examining the importance of parents' role in raising children, as part of ongoing legislative deliberations on social and educational issues.The Social Affairs, Labour and Housing Committee met under the chairmanship of His Excellency the Speaker Hassan bin Abdullah al-Ghanim to assess the topic, which had been formally referred to the committee by the council.As part of the session, the committee hosted Her Excellency Sheikha Dr Hessa bint Hamad bin Khalifa al-Thani — chair and founder of the Center for Wellbeing and an assistant professor in educational sciences at Qatar University — along with several academic experts from the university's College of Arts and Sciences and College of Education. A number of educators, specialists and stakeholders in the field of child development also took part.Participants outlined key scientific and educational dimensions related to parental involvement, discussed current challenges, and presented recommendations on strengthening the family's role in supporting children and fostering their skills and behaviour. The committee resolved to continue its study of the issue at a forthcoming meeting.  

His Highness the Amir Sheikh Tamim bin Hamad Al-Thani left Doha on Monday, heading to Riyadh City, to chair the eighth meeting of the Qatari-Saudi Coordination Council in the Kingdom of Saudi Arabia.HH the Amir is accompanied by HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani and an official delegation.

The General Secretariat of the Shura Council Wednesday launched its institutional strategy for 2025-2030, in the presence of His Excellency Speaker of the Shura Council Hassan bin Abdullah al-Ghanim; His Excellency Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi and His Excellency President of the Civil Service and Government Development Bureau and Secretary‑General of the National Planning Council Dr Abdulaziz bin Nasser al-Khalifa, along with several Their Excellencies members of the Council.**media[389290]**The strategy is designed to strengthen the Council's legislative and oversight functions, raise the efficiency of administrative and operational work, and promote digital transformation and institutional innovation in line with international best practices. It is anchored in a vision of consolidating the Council's institutional presence, guided by values of efficiency, responsibility, teamwork, excellence, and sustainability.**media[389292]**In remarks at the ceremony, His Excellency Secretary‑General of the Shura Council, Nayef bin Mohammed al- Mahmoud, said the strategy was the product of institutional work and a comprehensive development programme based on a clear vision for advancing the Council's mission. He noted that its foundations were inspired by the directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani, and that its preparation involved a review of documents and legislation governing the Council's work to ensure alignment with Qatar National Vision 2030 and the Third National Development Strategy.**media[389291]**Al-Mahmoud explained that the plan sets out six main objectives: strengthening governance in institutional administration, improving operational efficiency through digital transformation and innovation, supporting legislative and oversight work, developing partnerships and cooperation at local and international levels, building future‑ready human capital, and enhancing community engagement. He added that the strategy includes 46 projects to be implemented over the next five years, describing it as a new phase in institutional development that provides a practical framework to support the Council's work and reinforce its role in public life. Concluding his speech, al-Mahmoud expressed appreciation to the Speaker, members of the Council, and all contributors to the strategy, voicing hope that its implementation will strengthen parliamentary work and the Council's national role in the coming period, noting that this step builds on an institutional journey dating back to the Council's establishment in 1972.

The Shura Council held its ordinary weekly session on Monday at the Tamim bin Hamad Hall at the Council's headquarters, chaired by HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim.At the outset of the session, the Shura Council welcomed Qatar's hosting of the FIFA Arab Cup Qatar 2025, which kicks off later on Monday, praising the comprehensive organizational and operational preparations that underscore the State's ability to manage major sporting events efficiently and competently.The Council affirmed that, under the wise directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani, this tournament stands as a significant Arab sporting event hosted by Doha. It added that the championship reinforces Arab unity, broadens opportunities for closer ties and the exchange of experiences, and positions sports as a platform for communication and the strengthening of human connections.Afterward, HE Secretary-General of the Shura Council Nayef bin Mohammed Al Mahmoud read out the session's agenda, and the Council approved the minutes of the previous session.During the session, the Council endorsed the State's draft general budget for the fiscal year 2026, along with the draft law approving the budget. Both were referred to the esteemed government after the Council reviewed the report of the Financial and Economic Affairs Committee and discussed its details.The Council also reviewed a draft law amending certain provisions of Decree-Law No. (24) of 2019 on the regulation and management of the strategic stock of food and consumer goods, which had been referred by the esteemed government. The draft law was then forwarded to the Financial and Economic Affairs Committee for study and to submit its report to the Council.Additionally, the Shura Council reviewed the government's statement regarding the Council's proposal titled "The Teacher and His Role in Instilling National Identity Values," and decided to refer the matter to the Education, Culture, Sports, and Media Affairs Committee for further study and to submit its findings to the Council.The Shura Council reviewed the report on the participation of HE Dr. Hamda bint Hassan Al Sulaiti, Deputy Speaker of the Shura Council, in the 15th Summit of Women Speakers of Parliament and the meeting of the Preparatory Committee for the Sixth World Conference of Speakers of Parliaments, both held in Geneva in July. The Council also examined the report on the participation of HE Dr. Sultan bin Hassan Al Dhabit Al Dosari, a member of the Council, in the meeting of the Parliamentary Diplomatic Committee of the Arab Inter-Parliamentary Union, held in July, as well as the report on HE Abdullah bin Nasser bin Turki Al Subaie, a member of the Council, in the seventh meeting of the Coordination Mechanism for Parliamentary Assemblies on Counter-Terrorism, which was held virtually last July.

The Shura Council took part in a three-day parliamentary conference held in Kuala Lumpur, Malaysia, under the theme "The Role of Parliaments in Shaping the Future of Responsible Artificial Intelligence." The event was jointly organised by the Malaysian House of Representatives, the Inter-Parliamentary Union, the UN Development Programme, and the Commonwealth Parliamentary Association.Shura Council members His Excellency Abdulla bin Jaber al-Lebdah and His Excellency Mohammed bin Omar al-Mannai represented the council at the conference.Participants discussed a range of issues related to the development of artificial intelligence, including its impact on societies, accompanying economic shifts, and ways to establish effective regulatory and legislative frameworks to ensure its safe and responsible use.Discussions also addressed digital governance, privacy and data protection, and the role of parliaments in oversight, narrowing the digital divide, and strengthening public trust. Participants highlighted the need for international co-operation and unified standards to confront cross-border challenges.In their final statement, participants underscored the need for global AI regulation that ensures responsible and equitable use of the technology, prevents monopolisation, and avoids its misuse in ways that could undermine institutional trust. They also called for accelerated legislation and oversight, harmonising laws with international standards, boosting transparency, governance and data protection, building parliamentary capacities, launching national dialogues and clear ethical frameworks, raising public awareness, establishing specialised regulatory bodies, and sharing expertise through international co-operation. 

Qatar participated Sunday in the preparatory ministerial meeting for the 46th session of the GCC Supreme Council, held in Manama, Bahrain. The Qatari delegation was headed by His Excellency the Minister of State for Foreign Affairs Sultan bin Saad al-Muraikhi. 

The Civil Service and Government Development Bureau (CGB) confirmed that employees are not required to submit any paper certificate to prove marriage in order to receive the annual marriage and marital status incentive. The electronic link with the Supreme Judicial Council is already in place and automatically verifies marriage data, eliminating the need for any paper documents.In a post on its X platform, the Bureau indicated that it continuously utilizes this electronic link to automate processes and streamline procedures for employees. The Bureau noted that entities not using the "Mawared" system can contact the Supreme Judicial Council directly to complete the technical link and verify employee data.It reiterated that employees are not required to submit any paper documents related to marital status and that electronic verification via the approved link on the government data exchange platform is sufficient. If marital status data appears outdated, the employee can be instructed to update it with the Supreme Judicial Council to ensure verification through the electronic link.The new amendments to the Human Resources Law included several benefits that promote work flexibility and support employees' family lives. Among the most prominent is the granting of an annual marriage incentive of 12,000 Qatari Riyals to married Qatari employees, effective January of each year, provided that one year has passed since the date of marriage and both spouses are Qatari citizens. Additionally, both spouses will now receive the social allowance at the "married" rate, whereas previously one spouse received the "married" allowance while the other received the "single" allowance.
