Qatar Olympic Academy concludes sports policies and legal frameworks course

The Qatar Olympic Academy successfully concluded its Sports Policies and Legal Frameworks in Sport course, held over three days from September 28 to 30, 2026, with the participation of professionals and stakeholders from the sports sector both within and outside the State of Qatar. Participants represented various governmental and private sector organisations and came from diverse professional and academic backgrounds.The course forms part of the Academy’s wide-ranging educational and training programs under its 2026 agenda, as well as its series of sports event management courses, a key area of focus this year. It reflects the Academy’s ongoing commitment to developing national and regional competencies and enhancing specialised knowledge in the fields of sports management and event organisation.The program also aimed to keep pace with the rapid development of the sports sector at both the local and international levels and to prepare professionals capable of addressing the organisational, administrative, and technical aspects associated with sporting events.The course was delivered by Thanasis Grigoropoulos, an international expert in sports management. Through a series of lectures and practical sessions, he addressed various topics related to sports policies and the legal and regulatory frameworks governing the management of sporting events. The course also highlighted international best practices in governance, operational planning, risk management, and legal responsibilities.The program focused on enhancing participants’ understanding of the policies and procedures governing major sporting events, while clarifying the key differences between policies and operational procedures and the role each plays in organising institutional work and defining responsibilities and authorities. This contributes to improving planning and implementation mechanisms and strengthening coordination and integration among stakeholders involved in sports event organisation.The lectures emphasised that the success of any sporting event depends not only on technical and logistical aspects but also on the existence of an integrated framework of policies, regulations, and operational procedures that ensures clarity of roles and responsibilities and provides an organisational structure capable of supporting decision-making and achieving objectives efficiently and effectively.The training program included a detailed review of governance principles and their application in sports event management. Particular emphasis was placed on the importance of implementing modern governance standards as one of the fundamental pillars for the success of sports organisations and for enabling them to manage resources and operations more efficiently and transparently.The lecturer also discussed the importance of clearly defined roles and responsibilities within the sports management system, highlighting the need for well-established organisational structures that promote harmony among different teams and support timely decision-making throughout the various stages of event organisation.Grigoropoulos further explored the operational management of sports venues as a critical component of successful event delivery. The sessions reviewed the principles that ensure continuity of operations within sports facilities, mechanisms for coordination among departments, and best practices for addressing operational challenges and emergency situations that may arise during events.A significant portion of the course was dedicated to risk management and legal liability associated with sporting events. Participants examined practical models and case studies focused on handling potential risks before, during, and after an event.Discussions highlighted the importance of advance planning, contingency preparation, and crisis response strategies, in addition to understanding the legal responsibilities of organising bodies and methods for complying with relevant regulatory and legislative requirements. These elements strengthen the ability of sports professionals to make informed decisions and take appropriate action when needed.The course also covered several topics related to the legal and regulatory obligations accompanying different phases of sports event organisation, emphasising the importance of establishing work environments based on clear policies and approved procedures that enhance performance and support safe and efficient operations.Throughout the sessions, the lecturer stressed that modern sports event management requires a comprehensive understanding of the relationship between governance, policy, and operations. These elements form an integrated system that cannot be separated, and the success of any sporting event depends on the alignment between strategic planning and on-the-ground implementation.As part of the practical component, participants explored operational planning for sports venues and the organisation of various services during the hosting of s 100 Young members participate in ‘The Experiment’ by Teen Hub at NMoQ

Ministry of Justice holds workshop on social insurance law and executive regulations

The Ministry of Justice, represented by the Legal Awareness Section of the Center for Legal and Judicial Studies, in cooperation with the General Retirement and Social Insurance Authority and Qatar Foundation for Education, Science and Community Development, held an introductory workshop on Social Insurance Law No. 1 of 2022 and its executive regulations issued under Cabinet Resolution No. 3 of 2025.The workshop reviewed the legislative development of the country's social insurance system. During an introductory presentation, Nouf Ali Al Mazrouei, a legal specialist at the Ministry of Justice's Center for Legal and Judicial Studies, said the new legislation provides a legal safeguard that balances rights and obligations. It aims to protect individuals and provide financial stability for retirees and their families when income is interrupted due to disability, old age, or illness.The workshop covered the criteria for mandatory participation in the system, which targets every Qatari working in the government sector, private sector or self-employed, as well as workers in sectors exempted from labor law. The law exempts family members - spouses, ascendants and descendants - in private companies. The workshop also highlighted the "income bracket" system for self-employed workers, which is voluntary and carries a contribution rate of 21 percent selected by the insured individual based on estimated income. The authority is empowered to enroll self-employed workers in the system in coordination with their private employers and based on their preference.The workshop included detailed discussions of the differences between actual and credited service, provisions governing the crediting and purchase of service periods, and rules for calculating leave, secondments, scholarships and training courses. Regarding the bonus for service exceeding 30 years of actual service, for a maximum of 10 additional years, the workshop explained that the bonus is calculated at one month's pension for each year during the first five years and two months' pension for each year during the following five years. The calculation is subject to a maximum pension-calculation salary of QR 100,000, while the total bonus may not exceed 50 percent of the total contributions paid into the fund.The event concluded with a discussion session during which Dr. Mohammed Essam, representing the General Retirement and Social Insurance Authority, answered attendees' questions about the law and its implementing procedures.The session also recommended raising legal awareness and stressed the importance of continuously updating data through the authority's GRSIA electronic application and the digital portals available to citizens and employers before undertaking retirement procedures.

Nakilat adds latest LPG/Ammonia vessel to its fleet

Qatar's CRA seeks public feedback on draft universal service policy

Qatar's Communications Regulatory Authority (CRA) has opened a public consultation on a proposed 'Universal Service Policy' aimed at expanding access to essential telecommunications services across the country.A CRA statement on Wednesday said the proposed policy seeks to ensure that essential telecommunications services are available at permanent residences and permanent locations of business in Qatar, supporting digital inclusion and enabling consumers to participate fully in the digital society.The consultation gives stakeholders and interested parties an opportunity to submit comments and feedback on the draft policy. The consultation period will close on Oct. 20, 2026.The services covered would include broadband internet data services, as well as basic incoming voice calls and SMS messages, as defined by the policy.The draft sets out the scope of universal service, mechanisms for its provision and obligations for telecommunications service providers. It also establishes service quality requirements and regulatory oversight measures.The policy includes provisions to help eligible consumers access the services while taking into account the affordability needs of low-income users. It also sets minimum speed and service-quality requirements.The CRA said the draft policy forms part of its efforts to develop regulatory frameworks that support an advanced and sustainable telecommunications sector, in line with economic, social and technological developments and the objectives of Qatar National Vision 2030.

QU launches smart app to ease campus travel

Qatar University (QU) has become the first university in the country to introduce a dedicated smart mobility app, using artificial intelligence and real-time data to help tackle traffic congestion and make travel to and around its campus more efficient.The new app, Masar by QU, uses AI-powered cameras and sensors to provide real-time information on traffic conditions, campus gates and parking availability, enabling students, staff and visitors to plan journeys and select the most suitable routes.The initiative assumes particular significance as the QU campus receives approximately 200,000 cars every week.Masar also provides congestion alerts and information on university bus routes and schedules, giving users a broader picture of transport options across the campus.QU Vice President for Administration and Financial Affairs Dr Mai al-Naemi said the initiative reflected the university’s approach to enhancing the student experience through knowledge and technology.“Masar reflects our approach to enhancing the student experience through the application of knowledge and technology,” she said.“The app supports the goals of Qatar National Vision 2030 to harness technology and innovation to improve quality of life and advance sustainable development. At QU, this means creating a campus where smart solutions make everyday life easier for those who study, work and visit, while helping us make better use of our resources and infrastructure.”QU Associate Vice President for Operations Support and Associate Professor in the Department of Civil and Environmental Engineering Dr Mohammed Elshafie said the university’s approach to improving campus mobility was based on understanding the needs of its community and daily travel patterns.Students played an important role in testing and developing Masar to ensure it responded to those needs, he said.“This launch marks the first phase of the app. We will continue to add new features and develop practical solutions to improve travel around campus,” Dr Elshafie added.The launch builds on a series of mobility improvements already introduced across the campus, including expanded parking facilities, the QU Campus Express, connections to the Doha Metro, student housing shuttles, accessible transport services and air-conditioned waiting areas.QU said it would continue promoting safe and responsible travel across the campus by encouraging its community to plan journeys in advance, use parking and transport services responsibly, observe speed limits, prioritise pedestrian safety and avoid distractions while driving.

QM presents boats floating afar: The maritime trade of ancient Chinese ceramics at NMoQ

Qatar Museums (QM), the nation’s preeminent institution for art and culture, will open Boats Floating Afar: The Maritime Trade of Ancient Chinese Ceramics at the National Museum of Qatar (NMoQ) on Oct. 26, 2026.Presented as part of the legacy of the Qatar-China 2016 Year of Culture, the exhibition brings together more than 120 objects from the National Museum of China along with a small selection of objects from Qatar Museums’ collections, in a presentation that traces more than 1,000 years of Chinese ceramic production and maritime trade from the Tang to the Qing dynasties (618-1911 CE). The exhibition will be on view until Feb. 15, 2027.Featuring vessels, bowls, plates, and jars, Boats Floating Afar will chart developments in Chinese ceramic production alongside the maritime routes through which these works traveled. The exhibition will include Tang dynasty white-glazed and celadon wares, Southern Song and Yuan ceramics, Ming blue-and-white porcelain, and richly decorated Qing dynasty pieces, revealing changing techniques, forms, and decorative traditions as well as the influence of growing overseas markets.HE Director of the National Museum of Qatar Sheikh Abdulaziz bin Hamad Al-Thani said, "Marking 10 years since the Qatar-China 2016 Year of Culture, Boats Floating Afar: The Maritime Trade of Ancient Chinese Ceramics is the latest in a series of fruitful exchanges between the National Museum of Qatar and the National Museum of China, demonstrating the depth and longevity of our partnership. This past June, the National Museum of China gave audiences in Beijing the opportunity to see the National Museum of Qatar’s exhibition On the Move. We are now proud to collaborate with the National Museum of China to present Boats Floating Afar, to introduce our audiences in Doha to a remarkable chapter in the vibrant material and maritime history of China.”Director of the National Museum of China Luo Wenli said, "Since the Tang Dynasty, Chinese ceramics have traversed the seas, opening new avenues for friendly exchanges among nations. By reflecting together on the history of the Maritime Silk Road and appreciating the beauty of our respective cultures, we hope to deepen mutual understanding, enhance our friendship, and continuously consolidate and strengthen the friendly relations between our two peoples."Among the objects on view are ceramics from major production centers, including the kilns of Jingdezhen, Longquan, Dehua, Changsha, and Yue. The exhibition concludes with two installations that draw on QM’s collections and archaeological materials from Qatar. One will include objects connected to the wreck of the Cirebon, a 10th-century ship discovered in the Java Sea, Indonesia. The other will feature fragments of Chinese pottery excavated in Qatar, adding a local dimension to the wider history of maritime trade and the circulation of Chinese ceramics.The exhibition represents another milestone in the cultural relationship between Qatar and China. Boats Floating Afar follows the National Museum of Qatar’s exhibition On the Move, which opened at the National Museum of China in Beijing in June 2026. That presentation surveys the creativity of Qatar's nomadic and semi-nomadic communities from the 18th century until the discovery of oil.Together, the two exhibitions demonstrate the Years of Culture legacy in practice, extending collaboration between the two museums through the exchange of collections and scholarship.As part of the Qatar Creates Fall/Winter 2026-27 season, Boats Floating Afar: The Maritime Trade of Ancient Chinese Ceramics joins a wider program of exhibitions and events that reflect Qatar’s ongoing commitment to cultural exchange, creative dialogue, and global connection.
