His Highness the Amir Sheikh Tamim bin Hamad al-Thani has officially ratified Law No 11 of 2026 regarding the Owners’ Union, according to the Official Gazette issue No 17, issued by the Ministry of Justice. The law established a legal framework for the management, maintenance and administration of jointly owned properties and their common areas.  The law applies to real-estate development projects and jointly owned properties, whether completed, under construction or undeveloped, while excluding buildings used entirely for government administration, hotels and tourism facilities governed by the relevant tourism legislation, and other facilities that a cabinet decision may exclude.  Under the law, an Owners’ Union must be established when a jointly owned property has three or more owners of subdivided units, including the developer or plot owner for qualifying unsold units.  The law and its implementing regulations also allow unions to cover more than one property. Once officially registered, the union acquires a separate legal personality and independent financial liability. Applicants may submit registration applications electronically or on paper, and the competent authority must decide within 15 days. If the application is rejected, the decision must state the reasons, and applicants may file a grievance with the Minister of Municipality within 30 days.  The union’s financial resources include contributions imposed by the General Assembly on owners, investment returns, donations and other approved revenues — a dedicated operating account funds the association’s obligations, including managing and maintaining common areas. The union is responsible for protecting the property and its common components, carrying out maintenance, restoration and reinforcement, preserving its architectural character, arranging relevant services and obtaining insurance where required. It may also seek compensation from parties responsible for damage to the property or common areas.  Owners must pay annual contributions and maintenance expenses, comply with decisions of the Board of Directors and General Assembly, report changes in ownership, and refrain from damaging the property or common areas. Where an owner fails to undertake necessary internal repairs that could harm other owners or the building, the competent authority may carry out the repairs at the owner’s expense, adding 25% to the actual repair cost, without prejudice to the possible criminal liability. Owners are also responsible for the costs that may arise from violations committed by their tenants or occupants. The law gives the union mechanisms to recover unpaid contributions. Following prescribed notices, continued non-payment for three consecutive months may lead the Board to request procedures to cut electricity and water services to the unit. Such action is subject to grievance procedures and cannot be implemented until the relevant grievance period has expired or the grievance has been decided.  The union can claim the property and its related shares if the owner doesn’t pay their financial obligations. Developers or plot owners may collect up to two years of the union contributions before handing over a unit, subject to the executive regulations.  The General Assembly must meet at least once a year and may be convened when required. His Highness the Amir Sheikh Tamim bin Hamad al-Thani has issued Law No 12 of 2026 on Animal Health, which was published in the Official Gazette issue No 17, establishing a comprehensive framework for preventing and controlling infectious, epidemic and zoonotic diseases among animals and protecting the country’s livestock resources. The law replaces Law No 1 of 1985 on animal health and covers animal owners, veterinary professionals, animal facilities and animal products. It is scheduled to take effect six months after its publication in the Official Gazette. The legislation assigns the Ministry of Municipality, in cooperation with the relevant authorities, responsibility for epidemiological surveillance, disease testing, and implementing necessary health measures.  It also provides for public awareness campaigns, vaccination programmes, establishing a livestock database and animal identification system, and vaccinating animals under appropriate veterinary supervision.  Under the law, animal owners must notify the competent department within 24 hours of suspecting or being informed that an animal is infected and must arrange a veterinary examination. Owners and veterinarians must also report diseases included in the schedule attached to the law. Suspected or infected animals must be isolated at locations designated by the authorities, and owners may not dispose of the animals or their products without the required approval. 

 HE the Minister of Social Development and Family Buthaina bint Ali al-Jabr al-Nuaimi said, “By strengthening families, empowering women, supporting priority groups, fostering active and responsible communities, and promoting productive and independent lives, we are building a more cohesive and resilient society for generations to come.”  This came during Qatar Foundation partner university, Carnegie Mellon University in Qatar, (CMU-Q)’s Dean’s Lecture Series where Her Excellency discussed Qatar’s strategic roadmap for social development and its role in building a resilient and empowered society. During her lecture, HE al-Nuaimi presented the Ministry of Social Development and Family Strategy 2025-2030, “From Care to Empowerment”, outlining its approach to building a resilient society in alignment with Qatar’s Third National Development Strategy and Qatar National Vision 2030.  She noted that the strategy features five interconnected pillars: strengthening family unity, women’s empowerment, supporting vulnerable groups, building social solidarity, and comprehensive social protection, as to enhance life quality and social cohesion.  Al-Nuaimi explained that the strategy represents a breakthrough in Qatar’s social development approach, emphasising that its success requires collective action and collaboration across government, the private sector, civil society, and the wider community.  “Our vision is to move from care to empowerment, creating the conditions for individuals and families to thrive and contribute fully to society. By strengthening families, empowering women, supporting priority groups, fostering active and responsible communities, and promoting productive and independent lives, we are building a more cohesive and resilient society for generations to come,” said HE the Minister of Social Development and Family.  The presentation was the first instalment of CMU-Q’s Dean’s Lecture Series for the new academic year. For more than 15 years, CMU-Q has welcomed leaders in government, industry and academia to the Dean’s Lecture Series, hosting more than 80 speakers from across Qatar and around the world.  

 The Ministry of Municipality Public Cleanliness Department’s Beaches and Islands Section has carried out several beach clean-up campaigns at Zekreet, Simaisma Family Beach, Abu Samra, Ras Abu Fontas and Al Jasasiya as part of the activities marking the World Cleanup Day 2026.  The campaigns aimed to raise environmental awareness and promote a culture of clean beaches and coastal protection. A total of 469 participants from government entities, civil society organisations, private-sector volunteers, schools, and community members took part in the campaigns.  The initiatives resulted in the removal of approximately 1,603kg of general waste, recyclable materials, wood, bulky waste and marine grass debris.  Accordingly, Mohamed Faraj al-Kubaisi, Assistant Director of the Public Cleanliness Department, said the World Cleanup Day activities represent an important opportunity to strengthen community partnerships and raise environmental awareness across society. He noted that strong participation by government and private entities, schools, volunteers, and community members reflects a growing culture of shared responsibility for protecting the environment and beaches, while supporting the Ministry of Municipality’s efforts to achieve a clean and sustainable environment.  Meanwhile, Hajaj al-Kubaisi, head of the Beaches and Islands Section, said the campaigns achieved positive results in participation and in the quantities of waste collected and sorted. He affirmed that the Beaches and Islands Section continues to implement awareness programmes and field campaigns throughout the year to maintain the cleanliness of beaches and islands and encourage different segments of society to participate in protecting the coastal environment.  He also praised the co-operation of various government entities, private-sector organisations, schools, youth centres, and volunteers, highlighting their role in the campaigns’ success. He stressed that co-ordinated community efforts help raise awareness of the importance of preserving natural resources.  The beach clean-up campaigns also involved the Ministry of Environment and Climate Change; the Friends of the Municipality team of Al Shehaniyah Municipality; the municipalities of Al Shamal, Al Rayyan and Al Daayen; the Public Parks Department; the Mechanical Equipment Department at the Ministry of Municipality; Al Jumailiyah Youth Centre; Simaisma Youth Centre; Lavajet Company; and a number of students from Lubaba Bint Al-Harith Primary School for Girls. 

Georgetown University in Qatar (GU-Q) is expanding its multidisciplinary approach to international affairs this academic year, welcoming new faculty with expertise in environmental science, computer science, data analytics, economic statecraft, migration, and Arabic language and culture.The university is also launching a new Science, Technology and International Affairs (STIA) major, along with minors in Arts, Heritage and Cultural Diplomacy and Women’s and Gender Studies.In a press statement, the GU-Q noted that these additions build on a curriculum that has long encouraged students to look at global questions from different angles.What is changing, the statement added, is the range of expertise and new areas of study being added to that foundation, giving students more ways to understand the forces shaping the world around them.The new STIA major is one of the clearest examples of this approach, connecting international affairs with scientific and technological expertise.The statement explained that the programme prepares students to examine questions that increasingly sit at the intersection of policy, technology and society.Three new faculty members will help GU-Q students make that connection.Associate teaching professor Mazen El-Masri, an expert in artificial intelligence (AI), blockchain and data analytics in international affairs, will offer computational and data analysis courses.For him, the need for this major is especially clear in the way technology is already reshaping the region.“In Qatar, the case studies are outside the window,” El-Masri said. “The region is running some of the world's most ambitious experiments in energy transition, digital finance, food security and smart infrastructure.”Resident Fellow Kareem Darwish brings expertise in large language models, Arabic language processing and computational social science.He also serves as a research scientist at the Qatar Environment and Energy Research Institute.Hydrologist and space scientist Raha Hakimdavar, who previously served as senior adviser to the deans at the GU-Q and the Earth Commons Institute, joins the faculty as visiting assistant professor of environmental science.“Science that helps someone make a better decision is the common thread here,” he said. “Most of my research focuses on risk and resilience, particularly how communities manage environmental change when water, food, climate, technology and development pressures intersect.”That same interdisciplinary approach extends into the International Politics (IPOL) and the International Economics (IECO) majors, where four scholars bring new perspectives to questions shaping politics and economics today.Assistant professor of International Economics Hana Attia studies why governments turn to sanctions, how they make those decisions and the humanitarian consequences of those choices.“Sanctions particularly fascinate me because they have developed into go-to tools that states increasingly deploy,” she said. “It's important to understand the decision-making behind their use and highlight their humanitarian consequences.”Assistant professor of International Politics Olgahan Cat studies migration and forced displacement.**media[492695]**Associate professor of International Politics Andrew Heiss examines how civil society and non-governmental organisations (NGOs) navigate restrictive policy environments, while assistant professor of International Economics Joanne Haddad brings an economic lens to questions of gender, including employment and pay gaps and household decision-making.Their research expands what students can explore in the classroom.However, for the new faculty, the opportunity to work directly with students and help them develop the skills they need as international affairs practitioners matters just as much.For Heiss and Haddad, that includes making data science approachable, even fun.The university is also expanding its Arabic faculty, with four full-time appointments strengthening the programme.They are Iman Alramadan and Sarrah Zuhair, along with visiting professors Nesrine Basheer and Maha Houssami.They were drawn to the GU-Q by its vibrant Arabic programme.Both Alramadan and Houssami have mentored Arabic debate teams, with Houssami working with Duke University’s championship-winning team and Alramadan with the team at Indiana University Bloomington.“We are thrilled to welcome faculty whose expertise reflects the breadth of questions our students will encounter throughout their lifetimes,” acting GU-Q dean Clyde Wilcox said. “This is a strong set of additions to our already excellent faculty.”

More than 1,600 speakers and creatives from around the world have applied to take part in Qatar Foundation (QF)’s Bil-Arabi 2026 initiative, which will be held in Doha on September 19-20, programme director Dr Zaidoun al-Kinani has said.He said the strong response reflects both the depth of emerging creative talent and a growing desire among innovators to present original ideas and experiences in Arabic.This year’s edition, under the theme Building with Our Ideas, is founded on the belief that innovation is the first step towards a better future, al-Kinani told reporters.Ideas fulfil their value, he said, when they become practical projects and solutions with a tangible and lasting effect on people’s lives.The initiative seeks to demonstrate the Arabic language's ability to carry new thinking in science, technology, entrepreneurship and innovation, alongside its established role in literature and heritage.Al-Kinani described Arabic as a bridge between communities and a language through which creativity can cross borders.Bil-Arabi, he added, brings together innovators from diverse fields to exchange knowledge and explore solutions linking technology with cultural heritage.Turning that vision into daily practice, al-Kinani said, requires Arabic to be used to produce knowledge, debate contemporary issues and create content.Making scientific and technological resources available in Arabic, he continued, while developing supportive digital tools, would enable young people to research and innovate in their mother tongue.The 2026 programme will address issues shaping people’s lives and futures, including media, technology, artificial intelligence (AI) ethics, genomics, precision medicine, entrepreneurship, economic innovation, peacebuilding, community resilience, environmental sustainability, heritage and cultural identity.It will also examine science fiction as a way of understanding the future, as well as sports and social work.Speakers are selected primarily on the originality of their ideas and their potential to deliver positive impact or offer solutions to societal challenges, producing a programme of diverse regional and international voices.Keynote speeches, panel discussions, workshops and exhibitions will create an interactive setting that combines listening, experimentation and participation.Main-stage talks will present experiences and ideas, while workshops and exploratory sessions will give visitors practical exposure to innovation, digital storytelling, debating and critical thinking.Beyond Doha, the “Bil-Arabi” series has taken the initiative to cities and communities through smaller events adapted to local contexts.Activities have been held in Damascus, Amman and Djerba, alongside participation in events in Riyadh, Istanbul and Oxford.The three-stop 2026 tour brought together 14 speakers and more than 1,000 participants from 15 countries, supported by 10 strategic partners.Al-Kinani said that the expansion created local spaces for dialogue, amplified community-led ideas and reinforced Arabic as a language of creativity and innovation.Young role models in science, technology and entrepreneurship will also share their experiences, while specialist-led sessions will help participants develop critical thinking and express their ideas with confidence.Organisers hope participants will leave with new ideas, opportunities for collaboration and the motivation to turn discussion into action.Al-Kinani said the wider ambition is to make Arabic a natural medium for thought and innovation, enabling young people to discuss science, technology and entrepreneurship with the same confidence they bring to culture, heritage and literature.Bil-Arabi ultimately aims, he stated, to inspire ideas in Arabic that can enter technology ecosystems, genomics research, sustainability projects and cinema, allowing Arab communities to contribute more fully to knowledge, innovation and a shared human future. 

The Qatar Central Bank, pursuant to an assessment of the current monetary policy of the country, has increased the current interest rates for the QCB deposit, QCB lending and QCB repo rates, according to a QCB statement.The deposit rate was increased by 25 basis points (bps) to 4.10%; lending rate by 25 bps to 4.60% and the repo rate by 25 bps to 4.35%.The US Federal Reserve on Wednesday raised interest rates in the world's largest economy by 25 bps to tackle stubbornly high inflation.

The Ministry of Culture has achieved a new institutional milestone, with the This Is Qatar encyclopedia receiving Innovation Endorsement - Tier 3 accreditation from the Global Innovation Institute (GInI), the third and highest level of endorsement. The recognition reflects the encyclopedia's ability to deliver innovative cultural and knowledge-based value, as well as the Ministry's capacity to translate innovation into practical applications and tangible outcomes with measurable impact. The accreditation further advances the development of the This Is Qatar encyclopedia, which was launched during the opening of the 35th Doha International Book Fair as a modern knowledge and documentation platform showcasing the history of the State of Qatar, its cultural identity and national achievements. The encyclopedia is based on an integrated system combining knowledge-based content, historical documentation, multimedia, interactive solutions and modern content-presentation methods. This enables Qatar's history and national heritage to be presented in a contemporary manner while expanding access to cultural content for different segments of society and in multiple languages. The Ministry added that receiving this international accreditation reflects its commitment to establishing innovation as a key enabler of institutional cultural work and to developing initiatives capable of creating sustainable cultural and knowledge-based value, alongside employing modern technologies and methods in producing and providing access to content. The Ministry affirmed that the achievement represents a step within a broader path toward developing national cultural projects and strengthening their ability to preserve national memory, reinforce identity, and showcase the history and achievements of the State of Qatar, thereby supporting its cultural and intellectual presence at the regional and international levels. The accreditation also underscores the ability of national talent at the Ministry of Culture to develop cultural initiatives in accordance with international standards and to strengthen Qatar's presence in the fields of cultural and institutional innovation. The Global Innovation Institute affirmed that the Ministry of Culture is the first ministry in the State of Qatar to receive Innovation Endorsement - Tier 3 recognition for one of its initiatives, adding this achievement to the Ministry's efforts to develop its institutional framework and promote excellence and innovation in the cultural sector.

The Abdullah Bin Hamad Al-Attiyah International Energy Awards for Lifetime Achievement will return on October 20, bringing together more than 300 senior executives, policymakers, diplomats and thought leaders at the Sheraton Grand Doha Resort & Convention Hotel.Organised by the Al-Attiyah Foundation, the annual awards recognise exceptional contributions to the global energy industry and sustainable development.Eight individuals will receive accolades at this year’s ceremony, including the inaugural recipient of the Young Energy Leader Award. The new category acknowledges two emerging leaders whose achievements, vision and influence are helping to shape the future of the energy sector.The other six categories recognise lifetime achievement across a range of fields. Their recipients have made sustained contributions to advancing the energy industry, strengthening international cooperation and supporting progress towards a more secure and sustainable energy future. The awards embody the vision and legacy of the late His Excellency Abdullah bin Hamad al-Attiyah, former Deputy Prime Minister and Minister of Energy and Industry. His distinguished career and leadership played a central role in establishing Qatar as one of the world’s foremost energy producers.The 2026 ceremony will be the first held under the chairmanship of Dr Saud bin Abdullah al-Attiyah, chairman of the Al-Attiyah Foundation. Dr Saud is committed to preserving the legacy established by his late father while building upon it to further develop the foundation and expand its contribution to international dialogue on energy and sustainable development.Since its establishment in 2015, the Al-Attiyah Foundation has become a respected independent platform for knowledge exchange and informed discussion. Through its research publications, CEO Roundtables, podcasts, webinars, and other high-level events, the foundation provides analysis and insights into the most pressing challenges and opportunities facing the global energy sector.The 2026 Awards are sponsored by ExxonMobil. The foundation’s work and continued are supported of its member organisations, including QatarEnergy, QNB, Shell, ConocoPhillips, Marubeni, Sasol, JTA Holding, Qatar Cool, and the Qatar Free Zones Authority.
