Qatar Central Bank grants first license to insurance price comparison platform

Qatar's central bank has issued the country's first license for an insurance policy price comparison website, marking a further step in its efforts to expand the financial technology (FinTech) sector.In a post on X, the Qatar Central Bank (QCB) said it had granted the license to Ammen, allowing the company to operate insurance price comparison website services in Qatar.The central bank said the move forms part of its strategy to strengthen the country's FinTech ecosystem.With the addition of Ammen, the number of financial technology companies operating under QCB's supervision and regulatory oversight has risen to 16.

Red Sea war insurance costs rise after Houthi blockade, sources say

The insurance cost of shipping goods through the Red Sea rose on Monday after Yemen's Iran-aligned Houthis said they were imposing a naval blockade on Saudi Arabia, escalating risks for merchant shipping, insurance industry sources said.The move by the Houthis opens a new front against the US in its war on Iran and widens the threat to global energy supplies and trade beyond the Gulf.Indicative war risk premiums rose to around 0.75% of the value of a ship, from around 0.3% on Friday before the Houthi announcement, according to the sources, who declined to be identified due to the sensitivity of the matter.Even a small change will mean hundreds of thousands of dollars in extra costs for a seven-day voyage.It is not clear how the Houthis would carry out a maritime blockade of Saudi Arabia, its northern neighbour along the Red Sea coast, or whether it would include a return to attacks on shipping.Saudi state oil giant Saudi Aramco, the world's largest oil exporter, has increased use of the Yanbu terminal in the Red Sea since the US-Israeli conflict with Iran began on February 28.Saudi Arabia-flagged, owned or operated vessels, vessels en route to or from Saudi Arabia and Saudi Arabia’s Red Sea ports were assessed at high risk of a Houthi attack, British maritime security company Ambrey said on Monday."The Houthis made mistakes during the (2024) Red Sea crisis in targeting shipping with out-of-date affiliations to companies. It is likely that vessels could be targeted for mistaken identities," Ambrey said.The full closure of the Bab el-Mandeb strait, the southern gateway linking the Red Sea to the Gulf of Aden, would halt Saudi oil exports to Asia and could reduce global oil supply by 7%.Red Sea traffic has not fully recovered since Houthi attacks off Yemen’s coast began in November 2023 in what the group said was solidarity with Palestinians in the Gaza war.Some Houthi attacks continued until mid 2025, only ending completely with the Gaza ceasefire in October last year.Suspected Somali piracy and ship hijackings have also risen in recent months in the Gulf of Aden, adding to further dangers for shipping.

Market analyst Youssef Bouhlaiqa has said the Qatari market continues to retain fundamental support factors that enhance its ability to overcome current volatility.

QSE continues to retain fundamental support factors

The Qatar Stock Exchange (QSE) index closed the current trading week down 1.18%, losing 120.59 points from the previous week's close to finish at 10,090 points, weighed down by declines in six sectors. The industrial sector posted the biggest losses during the week, falling 2.38%, followed by the real estate sector, which declined 1.2%. The insurance sector was the only sector to record a positive performance, edging up 0.08%. In remarks to Qatar News Agency (QNA), financial market analyst Youssef Bouhlaiqa said the Qatari market continues to retain fundamental support factors that enhance its ability to overcome current volatility despite the continued cautious sentiment prevailing across regional financial markets. He said the half-year financial results announced so far, led by QNB Group and Dukhan Bank, have been positive, reflecting the strength of the banking sector, although those results have not yet enabled the benchmark index to move above the 10,300-point level. Bouhlaiqa attributed the recent decline in the benchmark index, which exceeded 120 points, primarily to external factors rather than the fundamentals of the domestic economy, adding that this could create opportunities for selective investment in blue-chip stocks as uncertainty eases. He stressed that despite current challenges, the Qatari market continues to benefit from several factors supporting its medium-term performance, most notably the strong financial positions of listed companies, continued robust dividend distributions, high liquidity levels in the banking sector, the resilience of the Qatari economy, and continued spending on development projects. Bouhlaiqa said the market's performance in the coming period is likely to remain tied to geopolitical developments, as well as the financial results of the remaining companies. However, he said the continued strong financial performance of leading companies could gradually restore investor confidence and support the index's return to an upward trajectory once external pressures subside.

Emirates offers war travel insurance as Gulf carriers reboot

Emirates Airline is offering travel insurance that includes medical coverage for war-related incidents and extended-stay support during disruptions, another example of how Gulf carriers are trying to reboot their businesses now that a US-Iran peace deal is on the table.The package is in effect regardless of government travel advice, according to a company statement released on Wednesday. The company is partnering with Travel Guard, acquired by Zurich Insurance Group AG in 2024, to offer coverage that’s comprehensive as well as reassuring, Emirates President Tim Clark said.“With strong demand for travel in summer, we are proud to offer our customers added confidence in planning their journeys to and through Dubai,” Clark said in the statement.The product includes medical coverage for conflict-related incidents, with airline-managed hotel accommodations and support for extended stays, according to the statement. Emirates also will rebook connecting services for affected passengers at no extra cost, even if those services aren’t available through the carrier.The maximum reimbursement for medical expenses is $25,000, and the free trip extension is for as many as 30 days. The coverage can be purchased in countries including the UK, Germany and Singapore. The US isn’t listed in the statement.Emirates, Qatar Airways and Etihad Airways cut back operations after hostilities started in February because some countries closed their airspaces and some infrastructure was damaged by possible drone debris.That took a major aviation region out for weeks, forcing the cancellations of thousands of flights. Emirates reworked its international network and even flew near-empty planes to its hub in Dubai as travellers sought to avoid the Gulf.The Iran war subsequently pushed Emirates’ profit below the initial projection, but Clark said the world’s largest airline will be “back very hard and fast.”The Financial Times earlier reported on the insurance offering.

The market had initially seen bullish momentum to take the 20-stock Qatar Index to an intraday high of 10,516 points but profit booking pressure in the second half led it overall settle 0.09% lower at 10,484.17 points Sunday.

The International Federation of Freight Forwarders Associations (FIATA), at the invitation of Qatar Chamber, recently organised a webinar on ‘Middle East Security Situation: Managing Legal, Insurance, and Operational Risks in Times of Disruption’.  The webinar reviewed the impact of current regional developments on global supply chains and the movement of goods, highlighting the implications of escalating tensions in the Middle East on maritime routes, including rising costs and increasing legal and insurance challenges facing freight forwarders worldwide.  The session brought together more than 100 representatives from international shipping companies, insurance firms, and customs clearance agents.  Ali bin Abdullatif al-Misnad, Qatar Chamber board member and president of the Africa and Middle East Region (RAME) at FIATA, said the session was initiated by the chamber to engage FIATA in addressing the repercussions of current regional developments. Al-Misnad, who is also the chairman of the Qatari Association for Freight Forwarding and Logistics (QAFL), highlighted concerns over the closure of the Strait of Hormuz, its impact on the flow of goods to GCC countries, and the resulting rise in shipping and insurance costs.  During the webinar, FIATA expressed its understanding of the challenges facing GCC countries, particularly the surge in shipping rates, affirming its support for efforts aimed at mitigating price increases for consumers in the region. Speaking at the event, al-Misnad expressed his appreciation to FIATA for responding to the Qatar Chamber’s initiative to host the webinar, which addressed the critical impacts and challenges currently facing the shipping and insurance sectors.  He noted that this confirms the chamber’s leading international role and reflects the global standing of Qatar. He added that the discussions focused on the repercussions of shipping rates during the current crisis, with a clear objective to prevent price hikes for consumers.  Al-Misnad emphasised that a clear message was conveyed to shipping companies not to exploit current conditions to raise rates, a position reflected in the webinar’s recommendations. He further noted that GCC countries have prioritised enhancing land transport and facilitating cross-border procedures through the TIR system, adding that ongoing coordination among officials, chambers of commerce, and logistics committees has contributed to smoother truck movement and more efficient customs processes.  The webinar also featured expert insights from Andrea Tang, FIATA Legal Services director, and Yuntao Yang, chairperson of the FIATA Advisory Body on Legal Matters (ABLM). The discussions covered carrier rights, including rerouting and voyage suspension, as well as surcharges such as war risk premiums and demurrage.  They also addressed force majeure, cargo insurance issues, and practical risk management, with a focus on documentation and best practices. FIATA is a non-governmental organisation founded in 1926 and headquartered in Geneva, Switzerland. It represents the global freight forwarding and logistics industry, with members from over 150 countries.  It aims to develop and enhance shipping services, ensure the highest standards of quality and professional practice, and facilitate international trade. It works to standardise practices in the logistics sector, develop professional standards, provide training, and represent the industry at the international level.
