Seven scholars from leading universities around the world will join the Institute for Advanced Study in the Global South at Northwestern University in Qatar (#IAS_NUQ) during the 2026–27 academic year, strengthening the university’s role as a global hub for research, dialogue, and knowledge production on the Global South. Jowel Choufani, Aya Labanieh, and Osman Osman will join as Global Postdoctoral Scholars, while Larissa Buchholz, Geraldo Campos, Ozge Calafato, and Teddy Workneh will be in residence as Global Fellows. The #IAS_NUQ Global Fellowship and #IAS_NUQ Global Postdoctoral Scholars programmes are central to the Institute’s efforts to build a sustained, interdisciplinary community of researchers working on the Global South. The Global Postdoctoral Scholars programme supports early-career researchers through long-term appointments, allowing them to advance historically grounded, theoretically informed research and mediamaking while contributing to program development, teaching, public scholarship, and publications with #IAS_NUQ_Press. By contrast, the Global Fellowship programme brings established and emerging scholars for shorter residencies up to one academic term, providing dedicated time and space to develop ongoing projects while engaging with the wider intellectual community at Northwestern Qatar. Both are residential programmes that place sustained collaboration at the center of the scholars’ experience. “Universities have a responsibility not only to generate knowledge, but also to expand the types of knowledge that matter,” said Marwan M Kraidy, dean and CEO of NUQ. “Many of today’s most consequential intellectual questions are being asked from, and answered within, the Global South. This cohort reflects our commitment to bringing together scholars whose work challenges conventional thinking, advances interdisciplinary research, and broadens global understanding.” Choufani is an anthropologist whose work examines state abandonment, community-based infrastructures of solidarity, and the moral and political economies that shape them. As an #IAS_NUQ Global Postdoctoral Scholar, Choufani will develop the dissertation into a monograph by expanding its historical scope to trace ruptures and continuities in the constitution and circulation of wajeb across key moments in Lebanon’s history. She will also begin a new project on how traditional food preserves, or mouneh, are transformed into politically charged commodities through markets that combine humanitarian relief, cultural heritage, and corporate infrastructure. Meanwhile, Labanieh’s research examines the intersections of conspiracy, memory, and power across Anglophone and Arabophone literature and media, from dystopian fiction and internet subcultures to the memoirs of agents and spies. Labanieh’s project uses conspiracy as both an object of study and an analytical lens for examining the relationship between colonial history and cultural memory in the 20th-century Middle East. While in residence, she will develop her dissertation into a monograph and add a final chapter on how the conspiracy trope evolved during the transition from colonial subjecthood to state citizenship and the rise of autocratic Arab security regimes. Osman’s research lies at the intersection of critical security studies and the sociology of news production, examining how journalistic fields in postcolonial contexts construct narratives of conflict and politics and how African media represent themselves. Osman’s project, “Manufacturing Empire: Journalistic Construction of Somalia in Postcolonial Kenya,” introduces the concept of “client journalism” to explain how news institutions in both authoritarian and liberalised media environments remain structurally tied to state power. At #IAS_NUQ, Osman will develop his dissertation into a book manuscript that examines the relationship among journalism, state power, and security discourse in postcolonial Kenya. “What makes this community distinctive is the opportunity for scholars at different stages of their careers to work alongside and learn from one another,” said Clovis Bergère, director of #IAS_NUQ. “By bringing together undergraduate fellows, postdoctoral scholars, and visiting Global Fellows, we create sustained exchanges across generations, disciplines, and regions. These collaborations strengthen individual projects while building a wider intellectual community around research on and from the Global South.” Alongside the Global Postdoctoral Scholars, the four Global Fellows joining the Institute for shorter-term residencies bring expertise across cultural markets, cinema, photography, archives, and global communication. Buchholz, an associate professor of communication studies and sociology at Northwestern University, will examine how contemporary art markets emerge across China, Qatar, and Mexico, with particular attention to the collectors and cultures of valuation that sustain them. Campos, a professor of international relations at the Federal University of Sergipe, will advance a book project on cinematic relations between Latin America and the Arab world, tracing the networks of political solidarity that connected filmmakers and anticolonial movements during the 1960s and 1970s. Calafato, a lecturer at the University of Amsterdam and Sorbonne University Abu Dhabi, will study how vernacular photographs circulating on social media shape transnational memory and diasporic belonging in Qatar and the UAE. Workneh, an associate professor of global communication at Kent State University, will develop a project on digital memory and urban erasure in Addis Ababa, examining how displaced communities preserve social networks, document disappearing neighbourhoods, and negotiate state-led urban restructuring. As #IAS_NUQ approaches its fifth anniversary, the 2026–27 cohort reflects the Institute’s ambition to build a global scholarly community in which ideas move across disciplines, regions, and cultures. Collectively, the scholars engage its four research themes: Genealogies and Epistemologies of the Global South; Arab Media, Culture, and Politics; Southern Digitalities; and Critical Security Studies. Their work further strengthens Northwestern Qatar’s role as an international centre for research on and from the Global South.

His Highness the Amir Sheikh Tamim bin Hamad al-Thani received a phone call Wednesday from the President of the brotherly Syrian Arab Republic Ahmed Al Sharaa. During the conversation, the two sides discussed the brotherly relations between the two nations and ways to deepen and expand them. They also addressed the most recent regional and international developments, foremost among which is the evolving situation in the Middle East region. In this context, the President of Syria said he is grateful for the role and efforts the State of Qatar plays in easing the situation and strengthening regional and international security. In addition, both sides underscored the importance of stepping up regional and international de-escalation efforts and giving political solutions and dialogue overriding priority. They added that this would help consolidate stability in the region, spare its peoples further tensions, and push toward settling disputes through diplomatic means and reaching a comprehensive agreement that achieves enduring peace.

The State of Qatar has strongly condemned the repeated Iranian attacks on the Hashemite Kingdom of Jordan, the Kingdom of Bahrain, and the State of Kuwait, deeming them "an egregious violation" of the sovereignty of those brotherly nations and of the international rules-based order. In a statement issued on Tuesday, the Ministry of Foreign Affairs stressed the critical importance of shielding the region from the consequences of unprovoked attacks and maintaining the path of dialogue, diplomacy, and de-escalation, which it said are essential to consolidating security and stability both regionally globally. The Ministry reaffirmed that the State of Qatar stands firmly with the Hashemite Kingdom of Jordan, the Kingdom of Bahrain, and the State of Kuwait in all measures they take to safeguard their sovereignty and security.

Qatar Tuesday announced the launch of the Global Alliance for AI Ethics (GAAIE) during its participation in the inaugural session of the United Nations Global Dialogue on AI Governance held here.  The Alliance represents a significant step towards strengthening international co-operation in AI ethics and advancing responsible governance frameworks for artificial intelligence.  The announcement was made by His Excellency Minister of Communications and Information Technology Mohammed bin Ali al-Mannai during the High-Level Government Session held under the theme "Harnessing the Benefits of AI for All through Inclusive and Interoperable Approaches", in the presence of Her Excellency Permanent Representative of Qatar to the United Nations Office in Geneva Hind Abdulrahman al-Muftah.  The Global Alliance for AI Ethics (GAAIE) is an initiative launched by Hamad bin Khalifa University (HBKU), a member of Qatar Foundation, to foster a multi-stakeholder global dialogue on AI ethics.  The Alliance seeks to ensure that diverse ethical values and cultural traditions contribute to the development of international technical and regulatory frameworks, while amplifying perspectives and experiences from across the world in global AI governance discussions.  Al-Mannai stressed that AI governance was a shared responsibility, stating: "Qatar remains committed to contributing to a global consensus that ensures artificial intelligence is safe, trustworthy, and responsible, while delivering tangible benefits to all countries and societies." During his address, the minister outlined three key priorities for advancing more effective global AI governance: bridging gaps in computing infrastructure, data, and talent; promoting interoperability across AI governance frameworks; and ensuring that human rights and meaningful human oversight remain at the core of building public trust in AI systems.  He further highlighted that Qatar's approach to artificial intelligence builds on its national experience and was guided by Qatar National Vision 2030 and the National AI Strategy, through sustained investment in digital infrastructure, computing capacity, scientific research, and regulatory frameworks that foster trust in emerging technologies.  The United Nations Global Dialogue on AI Governance brings together governments, international organisations, and key AI stakeholders from around the world to strengthen international co-operation and advance more inclusive and responsive governance frameworks capable of keeping pace with the rapid evolution of artificial intelligence.  The launch of the Global Alliance for AI Ethics (GAAIE) marks one of the key outcomes of Qatar's participation in the Dialogue and reflects the country's commitment to advancing more inclusive and responsible global AI governance, strengthening international co-operation, and promoting the use of artificial intelligence in support of sustainable development, in line with Qatar National Vision 2030.

Cuba's government said Tuesday that months of negotiations with the US, which is applying maximum pressure to the island to try to bring about a change in governance, had shown "no progress.""The discussions between the Cuban and US governments are showing no progress," Foreign Minister Bruno Rodriguez told a press conference, adding that "despite all that" Havana "will remain open to dialogue."Washington has cranked up pressure on the communist island in recent months, imposing an energy blockade and several rounds of sanctions that have deepened an already dire economic crisis.President Donald Trump has made clear he would like to see a change of leadership, pointing to Washington's overthrow of Venezuela's socialist president Nicolas Maduro and installation of a Washington-friendly successor as a possible blueprint for what he would like to achieve in Cuba.Cuba's government earlier this month pushed through a batch of major free-market reforms but has repeatedly said its political model is not up for discussion and vowed to resist any invasion militarily.Rodriguez said he had "no illusions" about Washington's aims and had requested a UN General Assembly debate on July 7 to discuss Washington's sanctions."It's urgent because the multi-faceted aggression of the US government against Cuba is already ongoing and intensifying," he warned.As part of its pressure tactics, the US recently indicted former president Raul Castro, brother of revolutionary leader Fidel Castro, over the downing of two civilian planes three decades ago.But the standoff is hurting ordinary Cubans most, with the fuel shortages exacerbating recurring power cuts of up to 40 hours at a stretch and bringing transport across the island to a near standstill.Food, drinking water and medicine are also in short supply. 

The Shura Council held its regular weekly session today in the Tamim bin Hamad Hall at the Council's headquarters, under the chairmanship of HE Speaker of the Council Hassan bin Abdullah Al Ghanim.At the outset of the session, the Council extended its deepest condolences and heartfelt sympathy to the families of the victims of the explosion that occurred at a factory in Ras Laffan Industrial City last week, which claimed the lives of 13 people and injured several others. The Council prayed to God Almighty to grant their families patience and solace, and to hasten the recovery of the injured.The Council also commended the high level of preparedness and rapid response of the competent security services to the incident.The Council also offered its sincere condolences to the family of the citizen who was martyred while sailing in the country's territorial waters, due to shrapnel from the recent military operations in the region, and wished a speedy recovery to the other injured person.On another note, the Shura Council welcomed the recently announced negotiations between the United States of America and the Islamic Republic of Iran, commending the efforts of HH the Amir Sheikh Tamim bin Hamad Al-Thani, in supporting paths of dialogue and diplomacy. The Council affirmed that this reflects the State of Qatar's firm commitment to constructive mediation and its keenness to enhance security and stability and establish lasting peace in the region.Following this, HE Secretary-General of the Shura Council, Nayef bin Mohammed Al Mahmoud read out the session's agenda, and the Council approved the minutes of its previous meeting.In Monday's session, the Council approved a draft law on the oversight of fuel stations and a draft law amending certain provisions of the Civil and Commercial Procedures Law issued by Law No. (13) of 1990, as amended, and referred them to the esteemed government, after reviewing the reports of the two relevant committees and discussing their details by the esteemed members of the Council.During the session, the Council also reviewed reports on the participation of its delegations in several parliamentary events held last May. These included a report on participation in the seminar of the Special Group on the Mediterranean and the Middle East of the NATO Parliamentary Assembly, held in Rome, Italy; a report on the Council delegation's visit to the Greek Parliament in Athens; and a report on the participation of HE member of the Council, Muna bint Abdulrahman Al Muslemani in the international parliamentary dialogue in partnership with the World Health Organization, held in Geneva under the theme "From Commitment to Action: Strengthening Parliamentary Leadership for the Implementation of the WHO Pandemic Convention and Sustainable Health Financing."At the conclusion of the session, HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim briefed the esteemed members on the Council's participation, through a delegation he led, in the 20th Session of the Conference of the Parliamentary Union of the OIC Member States, held in Baku, Azerbaijan, on June 24-25, and the 8th Conference of the Arab Parliament and Speakers of Arab Councils and Parliaments, held in Cairo, Egypt, on June 27. He highlighted the key topics on the agendas of both conferences.His Excellency noted that the Baku conference focused on strengthening cooperation within the framework of the Organization of Islamic Cooperation, while the Cairo conference agenda included several topics related to enhancing digital sovereignty in Arab countries amidst rapid transformations, protecting regional security and the sovereignty of Arab states, as well as emphasizing the centrality of the Palestinian cause and discussing ways to support it.

Omani Foreign Minister Sayyid Badr bin Hamad al-Busaidi received His Excellency Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani and his accompanying delegation at Muscat International Airport Tuesday, at the start of an official working visit to Oman.The visit comes as Doha and Muscat — two Gulf capitals that have long favoured quiet diplomacy over confrontation — look to deepen a partnership that has steadily gained weight amid a turbulent regional landscape. Both have carved out reputations as careful mediators, and their alignment on questions of de-escalation and dialogue has lent their co-operation a significance beyond the bilateral.The visit reflects the close fraternal ties between Oman and Qatar and aims to strengthen co-operation and co-ordination across a range of areas of mutual interest.
