Israeli forces displace Hebron families after Friday attack

Israeli forces pushed into the occupied West Bank city of Hebron Saturday and displaced around 250 families, some in the middle of the night, vowing to exact a heavy price for a deadly attack on soldiers. The Palestinian Authority called for international pressure on Israel to protect residents, who said soldiers announced the evacuations over loudspeakers late at night as they packed what they could and left. Days before tight elections, Prime Minister Benjamin Netanyahu said he was planning an operation on a scale not seen since Israel first occupied the West Bank in 1967, after Palestinian fighters killed two Israeli soldiers on Friday at a checkpoint. In the Hebron neighbourhood of Ein Deir Baha, nestled between two hills, vacated buildings were marked by X’s and the streets were deserted, save a pair of Israeli military vehicles. Israeli flags were draped on a house on the slope apparently taken over by troops. Higazi Shawer al-Tamimi, 70, a shopkeeper who sells live chickens and feed and plays a leadership role in the neighbourhood, said he was awakened at 1:00am by soldiers and a senior officer who said he had to leave. “I asked them how long the evacuation would last. They said: ‘Until further notice.’” He told AFP he had only short time to pack, adding that for some residents, getting out of the neighbourhood was an ordeal. “For example, my wife’s mother, who is 90 years old and lives in the area, had to be carried out because she is ill,” he said. To Tamimi, this is only happening because Netanyahu wants to win the election on “the blood of the Palestinian people”. He said people were not going anywhere. “I have lived through all the stages of the occupation, and I will die here.” The Palestinian Authority said it was mobilising its diplomats to seek “urgent international action that goes beyond condemnation” to prevent forced displacement. Tamimi’s brother, Khaled Shawer al-Tamimi, 68, was staying with his son after the evacuation order. “The army was announcing through loudspeakers: ‘Leave the area.’ So we left.” He told AFP he was surprised to hear Friday’s assailants came from the neighbourhood, which he described as middle-class and law-abiding. “We have never seen or even heard a single gunshot being fired,” he said from his son’s sitting room as children flitted about. “Why should I be displaced from my house?” he continued. The attackers “are the ones who carried out the act, and if the Israeli government wants to punish them, it can punish them.” Israeli forces have already demolished some buildings in the immediate vicinity of where the attack took place, and the Tamimis said they did not know if their homes would meet the same fate. Hebron governor Khaled Dudin told AFP the army started in the attackers’ neighbourhood “but there is no guarantee that the operation will not expand”, calling it a form of “collective punishment”. The governor said 150 families had been affected, while Hebron mayor Youssef al-Jaabari and local activist Issa Amro put the figure at 250. The Israeli military said it was “conducting precise, targeted and thorough searches” focused on the area of the two gunmen, who were both killed in a firefight. It added that the operation would last several days. But Netanyahu suggested that bigger action was coming. Asked if he agreed with the idea of dismantling the Palestinian Authority, as has been suggested by his far-right national security minister Itamar Ben Gvir, Netanyahu referred to Israeli military operations in Gaza, Lebanon, Syria and Iran. “We transformed the Middle East,” he said, repeating a common campaign refrain, in an interview with i24News. “There is a very big surprise for the Palestinian Authority as well.” There is no evidence that the Palestinian Authority had any involvement in Friday’s attack. Netanyahu has linked the assailants to Hamas. Hamas, while not claiming credit, hailed Friday’s attack on soldiers and called on Palestinians to carry out more. The attack came amid rising tensions in the West Bank as Israeli settlers, who enjoy strong support from Netanyahu’s far-right allies, ramp up seizures of Palestinian land and attacks. Rights group Yesh Din reported 672 incidents of settler violence over the past 26 days. Polls show Netanyahu is neck and neck with an opposition bloc led by Gadi Eisenkot, a centre-right former military chief.

QDB programmes enhance venture capital ecosystem

Qatar Development Bank (QDB) is strengthening Qatar’s venture capital ecosystem through a wide range of investment programmes designed to improve startups’ access to funding, attract international entrepreneurs and mobilise private-sector investment, supporting the country’s broader economic diversification objectives. Qatar’s venture capital market grew significantly in 2025, with total funding reaching QR214mn, an 81% year-on-year increase, according to the Qatar Venture Investment Report published by the QDB in collaboration with MAGNiTT. The country recorded 33 investment deals during the year, placing it among the region’s active startup investment markets. These figures highlight the growing importance of venture capital in financing innovative businesses and creating opportunities in technology-driven industries, underscoring the QDB’s role in building an investment environment that supports startups from early stages through expansion. According to the QDB’s 2025 performance announcement, the bank recorded more than QR350mn in direct and indirect investment commitments, representing 16% year-on-year growth. It also reported investing in more than 60 startups during 2025, with deployed investments up around 42%. One of the QDB’s principal initiatives is the Startup Qatar Investment Programme, which aims to attract high-potential startups and encourage them to establish or expand their operations in Qatar. The bank reported receiving over 5,000 applications from over 65 countries, with investments exceeding QR138mn in more than 35 companies. The programme expanded its funding limits in 2025 to QR4mn for startups at the start stage and QR20mn for companies at the expansion stage. The increased limits are intended to address different financing requirements, from developing initial products and validating business models to entering new markets and scaling operations. Further, the QDB seeks to increase private-sector participation through its Co-Investment Programme, which lets eligible investors invest alongside the bank in promising startups and small and medium-sized enterprises. Accordingly, the programme seeks to broaden the pool of available capital and encourage greater participation in early-stage businesses. Another mechanism is the Partial Guarantee Investment Programme, introduced to encourage investment in Qatari technology startups. By providing partial guarantees to eligible investors, the initiative aims to reduce some of the risks associated with financing innovative businesses. Meanwhile, market data shows early-stage companies remain central to Qatar’s startup investment landscape: pre-seed and seed transactions accounted for 93% of deals in 2025, while financial technology represented 33% of venture capital deals. Transport and logistics startups attracted QR80mn in funding, reflecting growing investor interest in selected high-growth sectors.

Doha Bank prices $500mn bond under EMTN programme

Doha Bank has successfully priced a $500mn, 5-year senior unsecured bond under its Euro Medium Term Note (EMTN) programme. The notes were issued by Doha Finance Limited, a wholly owned subsidiary, and are unconditionally and irrevocably guaranteed by Doha Bank.The transaction is Doha Bank’s first public issuance under the EMTN programme since shareholders approved, at the General Assembly in April 2026, an increase in the programme limit from $3bn to $4.25.The bank priced the bonds with a 6.25% coupon at a spread of 140 basis points over US Treasuries. Mandate was announced around 9am Doha time, with Initial Pricing Thoughts (IPTs) set at 170 basis points.The book started progressing rapidly following the opening of GCC markets. Supported by regional demand, the book recorded $1bn in less than 2 hours. The book kept building as European markets opened and peaked at $1.7bn representing more than 3x book coverage.The robust demand allowed the bank to tighten pricing by 30 bps to land at 140 bps with a well-diversified investor allocation of more than 70% to the region and more than 45% to international investors from Europe and Asia.The issuance builds on Doha Bank’s strong track record in the debt capital markets. In 2025 the bank issued a $500mn bond in March, later tapped to $775mn; a $500mn, 5.5-year bond in September at its then-tightest spread of 105 bps over US Treasuries; its inaugural $150mn digitally native note, listed on the London Stock Exchange’s International Securities Market with same-day settlement; and QR500mn of sustainable bonds, the first sustainable bonds listed on the Qatar Stock Exchange.Sheikh Abdulrahman bin Fahad bin Faisal al-Thani, Group Chief Executive Officer of Doha Bank, said:“The strong demand for our bond issuance, with three times book cover and over 70% allocated to investors outside Qatar, including more than 45% allocated to international investors across Europe and Asia, is a clear vote of confidence in Doha Bank and the resilience of Qatar’s economy. Against a challenging market backdrop, this outcome underscores our ability to attract international capital and further diversify our funding base.”

Russian central bank keeps key rate on hold at 14%, raises 2026 inflation forecast

The Russian central bank kept its key rate on hold at 14% for the second time in less than two months as Ukrainian drone attacks on refineries, government spending, and utility fees kept inflation high in the near-stagnant economy.The central bank raised its forecast for inflation to between 7.1% and 7.6% in 2026 from 6%-7% previously and indicated it expects rates to remain near current levels in the coming year. The bank targets inflation of 4%, a level it still expects to reach in 2027.The decision was in line with a forecast of all 20 analysts polled by Reuters this week. The latest data showed that the consumer price index was up 6.2% since the start of the year, compared with a 4.8% rise in the same period last year."Current price pressures remain elevated. Inflation expectations stay high," the central bank said in a statement.Prices for petrol have spiked by 21% and for diesel by 13.4% since the start of 2026 after drone attacks, described by the central bank as "one-off factors", put many refineries out of action and triggered queues at fuel stations across the country."Underlying price growth has not yet decreased and remains in the range of 5%-6% in annualised terms, primarily due to the impact of a temporary reduction in production capacities in certain sectors," the central bank said in reference to the attacks.It added that fuel prices were affecting the overall price dynamics while pro-inflationary risks were linked to "a longer contraction of production capacities in certain sectors"."We see a decline in both the stock index and the state bond market. It's not surprising, as the outlook for the future has been revised quite harshly," analyst Sofya Donets from T-Investment said.The Moscow Exchange stock index fell by 1.3% after the decision while the rouble strengthened by 1.5% against the US dollar to its strongest level since early August.Speaking at a news conference after the decision, central bank Governor Elvira Nabiullina said that the speed of repairs, secondary effects and impact on inflationary expectations were "uncertainty factors".Asked about drone attacks on data centres and their impact on the banking system, she stressed that the central bank requires banks to have reserve capacity, diversify data storage and have an "emergency plan scheduled by the hour".High interest rates are holding back Russian economic growth - expected to be 0.6% this year - and are pushing up debt servicing costs for the government at a time when it needs to borrow more to cover the budget deficit.The state budget deficit is set to reach 3.2% of gross domestic product in 2026, double the previous target of 1.6% of GDP, with spending set to rise by 13% this year, mostly driven by increased military expenses.The central bank raised its forecast for the average key rate in 2027, an important gauge of its future monetary policy, to between 12.5% and 13.5% from between 10.5% and 12.5% previously.This implies that the Russian economy will have another year with the key rate above 12%. Businesses see rates at or below this level as necessary for investment to resume.There is only one more rate-setting meeting scheduled for this year on December 18 and analysts noted the updated forecast for the average key rate left room for a 25-basis-point cut then.Utility fee hikes, decided by regional authorities based on guidance from the central government, saw bills rise by an average of 13.4% from October 1, exceeding the guidance figure by 3.5 percentage points.

Her Excellency Minister of State for International Co-operation Dr Maryam bint Ali bin Nasser al-Misnad participated Tuesday in the meeting of the Afghanistan Co-ordination Group, being convened in Doha from Oct 20-21.Addressing the meeting, HE Dr al-Misnad extended the State of Qatar's gratitude to Switzerland, the United Nations, the World Bank, and all participating governments, institutions, and partners for their continued commitment to the Afghan people. She emphasised that Afghanistan is most in need of enduring international engagement, clear priorities, and practical co-operation.Doha has held that it would remain a destination for addressing intractable issues through dialogue and is honoured to host this meeting and contribute to its outcomes, Dr al-Misnad underlined.**media[506772]**She continued that the State of Qatar's belief in dialogue has driven its efforts on Afghanistan since the launch of the Doha peace process for Afghanistan in 2013, noting that the State of Qatar has supported peaceful solutions based on dialogue and preventive diplomacy.Qatar also facilitated communication between Afghan parties, the UN, and international partners, Dr al-Misnad highlighted, noting that Qatar is pleased to host the UN-led Doha peace process, which has provided a framework for more cohesive and co-ordinated international engagement.HE Dr al-Misnad went on to remark that the State of Qatar believes that the future of Afghanistan should be charted through a comprehensive political process led by the Afghans themselves, coupled with essential respect for its sovereignty, independence, and territorial integrity.At the same time, Afghanistan can neither be separated from its regional periphery nor from the challenges facing the international community, the minister said, adding that its stability matters not only to the Afghan people but also to regional security, economic connectivity, and international peace.The State of Qatar has participated in all political, development, and humanitarian initiatives related to Afghanistan, such as the Solutions Strategy for Afghan Refugees (SSAR) and the Afghanistan Humanitarian Fund, alongside its membership in this honoured group, Dr al-Misnad stressed.She noted that over the past decade, the State of Qatar has provided and pledged nearly USD150mn to support humanitarian and development projects in critical sectors, including health care, education, and emergency response.HE Dr al-Misnad further recalled that Afghanistan continues to face pressure, as humanitarian needs remain profoundly grave and economic fragility continues to affect families, communities, and commercial activities, with returns and displacement placing additional pressure on already strained services and limited livelihoods.She noted that humanitarian funding faces substantial pressure, while the need for support remains acute in essential health care, nutrition, education, water, and food security.Dr al-Misnad explained that these issues require the closest co-ordination among donors, the UN and international financial institutions, regional organisations, and implementing partners. She stressed that assistance must be delivered transparently, with accountability and in accordance with humanitarian principles.The Afghan people should not bear the consequences of fragmented institutional efforts or conflicting approaches among the entities seeking to assist them, HE the Minister suggested.She reaffirmed that the State of Qatar will continue to support humanitarian and development efforts through its national institutions, in close co-operation with UN bodies and international partners. She underscored that the overriding objective is to reach those most in need, including women and young people, given their pivotal role in shaping the country's socioeconomic future.The minister further explained that the Doha Process and its affiliated working groups provide a valuable platform for advancing this objective, stating that Qatar welcomes sustained attention to counter-narcotics, private-sector development, and other practical areas in which international co-operation can be translated into concrete and substantive results.This group is encouraged to maintain the momentum of this process and ensure that Afghanistan remains a top priority on the international agenda, with technical co-operation complementing the broader political pathway rather than serving as a substitute for it, Dr al-Misnad underscored.Concluding her remarks, HE Dr al-Misnad suggested that this meeting should be leveraged to identify shared priorities with greater clarity and accuracy, while reinforcing practical co-operation and renewing commitments to the Afghan people.

QDB launches updated housing loan app, making the process fully digital

Qatar Development Bank (QDB) has launched an updated version of its Housing Loan App, enabling citizens benefiting from the housing loan programme to complete the procedures involved in building their homes digitally, without the need to visit the bank.  The upgraded application simplifies the homebuilding journey by bringing key housing loan services to a single digital platform, allowing beneficiaries to manage applications, complete documentation, sign contracts electronically, and track requests and payments on their mobile phones.  Under the updated system, eligible citizens can access the various stages of the housing loan process, from submitting an initial application to completing contractual formalities and following up on subsequent transactions. The initiative is considered a further step in QDB’s efforts to enhance digital service delivery and make housing finance procedures more accessible and efficient for beneficiaries.  A key feature of the updated application is electronic contract signing, which lets customers complete housing loan agreements digitally instead of travelling to a bank branch to finalise the paperwork. The app also supports electronic submission of required documents, streamlining administrative procedures and reducing the need for in-person interactions.  Meanwhile, users can create an account, submit housing loan applications, upload supporting documents, review application requirements and monitor the progress of their requests.Beneficiaries can also follow up on payments and access relevant updates through the application.  The digital process covers several stages of the housing journey, including application submission, document verification, contract signing and subsequent follow-up. By consolidating these services in one platform, the updated app aims to make it easier for customers to manage the administrative aspects of building a home.  The launch reflects the growing role of digital platforms in delivering public-facing financial services in Qatar, where institutions increasingly adopt technology to improve customer experience, simplify transactions, and reduce reliance on traditional branch-based procedures.  Accordingly, QDB has encouraged beneficiaries to download the Housing Loan App from the Apple App Store and Google Play to access updated services and begin managing their housing loan processes digitally.
