QFC, AlRayan Bank sign MoU to strengthen Islamic finance, capital markets

The Qatar Financial Centre (QFC) has signed a memorandum of understanding (MoU) with AlRayan Bank to facilitate access for QFC firms to banking services and strengthen cooperation in Islamic finance and capital markets in Qatar. Under the MoU, QFC will promote AlRayan Bank as a strategic banking partner for firms licensed on its platform, as well as new companies seeking to open bank accounts. In return, AlRayan Bank will develop a suite of tailored banking solutions and services for QFC firms and their employees, including immediate banking services for employees newly arriving in Qatar. The two parties will also explore the potential integration of their digital platforms to streamline and accelerate the process of opening bank accounts for companies registered with QFC. The MoU establishes a framework for cooperation in combating and mitigating financial crime risks, including money laundering, terrorist financing and fraud, through information sharing, the application of best practices, and enhanced alignment with relevant international regulatory standards. The MoU also provides for enhanced cooperation to ensure the smooth flow of data, standardise procedures and improve operational efficiency between the two parties, particularly with regard to the onboarding of QFC clients. Through this cooperation, the parties will work to enhance access to the banking and investment solutions offered by AlRayan Bank and AlRayan Investment, while providing tailored banking offers and exclusive benefits to QFC-licensed firms and their employees. Commenting on the MoU, Chief Executive Officer of QFC, Mansoor Rashid al-Khater said: "This partnership reflects our commitment to enhancing the business environment for the QFC firms by expanding access to banking solutions and financial services, while fostering innovation across Islamic finance and capital markets. By working closely with AlRayan Bank, we are enhancing the value we provide to businesses and supporting the continued development of Qatar’s financial ecosystem". AlRayan Bank Group Chief Executive Officer Fahad bin Abdullah Al Khalifa said: "Our collaboration with Qatar Financial Centre reinforces AlRayan Bank’s commitment to delivering seamless, digitally enabled banking for businesses in Qatar. By exploring the integration of our digital platforms, we aim to simplify account opening for QFC- registered entities, improve efficiency, and provide faster access to our banking services, subject to applicable regulatory requirements and approvals. This initiative reflects our shared commitment to supporting Qatar’s business ecosystem through innovation, collaboration, and customer-centric solutions." The partnership reflects the complementary roles of QFC and AlRayan Bank in supporting business growth and developing Qatar's financial sector by facilitating access to financial services, strengthening cooperation in Islamic finance and capital markets, and launching joint initiatives that contribute to knowledge-sharing and capacity-building.

Lebanon selects Alvarez & Marsal for new audit of central bank

 France-based consulting firm Alvarez & Marsal will conduct an audit of more than four years of financial transactions at Lebanon's central bank, including the period following the country's financial collapse, the bank said in a written statement on Wednesday. Lebanon's financial system went into a tailspin in October 2019 after decades of profligate spending by the country's ruling elite. Banks imposed sweeping but informal capital controls, stopped issuing loans and locked depositors out of their savings. The statement by the Central Bank of Lebanon said the new audit would cover the period from October 1, 2019 through December 31, 2023 and would examine transactions related to the central bank's foreign assets, including a government subsidy programme for basic goods, its financial transfers to the public sector and letters of credit issued for fuel imports. It said it selected Alvarez & Marsal after a tendering process. In 2023, Alvarez & Marsal completed a separate audit of the central bank's transactions between 2015 and 2020 that described "misconduct" at the institution under former governor Riad Salameh, who led the bank for 30 years. A Lebanese judge last month indicted Salameh and a former commercial banker, accusing them of financial crimes including embezzlement and illicit enrichment. Salameh is being investigated in Lebanon and several other countries over financial crimes including illicit enrichment during his time as governor. He denies any wrongdoing. Even as its foreign reserves were depleting in the years following the financial crash, the Lebanese government increased its subsidy programme to include items like cocoa and cashew nuts, leading to widespread criticism. The biggest cost for the government under that programme was fuel, which accounted for around $3bn annually. The Lebanese central bank effectively ended its fuel subsidy programme in August 2021.

Qatar Central Bank enables direct QA-RTGS access for payment service providers

Qatar Central Bank (QCB) has enabled payment service providers to open accounts with the central bank and gain direct access to the Real-Time Gross Settlement System (QA-RTGS), allowing them to conduct settlement operations directly without intermediaries.The move is in line with the Third Financial Sector Strategy and forms part of QCB's ongoing efforts to develop the country's payment ecosystem and enhance the efficiency of its financial infrastructure.In a post on X, QCB said SADAD Payment Solutions and Dibsy are the first two payment service providers to join QA-RTGS, marking the initial implementation of direct access for payment service providers.QCB said the move will help reduce operational costs for payment service providers and merchants by allowing settlement operations to be conducted directly. It will also simplify the payment cycle by reducing the number of parties involved, supporting faster and more efficient financial transactions.In addition, the initiative will strengthen QCB's direct oversight and monitoring of settlement operations, the central bank said.QCB said the initiative forms part of its ongoing efforts to develop the payment ecosystem, with additional payment service providers able to join the Real-Time Gross Settlement System (QA-RTGS) in accordance with the applicable requirements and procedures.

Qatar Central Bank issues government Ijarah Sukuk worth QAR 5 Billion

Qatar Central Bank (QCB) issued Government Ijarah Sukuk on behalf of the Ministry of Finance on Tuesday. The total allocated amount was QAR 5 billion. In a statement, QCB said the allocations were issued across different maturities as follows: QAR 2.5 billion (tap issuance) maturing on January 16, 2029, with a yield of 4.75%, and QAR 2.5 billion (tap issuance) maturing on August 24, 2030, with a yield of 4.90%. The central bank noted that total bids received for the Sukuk amounted to QAR 5.5 billion.

GCC Condemns Israel's settlement expansion, calls for international action

The Gulf Cooperation Council (GCC) on Saturday condemned Israel's continued settlement plans in the occupied West Bank, including the E1 settlement project, warning that pursuing such plans constitutes a flagrant challenge to international law and a systematic undermining of the legitimate rights of the Palestinian people. GCC Secretary-General Jasem Mohamed Albudaiwi stressed that such practices by Israeli occupation forces would undermine prospects for peace and threaten international and regional efforts to establish an independent Palestinian state. He called on the international community to take serious and responsible action to halt Israel's settlement policies and plans and to oppose any measures aimed at altering the geographic and demographic character of the occupied Palestinian territories. Albudaiwi reaffirmed the GCC's steadfast support for the Palestinian people's right to establish an independent state within the June 4, 1967 borders, with East Jerusalem as its capital, in accordance with the Arab Peace Initiative and relevant international legitimacy resolutions.

IMF welcomes Lebanon bank law changes as 'major step'

The International Monetary Fund has welcomed the Lebanese parliament's passing of amendments to a bank resolution law as a major step, but challenges to implementing the law could further delay recovery for an economy battered by years of financial collapse and the conflict with Israel.The reforms are among the IMF's requirements for Lebanon to access funding to bring government debt out of default after decades of profligate spending by the country's ruling elite, sending the economy into a tailspin in late 2019.  Banks imposed sweeping capital controls, locking depositors out of their savings, and stopped issuing loans. In January the IMF had demanded changes to the draft rescue law, Lebanon's Prime Minister Nawaf Salam told Reuters at the time. Now, the bank resolution law aims to address vast funding shortfalls in the financial system and is among a set of measures that ultimately aim to fix the banking sector and allow depositors who have been frozen out of their savings to gradually recover their money. "We met 99% of what they wanted,” legislator Alain Aoun, who sits on Parliament’s Finance and Budget Committee, told Reuters. The most notable amendments to the law include changes to the Central Bank’s governance procedures. The makeup of the Higher Banking Commission — a governing body within the Central Bank — will be altered, Aoun said. The amendments empower the body to "decide the fate of Lebanon’s banks,” and would determine if a bank requires restructuring or liquidation and any further steps to rehabilitate it. Federico Lima, the IMF representative in Lebanon, said on Wednesday that the "effective implementation of this new bank resolution framework is critical." "In addition, we are continuing discussions with the Lebanese authorities on the improvements needed to align the draft Financial Stabilization and Depositor Recovery (FSDR) law with international principles," he added. In 2022, the government put losses from the financial crisis at about $70bn, a figure that analysts and economists forecast is now likely to be higher.Last week, the parliament passed amendments to the law, but it would still be pending approval by the Lebanese president. The possibility of members challenging the law before the Constitutional Council — which has precedent for annulling provisions of earlier financial legislation — could also bring further delays. The draft had already undergone several rewrites because of competing demands from different financial institutions; the IMF called on Lebanon to improve the law to bring it in line with international standards and consider tax reforms to spark public spending on reconstruction efforts. The World Bank ranks the Lebanese economic crisis among the worst globally since the mid-19th century. Depositors were frozen out of dollar accounts and the Lebanese pound fell by more than 90%. Additionally, the war with Israel was estimated to have caused $7bn in damages. "This is the only country in the world that has had a banking crises for seven years and has not tried to find a solution," a senior Lebanese official told Reuters. "Staying where we are shouldn't be an option."

Lusail out to prove they belong in historic top-flight opening match

Newly promoted Lusail will begin their first Doha Bank Stars League campaign, determined to prove they belong among Qatar’s elite when they face title contenders Al Rayyan today. The opening-round match at Ahmad Bin Ali Stadium, kicking off at 7.30pm, marks a historic occasion for Lusail after the club won the Second Division shield last season and secured promotion to the top flight for the first time. Head coach Emanuel Mesquita said the achievement had created excitement, but insisted the newcomers were not entering the league merely to make up the numbers. “We are extremely happy to be among the best teams in Qatar and to have the opportunity to compete against them,” the Portuguese coach said at Tuesday’s pre-match press conference. “We are very excited to begin the campaign and show what we are capable of.” Mesquita acknowledged the scale of Lusail’s first test, describing Al Rayyan as regular challengers for the championship. However, he said his side had avoided changing its approach or allowing the opposition’s stature to disrupt preparations. “We are very excited to start the league against Al Rayyan. It is a very difficult match, as everyone knows,” he said. “Al Rayyan are contenders and candidates to win the title every year.” The coach added that Lusail had prepared for the fixture in the same disciplined manner used throughout pre-season. “We did not do anything special regarding Al Rayyan,” Mesquita explained. “We followed our usual preparation for every match. We paid attention to what they do and what we know about them, and we tried to prepare in the best way possible so we can perform at our highest level.” That measured approach reflects a team seeking to balance the emotion of a landmark debut with the practical demands of facing one of Qatar’s established football powers. Lusail media officer Saud al-Mudahka said the club had worked hard to reach this stage, with a series of friendly matches helping the players build readiness and confidence ahead of the new campaign. “We worked hard to reach this point and played many friendly matches,” al-Mudahka said. “The first match against Al Rayyan will be very difficult, but there is confidence between the players and the coach to select a good squad and make a strong debut for the fans and everyone at Lusail.” For Lusail, today’s encounter represents more than an opening fixture. It is the first opportunity to translate last season’s success into a statement at the highest level. Mesquita said the club’s objective was clear: “Now that we have reached the Doha Bank Stars League, we want to prove to everyone that we deserve to be here and compete among the best.”

Omani central bank issues treasury bills worth OMR 48 million

The Central Bank of Oman (CBO) announced that the total issuance of Government Treasury Bills amounted to OMR 48 million.In a statement on Monday, the bank said that the value of the allotted Treasury bills amounted to OMR 22 million, for a maturity period of 91 days, while the average accepted price reached OMR 99.050 for every OMR 100, and the minimum accepted price arrived at OMR 99.050 per OMR 100.The average discount rate and the average yield reached 3.80953 percent and 3.84606 percent, respectively, the bank added.Meanwhile, the value of the allotted Treasury bills amounted to OMR 26 million, for a maturity period of 182 days. The average accepted price reached OMR 98.069 for every OMR 100, and the minimum accepted price arrived at OMR 98.065 per OMR 100. The average discount rate and the average yield reached 3.87195 percent and 3.94818 percent, respectively.The statement indicated that the interest rate on the Repo operations with CBO is 4.25 percent while the discount rate on the Treasury Bills Discounting Facility with CBO is 4.75 percent.

QIA announces investment in Lesha Qatar Equity Fund
