Syrian President Ahmad Al Sharaa said Syria is laying the foundations for a new phase of state-building, with efforts focused on establishing new institutions, reshaping the country's political and legal framework and restoring its place in the region.Speaking at an Atlantic Council event in New York, President Al Sharaa said Syria is building a new army and state institutions, reviewing existing laws, and drafting a new constitution.The Syrian President noted that Israel continues to carry out attacks, incursions, arrests, and bombardments inside Syria, stressing that the Golan is Syrian territory and that Damascus has chosen the diplomatic path to address these violations.Addressing the foreign military presence in Syria, Al Sharaa said the number of Russian bases has been reduced from around 170 bases to two, with the remaining bases converted into training facilities for the Syrian army. He added that the Turkish military presence was being regulated within legal frameworks.Al Sharaa also discussed Syria's relations with the United States and regional countries, as well as issues related to reconstruction, economic recovery and investment. He stressed the importance of lifting sanctions and creating the conditions necessary for Syria to re-engage with the regional and international community. 

Syrian Foreign and Expatriates Minister Asaad Hassan Al Shaibani and US Secretary of State Marco Rubio discussed in a phone call bilateral relations and ways to strengthen cooperation between Syria and the US. During the call, Al Shaibani welcomed the US decision to lift sanctions on Syria, stressing the need for continued coordination to complete the necessary executive and technical measures to ensure that the decision has a practical and tangible impact on the economic and banking sectors.The two sides stressed the importance of continued support for Syria’s stability and economic growth.The call also covered regional developments and Syria’s role in supporting regional stability on the political and economic fronts, emphasizing the importance of continued consultation and coordination on issues of mutual interest.

QNB Syria, a subsidiary of QNB Group, in collaboration with Mastercard, has announced the launch of a locally issued Mastercard card.The launch, attended by Mohammed Safwat Raslan, Governor of the Central Bank of Syria, marks another important milestone in the continued development of the country’s digital payments landscape and expands access to international capabilities for eligible QNB Syria customers.The launch builds on a series of significant milestones in Mastercard and QNB Group’s collaboration in Syria. These include enabling international card acceptance capabilities in the market, reconnecting Syria’s payments ecosystem to Mastercard’s global network, and completing the country’s first transaction using an internationally issued Mastercard card in more than 15 years.Processed through International point-of-sale infrastructure, the transaction demonstrated the readiness of the systems established to enable international card acceptance in the country.The latest milestone extends Mastercard and QNB Group’s collaboration in Syria from acceptance to issuance, with QNB Syria introducing locally issued Mastercard cards that enable eligible customers to make secure payments internationally. As part of the launch, the first transaction using the newly issued card was successfully processed at an international point-of-sale terminal, demonstrating the Bank’s end-to-end card issuance and payment acceptance capabilities.The locally issued card extends the benefits of secure, globally connected payments to eligible QNB Syria customers. It will enable simple, secure and convenient payment experiences while providing access to Mastercard’s global payments network. The card will be introduced through a phased and controlled rollout designed to support operational readiness as QNB Syria expands access to advanced payment products and services.Raslan said, “Advancing a secure, inclusive, and interoperable electronic payments and transfers ecosystem is fundamental to strengthening Syria’s banking infrastructure and enhancing its connectivity with global payment networks.“The launch of a locally issued Mastercard card through QNB Syria, enabled for international use, marks an important step in expanding access to digital banking services, strengthening the integration of the banking and monetary sectors, and empowering consumers and businesses to benefit more broadly from modern payment solutions. This milestone supports economic activity and contributes to the continued development of Syria’s payments ecosystem.”Adam Jones, division president, West Arabia, Mastercard, said: “The launch of a locally issued Mastercard card through QNB Syria marks another important step in the evolution of Syria’s payments ecosystem.“Building on our collaboration with QNB Group, we are bringing Mastercard’s technology, global network and payments expertise together to connect customers to secure digital payment experiences and the global economy.”Khalid Ahmed al-Sada, senior executive vice president, QNB Group Corporate and Institutional Banking and chairman of QNB Syria, said: “For the first time in more than 15 years, customers and businesses in Syria are gaining access to international payment capabilities through both the acceptance of internationally issued cards and the introduction of locally issued QNB Syria cards.“This represents a significant step forward for the country’s payments landscape and reflects QNB Group’s commitment to leveraging its international network, local infrastructure and strategic partnerships to provide customers and businesses with greater choice, security and connectivity.”

Visa and Mastercard carried out their first international card transactions in Syria on Wednesday, a major step in reconnecting the country with global payment networks days after Washington removed it from its state sponsors of terrorism list. The near-simultaneous moves by two of the world's largest payment networks offer one of the clearest signs yet of Syria's accelerating reintegration into the global financial system after decades of sanctions and isolation. Syrian President Ahmed al-Sharaa took part in the Visa test, making a card payment at a restaurant in Damascus's historic Old City, according to a video published by Syria’s state-run Syrian Response. Central Bank Governor Mohammed Safwat Raslan was seated alongside him. Syria's central bank told Reuters the transactions marked the start of international card payment services in the country after months of technical preparations and testing, though the service has yet to reach nationwide coverage. The transactions came just two days after the US formally removed Syria from its list of state sponsors of terrorism. The designation, imposed in 1979, had remained a major deterrent to international banks and investors even after Washington dismantled its broader sanctions programme against the country. Washington terminated comprehensive sanctions on Syria in December last year while retaining targeted measures against former president Bashar al-Assad and his associates, rights abusers, drug traffickers, Islamic State and Al Qaeda affiliates and Iranian proxies. But Syria's continued designation as a state sponsor of terrorism carried restrictions on financial transactions and remained a source of legal and compliance risk for banks considering doing business there. Syrian Foreign Minister Asaad al-Shibani told Reuters before the removal of that measure on Monday that Damascus hoped lifting what he called the "last obstacle" would reconnect Syria with the global financial and economic system and boost investment. "There is no longer any obstacle to investment, doing business and rebuilding economic life in Syria," he said. The central bank told Reuters the launch of international Visa and Mastercard transactions in the country was not linked to a single event, as technical, regulatory and compliance preparations had begun months earlier. However, the removal of restrictions and designations had improved the environment for international banks and financial technology companies, it added. Sharaa's government has made restoring access to global finance and attracting foreign investment a central part of its economic strategy since rebels led by him toppled Assad in December 2024. Visa said it planned to enable international visitors to use their cards while in Syria, and described the test as a step towards wider international card acceptance in the country. Visa's transaction was carried out in cooperation with Fransabank Lebanon as the acquiring financial institution and Paymera, a Syrian payments technology company owned by the state's sovereign fund. The central bank said it was working to rebuild correspondent banking relationships and expand official channels for cross-border transfers and payments, but gave no timetable for Syria's broader reintegration into the global financial system. It said restoring international banking relationships fully would still require work on compliance, governance, risk management, cybersecurity and regulatory oversight after years of limited links to the global system. 

The State of Qatar welcomed the integration of the Syrian Democratic Forces (SDF) into the military institutions of the Syrian Arab Republic. In its statement on Wednesday, the Ministry of Foreign Affairs described this development as an important step towards consolidating civil peace, strengthening security and stability, and building a state governed by institutions and the rule of law. It also reiterated the State of Qatar's position that Syria's stability and prosperity require the state to hold a monopoly on the use of force by having a single army that represents all Syrians, thereby ensuring the preservation of the country's sovereignty, independence, and territorial integrity. The Ministry also expressed the State of Qatar's appreciation for Syria's approach and its concerted efforts to bring all segments of the Syrian people together under state authority.The Ministry further reaffirmed the State of Qatar's full support for Syria's sovereignty and the Syrian people's aspiration for freedom, development, and prosperity.  

The State of Qatar expressed its strong condemnation and denunciation of the attack targeting a bus belonging to the Internal Security Forces in the countryside of Damascus in the Arab Republic of Syria, which resulted in the injury of several security personnel.The Ministry of Foreign Affairs renewed, in a statement Sunday, the State of Qatar's firm position of rejecting violence, terrorism, and criminal acts, regardless of the motives, stressing its complete solidarity with the Syrian government in all measures it would take to maintain security and stability.The Ministry expressed the State of Qatar's wishes for a swift recovery for the injured. 

The State of Qatar expressed its strong condemnation and denunciation of the Israeli airstrikes that targeted the Abu Al Duhur air base in Idlib, the Syrian Arab Republic, considering it a flagrant violation of Syria's sovereignty and territorial integrity, and a clear violation of the provisions of international law and the Charter of the United Nations.In a statement on Tuesday, the Ministry of Foreign Affairs stressed that Israel's continued violation of the sovereignty of the countries of the region without deterrence reveals a dangerous approach to imposing a fait accompli by force and a systematic disregard for international legitimacy. The ministry underscored that if Israel seeks to impose a new reality in its surroundings, then the international community, in turn, must deal firmly with the fact that the Israeli occupation is acting as if it is above the law, in light of international silence and inability to deter it, and must bear its responsibilities in putting an end to its violations.The ministry warned that the absence of accountability and deterrence encourages Israel to persist in its violations, threatens security and stability, and drags the region into a wider spiral of escalation.The ministry reiterated the State of Qatar's firm stance of standing by the fraternal Syrian Arab Republic, affirming its solidarity with the Syrian government and its support for everything that would preserve Syria's sovereignty and territorial integrity. 

Syria condemned the Israeli airstrikes that targeted the Abu Al Duhur Military Airbase in the Governorate of Idlib.In its statement on Tuesday, Syria's Ministry of Foreign Affairs described the strikes as an unjustified act of aggression, a violation of Syria's sovereignty and territorial integrity, in addition to being a dangerous escalation that threatens regional security and stability.Israel's continuous attacks since December 8, 2024, despite Syria's exercise of restraint and its work to consolidate stability and avoid escalation, the Ministry said, reveal the attempts to undermine these efforts and push the region toward further tension and instability.The Syrian foreign ministry held the Israeli entity responsible for the escalation and called on the international community and the United Nations Security Council to clearly condemn the aggression and to take a firm stance against the repeated violations.Syria will continue to defend its national rights and interests through legitimate means guaranteed by international laws and norms, affirmed the statement. 

Iraq and Syria have signed a Memorandum of Understanding to rehabilitate a cross-border oil pipeline project.Iraqi New Agency said US energy corporation Chevron would carry out the project that links between Iraq's Haditha and Syria's Baniyas.It added that Baghdad would seal 50 agreements and MoUs with US partners, with a combined value of $60 billion.Meanwhile, Washington welcomed the move, describing the project as essential to strengthening regional security and stability.Separately, Chevron announced it had signed a framework agreement with the governments of Iraq and Syria to carry out the project.It also announced deals with Iraq to advance commercial talks to develop the West Qurna 2 and Nassiriya oilfields.

The State of Qatar welcomed the United States' announcement that it has begun the process of removing the Syrian Arab Republic from its list of state sponsors of terrorism. In a statement issued on Thursday, the Ministry of Foreign Affairs said the move marks a positive step toward supporting stability in Syria and the wider region, while advancing a political settlement in line with relevant international resolutions and the aspirations of the Syrian people. The Ministry reaffirmed Qatar's unwavering support for the unity, sovereignty, and independence of the Syrian Arab Republic, as well as its continued solidarity with the Syrian people in their pursuit of security, stability, and prosperity. 

Syria condemned the attack targeting two tankers belonging to Qatar and Saudi Arabia while they were transiting the Strait of Hormuz, describing it as an unacceptable act and a violation of international law and freedom of maritime navigation.In a statement issued on Tuesday, the Syrian Ministry of Foreign Affairs expressed Syria's full solidarity with Qatar and Saudi Arabia, calling on the international community to take serious action to protect international waterways and safeguard regional security and stability.
