The Shura Council participated in the 300th Session of the Executive Committee of the Inter-Parliamentary Union (IPU), convened in Geneva, Switzerland. Her Excellency the Deputy Speaker of the Shura Council, Member of the Executive Committee of the IPU, and Vice-President of the Committee representing the Arab Geopolitical Group, Dr Hamda bint Hassan al-Sulaiti, represented the Council at the session. The session discussed a range of items on the agenda ahead of convening the 153rd Assembly of the IPU in Arusha, Tanzania, in October 2026. It also approved the minutes of the previous session and reviewed emerging matters. The deliberations further addressed the situation of some parliaments, the suggested amendments to the statute, the IPU’s rules, and the continuation of discussions on the election of the President of the IPU and the Vice-President of the Executive Committee. The agenda featured a dedicated segment to mark the International Day of Parliamentarism, which annually falls on June 30, as well as the human rights campaign. HE the Deputy Speaker of the Shura Council, met with Anda Philipp, the elected Secretary-General of the IPU, on the sidelines of this session. Both sides shared perspectives on a variety of issues of shared concern. 

The Shura Council held its regular weekly session today in the Tamim bin Hamad Hall at the Council's headquarters, under the chairmanship of HE Speaker of the Council Hassan bin Abdullah Al Ghanim.At the outset of the session, the Council extended its deepest condolences and heartfelt sympathy to the families of the victims of the explosion that occurred at a factory in Ras Laffan Industrial City last week, which claimed the lives of 13 people and injured several others. The Council prayed to God Almighty to grant their families patience and solace, and to hasten the recovery of the injured.The Council also commended the high level of preparedness and rapid response of the competent security services to the incident.The Council also offered its sincere condolences to the family of the citizen who was martyred while sailing in the country's territorial waters, due to shrapnel from the recent military operations in the region, and wished a speedy recovery to the other injured person.On another note, the Shura Council welcomed the recently announced negotiations between the United States of America and the Islamic Republic of Iran, commending the efforts of HH the Amir Sheikh Tamim bin Hamad Al-Thani, in supporting paths of dialogue and diplomacy. The Council affirmed that this reflects the State of Qatar's firm commitment to constructive mediation and its keenness to enhance security and stability and establish lasting peace in the region.Following this, HE Secretary-General of the Shura Council, Nayef bin Mohammed Al Mahmoud read out the session's agenda, and the Council approved the minutes of its previous meeting.In Monday's session, the Council approved a draft law on the oversight of fuel stations and a draft law amending certain provisions of the Civil and Commercial Procedures Law issued by Law No. (13) of 1990, as amended, and referred them to the esteemed government, after reviewing the reports of the two relevant committees and discussing their details by the esteemed members of the Council.During the session, the Council also reviewed reports on the participation of its delegations in several parliamentary events held last May. These included a report on participation in the seminar of the Special Group on the Mediterranean and the Middle East of the NATO Parliamentary Assembly, held in Rome, Italy; a report on the Council delegation's visit to the Greek Parliament in Athens; and a report on the participation of HE member of the Council, Muna bint Abdulrahman Al Muslemani in the international parliamentary dialogue in partnership with the World Health Organization, held in Geneva under the theme "From Commitment to Action: Strengthening Parliamentary Leadership for the Implementation of the WHO Pandemic Convention and Sustainable Health Financing."At the conclusion of the session, HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim briefed the esteemed members on the Council's participation, through a delegation he led, in the 20th Session of the Conference of the Parliamentary Union of the OIC Member States, held in Baku, Azerbaijan, on June 24-25, and the 8th Conference of the Arab Parliament and Speakers of Arab Councils and Parliaments, held in Cairo, Egypt, on June 27. He highlighted the key topics on the agendas of both conferences.His Excellency noted that the Baku conference focused on strengthening cooperation within the framework of the Organization of Islamic Cooperation, while the Cairo conference agenda included several topics related to enhancing digital sovereignty in Arab countries amidst rapid transformations, protecting regional security and the sovereignty of Arab states, as well as emphasizing the centrality of the Palestinian cause and discussing ways to support it.

The Shura Council participated in the Global Conference of Women Parliamentarians in Belgrade, which aimed to provide a platform for women parliamentarians to exchange experiences and identify innovative, shared strategies to advance women's rights and empowerment. The conference discussed several key themes, including breaking down barriers to equality, promoting diversity, addressing stereotypes and harmful social norms, and working collectively to combat stereotypes, violence, and misinformation in the digital environment. The Shura Council was represented at the conference, organized by the Inter-Parliamentary Union and the National Assembly of Serbia, by HE Deputy Speaker of the Shura Council Dr. Hamda Al Sulaiti, alongside parliamentarians from around the world.During a session titled "Challenging online stereotypes, violence and disinformation against women in politics," HE Dr. Al Sulaiti highlighted Qatar's efforts to strengthen digital safety and promote cybersecurity awareness. She referred to national initiatives launched through the National Cyber Security Agency to build a cyber-secure society through awareness campaigns, training programs, and modern educational tools, in line with Qatar National Vision 2030 and the National Cyber Security Strategy 2024-2030.Her Excellency explained that these initiatives target various segments of society and utilize a range of educational and awareness tools, including digital safety guides, awareness videos, interactive cybersecurity games, interactive robots, and specialized workshops on personal data protection and digital risk prevention. She noted that women parliamentarians face growing challenges in both political and digital spaces, including online violence, the reinforcement of stereotypes, misinformation, and algorithmic bias, all of which can limit women's fair participation in political life. HE the Sura Council Deputy Speaker stressed that addressing these challenges is no longer solely a women's issue but a broader societal responsibility that requires strengthening awareness, education, and digital safety to ensure a safer and more equitable digital environment that enables women's meaningful participation in public life. She added that Qatar's national programs focus on cybersecurity, data privacy, digital safety for children and families, and the promotion of digital legal awareness.She emphasized the importance of continuously enhancing protection tools, legislation, and public awareness to keep pace with evolving digital threats, including phishing, ransomware, cyberbullying, and the misuse of artificial intelligence and deepfake technologies. HE Al Sulaiti called for greater exchange of successful experiences and initiatives among countries to help build a safer digital society and strengthen cooperation in addressing shared cybersecurity challenges.She also underscored the importance of developing joint awareness and training initiatives, exchanging best practices in data protection and digital privacy, and promoting the safe participation of women in public life. On the sidelines of the conference, the Deputy Speaker held bilateral meetings with a number of participating parliamentarians, including  Speaker of the Hungarian Parliament Agnes Forsthofer,  Vice President of Serbia's National Assembly Edin Djerlek,  Member of Germany's the Bundestag Claudia Roth, Eswatini's Senate Deputy President Ndumiso Mdluli, Member of the Portuguese Assembly Manuela Tender, Member of Canada's House of Commons and Member of the King's Privy Council for Canada, Michelle Rempel Garner, and  President of the Inter-Parliamentary Union's (IPU) Bureau of Women Parliamentarians Cynthia Lopez Castro. The meetings addressed parliamentary cooperation relations and ways to enhance and develop them, in addition to exchanging views on a number of issues of mutual interest.

The Shura Council approved a landmark food safety law and reviewed a proposal aimed at reinforcing family values among the country's youth at its regular weekly session yesternday, presided over by Speaker Hassan bin Abdullah al-Ghanim. The new legislation on food, passed in its amended form after a review of the Health, General Services and Environment Committee's report and deliberations among members, has been referred to the government for further action. The Council also took up a Social Affairs, Labour and Housing Committee report on the government's response to its earlier proposal concerning family upbringing and the strengthening of national and social values among younger generations, and resolved the matter accordingly. Several parliamentary engagement reports were also tabled. **media[452613]** These covered the Council's delegation at the Second Women Parliamentary Forum of the Parliamentary Assembly of the Mediterranean, held in Abu Dhabi in January; the participation of Sultan bin Hassan al-Dabit al-Dosari at a temporary diplomatic committee meeting of the Arab Inter-parliamentary Union in Cairo in February; and Khalifa bin Jassim al-Kuwari's attendance at a March videoconference seminar on counterterrorism frameworks and the protection of humanitarian action under international humanitarian law. The session opened with agenda director Ahmed Sultan al-Ghanim reading out the order of business, after which members approved the minutes of the previous sitting.

 HE the Deputy Speaker of the Shura Council Dr Hamda bint Hassan al-Sulaiti, currently visiting Greece, met with the First Vice-President of the Hellenic Parliament Ioannis Plakiotakis.During her visit, HE Dr al-Sulaiti also met with the chair of the parliament’s Standing Committee on Defence and Foreign Affairs Dora Bakoyannis, the chair of the Greek-Qatari Parliamentary Friendship Group Christodoulos Stefanadis, and the Special Envoy of the Greek Prime Minister for the Ocean Dionysia-Theodora Avgerinopoulou.The meetings explored bilateral co-operation between the Shura Council and the Hellenic Parliament along with ways to strengthen and develop it in various parliamentary fields. – QNA 

The Health, General Services and Environment Committee of the Shura Council held a meeting Tuesday, chaired by His Excellency the Speaker of the Shura Council Hassan bin Abdullah al-Ghanem, to discuss a proposed law on digital protection of children, in light of the council's decision to refer it to the committee for study.During the meeting, several observations and views related to the proposal were discussed, in addition to legislative and regulatory aspects related to the protection of children in the digital world, as well as the mechanisms that would promote the safe use of modern technologies and digital platforms.At the end of the meeting, the committee decided to complete its study of the topic in a future meeting. 

His Excellency the Speaker of the Shura Council Hassan bin Abdullah al-Ghanim held separate meetings Tuesday with the ambassadors Varlam Avaliani (Georgia) and Juha Mustonen (Finland).During the meetings, bilateral co-operation and relations between the nations were discussed, alongside ways to support and develop them, particularly in the parliamentary field.HE al-Ghanim emphasised the importance of strengthening co-ordination and co-operation with the Georgian and Finnish parliaments, as well as activating communication between parliamentary friendship groups.  

The Shura Council convened Monday at Tamim bin Hamad Hall, chaired by His Excellency the Speaker Hassan bin Abdullah al-Ghanem.His Excellency the Shura Council Secretary-General Nayef bin Mohammed al-Mahmoud read out the agenda, with the legislature approving the minutes of its previous session.The council discussed a draft law submitted by a number of council members concerning the digital protection of children.HE al-Ghanem referred the proposal to the Legal and Legislative Affairs Committee, with the latter to submit its report to the council accordingly.Following deliberation, the legislature unanimously approved to submit the proposal as well to the Health, General Services and the Environment Committee in order to weigh in on it in terms of various aspects and then submit it to the council.The proposal is laid out amid the rapid expansion the world is witnessing in the utilisation of digital means and platforms by children, coupled with potential challenges and risks related to protection of data and privacy, triggering the exposure to harmful content, cyberbullying, and digital exploitation.This digital manifestation obviously precipitates the development of legislative frameworks that boost child protection in the digital environment and keep up with the accelerated technological transformations.In addition, the council endorsed two bills on the Owners’ Association and Measurement, in their amended forms, and referred them to the government after the council members pored over the details of the supplementary report of the Legal and Legislative Affairs Committee, alongside the report of the Financial and Economic Affairs Committee.The council also weighed in on a report by Her Excellency the Deputy Speaker of the Shura Council Dr Hamda bint Hassan al-Sulaiti on Doha hosting, through the Council, the 298th session of the Executive Committee meeting of the Inter-Parliamentary Union, convened in January 2026.Similarly, the council debated the participation of council member Dr Sultan bin Hassan al-Dosari in the temporary diplomatic committee of the Arab Inter-Parliamentary Union (AIPU), held in Cairo in August last year.This is alongside the report of the participation of council member Abdullah bin Nasser bin Turki al-Subaie in the 57th Meeting of the Bureau of the Parliamentary Assembly of the Mediterranean (PAM), which convened in Abu Dhabi in January. 

The Shura Council has agreed to submit a formal motion to the government recommending the establishment of a national body on parental care and family cohesion, alongside a package of measures aimed at strengthening family stability in the face of accelerating social change. The decision was taken at the council’s regular sitting yesterday, chaired by HE the Speaker Hassan bin Abdullah al-Ghanem. At the opening of the sitting, members welcomed His Highness the Amir Sheikh Tamim bin Hamad al-Thani’s participation in the recent Gulf consultative summit in Jeddah, Saudi Arabia, noting its significance in advancing joint Gulf action and co-ordination on international and regional matters. The chamber also commended the Amir’s recent working visit to Greece, where he held talks with Prime Minister Kyriakos Mitsotakis aimed at strengthening bilateral relations and reviewing wider geopolitical developments. Following deliberations on a committee report from the Social Affairs, Labour and Housing Committee, members endorsed a series of recommendations to be put to the government. These include the development of regulatory frameworks governing children’s use of technology and the expansion of public awareness and family support initiatives. The motion also calls for reforms to employment practices, with flexible working arrangements, parental leave or care hours, and wider adoption of remote working among the proposals tabled to support work-life balance. Further measures cover revisions to domestic labour policies, expanded childcare provision, a review of school timetables and curricula, and national programmes to deepen co-operation between parents and schools. Members also flagged the role of media and religious institutions in reinforcing values and national identity through targeted campaigns.  Opening the debate, al-Ghanem said the pace of social change had heightened the need for co-ordinated legislative and policy responses, stressing the role of parents in child-rearing, safeguarding national identity and underpinning social stability. Presenting the committee’s findings, Sultan bin Hassan al-Dosari said the committee had held 12 sittings to examine the issue, weighing concerns over reliance on domestic workers, children’s use of technology and the need for stronger parental involvement in education. Members contributing to the debate said primary responsibility for upbringing rests with the family, while underlining the importance of joined-up action across relevant authorities. Elsewhere on the order paper, the council gave a first reading to a draft law on state property, referring it to the Legal and Legislative Affairs Committee for detailed scrutiny. It also approved legislation on a unified GCC framework for voluntary work, along with amendments to the law governing the State Audit Bureau, following committee-stage consideration. Members further agreed to extend committee scrutiny of a draft bill on tax exemptions covering certain transactions involving foreign companies working with military entities. 

The Shura Council will discuss the topic of strengthening parental care and supporting family cohesion in its weekly session slated for Monday. This discussion falls within the Council's focus on issues related to family building and the protection of children, considering the family as the fundamental building block of society, and its associated dimensions that contribute to consolidating social stability and reinforcing values ​​among future generations.The inclusion of this topic on the Council's agenda comes within the framework of its legislative and oversight priorities related to social issues with a direct impact. The Council is scheduled to review the report of the Social Affairs, Labor, and Housing Committee regarding the request for a general debate on the aforementioned topic, which addresses a number of contemporary challenges facing families and society. These efforts embody the pillars of Qatar National Vision 2030 and its development strategies, and reflect the directives of the wise leadership, which emphasizes the role of parents in raising children, preserving national identity, and strengthening family cohesion.

The Shura Council Monday called for a coherent national framework to govern artificial intelligence, as members warned that the pace of technological innovation is outstripping legislative scrutiny and raising fresh concerns over privacy, data protection and digital sovereignty.  The regular sitting in Doha was presided over by His Excellency the Speaker Hassan bin Abdullah al-Ghanim, and opened with His Excellency the Secretary-General Nayef bin Mohammed al-Mahmoud reading the order paper. Members then agreed the minutes of the previous sitting. Opening the debate, the Speaker commended Qatar's efforts to keep pace with digital transformation and the adoption of advanced technologies, particularly artificial intelligence, in line with the directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani. His Highness the Amir has highlighted the country's ambition to build a knowledge-based, technology-driven economy that supports sustainable development and enhances international competitiveness.  Al-Ghanim told members that artificial intelligence is no longer merely a technical tool but an increasingly important factor in shaping public policy and decision-making, stressing the need for a coherent national framework that balances innovation with robust oversight.  Members across the chamber underlined the importance of establishing clear legal and ethical frameworks to safeguard privacy, uphold human dignity and strengthen digital sovereignty, in line with Qatar National Vision 2030. During the debate, members raised a number of concerns, including the widening gap between the pace of technological innovation and legislative scrutiny, as well as risks tied to algorithmic bias, data protection, privacy and intellectual property rights.  Questions were also raised over legal liability arising from the use of AI systems. They further flagged challenges linked to reliance on external technologies, the implications for digital sovereignty, and structural shifts in the labor market, stressing the need to equip the national workforce with skills suited to the digital economy.  Members also reflected on international approaches to AI regulation, noting a range of models from risk-based frameworks to more flexible, sector-led oversight. There was broad agreement that emerging global practice favors proportionate regulatory approaches that balance risk management with support for innovation, while taking into account national contexts.  Following the debate, the motion was referred to the Health, General Services and the Environment Committee for detailed scrutiny and a report back to the chamber. Separately, the Council considered a draft Gulf Cooperation Council bill on voluntary work, which was given a first reading and referred to the Social Affairs, Labor and Housing Committee for further examination. The Speaker also informed members that proposed amendments to the State Audit Bureau law had been referred to the Legal and Legislative Affairs Committee in accordance with the Council's standing orders.

The state of Qatar has reiterated its commitment to diplomacy and regional stability during high-level parliamentary meetings held in Istanbul, as part of the 152nd General Assembly of the Inter-Parliamentary Union (IPU). A delegation from Qatar’s Shura Council, led by His Excellency the Speaker Hassan bin Abdullah al-Ghanim, took part in coordination meetings of the Islamic and Asian parliamentary groups ahead of the formal opening of the assembly later on Wednesday. Speaking during the sessions, HE al-Ghanem said that the countries of the Gulf Co-operation Council, particularly the State of Qatar, have consistently pursued a policy of good neighbourliness and played constructive roles in mediation and de-escalation efforts. He added that these efforts have been particularly evident in facilitating dialogue related to tensions between Iran and Western nations, noting that “the Iranian leadership is well aware” of such roles. Al-Ghanem stressed that Gulf states have repeatedly affirmed that their territories would not be used as a launch point for military action against Iran. He called for evidence to support claims to the contrary, particularly allegations that missiles had been launched from Gulf territories, saying the absence of proof undermines such accusations. He also highlighted the importance of maintaining unified positions within parliamentary groupings, warning that amendments to a widely supported emergency proposal-submitted by Qatar in coordination with Arab states and other geopolitical blocs-could risk undermining consensus. The proposal, he said, is aimed at addressing current regional challenges. He expressed hope that it would receive broad backing, while cautioning that failure to adopt it could have negative consequences for the region. The meetings also focused on enhancing coordination among member states and reviewing organisational matters related to the assembly’s agenda. On the sidelines, al-Ghanem held talks with Speaker of the House of Representatives of the Arab Republic of Egypt, Hisham Badawi, during which both sides discussed ways to strengthen parliamentary co-operation and addressed issues of mutual interest.
