QDB launches ‘Manarat’ to drive Qatar’s Industry 4.0 shift

Qatar Development Bank (QDB) launched the Advanced Manufacturing Hub (Manarat) to accelerate the adoption of advanced technology solutions and Fourth Industrial Revolution (4IR) technologies by next-generation factories in the country. Speaking at a press conference Wednesday, Dr Hamad Salem Mejegheer, executive director of SME Development at QDB, emphasised that Manarat is the first industrial complex of its kind in Qatar.Mejegheer explained that Manarat advances Qatar’s national vision for a highly developed industrial sector by fostering an integrated manufacturing ecosystem that promotes the adoption of Industry 4.0 technologies and smart infrastructure, in collaboration with the World Economic Forum’s (WEF) Centre for the Fourth Industrial Revolution.QDB’s announcement Wednesday was held in partnership with the Centre for the Fourth Industrial Revolution (C4IR) at the Ministry of Finance and the Ministry of Commerce and Industry (MoCI).On the sidelines of the event, Dr Abdulla Hamad al-Qahtani, senior manager of Manufacturing Hub at QDB, told Gulf Times that applications are now open for tech-driven companies to occupy a new 16-unit industrial complex in the New Industrial Area.According to al-Qahtani, Manarat or “lighthouses,” reflects the centre’s ambition for its factories to become role models in advanced manufacturing and operational excellence, positioning them to join the WEF’s Global Lighthouse Network, one of the world’s leading benchmarks for industrial transformation.Through Manarat, QDB seeks to bring together Qatar-based manufacturers, companies adopting advanced technologies, and international investors to exchange knowledge and expertise while strengthening industrial value chains within a unified ecosystem that fosters growth and innovation. QDB also provides Manarat factories with comprehensive support, including advisory services, financing, and export solutions.Mejegheer said Manarat represents a significant step forward in QDB’s journey towards building a more developed, sustainable, and competitive industrial sector, in line with the Qatar National Manufacturing Strategy 2024–2030, which seeks to increase the manufacturing sector’s contribution to non-hydrocarbon GDP, support the localisation of production, and create specialised jobs in advanced technology.“Through this industrial complex, we are working with our partners to empower companies to accelerate their growth, expand production capacities, attract global expertise, and enrich specialised knowledge locally,” he added.Dr Abdulaziz Khalid al-Ali, C4IR director, said: “Manarat is a major step towards stimulating innovation and elevating the competitiveness of Qatar’s industrial sector through the smart infrastructure and standards it provides, which align with global efforts supported by the WEF to adopt Industry 4.0 technologies.”Abdulla Ghanim al-Maadeed, director of the Industrial Development Department at MoCI, said the ministry is working to accelerate digital transformation across the industrial sector, enhance factories’ digital readiness, and encourage the adoption of automation, artificial intelligence, and advanced digital solutions to improve production efficiency and strengthen the competitiveness of national industries.He added: “Manarat supports these efforts by expanding the adoption of advanced technologies and facilitating the exchange of knowledge and expertise, in line with the objectives of the Qatar National Manufacturing Strategy 2024–2030. Cumulative investment in the industrial sector reached QR248.44bn in the second quarter of 2026.”According to QDB, Manarat targets technology-driven, strategically important manufacturing fields, primarily medical devices, pharmaceuticals, electronics and telecommunications, robotics, and chemicals, alongside other related industries. Applications are assessed in two main stages: the first focuses on eligibility requirements and technical readiness, while the second evaluates the technical and commercial viability of the proposed projects.

Ooredoo Money becomes first fintech company to join Single Window Platform

The Ministry of Commerce and Industry (MoCI) announced that Ooredoo Money has joined the Single Window Platform as the first fintech company, under a cooperation agreement signed by the Ministry with Ooredoo Fintech Qatar.The Ministry stated on Sunday that the agreement comes as part of its efforts to expand the range of services available through the platform, strengthen integration with the private sector, and further develop the services provided to the business sector.The pact was signed by Director of the Single Window Department at MoCI, Mubarak Abdulrahman al-Khulaifi, and Country Head at Ooredoo Fintech Qatar, Mashail Abdulfattah.Under the agreement, investors, business owners, and entrepreneurs will be able to apply for an Ooredoo Money Merchant Wallet as part of the Commercial Registration issuance or renewal process through the Single Window Platform, in accordance with applicable laws.The service will facilitate access to digital payment solutions and financial services that support business growth, while reducing reliance on manual transactions and paper documents, thereby simplifying the investor journey and improving the efficiency of procedures.Al-Khulaifi said the deal forms part of a series of cooperation agreements concluded by the Ministry with financial institutions operating in the country, with the aim of providing high-quality services to the business sector, facilitating procedures, and enhancing the efficiency of services delivered through a unified and integrated digital platform.He added that the agreement helps strengthen the role of the Single Window Platform as the main government destination for establishing and conducting business in the State of Qatar. It also reflects the Ministry's commitment to expanding its strategic partnerships with various entities in a way that supports the simplification of procedures and the acceleration of transactions, enhances the competitiveness of the investment environment, and advances sustainable economic development pathways, in line with the objectives of Qatar National Vision 2030.For her part, Mashail Abdulfattah said that enhancing financial inclusion for the business sector begins with facilitating access to financial services.She noted that integrating Ooredoo Money services into MOCI's Single Window Platform enables them to be offered at a pivotal stage of the business establishment journey, helping reduce challenges faced by investors and entrepreneurs and strengthening a more integrated and interconnected digital ecosystem that supports the growth of small and medium-sized enterprises in the State of Qatar.

MOCI workshop focuses pre-implementation of economic concentration transactions

 The Ministry of Commerce and Industry (MoCI), in cooperation with the General Authority for Competition in the Kingdom of Saudi Arabia, organised a workshop on the prior implementation of economic concentration transactions. The workshop, which was held virtually, comes within the framework of implementing the memorandum of understanding signed between the two sides, enhancing cooperation and promoting the exchange of expertise and knowledge in the field of competition law. A statement issued by MoCI on Thursday said that the workshop, organised by the Competition Protection Department at MoCI, addressed several topics aimed at enhancing the understanding of the risks of pre-implementation of economic concentration transactions, and clarifying the dividing lines between legitimate preparatory procedures and prohibited pre-implementation, thereby contributing to enhancing compliance with competition rules during the pre-approval phase. The workshop included a presentation on the legal framework regulating economic concentration transactions in the State of Qatar, in addition to a discussion of several relevant international and Gulf issues and experiences. This workshop comes as part of MoCI's efforts to enhance cooperation and exchange technical expertise with specialised bodies, which contributes to spreading knowledge and raising the efficiency of work in the field of competition law.

MoCI, Dukhan Bank partner to enhance investor services through Single Window platform

MOCI Organizes Knowledge-Sharing Workshop on Competition Protection

MOCI organizes second edition of "Purple Saturday" Initiative

The Ministry of Commerce and Industry (MOCI), in collaboration with the Ministry of Social Development and Family and Qatar Tourism (represented by its marketing arm, Visit Qatar), announced the launch of the second edition of the "Purple Saturday" initiative. The program is part of ongoing national efforts to foster the inclusion and empowerment of persons with disabilities while providing a more accessible and comprehensive shopping experience.Held annually on the last Saturday of July, the initiative aims to offer discounts, special promotions, and enhanced services tailored to individuals with disabilities. This year's campaign will run from July 25 through August 1.According to a ministry statement issued today, the initiative seeks to create a suitable shopping environment that allows persons with disabilities to access goods and services easily and independently. By fostering principles of inclusivity and corporate social responsibility, the program encourages commercial establishments to adopt best practices that serve all members of society.The statement added that the initiative includes providing physical accommodations and accessibility services within commercial centers and retail outlets, alongside exclusive offers and privileges designed to enrich the shopping experience and promote social participation.The organizing bodies called on all commercial businesses to participate in this second edition by registering through the ministry's digital platform and completing the online application process.This initiative highlights the unified efforts of government entities and the commercial sector to develop a more flexible service ecosystem responsive to diverse community needs, ultimately establishing accessible, inclusive shopping standards for everyone.

Al-Sayed meets heads of several international economic organisations

MCIT brings together SMEs, digital solution providers to advance digital transformation

The Ministry of Commerce and Industry (MoCI) and QatarEnergy signed the Terms of Reference (ToR) Sunday for the establishment and implementation of a governance mechanism for the allocation of hydrocarbon-derived resources to industrial investment opportunities and to develop a new medium industries area in Mesaieed Industrial City (MIC).The agreement was signed by Saleh Majid al-Khulaifi, Assistant Undersecretary for Industrial Affairs and Business Development at MoCI, and Ahmad Saeed al-Amoodi, executive vice president for Surface Development and Sustainability at QatarEnergy.The Minister of Commerce and Industry His Excellency Sheikh Faisal bin Thani bin Faisal al-Thani and the Minister of State for Energy Affairs His Excellency Saad Sherida al-Kaabi, who is also president and CEO of QatarEnergy, witnessed the signing ceremony.The ToR stipulates the evaluation and allocation of hydrocarbon-derived resources, natural gas, power, and related natural resources to downstream derivative industrial investment opportunities.It will also ensure the optimal use of national resources and enhance the added value of the industrial sector by establishing a joint governance framework to evaluate and allocate resources required by qualified industrial investment opportunities.Sheikh Faisal said, “This agreement represents a strategic step towards enhancing the competitiveness of the industrial sector in Qatar by establishing a joint governance framework that ensures the optimal use of national resources and directs them towards value-added industrial investment opportunities, thus helping attract qualitative investments and supporting sustainable industrial growth.“Through this agreement, the Ministry of Commerce and Industry will lead efforts to attract industrial investments, connect with investors, and coordinate the industrial ecosystem, while QatarEnergy will provide technical and commercial expertise related to resource allocation and utilisation.”He added: “This comes as part of the ministry’s efforts to strengthening the industrial investment environment, supporting economic diversity, and achieving sustainable development in Qatar as stipulated by Qatar National Vision 2030 and the Third National Development Strategy.”Al-Kaabi said: “We are pleased to sign these Terms of Reference, which will support the Ministry of Commerce and Industry’s effort to develop an expansion in Mesaieed Industrial City to accommodate more medium industries.“In this respect, QatarEnergy has pledged to supply this expansion with natural gas quantities equal to those dedicated to the small and medium industries in Doha’s Industrial Area.”Under the terms of the agreement, QatarEnergy and MoCI will establish a working team that will oversee the allocation of hydrocarbon-derived resources for qualifying industrial investment opportunities.The team will seek assistance from other relevant stakeholders as needed, including the Ministry of Finance, Qatar General Electricity and Water Corporation (KAHRAMAA), Invest Qatar, Qatar Free Zones Authority or other Special Economic Zones representatives as applicable, the Ministry of Environment and Climate Change, Qatar Development Bank (QDB), and any other stakeholder as required.MoCI will lead on investor engagement, opportunity sourcing, and ecosystem coordination, while QatarEnergy shall provide technical and commercial evaluation expertise related to resource allocation and utilisation.

Qatar unveils new rules

In a far reaching move, Qatar is regulating the delivery and service activities through digital platforms and applications to prevent monopolistic practices and ensure consumer protection.In this regard, the Ministry of Commerce and Industry (MOCI) has issued a guideline directed at delivery companies, retail outlets, and supporting service providers, keeping pace with the sector’s rapid growth.This guideline, which is grounded in the legislative framework related to competition protection, prevention of monopolistic practices, and consumer protection, will enhance efficiency and reinforce a business environment built on transparency and fair competition.It aims to establish a clear structure governing the relationship between digital platforms and applications, providers, and consumers, while precisely defining rights and obligations in a way that reduces unfair practices, strengthens trust in digital commerce, and supports the growth and sustainability of small and medium-sized enterprises (SMEs) amid the expanding delivery sector.It affirms pricing freedom for providers, allowing restaurants to adopt one price list for delivery platforms and another for in-store use.Pricing remains the exclusive right of the provider after approval of price lists by the ministry, while platforms are prohibited from imposing or modifying prices or discounts without explicit consent, and from unifying or restricting pricing.Setting out the parametres for delivery service pricing, permitting platforms to determine the cost of delivering products to consumers, provided that such pricing is fair and maintains the public interest. It said full and transparent disclosure of all fees and commissions in contracts between delivery platforms and restaurants is required, with a clear prohibition on hidden or undisclosed charges.It further regulates cancellation and refund policies based on assigning responsibility according to fault, ensuring that consumers bear no cost before order preparation, and only the actual cost after preparation, without additional fees.In the area of paid advertising, platforms and digital applications are required to disclose when the ranking of providers, such as restaurants and stores, results from paid promotion.Disclosure of the general criteria governing provider ranking, such as geographical distance, ratings, delivery time, and execution accuracy, is also mandated, alongside a prohibition on discriminatory practices or arbitrary restrictions on visibility.The guideline addresses unreceived cash orders by introducing prior order confirmation mechanisms and defining responsibility, with liability distributed between the provider and the platform based on the reason for non-receipt, and allowing for restrictions on consumers who repeatedly cancel.It also emphasises the regulation of promotional offers and discounts, requiring that they be licensed by the MOCI, genuine and not misleading, with clear display of prices before and after the discount, and adherence to the specified duration.Obligations of providers are outlined, including adherence to announced prices, prohibition of additional charges upon delivery, disclosure of preparation time, and ensuring product quality and safety, it said.The guideline further defines the responsibilities of delivery personnel, including adherence to timelines, maintaining order safety, demonstrating proper conduct, and prohibiting the imposition of any additional charges on consumers, it added.
