Qatar is launching a government scholarship that guarantees graduates a job, offering students up to QR20,000 a month to study digital fields abroad as part of a drive to build a homegrown technology workforce.The Digital Transformation Programme, unveiled Tuesday for the 2026/2027 academic year, is run by the Ministry of Education and Higher Education (MOEHE) in co-operation with the Ministry of Communications and Information Technology (MCIT) and the Civil Service and Government Development Bureau. It is built around what officials called the principle of "scholarship ending with employment", tying every funded discipline to national priorities and a job after graduation.MOEHE Assistant Undersecretary for Higher Education Affairs Dr Hareb Mohammed al-Jabri described it as one of the most significant strategic scholarship initiatives launched to date, marking a shift away from general scholarships towards specialised programmes targeting labour-market needs. The scheme carries students from secondary school through university, training, employment and long-term career development, he said, with awareness campaigns planned through the year to familiarise students and parents with digital specialisations.Benefits vary by track. Students at approved premier universities abroad will receive monthly stipends of up to QR20,000, two annual business-class tickets, pre-departure allowances of up to QR40,000, academic excellence rewards, and recognition of study years as service years. Those on the engineering, science and technology track at approved universities will get monthly allowances of up to QR14,000, annual travel tickets, pre-departure support of up to QR25,000 and guaranteed employment on graduation. Domestic scholarship students will receive monthly stipends and full tuition at approved institutions, including Education City and other local universities offering digital and advanced-technology programmes.A central feature, developed with MCIT, is integrated practical training, giving students internships at leading technology organisations throughout their studies so they gain professional experience before entering the workforce.Applicants must meet Government Scholarship Plan requirements, including a minimum secondary-school average of 80% for scientific and technological tracks. Humanities students may enter through an academic bridging programme and must also meet university admission requirements, while overseas applicants must secure final, unconditional admission from an approved institution. al-Jabri said the number of scholarships would remain flexible and be set by national workforce needs, adding that local higher education institutions now offer more than 40 programmes in the field.Registration for overseas scholarships, Education City institutions and private local universities runs from July 1 to August 15. Applications for government universities under the domestic track will be accepted from November 15 to December 30 through the Government Scholarship Platform.MCIT Director of Human Resources Abdullah al-Khalifa said the programme directly supports Qatar's Digital Agenda and the Third National Development Strategy by preparing specialists and future leaders to manage technology projects. Participants will benefit from internships during summer and official breaks, access to local and international technology events, and mentorship programmes, with continued support in securing employment and ongoing professional development through partnerships with leading technology firms.The programme focuses on priority disciplines including artificial intelligence, cybersecurity, digital analytics and cloud computing, with the list updated regularly in line with labour-market needs.Director of Government Manpower Planning at the Civil Service and Government Development Bureau Al Anoud al-Naemi said the Bureau works with government entities to monitor labour-market trends and match academic specialisations to the national digital agenda. She noted that amendments to the Human Resources Law had raised the work-nature allowance for engineering specialisations, particularly computer engineering, from 35% to 75%, with additional benefits introduced for cybersecurity specialists. Early workforce planning, she added, would help build a generation of qualified nationals capable of leading the country's digital transformation.  

Owning a falcon. Registering a boat. Getting married. Pitching a tent for the winter camping season. These are not the headings you would expect on a government website — yet they are precisely how Qatar's reimagined Hukoomi platform now invites residents to find the services they need.The Ministry of Communications and Information Technology (MCIT) Tuesday unveiled a new edition of Hukoomi, recasting the familiar portal from a directory of links into an interactive gateway organised around the moments that actually matter in people's lives. It is the first deliverable of the ministry's "Digital Factory" initiative, billed as an engine room for government services where technology, data and design are stitched into a single platform.At the heart of the redesign sits the "Life Moments" concept — six of them at launch: getting married, winter camping, owning a falcon, owning a boat, drawing on social welfare, and managing retirement. Each gathers a cluster of once-scattered services under one roof, with more moments and business-facing services promised in releases to come.Minister of Communications and Information Technology Mohammed bin Ali al-Mannai framed the launch as a statement of intent. "The launch of the new Hukoomi reflects Qatar's firm commitment to accelerating comprehensive digital transformation," he said, tying the project to the Digital Agenda 2030 and the wider Qatar National Vision 2030. The aim, al-Mannai added, is to deliver services that are "centred on people and responsive to their needs," lifting both quality of life and the country's competitiveness.The Digital Factory, he said, is less a piece of infrastructure than a new way of working — collaborative, agile, and built around the user rather than the bureaucracy. What had been achieved, he argued, was "an integrated operating framework" empowering ministries to innovate and deliver unified services, feeding directly into the Seventh National Outcome of the Third National Development Strategy (2024-2030).For Assistant Undersecretary for Digital Government Affairs Mashael Ali al-Hammadi, the leap is one of kind, not degree. The platform "has evolved from an informational portal that introduces government services into an integrated interactive platform" where users can complete transactions directly on the site, she said — a shift from telling people where to go to letting them get it done.The plumbing has been upgraded to match. A Single Sign-On feature lets users reach their personal profile, track activities and government transactions, summon round-the-clock support, and lean on an advanced search and virtual assistant. Residents can monitor and manage their registered assets too — boats, falcons and the rest — alongside saved documents, with multilingual support and flexible display options bundled in.Hukoomi also arrives with a fresh visual identity, one that reaches for the local rather than the generic. Its palette blends purples drawn from Bin Ghanam Island, the maroon of the national flag, and the muted tones of the Qatari desert — sea and land braided together, heritage and innovation in the same frame.Users can reach the platform at hukoomi.gov.qa, logging in through the National Authentication System, "Tawtheeq." 

Qatar’s openness to robotics and automation technologies positions the country at the forefront of innovation in the region, a top executive of a major regional hypermarket group has said.Qatar’s labour market dynamics make it easier to integrate automation compared to other countries, according to Dr Mohamed Althaf, LuLu Group Global director.“In many countries, introducing automation raises concerns about the displacement of workers. Qatar does not face that challenge in the same way. The country has the resources and flexibility to adopt advanced technologies without creating social pressures,” Dr Althaf explained to Gulf Times.Citing extreme weather conditions as an example, Dr Althaf noted that robotics could provide tailored solutions tailored to Qatar’s unique environment. “Robotics can help overcome these limitations and ensure continuity in operations. This is why Qatar is well placed to serve as a launching pad for such technologies,” he pointed out.According to Dr Althaf, Qatar’s compact geography is an advantage for testing and scaling disruptive technologies. He said, “Cutting-edge innovation often emerges from smaller, agile economies. Places like Hong Kong, Singapore, and Malta have shown how compact markets can nurture news ideas; Qatar shares that advantage.”Dr Althaf encouraged technology firms to connect with local partners to expand their reach, emphasising that “Qatar welcomes technology.” He stressed that companies that bring new solutions will find opportunities to scale in Qatar, especially by working with established players who can help them grow.In early February, the Ministry of Communications and Information Technology (MCIT) noted in a statement that Qatar’s national drive to build a competitive digital economy is reflected in initiatives, such as the Digital Agenda 2030, the TASMU Accelerator, and programmes like Scale Now, which supports startups in expanding locally and internationally.At the Web Summit Qatar 2026, the MCIT reported that nine strategic agreements were signed to attract high-growth tech companies, underscoring the country’s commitment to innovation.Similarly during the summit, the Qatar Research, Development and Innovation (QRDI) Council has supported local firms, such as Snoonu in launching robotics projects, including drones and autonomous vehicles to improve logistics efficiency.Meanwhile, private investment is flowing into the sector, with X2 Ventures backing Deus Robotics, an automation platform for warehouses aimed at reducing reliance on manual labour and supporting Qatar’s broader digital transformation.Industry experts have also highlighted Qatar’s role in preparing the country’s small and medium-sized enterprises (SMEs) for a digital future, with robotics and AI as key enablers.This was highlighted after Qatar Chamber previously announced the upcoming ROBOTECH 26 exhibition in October, and is expected to showcase technologies in smart transportation, logistics, and food security. 

The Ministry of Communications and Information Technology (MCIT), through Qatar Digital Academy and the SMEs Go Digital Programme, and in collaboration with Google Cloud, organized two awareness workshops to support small and medium enterprises (SMEs) in their digital transformation journey.The workshops were held at the Google Cloud Center of Excellence in Qatar Free Zones.The workshops featured a series of interactive presentations and hands-on sessions delivered by Google Cloud experts, highlighting the latest AI innovations and real-world use cases that SMEs can adopt to enhance their services and products, increase productivity, improve data management, and automate daily operations.Participants also explored a range of digital tools and platforms that enable business expansion and support informed, data-based decision-making, strengthening their readiness to adopt AI solutions and digital technologies. These insights empower SMEs to enhance operational efficiency and improve their competitiveness within today's rapidly evolving digital business landscape.These workshops form part of a series of specialised sessions organised under the SMEs Go Digital Program, targeting key sectors across the country to support the digital transformation of national enterprises. The programme contributes to achieving the goals of the Digital Agenda 2030 by building an innovation-driven business ecosystem and accelerating the adoption of modern technologies among SMEs, strengthening their readiness for the digital future. 

The Ministry of Communications and Information Technology (MCIT) and Oracle have signed an agreement to renew the technical support contract for Oracle licences across government entities in Qatar for an additional three-year period from 2025 to 2028, alongside the establishment of a new Oracle dedicated cloud region for the government sector. The agreement aims to enhance the continuity of government digital services through the provision of an integrated backup data centre, thereby strengthening government cloud computing capabilities in Qatar. This agreement comes as a continuation of the existing co-operation between the two parties, which saw the launch of the first dedicated government cloud region in Qatar in February 2024. The new region aims to enhance operational readiness by providing a comprehensive backup infrastructure that ensures uninterrupted government digital services, while strengthening operational continuity and geographic resilience of the cloud infrastructure, in response to the growing digital transformation requirements of government entities. The Oracle Dedicated Cloud Region for the government sector, overseen by the MCIT, supports a number of strategic government initiatives by providing advanced services across Infrastructure as a Service (IaaS), Platform as a Service (PaaS), cloud applications, and artificial intelligence technologies. This contributes to accelerating digital transformation, modernising government services, and enhancing innovation across the public sector. The platform also contributes to strengthening data protection, enhancing readiness to address cybersecurity threats, supporting the operational requirements of artificial intelligence solutions, and enabling government entities to scale digital services securely and efficiently in line with national needs. The agreement comes within the framework of supporting Qatar’s efforts to develop advanced digital infrastructure, in alignment with Qatar National Vision 2030 and the objectives of the Digital Agenda 2030, aimed at developing an integrated digital government sector capable of adopting emerging technologies and accelerating digital transformation nationwide. 

Web Summit Qatar 2026 is translating global conversations into real economic gains, with Ministry of Communications and Information Technology (MCIT)-backed startup programmes generating hundreds of millions of riyals and positioning Qatar as a regional launchpad for digital innovation, according to an MCIT official. Speaking on the sidelines of the summit, Eman al-Kuwari, the director of Digital Innovation at the MCIT, said that the 3rd Web Summit Qatar has clearly demonstrated how strategic engagement with the global tech ecosystem can translate into tangible national impact. “Now we’re seeing the third edition, and we have seen the economic impact that it had on Qatar itself,” she said, pointing to the direct benefits felt across the local startup and innovation ecosystem. Al-Kuwari said that the MCIT’s role at Web Summit Qatar goes far beyond participation. The ministry, she said, is using the platform to connect startups with real market opportunities through a structured pipeline that supports companies from the idea stage to global scaling.“We are participating here with three key programmes that start with incubation, acceleration and scaling,” she said. “All of these paths represent different stages of a startup’s life that need to be supported.” Web Summit Qatar 2026 is no longer just a meeting ground for global technology leaders; it is delivering measurable economic outcomes for the country and strengthening Qatar’s position in the global digital economy, according to the MCIT. At the heart of this effort is the Tasmu Accelerator, which targets revenue-generating startups from around the world willing to solve real challenges in Qatar and establish a presence in the region. According to al-Kuwari, the results speak for themselves. “Through 130 sales leads, we have generated more than QR430mn in actual revenue for these startups, in terms of real contracts and opportunities,” she said. In addition, companies supported through MCIT programmes have raised more than QR270mn in funding, underlining investor confidence in Qatar’s innovation ecosystem. The official noted that these outcomes are possible because Qatar’s ecosystem is deeply interconnected. “You see the licensing platforms, the banking services, the government engagement and the financing services, all of us are working together under one umbrella to achieve a single goal of diversifying our economy,” al-Kuwari said. This approach, she added, is central to the Digital Agenda 2030, which the United Nations has recognised as a global best practice for digital transformation. Beyond startups, al-Kuwari highlighted that Qatar is approaching emerging technologies, such as artificial intelligence (AI), with a strong focus on trust and responsibility. “We are among the first countries in the region to have a national AI strategy,” she said, adding that ethical guidelines now underpin every stage of AI development and deployment. Through initiatives such as GovAI, the MCIT is bringing together government entities and industry leaders to ensure AI solutions are safe, secure and aligned with national priorities. Al-Kuwari stressed that people remain at the centre of Qatar’s digital transformation, humanising its impact. “We see that people are at the centre of everything that we’re doing,” she said. “We’re trying to achieve the National Vision 2030 by having a higher quality of life, and digital transformation plays an integral role in that.” 

Qatar is steadily progressing towards establishing itself as a regional and global hub for the digital economy and innovation through investment in human capital, the development of innovation ecosystem, and the enhancement of the ICT sector’s contribution to the national economy, officials at the Ministry of Communications and Information Technology (MCIT) said.This was highlighted during a panel discussion at the Web Summit Qatar 2026, titled ‘Qatar’s digital agenda 2030: Building a knowledge-based digital economy.’ Participants reviewed mechanisms for translating the agenda into tangible results in terms of job opportunities, skills development, and economic impact, highlighting the role of the MCIT in leading this transformation through strategic pillars and pioneering programmes. Director of Digital Society and Digital Competencies at the MCIT Duha al-Buhendi stated that Qatar’s vision for technology is based on a long-term approach aimed at making the country an incubator for ideas and a platform for international technological co-operation, noting that organising technological events is incomplete without genuine investment in the development of human capital and the cultivation of digital skills. Al-Buhendi explained that the challenge lies not in the number of available jobs, but in the availability of qualified personnel capable of filling them, adding that the MCIT has launched several initiatives to develop local talent and attract international expertise. The Director of Digital Society and Digital Competencies stated that more than 5,000 government employees were trained last year, with a high satisfaction rate recorded for workforce development programmes. Director of the Digital Innovation Department at the MCIT Eman al-Kuwari said the ministry focuses on establishing supportive platforms to nurture talent and transform innovative ideas into applicable market solutions, thus bridging the gap between innovation and actual market needs. She noted that innovation programmes have contributed to generating more than 160 sales opportunities, resulting in revenues exceeding QR670mn. She emphasised that connecting international talent with the local ecosystem is a fundamental element in addressing national challenges and enhancing the efficiency of digital services.Director of Digital Economy at the MCIT Faraj Jassim Abdulla said the ministry is working to increase the contribution of the ICT sector to the GDP, aiming to reach 10% in the medium term, in addition to creating thousands of new jobs in the technology market. He pointed to the recent announcement of an additional $2bn in investments in the digital sector, adding that despite global challenges, technology companies operating in the country have managed to secure significant funding and achieve remarkable revenue growth, reflecting the strength and resilience of the digital ecosystem. The Director of Digital Economy at the MCIT also noted that these efforts are part of a comprehensive vision to transform the national economy, supported by an attractive business environment, a high quality of life, and streamlined regulatory policies that encourage investment and innovation in the digital economy. 

The Ministry of Communications and Information Technology (MCIT) has signed a strategic partnership agreement with the QVenture Capital Association (QVCA) to strengthen the venture capital and innovation ecosystem in the State of Qatar.The agreement was signed during Web Summit Qatar 2026.The agreement was signed by Eman al-Kuwari, Director of Digital Innovation at MCIT, and Hussain Abdulla, Co-Chair of the QVenture Capital Association.This partnership aims to support improved access to private capital for startups and scale-ups supported by the Ministry, by leveraging QVCA's network of venture capital funds, financing institutions, and association members. The collaboration seeks to strengthen engagement between founders and investors and support investment opportunities across priority sectors.The partnership also includes cooperation on developing entrepreneurship-supportive policies through the exchange of insights on startup maturity and market dynamics, contributing to evidence-based policymaking and closer alignment between national innovation programs and market needs.In addition, the collaboration extends to attracting and enabling technology companies that provide solutions to national challenges and strategic priority areas, while supporting efforts to localize and strengthen critical digital and technological capabilities, in line with Qatar's long-term economic diversification and digital transformation objectives.
