Invest Qatar, Apex Group partner to advance Qatar's financial services ecosystem

Qatar’s NDS3 reforms, infrastructure push drive major global business ranking gains

Qatar’s deliberate regulatory overhaul and infrastructure push under the Third National Development Strategy (NDS3) have accelerated its standing as a competitive regional business hub, according to data from the Invest Qatar Annual Report 2025. The report outlines significant gains across several international benchmarks. Qatar secured first place globally in General Infrastructure under the 2025 Global Innovation Index, while placing fourth in ICT Development according to the 2025 ITU ICT Development Index. The country also made progress in human capital and expatriate integration, ranking 6th in Expat Essentials under the 2025 InterNations Expat Insider survey and 7th for Talent Attraction in the INSEAD Global Talent Competitiveness Index 2025. Quality of life indicators placed Qatar 9th globally in the Numbeo Quality of Life Index 2025. The Minister of Commerce and Industry His Excellency Sheikh Faisal bin Thani bin Faisal al-Thani, who is also Invest Qatar chairman, highlighted in the annual report the structural measures implemented to improve the investment ecosystem. “Throughout the year, Qatar advanced several strategic initiatives and projects that further enhanced the business and investment ecosystem, reinforcing the country’s competitiveness and appeal to investors worldwide,” Sheikh Faisal stated. He also said, “Among the most notable developments was the launch of Invest Qatar’s $1bn incentive programme at the Qatar Economic Forum 2025. Structured around four tailored packages, the programme is designed to attract high-Impact investments aligned with Qatar’s economic diversification priorities.” “In 2025, Qatar ranked among the top 10 countries globally for the first time in the International Institute for Management Development’s Global Competitiveness Report. The country also strengthened its global investment standing by ranking 12th worldwide in fDi Intelligence’s Greenfield FDI Performance Index 2025, climbing an impressive 21 places,” Sheikh Faisal added. A series of administrative streamlined measures backed these institutional moves. Company registration timelines were cut to two days, while commercial setups were enabled using only a passport for eligible investors, stated the report. Labour and setup costs were revised as well, the report stated, citing that the Ministry of Labour standardised recruitment fees, the Qatar Financial Centre (QFC) reduced application fees by 90%, and the General Tax Authority (GTA) introduced full penalty exemptions. The report highlighted that new visa categories were launched for investors, entrepreneurs, property owners, and skilled professionals in technology, arts, and sports, alongside the launch of the ‘Qooqul’ platform to boost graduate employment. Invest Qatar CEO Sheikh Ali bin Alwaleed al-Thani pointed to the agency’s expanding international footprint as a key factor in connecting foreign businesses to domestic opportunities. “Central to this progress was the significant expansion of Invest Qatar’s global footprint. During the year, we established dedicated representatives in London, New York, Paris, Mumbai and Istanbul, providing investors across key markets with direct access to on-the-ground insights, tailored support and real-time engagement with Qatar’s investment ecosystem,” Sheikh Ali said in the report. Sheikh Ali reported that the agency hosted over 1,450 investor and stakeholder meetings and organised more than 150 fact-finding trips over the course of the year. “Invest Qatar hosted the inaugural Qatar Pavilion at the World Economic Forum Annual Meeting, showcasing Qatar’s dynamic business landscape to a global audience. We also convened the FDI Leaders Network Autumn Meeting in Qatar, bringing together CEOs and heads of international Investment Promotion Agencies to exchange insights and best practices,” Sheikh Ali also noted. Digital tools were updated in parallel in 2025, according to Sheikh Ali, who added that the Invest Qatar Gateway was revamped with a secure document vault and direct integrations for banking and telecommunications services to simplify setup procedures. He said new international partners joined the ecosystem during 2025, including imec, WHOOP, Level Infinite, Quantinuum, Yuno, Ardian, Silian Partners, and Das Intellitech, expanding local market capabilities. Invest Qatar also expanded institutional ties with foreign investment boards, signing agreements with Invest India, ProColombia, the Hong Kong Trade Development Council, Startup Portugal, and the Polish Investment and Trade Agency, Sheikh Ali also said. On the domestic front, he said the agency collaborated with the Ministry of Communications and Information Technology (MCIT), Qatar Development Bank (QDB), and the Qatar Research, Development and Innovation (QRDI) Council to launch the ‘Scale Now’ programme, designed to help local Qatari tech firms expand under Digital Agenda 2030. Citing annual report figures, Sheikh Ali added that these combined measures supported 373 new foreign direct investment projects during the year, representing $3.4bn in capital expenditure and creating 15,051 jobs.

Qatar positioning as ME biotech hub

Sustained investments in research infrastructure, precision health, and international collaboration anchor Qatar’s strategy to build a dynamic biotechnology hub across the Middle East and Africa (MEA) region, according to Invest Qatar. “Qatar is helping lay the foundations for a dynamic biotechnology ecosystem and contributing to the next chapter of global biotechnology innovation,” stated Nasser al-Kaabi, head of Investment Facilitation at Invest Qatar. Al-Kaabi, in an article published on Invest Qatar’s X account titled ‘Unlocking Biotechnology Growth in the Middle East and Africa: from emerging potential to global impact’, said these national initiatives align with Qatar National Vision 2030, which places health and human development at the heart of long-term economic strategy. He said Qatar has made sustained investments in research, healthcare, and scientific infrastructure, allocating between “0.5%” and “0.7%” of GDP to research and development in recent years, aiming to boost this figure to “1.5%” by 2030.“At the same time, healthcare expenditure is projected to grow from approximately $7bn in 2025 to $12.5bn by 2030, supporting the continued development of an innovation-driven healthcare ecosystem,” al-Kaabi stated. He said this spending supports a growing innovation network backed by institutions like Qatar Foundation, Qatar Biomedical Research Institute, Qatar Environment and Energy Research Institute, Sidra Medicine, and local universities.Precision medicine and genomics remain key focal points, he stated. “National initiatives, including the Qatar Precision Health Institute (QPHI), which is responsible for Qatar Biobank and the Qatar Genome Programme have collectively advanced population-scale research, with more than 40,000 Qatari and Arab genomes sequenced, creating one of the region’s most comprehensive genomic datasets,” al-Kaabi explained.These initiatives back targeted medical research while opening avenues for scientific collaboration, according to al-Kaabi. “Biotechnology is rapidly emerging as one of the defining industries of the 21st century. From developing life-saving therapies and strengthening food security to advancing sustainable manufacturing and addressing environmental challenges, its impact extends far beyond the laboratory,” he stated. The global biotech market is expected to expand from “$1.38tn” in 2025 to “$4.33tn” by 2034, registering a compound annual growth rate (CAGR) of “13.6%,” al-Kaabi said.“Increasingly, policymakers recognise that leadership in biotechnology is not merely a scientific ambition but an economic necessity for competitiveness, resilience and long-term prosperity,” he emphasised. While North America holds the largest market share and Asia-Pacific grows at the fastest pace, the MEA region is claiming greater prominence. Regional market value is forecast to climb from “$51.5bn” in 2025 to “$125.9bn” by 2034, reflecting a “10.5%” CAGR, al-Kaabi stated.Al-Kaabi stated, “This momentum is being driven by rising healthcare demand, increased investment in research and development, a growing focus on food security and sustainability, and efforts to diversify economies beyond traditional sectors.”He also said GCC states are expanding their regional capabilities through targeted policies, including Saudi Arabia’s National Biotechnology Strategy and the UAE's life sciences hubs.“However, global competitiveness requires more than investment alone. Successful biotechnology ecosystems combine world-class research, access to capital, supportive regulation, industry collaboration and specialised talent,” he said. Al-Kaabi also said, “As biotechnology becomes increasingly central to future economic competitiveness, the countries that successfully connect research excellence, investment capital and commercialisation capabilities will define the next generation of global biotech hubs.”

Qatar's FDI haul soars to $3.4bn

Qatar pulled in $3.4bn in foreign direct investment capital expenditure last year, spread across 373 projects that created just over 15,000 jobs, as Invest Qatar's newly released 2025 Annual Report confirmed the country's growing pull for high-value, innovation-driven capital.The figures mark a striking year-on-year leap: new FDI projects surged 52%, up from 245 in 2024 to 373 in 2025. More than half of total capex went into greenfield ventures, while close to half of all projects fell into the medium-to-high-tech bracket — a signal, the agency said, of investors' confidence in Qatar's increasingly advanced and knowledge-based economy.Five sectors did most of the heavy lifting. Consumer products, business services, food and beverages, software and IT services, and textiles together accounted for 69% of all projects, pointing to a landscape that spans both legacy industries and newer, knowledge-intensive ones — in step with the goals set out under the Third National Development Strategy.His Excellency the Minister of Commerce and Industry and Chairman of the Advisory Board of Invest Qatar, Sheikh Faisal bin Thani bin Faisal al-Thani, said the results reflected a deliberate strategy rather than good fortune. Amid global uncertainty, the minister said, Qatar had stayed focused on strengthening an economy built on clarity and durability, with 2025's milestones cementing the country's standing as a premier investment destination. He credited a series of targeted initiatives for sharpening the ecosystem's competitiveness, and pledged continued work with partners to keep Qatar a preferred global hub for investment and innovation.Behind the numbers lies a year of institutional expansion. Invest Qatar extended its international reach with new representative offices in London, New York, Paris, Mumbai and Istanbul, putting the agency closer to investors in priority markets. It also rolled out a $1bn national incentives programme built around four packages targeting advanced industries, logistics, technology and financial services.On the digital front, the agency overhauled the Invest Qatar Gateway — the country's first integrated platform guiding investors from market entry through to expansion — adding a secure document vault and smoother access to banking and telecoms services. The platform has since grown to more than 15,000 registered users and upwards of 900 companies.Invest Qatar CEO Sheikh Ali Alwaleed al-Thani described 2025 as a year of purposeful progress and deepening partnerships, crediting the agency's expanded global footprint, new incentives and digital tools with reinforcing Qatar's reputation as a dependable long-term investment partner. He said the focus ahead would be on sustaining that momentum so investment continues to be supported and growth shared.The year also brought recognition on the world stage: Qatar broke into the top 10 globally in the IMD's Global Competitiveness Report for the first time, and climbed 21 places to 12th in fDi Intelligence's Greenfield FDI Performance Index — among the clearest external endorsements yet of its greenfield investment credentials.

Invest Qatar, the country's investment promotion agency, on Tuesday announced the launch of the Venture Capital (VC) Funding Module on the Invest Qatar Gateway, developed in collaboration with the Qatar Investment Authority (QIA). The new offering enhances startups access to capital and investment opportunities, marking a significant milestone in Qatar's efforts to strengthen its entrepreneurship ecosystem.The new module, accessible to all Invest Qatar Gateway members, consolidates the VC discovery and application process into a single, streamlined platform.Through this module, startups can explore the investment focus areas and eligibility criteria of participating VC funds, many of which are backed by the QIA through its $3bn Fund of Funds programme. Startups can also access value-added services and support programmes and submit their pitches directly to fund managers.By centralising these resources, the platform enhances efficiency, transparency and accessibility throughout the fundraising journey. It also reflects Invest Qatar's continued commitment to fostering innovation and supporting emerging businesses by directly connecting founders with a curated network of VC funds.In its initial phase, the module features a growing network of participating funds and ecosystem partners, including Tech Venture Fund by Qatar Science and Technology Park (QSTP), and the QIA-backed funds A-Typical Ventures, B Capital, Builders VC MENA, Deerfield, The Utopia Studio, Founders Circle Capital, Greycroft, Human Capital, Ion Pacific, Liberty City Ventures, Rasmal Ventures, Shorooq, Speedinvest and The Radical Fund.Dr Hamad Rashid al-Naimi, Chief Strategy Officer at Invest Qatar, said: "The VC Funding Module is the latest addition to the Invest Qatar Gateway, a platform we have built deliberately to streamline and simplify every stage of a founder's journey. By bringing QIA-backed funds together on a single, transparent platform, we offer startups something rare in emerging ecosystems: a clear, direct path from idea to institutional capital, with access to the networks, expertise and resources needed to scale and succeed globally.""As Qatar's venture capital ecosystem continues to evolve, this module will provide entrepreneurs with a centralised platform that enables them to have greater visibility of the opportunities available, and clearer pathways to connect with the relevant fund managers," said Haya al-Ghanim, Director of Qatar Funds at the QIA. "This module supports our shared mission of establishing Qatar as a leading destination for innovation and entrepreneurship."Startups seeking access to venture capital are encouraged to visit the Invest Qatar Gateway and explore the newly launched VC Funding Module. Through the platform, entrepreneurs can review participating QIA-backed funds, assess investment criteria and formally submit their pitch to fund managers.

Invest Qatar showcases investment opportunities in Qatar

Investment Promotion Agency Qatar (Invest Qatar) concluded a promotional tour in Istanbul, Tukiye, during which it showcased investment opportunities in various vital sectors in the State of Qatar, and strengthened its communication with Turkish investors and key players in the trade and business community.  Invest Qatar said in a statement on Monday that the delegation participating in the four-day promotional tour held a series of high-level meetings with several officials from major Turkish companies.  The programme included several events dedicated to investors, organized in cooperation with key partners, including an investor dialogue in cooperation with the Turkish Foreign Economic Relations Board, a business banquet in cooperation with the Turkish Industry and Business Association, in addition to organizing a roundtable specializing in the electronic games sector, which brought together stakeholders in this field.  The promotional tour included a series of executive discussions, field visits, and bilateral meetings, which focused on the smart manufacturing, digital technologies, electronic gaming technology, and energy sectors, showcasing the competitive, innovation-based investment environment in Qatar.  The delegation conducted a field visit to the MEXT Technology Center, which is one of the leading innovation centers in the field of the Fourth Industrial Revolution in Turkiye, and plays a pivotal role in driving digital transformation in the manufacturing sector by employing advanced technologies, enhancing cooperation, and developing talent.  A memorandum of understanding was also signed with ARI Teknokent, affiliated with Istanbul Technical University, with the aim of enhancing academic cooperation in the fields of science, culture and entrepreneurship, and supporting innovation ecosystems in both Qatar and Turkiye, by encouraging partnerships between startups and facilitating knowledge exchange, in addition to promoting the marketing of innovative technologies and facilitating their expansion in international markets.  Chief Investment Development Officer at Invest Qatar, Fahad Ali al-Kuwari, said that the promotional tour embodies Qatar's firm commitment to strengthening economic cooperation with Turkiye, and its keenness to provide a stable and supportive environment for international investors.  By expanding investment channels, strengthening partnerships, and consolidating the country's position as a trusted business hub, Qatar continues to solidify its position as a long-term destination for Turkish companies to establish their businesses in the country and expand towards regional and global markets, he added.  Economic relations between Qatar and Turkiye are witnessing steady growth, with more than 1,370 Turkish companies currently operating in Qatar, reflecting the increasing confidence of Turkish investors and companies in the Qatari business environment.
